THE Council of Churches in Zambia (CCZ) has said that the pronouncement by His Excellence President Michael Sata that the country does not need a new constitution is a sad development in the history of Zambia as a nation.
In a statement made available to the media, CCZ the to redirect the Constitution making process to its original plan of releasing the draft Constitution simultaneously to the Executive as well as to the people of Zambia.
CCZ Communications officer Graze Zulu said the President would be held accountable if the current constitution making process failed because he was on record promising the Zambian people a Constitution that would stand the test of time.

PRESS STATEMENT ON PRESIDENT’S U-TURN ON THE DELIVERY OF A NEW CONSTITUTION
The Council of Churches in Zambia (CCZ) believes that the pronouncement by His Excellence President Michael Sata that the country does not need a new constitution is a sad development in the history of Zambia as a nation.
This assertion can also be described as a betrayal of trust of the Zambian people by the PF government and a U-turn on the promise made by the PF party that it would deliver a people-driven constitution which enticed people to vote for PF.
As an institution mandated by its leadership as well as its membership to speak on their behalf, we demand that the President redirects the constitution making process to its original plan of releasing the draft constitution simultaneously to the Executive as well as to the people of Zambia, allocate resources for the purposes of holding a referendum as a way of respecting the wishes of the people.
We shall immediately engage the public, congregations and every well-meaning stakeholder to pressure the President to rescind his decision and release to the people of Zambia the final draft of the constitution and later adoption of the same through a referendum.
We shall all hold the President accountable if the current constitution making process fails as he owes the Zambian people a constitution that will stand the test of time as was promised in the Patriotic Front manifesto which states that:
“the PF government shall establish in consultation with stakeholders a Committee of Experts to review the recommendations of all previous Constitutional Review Commissions in order to draft and present a constitution which will reflect the will and aspirations of the people for submission to a referendum and subsequent enactment only, by the National Assembly”.
The church believes that the constitution making process is a justice issue and the Zambian people demand nothing but justice, honesty, righteousness, fairness, credibility and integrity to all people and by all people.

The new constitution cannot be adopted wholly at once. There are imperfect aspects included in the constitution and must be ratified on a section by section basis.
I do not see how the President should take political responsibility over the constitution, that would be unconstitutional. Parliamentarians ought to take responsibility and initiate the ratification process.
In the beginning their was no constitution,but leaders ruled and formulated the constitution,so a whole new constitution should be implemented all at once.alot of countries have done it before ,please change your mentality sir.

The Constitution has to be adopted at once, otherwise its not a constitution then. Those elements that need amendments can be amended through an act of parliament. You don’t need to hold the whole constitution hostage just because you have an issue with some clauses.

Leadership is not about legacies but about virtue and making right decisions, some that will not appease everyone. Actually, no decision can appease everybody.
People need to understand that the President does not have responsibility over the constitution making process until the time for final ratification. Currently, it is dependent on either parliament or a referendum process. A referendum is highly unlikely due to a fear of low turnouts.

@Pamadupo- Exactly, the majority of the electorate that voted in the PF are illiterate and care not about the constitution. Any educated individual who voted for a government that convinced them that it is possible to deliver a constitution in 90 days deserves what they got.

It is not 42% of Zambians who messed us up, the 42% is a percentage of total votes caste and is equivalent to only 1,170,966 irresponsible voters. This is less than 10% of Zambians.

Where have CCZ been all these weeks? Their comments have already been overtaken by events. People have commented and gone and that is when they just woke up from the dead! The government has issued a statement to say HEMCS’s comments on the constitution were taken out of context and misunderstood by the public and I agree with that when you look at the full statement he issued. As a country we should be serious with the way we consider issues. As usual, our reporters misunderstood and quoted him out of context. The reporters themselves were wrong to mislead the public. It is not only the President or government who must be accountable, every citizen must be accountable. Nobody has the right to telling lies including journalists. We are acting like people without brains!

In all fairness when the President is misqouted by the press the least he can do is himself not Goerge Chella issue a statement or address the nation on the true nature of his statement. The President has not held a press conference to tell the nation its status, the are some issue he can let Goerge inform the nation but plse Mr President some statements are better fromthe horse’s mouth. An example is the in fights in the PF one would expect the President to assure the nation that the in fight would not affect Zambia as a nation. Create a constitution free of individual appeasement, but one that touches the very basic appeal of every Zambian; Human Rights, freedom of expression, protection and security. In a country where ordinary citizens face intimidation and police brutality at voicing their opinion, anarchy becomes the order of the day.

Please do not mislead those who do not follow reports on the BBC and CNN. You are not being honest by claiming that ‘you see a lot of mistakes’ on BBC and CNN reports, that is not correct. I bet you have never spotted any mistakes from the two media.
Secondly, you even ask, ‘who cares so much’. That is the main problem in Zambia, so many people do not care about anything, things are done haphazardly and without due care and you expect to develop. The English care every bit about their language and their country.

Too little too late CCZ. This issue is decided. HEMCS was so clear that even a Grade 3 literate child would not argue he was quoted out of context. All Zambians listened to this on ZNBC TV1. “THE CURRENT CONSTITUTION IS OK AND ONLY NEEDS TO BE AMENDED. THERE IS NO NEED TO OVERHAUL IT. SO WE DO NOT NEED A NEW CONSTITUTION”.

SO WHAT IS CCZ’s PROBLEM BECAUSE THE TECHNICAL COMMITTEE HAS ALREADY WRITTEN TO GOVERNMENT TO ASK FOR THE PRINTING OF MILLIONS OF COPIES SO THAT THEY COULD RECEIVE MORE PRINTING ALLOWANCES? So who is delaying?
What the our leaders must never forget is that only the Word of God lasts forever,so they ought to be mindful that even though they are on top,things will catch up to them. Let them put thier selfish motives aside and do what the people want. Zambian why are we so docile?
