Edgar Lungu can only de-register PF after getting advise from experts-Kapeya

Chief Government Spokesperson, Mwansa Kapeya has said that Home Affairs Minister Edgar Lungu can only exercise his powers based on the advice from experts in issues bordering national security.

Mr Kapeya was reacting to calls by Father Bwalya to urging Mr Lungu to rise above partisan interest and de-register PF before the violence they have been perpetrating gets out of control.

Quoting the Section 13 sub-section (1) (b) of the Societies Act, Father Bwalya said that it was a fact that PF had become a danger to peace, good order and welfare of the general public in our country.

” The violence has reached unprecedented levels of intra-party violence leading to the loss of life. No one should doubt the potential of PF violence to cause national instability, ” Father Bwalya said.

However, Mr Kapeya said Government does not expect opposition political party leaders to act so irresponsibly by insinuating that it is not doing anything about the matter.

Mr Kapeya said making unjustifiable attacks on Government and the Police has the potential to derail the course of investigations which have so far reached an advanced stage.

“We are on top of things and the nation will in due course be informed on the findings and action that shall be taken against those that will be found wanting,” he assured.

Mr Kapeya, said that the Patriotic Front (PF) Government abhors any form of violence and would not want to be part of those trying to perpetuate the vice among Zambians.

Mr Kapeya said that the PF Government’s position on the vice is clear because it came into power on the premise of ensuring fairness, justice for all, peace and security of all Zambians and their property.

Mr Kapeya, who is also Minister of Information and Broadcasting Services, said government condemned and still condemns the November 7 fracas in which PF cadre, Moses Mwela, was killed and dozen others injured.

He said Government is eagerly awaiting the logical conclusion and outcome of investigations into the matter, adding that there shall be no sacred cow when a crime has been committed.

“As a government that respects the rule of law, we want the police and other law enforcement officers investigating the matter to do their job professionally to the satisfaction of the majority Zambians and especially the innocent people that were victims to the disturbance.

“We reiterate our earlier call to the Police to thoroughly investigate the matter and ensure that all culprits, regardless of their positions in the ruling party or even in Government, are brought to book,” Mr Kapeya said.

He said justice must prevail and it was important for everyone to realize that all are answerable to the same law which must be respected and upheld.

“Government will not take kindly to individuals or indeed groups of people with unknown motives to tarnish its image and that of the country as a whole by inciting violence.

“Violence is a menace every well meaning member of the PF and all Zambians must reject and condemn in the strongest terms possible,” he said.

The minister stated that as investigations are going on, Government wishes to warn all PF and Government officials not to interfere with these investigations as doing so would be denying the Zambian people their desire to have justice prevail.

Mr Kapeya said Government through its agencies was carefully watching the situation to ensure law and order is maintained.

    • The simple truth is that Fr Bwalya, Mpombo, Mulongoti, etc played a MAJOR role in the deception of the Zambian people….

      ….in my opinion they should shut up and I urge government to continue answering the silly questions constantly raised by these guys with corresponding silly answers.

    • This violence is a deliberate act by Sata to create conditions for imposition of a state of emergence like what Kaunda did. Under a state of emergence political parties can be banned from holding any meetings or rallies except the ruling party.
      Warning to the police!
      If the police fail to act like they failed to control UNIP vigilantes in the 80s and 90s, then people will take to the streets and clear this mess. Remember people got fade up with UNIP vigilante action they acted and beat up the Vigilantes. I saw some being followed to their homes and throwing away their UNIP red Vigilante uniforms in fear.
      Its a case of 100 vigilantes versus 2 million people in Lusaka. Who will win the fight?

      Government has threatened to deregister political parties whose members engage themselves in violent activities citing the incidence in Livingstone where a PF cadre was killed by suspected UPND cadres this week.

    The case for deregistration is a strong one!
    The truth of the matter is that PF has never been on top of things.
    Things have now gone out of hand.
    Respect the wishes of the people over the Kabimba issue!
    Kabimba will not sell. He is too arrogant and is not leadership material.
    It doesn’t matter what the president thinks of him.
    He is the wrong chap for both positions he holds!

    Mr Kapaye, the above statement simply means you are not in control. This is because if any one interferes, there is no consequence as you have put it. What a way of looking at things. It seems operating by the rule of law is voluntary under your party.

  7. These investigations may take very long and wrong, if the out of the investigations come out very soon (say within two weeks or months) then, there is no JUSTICE in the PF led government.
    Why? Because the Kampasa killing investigations report must come out first before the Nov 7 killing. If the Nov 7 killing report is given out within a shorter period time than the Kampasa where it is now 144 days from the date of killing by ZNS, then Dogs have taken away justice or justice have been given to Dogs.
    It is a fact that the Kampasa investigation report could have only taken two days (48 hrs) to be out if the issue concerned pipo in opposition, just like it is a fact that the Nov 7 killing report can be out within a day (24 hrs).
    But now, it involves Sons & Daughters of PF PATE…….

  9. Desolve PF Lusaka district structures and fresh elections there. That may be the solution. However, the main source of problem is Kabimba vs GBM. Resolve this and that party peace will come back.

    • The problem really is GBM and Nsanda…Ba Sata you MUST remember and know that if you can not make a decision then you are not a leader….Leadership is all about decision making….but you are failing Ba Mudala. This is our country Ba Mudala, why should we kill each other???

    • So long as Kabimba is Party Secretary General, screening of candidates for any elections passes through his office for vetting. Implication is that the man will filter out all candidates perceived to be hostile to Kabimba himself. Unless a non biased body is put in place to screen aspiring candidates, Kabimba and his group have an upper hand where elections are concerned.

  15. Fresh fights have erupted between PF warring factions this morning in Lusaka’s Chibolya township.

    Information reaching the Zambianwatchdog indicate that there are clashes going on in Chibolya Compound and some areas of town centre as the two camps are now hunting for each other.

    Eye-witnesses say there is anger among the PF camps as each camp feel they need to revenge against the bloody fights that occurred on Thursday leaving some people dead and several others severely injured and hospitalised.

    Your observation is correct, then, in addition we must know that democracy at times may not only be costly but long winding, as well! The truth about the happenings in PF shall stand square with them during the next elections even if it means holding them 10 year later. Imagine how RB mobilised funds and pushed the developmental projects in the run-up to the last general elections but was booted out like a free kick taken by Mess/Kalusha and scored. PF and not anyone else including the opposition, has done enough damage to itself to warrant residence in a dust bin next elections around!
