Home Affairs Minister Edgar Lungu has challenged people that have been alleging that there are some corrupt officials in the Patriotic Front (PF) government to prove their claims following the Anti-Corruption Commission’s decision not proceed to probe the allegations due to lack of sufficient details.

Justice Minister Wynter Kabimba and Vice president Guy Scott had recently claimed there were corrupt officials in the PF government at the height of calls for Mr Kabimba to resign as PF Secretary General.

Speaking in a telephone interview with QFM News, Mr. Lungu says the onus is now on the people alleging that there is corruption in the PF government to produce evidence to prove such claims.

He states that that anyone claiming that there is corruption in the PF without showing evidence will be merely politicking.

Mr. Lungu adds that people making such allegations must also use the right channels to prove their allegations by reporting to the ACC and allow the allegations to be investigated failure to which such people would be spreading falsehood.

    • Yes let them prove them.We are just tired of these fake whistle blowers like HH who are now in the habit of rushing to the media and then later to ACC to report things that’s doesn’t exist outside their egocentric brains.Smh

    • Guys you all got it wrong. It is the job of ACC to investigate all allegation of corruption and rule whether any corrupt act has been done or not. That is not the job of individual citizens merely reporting cases to ACC!

    • Prove what? The state is charged with the onus of trying however small an allegation can seem. If the state abandons the responsibility it has been charged with of dispensing justice, then why is it healthy for anyone to shift the blame of state corruption to the doorstep of victims such as HH. HH is not the culprit and, there is no shred of evidence which can stand the legal rigorous testing against HH in a court of law. The PF has failed to run the economy and they is no workable economic policy in place. The PF has failed to find a substitute plan for the mineral economy, in which there is no even spreading of wealth among the various sectors of the the population. The PF is idle on one hand, yet, on the other hand the private sector is siphoning cash outflows out of Zambia.

      In this case Kabimba and Scott have publicly stated knowing of a crime and have failed to report the crime to the police. The are now accomplices to the crime and this dull minister is supposed to arrest them…

    • The private sector in Zambia has perfected its hold on the PF regime. We are not against the use of ‘yellow machines’ in part, however, recall that skills are divided into 3 categories, that is; High skills, medium skills and low skills. Granted the above 3 categories, then, someone has to identify the category which is by and large composed of the semi-skilled and unskilled youths in Zambia. Answer; Low skills and, this is the section which compels a reasonable economist to encourage the mining and manufacturing sectors to become labour-intensive. This is achievable through utilizing capital-intensive industries which passes its goods and services to labour-intensive sectors for further value-adding and other down stream industries which are more labour-absorbing.     • In all mineral economies, there is a tendency of overvaluing the national currency and uneven distribution of wealth earned from the export of minerals. Profits are shared between the share holders of mining firms and employees, that is if employees are well remunerated and it is not always the case. Minerals economies are very inefficient and the government revenues generated from mining firms are almost next to nothing, for example in Zambia. Employees in the mining sectors receive crumbs which fall off the banquet tables of mining bosses and, when the mining firms talk about ‘mechanization and the termination of employment’ in phases in a few years to come, they are referring to the substitution of labour with the ‘yellow machines’ not in part, but in full.     • In returning to the skills problem in Zambia, the medium skills sector is composed of professions such as; teachers, nurses, attorneys, social workers, middle mangers etc. These professions are highly sought after. However, some of these professions are saturated, but there are needed for a developing economy such as the Zambian economy, that is if it is still developing or may be it is now in a reverse gear. The low skills and medium skills can co-exist in any sound economy because no one economy can function without the use of low skills. In a country like Zambia, the larger part of low skills is untapped, thanks to the ill-equipped politicians and, this is the sector of the skills which can make Zambia to become internationally competitive if it is properly utilized.

    • In line with the plateaued unpacking of my school of thought, I safely postulate that albeit Zambia needs the high skills like any other nation, it has very handful advanced industries in which individuals with such unique skills can be handsomely remunerated. The rationale behind that, is tied to the inherent inefficiencies of minerals economies which squeeze governments into an inescapable position whereby, initially most of these regimes attempt to avoid in vain. Highs skill can also exist with the latter and former skills mentioned above. Who is charged with the onus of encouraging and protecting the industrial training system in Zambia? Answer; the regime and the private sector in Zambia.

    • A Lungu osa tisebanya! On one hand you advise members of the public to report any corrupt activities they come across to the law enforcement agencies, while on the other, when the public reports a public figure the advice changes to ; dont’ report any corruption unless you have proved it. This is terrible confusion.
      It seems confusion is highly contagious in PF ranks. The king cobra has infected each one you guys with his vernon of confusion.
      What I am very sure of is;if these corruption reports were against an opposition party member or ordinary citizen not connected with PF, the ACC would have swiftly swung into action to arrest and then investigate later.

    • So in essence bwana Lungu you are challenging Kabimba , Guy Scott and HH to prove their corruption allegation. I thought proving corruption was supposed to be the responsibility of the state via ACC and the defendant not the whistle blower. Your actions on this matter leads me to question the credibility of your law qualifications. Are they real or you also did a Masumba LLB?.

    • Granted the above overview of the Zambian economic picture which is reliant on the export of minerals especially copper, I postulate that capital-intensive methods, be it in the mining sector or in any other sector, if there are implemented at the expense of labour-intensive methods, will not bring about the supposedly intended results. It is a typical paradox which is synonymous with minerals economies. One, the national currency should be devalued so as to boost manufactured exports from labour-intensive sectors of the economy. The accumulation of foreign debt should be reversed and replaced with the accumulation of foreign reserves. The export of goods and services from labour-intensive industries balances the country’s account and prevents the country’s deficit. Thus, I advocate…

  1. Prove corruption, citizens? Prove to us the ACC, the police, DEC are investigating what the citizens are alleging. The institutions are paid by us, the working citizens to investigate corrupt practices. ordinary citizens do not have the means to ‘prove’ corruption by Sata’s ministers

    • It is up to the ACC to thoroughly investigate whistleblowers claims. ACC should call the whistleblowers aside and ask them why they have alleged what they alleged and follow the leads they may be given. They are the ones trained for that. The challenge should be to ACC to prove the allegations not the other way round. It is like going to the veterinary officer to report that your cat had died and then he asks to prove it.

      I believe you mean VEEP and not VIP! Whatever the case, the ACC are supposed to summon the individuals alleging corruption regardless of their status. If the VEEP is alleging corruption, what has he done about it considering he is the second most powerful person in the land? Does he really need to go to the press to fight corruption? Comedy of Errors!

  7. Ba Eddie bushe namunwa kale, Whistle blowers do no need to prove anything but mere blow the whistle to signal presence of a rot somewhere and then the ACC mandated to investigate will do so. Lets us not protect each other from being visited by the law as the law will still follow us some day. 2016 is just but around the corner and the fact that you have already weakened yourselves is enough ground to indicate that your are not going beyond 2016.

  8. The old adage has it that there is no smoke without fire. It’s the duty of the fire officers, in this case the ACC, to investigate the source of that smoke b4 rubbishing it. The law gives them power to summon whoever is alleging corruption and ask them to provide evidence, failing which such individuals could be charged with making alarmist statements or something like that! ACC seems to be compromised so this call by Mr. Lungu is not honest in my opinion it seems the government of the day in Zambia is exempt from facing the law until they vacate office example Chiluba and Banda, so as for these guys in current government their time of reckoning might be postponed but nevertheless still coming ba Lungu!

  15. One thing that is now clear is that these PF ministers are not on talking terms with each other. If they were Lungu would not have issued such a statement when he knows and we all know that he is talking about Kabimba and Scott. Why did he not sit down with the two colleagues to iron out the implications of their statement?
    If they can publicly refer to each other as ‘clique’, ‘riff-raffs’ and ‘Grade 3 drop-out’ it simply means there is no harmony among themselves. It is a disgrace.
    One wonders what goes on in their cabinet meetings if at all there are any, they just sit down frozen, numb, mute and motionless while their boss spews out
    abuse at them.

  16. Hon. Lungu, allegations have been made and you as the Minister of Home Affairs do have Constitutional obligation to make sure that relevant State Organs do INVESTIGATE such allegations. Otherwise, what is the scope of existence of such State Organs?

  17. In Zambia when ACC says that there is no evidence then the interpretation is that they are trying to shield someone from prosecution!

    To the contrary, when an investigative wing of any government reports that there’s no evidence of such allegations, it does so after they had done thorough investigations in which they try to interview the sole witness of the alleged offense.

    If that witness does not provide sufficient evidence which may stick in court, then they cannot proceed on mere allegations. The case of RB’s kids and Masumba are two great examples.

    Edgar Lungu is our minister of home affairs and when he reports back to the nation that according to ACC they cannot proceed with investigations in the allegations of corruption within the PF due to lack of evidence, we should be prodding the people with evidence to go forward and tender the evidence. Instead every jim & jack on this blog lashes out at him. Is it not his responsibility to inform us that the investigation can not proceed? We, also as citizens have a responsibility to help ACC to gather evidence.
