Government says it is unfair for people to agitate for the release of the draft constitution when they never told government to start the constitution making process.

Serenje Central Member of Parliament Philip Kosamu said no Political party or None Governmental Organisation (NGO) forced government to start the Constitution making process for them to pushing for its release.

He said this at the commemoration of the international women’s day in Serenje yesterday.

Mr Kosamu who is also Lusaka Province Minister said the PF government is on course in coming up with a constitution hence the need for people to wait for the right time for it.

“You saw how opposition members of parliament have been behaving in parliament in trying to force government to release the draft constitution. We started the process and for someone to tell you that we have to force government to give us the constitution is unfair.

“Nobody is saying ‘no’ to the new constitution, we all want a new constitution. The mandate is with us, we will give the Zambian people a new constitution. Just give us time,” Mr Kosamu said.

He called on women in Serenje not to allow selfish individuals to mislead them over the constitution.

“Women of Serenje stand up and be counted, don’t allow selfish individuals to mislead you over the constitution,” he advised.

The Member of Parliament also highlighted developmental projects taking shape in Serenje district.

He said Serenje, which has never had a Police Station since independence will soon have the facility as the constructor Daton construction has started working on the project.

The parliamentarian also said a constructor, Hua Jiang investment Limited has been contracted to upgrade all the town ship roads in the Boma to Bituminus standard is already on site.

He also said government has embarked on the construction of Muchinda boarding school for boys and girls in chief Muchinda.

And Serenje District Commissioner Charles Mwelwa said the favour of God has proved wrong the concept of looking down upon women not to be as good as men in development issues.

Mr Mwelwa said the country now has women who are determined and have achieved much in the last 50 years.

Mr Mwelwa who cited Inspector General of Police Stella Libongani, and Chief Justice Chibesa Kunda as some of the women who have ascended the ladder of success said the country has also managed to have women in decision making positions.

He said the PF government is committed to support 30 per cent women participation in all sectors and has been appointing women to senior positions and supported them through the women empowerment fund.

  1. This vindicates Sata that indeed with sadness he has dangerously retarded MPs. From which curve is this primate emerging from when Zambians called for, and funded this draft constitution from their hard earned taxes and made all the submissions to the Chona, Mvunga, Mwanakatwe and Mung’omba Commisions?

    • The will or Voice of the people is like a Voice of Customers (VoC) in business. A business that ignores or subverts the VoC has no future in the marketplace. Instead of competitively growing, it instead suffers customer loss as the dissatisfied masses’ loyalty switches to alternatives leaving the business sink and out of business.

While political parties are temporal and thrive at the whims of the people, the same people and their people power is supreme, overbearing and always triumphant. Watch the space and see Zambian repossessing their destiny, dignity and land against all odds of sub-level kitchen sink propaganda synonymous with tyranny and shenanigans.

Watch the space and remember there will be no more forgiveness for traitors of people’s will.

    • @senior citizen
forgive kosamu, he is a product of higher confusion, Sata promised people a constitution in 90days, then he spend a huge amount of money to draft it,,somehow he forget and looks for an animal constitution,,, then Kabimba comes out and tells Zambians that PF didnt know what Zambians wanted thats they failed to deliver a 90days constitution

    • Its like all Ministers have started spreading this nonsense that we do not need a new constitution now, just the way they went round cheating Zambians that removal of subsidies will only affect the rich who benefit more. But who is feeling the pinch now, is it the rich or the poor. PF has let us down.

  2. The opposition know that the PF government will give Zambians a new constitution. Its only that they want to take credit for it. Why cant they just give the PF enough rope to hang themselves.

    • The demand for the people driven constitution is MC Sata’s PF archilles heel and sword of Damocles.

I saw what happened to KK, FTJ’s third term bid sponsored by Sata (ask Nawakwi and Depak) and RB’s MMD when they spurned the will of the people.

  3. spartan,
Yes this chap baptized in PF rubbish has just emerged from some “cave” in Serenje.

His lack of common sense defies the fact that Serenje has produced some intelligent Zambians except this retard.

  4. Am shocked I have not seen any comment(s) above from Mr. Know it all Wanzelu who seems to have too much time on his hands…

  5. Mr Kosamu, like most PF Ministers (MPs), is an *****. This country doesn’t belong to you retards alone. When are you going to learn that we all want democracy to thrive?

  6. Whether Kosamu likes it or not, Zambians want a people driven constitution and it will be granted before 2016 elections. By the way that arrogance doesn’t make things better for the PF.

  7. Hon. Kosamu…

Sorry sir, but the point is that when your party makes people kneel before electorates at your rallies people believe that indeed you want to be servants of the people. Once elected and you hold a constitutional office, you suddenly decide to boss us around. Who told you that Zambians should beg you to deliver on your terms? You know very well that Zambians have wanted a new constitution for a long time but because of undemocractic tendencies of leaders like you this has not been achieved. Zambians want a government that listens to it and starts doing what the people want. Whatever hidden reasons your party has for resisting a new constitution Zambians who have spent so much on the process want it. Make the roads but also respect us please.

  8. 100% in agreement.

If and when the PF grudgingly agrees to give Zambia a new constitution I do not think they will give us the kind of people driven constitution we want. They can only and will only give us what they agree with. And what will that be? Most likely the key clauses especially those hinging on democratising the electoral process and giving more legitimacy to the Presidency and many more governance issues such as genuine separation of powers are likely to be left out.

My view is that Zambians should let the PF finish its term on the old constitution which they say is good enough and let the opposition base its campaign on this issue and see if indeed Zambians do not want a new constitution. If PF wins the elections fairly, then the Zambians would have shown that they do…

  9. What planet is this retard coming from? I reckon even a chicken has a lengthier sense of memory to remember that a new constitution is what Zambians have been crying for since Mainza China commission right up to Sata’s own Silungwe review commission. With ministers like Kosamu, sicaba ki ku swalisana ka taata, ku kosa ko! Otherwise the creatures ruling us are worse than gorillas and baboons together in a maize field.

  10. President Sata is surrounded by a fleet of extremely mentally retarded PF MPs. The statement attributed to the Serenje Central Member of Parliament, Philip Kosamu, is the case in point. Elsewhere at the Tribunal, Masebo is heaping all her Ministerial misconduct on President Sata. And Sata himself has publicly rebuked them of being “IFIPUBA” – But they merely wag their tails for the love of the bones to collect from Parliament gratuity. In effect these PF MPs and their inherent Ministers are harvesting sufficient fuel that will expose and nourish the processes of impeachment for their President.

  11. Ba Kosuma, is this the type of debating from a Member of Parliament sure. How can it be unfair when you promised for this to be done within 90days and now you have multiples of the 90 days? The problem you mistake mandate for dictatorship, it does not imply if you are in govt you have to do as you wish. In democracy you do as the public wants you to do, and in this case release the constitution even when it has some clauses which do not suit you as a party, need not worry those clauses are good for the well being of Zambia

  12. “Just give us time” !!!!!

Ba Kosuma, your PF boss said 90 days. IT IS NOW NINE HUNDRED DAYS !! WE HAVE GIVEN YOU PLENTY OF TIME AND YOU HAVE USELESSLY WASTED IT!

We WANT OUR CONSTITUTION WE HAVE PAID FOR WITH OUR TAXES! NOW!

Sata, you and your PF must go on National TV and radio and tell the Zambian people exactly HOW, WHEN, and WHERE you are going to give us the the CONSTITUTION as you promised!

No more LIES, CHEATING, DELAYING and BLAMING OTHERS. This is the job we employed you to do. If you are so useless that you cannot do such a simple thing, GET OUT.

    YOU ARE FIRED!

  13. I don’t believe how shallow these guys think. How can one say this. Politics has gone to the dogs in Zambia or the dogs have come to politics.

  14. I know this guy very well, sometime last year his son defiled a girl under 16 years when him was busy screwing my workmate.

  15. Eichi!
Anybody citing Libongani or chibesakunda as women of substance must have heads examined…
No afore malice but sheer naked truth!
