Auditor General’s Report shows PF’s splending performance in reducing funds misappropriation-Shamenda

Acting Chief Government Spokesperson  Fackson Shamenda has paid glowing tribute to PF’s crusade to curb corruption following the latest release of the Auditor General’s report. In a Statement released to the media, Mr Shamenda said that the splendid performance has not come by accident.

STATEMENT BY HON. FACKSON SHAMENDA, MP, ACTING MINISTER OF INFORMATION AND BROADCASTING SERVICES AND CHIEF GOVERNMENT SPOKESPERSON ON THE AUDITOR-GENERAL’S REPORT FOR THE FINANCIAL YEAR 2012

Government is happy that its crusade against corruption and financial indiscipline is yielding positive results.

This can be seen in the latest Auditor General’s Report for the financial year 2012 which has recorded a sharp decrease in the misappropriation of public resources since the Patriotic Front Government came into office in 2011.

As shown in the Report, funds misappropriated in 2012 amounted to K463,000 (about K463,631,579 old currency) compared to 2011 and 2010 in which K1 million (K1,060,362,947 old currency) and K1 million (K1,096, 257, 658 old currency) was misappropriated respectively.

This splendid performance has not come by accident nor by surprise.

It is a result of a deliberate, consistent and aggressive fight against corruption and embezzlement of public resources being waged by the Patriotic Front Government under the leadership of His Excellency President Michael Chilufya Sata.

Government takes this opportunity to commend and congratulate law enforcement agencies, stakeholders and the public at large for their collective support, resolve and determination in the fight against corruption which has seen a drastic reduction in the misuse and misappropriation of public resources as reflected in the 2012 Auditor General’s report.

Zambia is in a hurry and hungry for development. It is therefore, Government’s resolve and commitment that public funds are put to good use for the benefit and improvement of people’s living standards.

Meanwhile, the opposition Alliance for Better Zambia (ABZ) has observed that the increased unvouched expenditure revealed in the 2012 Auditor General’s report is a sign of carelessness on the part of Patriotic Front (PF) government.

In the year 2012 unvouched government expenditure increased to 553 billion kwacha as compared to the 77 billion kwacha that was recorded in the 2011.

ABZ president Frank Bwalya says such a revelation in the Auditor General’s report is clear testimony that the PF government does not allegedly care about good governance, theft and wastage of public resources and the fight against corruption.

Fr. Bwalya says with this alleged carelessness, theft and wastage of public resource will allegedly be the order of the day until the PF government is removed from power.

The opposition leader has told Qfm in a telephone interview that this is why the PF government’s pronouncements on the fight against corruption in the country, has also allegedly remained as matter of public relations than the actual fight.

    • People shouldn’t give press statements when they are drunk! Clearly someone didn’t pass his grade 7. To help you sir remember this 533 >77 ?

    • And then they shut and threaten to shut online media accusing them of treason, falsehoods and being unpatriotic to the nation – all for exposing the ills they don’t want the nation to know. One really wonder who, between the two camps, is treacherous, unpatriotic and is built on lies? The online media or the PF govt?

    • This man needs to be arrested. i do not the ministers have immunity for litigation if they dare to mislead the country.
      We all worried about this except him, meaning that they wont change.

    • These PF thugs including their president are lying under oath. They are forgetting that they are in government now and are under oath not to lie. Just for lying under oath, its a very serious offence.

      Time will come when they shall be called to account for all their lies.

    • Sata is under pressure to sort out GBM in Northern province. He has transferred Bwalya Ngandu to Northern Province before he even reports to the ministry he mean’t to work for.

  2. Is that report correct/true ?? Why are they this broke to starting taxing NGOs, taxing pirate taxis, removed subsidies, resorted to endless borrowing, everything is going up due to taxes yet they propose a wage freeze. I seriously doubt if that report is correct looking @ the current economic situation

    • Do you know what an Auditor General is? Find out who she/he is and what role their office plays in GRZ. ..where the aquire data from?
      Now after you have done that simple task you ask yourself why they would produce an “incorrect or false” report.

How does he boast about item number last on the list of items where they only had a reduction of half a million, but ignores item where the waste moved from 77 million to 553 million!! Which ever way you stretech this report or spin it, this is not a report that you can be proud of any any sphere of life. I am shocked . We are in real deep touble people.

    1. Unvouched Expenditure
    2. Failure to follow procurement procedures
    3. Overpayments

All governments spin stats to look better than the last but those who are striving for transparency will go one step further and openly inform where those missing amounts went, how the loopholes if any are to be sealed and how the money that can be retrieved will be reallocated and of course the perennial favourite. Heads roll, resignation or dismissal as blame and responsibility are provided. Bragging you lost less than the other guy at the casino still makes you a losing gambler…

I quote…’misappropriation was K463,000 under PF as compared to K1,000,000 under MMD..’..how can that come from a senior minister honestly…..he goes on to say…’splendid performance’….Its like a Mine Manager saying…’ I’m HAPPY to announce that this we have had only 12 fatal accidents as compared to last year when we had 25 fatal accidents’…that is rubbish. We are not talking about profit or revenue losses here, we are talking about MISAPPROPRIATION which must be ZERO tolerance just as we must have zero tolerance of fatal accident for the mines…..

  9. Splendid performance? This is absurd. ..surely how can one congratulate himself over waste and misappropriated funds which world do these people live in? In the real world we live in even misappropriation of 1 ngwee is a serious offence.
    We are surely being governed by kaponyas and street hustlers who know nothing about public accounting.

    2012 unvouched government expenditure is 553 billion kwacha as compared to the 77 billion kwacha in 2011.

    Shamenda, look at non-submission of expenditure returns? it was about 3 billion under MMD and now it is 107 billion…This is money the PF government is spending and not account for it, you don’t show receipts.

    Money spent without following tender procedure was around 2 billion kwacha under MMD and under PF it had jumped to over 121 billion Kwacha.

    There is a lot of stealing in this government!!

    I do not know where the Hon. Minister is drawing is pride in the performance of his Government.

  12. If this qualifies as a splendid performance in his books l wonder what 0% misappropriation of public funds qualifies as? The donors who supplement our budget take such reports very seriously indeed in their countries. ..even misappropriation of £1000 will require a thorough investigation with a fine tooth comb. Its just ironic…I don’t see any improvement in the 2013 Auditor’s report with such incredibly reckless imbec!les in government.

    And we wonder why we are poor!!

  14. Can any sane person taken seriously anything a person who is dressed in a neon-colored shirt like this says? Shamenda’s sense of fashion is fully reflected in the crappy statement he has issued on the subject at hand; not unlike the crappy statements issued by his master in State House. It seems the main qualification for Minister of Information and chief government spokesperson in Zambia is that one must be completely incapable of reasoning and have even less command of the English language!

  15. Can we get any further explaination of the misappropriated as well as the misapplication of those funds? This may be satisfying to Grz but I would like to have a full budget report so I can sum it up and draw my own conclusion.
    Am one person who doesnt like to emphasise figures of the past years to determine how up or down we have gone knowing the flactuations of todays currencies, I can say these figures are scary that one should not publicly applaude themself! What people would like to know and hear is these figures have directly impacted them!

    • Honestly what further explanation do you need from misappropriated, misapplied, unvouched expenditure? All this is tantamount to blantant daylight robbery and fleecing of the taxpayer. ..you show some seriousness in your contributions Cindy and wake up.

    • FYI these figures have directly affected the community as the have been misappropriated…money that should have gone to buy desks and medicine has found its way in one of Miles Sampa’s prostitutes’ purses. EVERYTHING is interconnected and has a domino effect…next time you see Sampa offering $2000 of his disposable income for information ask yourself where he got it.
      Wake up!!

  16. Integrity means accepting ones weaknesses and shortcomings and striving to do better and make amends. Here we see serious lack of integrity and credibility in the minister; Had he kept quit probably he may have been considered wise. Seriously, is there anything in this report to be proud about? an analytical mind will tell that financial controls under the PFM are not being adhered to and the control environment is very weak and need serious review, corrections and corrective actions.
    But, until the PF regime accepts their weaknesses, can controls be strengthened.

So what Shamafi is telling us is that the PF has not stolen and misappropriated as much as the MMD and this should be considered an achievement and progress and the PF are happy about this development. This is an insult to the electorate and the Zambians at large, we do not expect that sentiment from govt and they must be ashamed of themselves for being so careless and stop thieving altogether!

  19. Considering the more likely possibility that the misappropriations reported in the Auditor General’s report are only the TIP OF AN ICEBERG, the honourable minister has cause for celebration! Otherwise, what sane individual would take pride at such an ugly report?

    • I do not blame the Honourable Minister, rather it is the professionals in the accounting field who should clarify when an unvouched expiduture becomes misaplication of funds, some unvouched expenditure would result into misaplication of funds, auditing and assurance should go beyond writing a report by estabishing root causes of increases in unvouched expenditure, too misapplicationof funds may be the root cause of unvouched expenditure

  20. The reason he is so proud of the unvouched funds is because he knows where it was used; BY ELECTIONS. They used this money to buy voters in all by elections held so far. Expect it to grow more this year since it appears we shall have alot of them.

    Why am I not surprised; now, how many of these youths are his relatives, girlfriends and their relatives, mistresses and their relatives……and not forgetting the “hooligans” called cadres with no sound education to speak of yet expected to contributed to some kind of SME development the great engine of Zambia’s national development, not!     • U mean,u can’t analyze the auditor general ‘s tabulated figures at the end of the report?or u are not good at math’s.
