Government has ordered the Technical Committee on Drafting the Constitution to conclude its work and vacate its secretariat offices effective today, Monday, 31st March, 2014.
Committee Spokesperson Ernest Mwansa in a statement issued to QFM News says the Technical Committee has since halted its work.
Mr Mwansa says the Permanent Secretary for Administration at the Ministry of Justice wrote to the Secretariat of the Technical Committee to wind up the affairs of the Committee by 31st March, 2014.
He says all the documents of the Technical Committee, including ten copies of the Draft Constitution, the Report of the Technical Committee and the Constitution of Zambia Bill have since been handed over to the Ministry of Justice.
Mr Mwansa says this because efforts to hand over the documents to the government since December, 2013 have not yielded any positive results.
He says Committee thanks President Michael Sata and the government for granting them an opportunity to draft the Zambian Constitution and the financial support rendered to the Committee since 2011.
The Ministry of Justice has since handed over the offices occupied by the Technical Committee to the Legal and Justice Reform Commission.

PF up to no good again, attempting to silence voices and kill off the Constitution Debate. How do you shut down the technical commitee, when the debate is not over and it has just kicked off.
Especially, when the nation still expects matters to be revisited and amendments to be made to the Constitution at some stage, assuming the nation does not agree to everything in the document.

I can appreciate the govt’s agency to have the Technical committee to leave asap. In any case the committee should have been in and out over two year ago (90 days after the swearing-in ceremony of the current President. But now that we are where we are, this predictability of a govt is problematic for economic confidence. It is ill-timed and does not help the Kwacha which is in cureently troubled waters. Investors will be wary and anxious that they will be the next to be asked to vacate the country. Am no pessimist but I doubt very much the course things are taking, Am!!!

The country needs to go on a fast. Let the opposition political parties take a lead on this. What is happening in Zambia is nothing but that evil forces have taken over. With God nothing is impossible. Zambia needs to go on a fast possibly one week. From 6:00 hrs to 18:00 hrs for five days or even a day. Boycott any celebrations when you are on this fast, then you will get these evil forces out. PF is a conveyer of evil. Let the country fast! Mr. HH, Mr. Nevers, Chipimo and Nawakwi take a lead in this. Save Zambia!

This commission has chewed a lot of money! Let them go. So many young people in Street begging, the disabled crying for help, look all around Lusaka, so many people who need help. Some of the so much money sunk into the bottomless pockets of these commissioner could have done alot in supposed the vulnerables. But these commissioners have gabbled millions on themselves in the name of copy and paste constitutional statements copied from all over SA, Kenya, UK, USA, Russia, China, name them. They have not invented any new wheel rectangle, triangle or square wheel apart from copying the one we all know, the circular wheel. Enough is enough, spare govt funds from these selfish lot ever wanting lion’s share.

You said that you have had problems with handing over the doc to the President! How? Has the President’s office declined to accept it? Was the government right about accusations of who leaked the doc?

At the end of 4 years of the TC sitting etc our government is still saying it cannot be rushed. Whose constitution are they talking about? How long did the PF take to prepare the PF constitution? I am sure there is one.

The technical committee has halted it’s works. What works?
1964 constitution was written using type writers and they completed it in far less time than whats happened this time. The spent far much less then because they were serious and original. South African constitution was written in no time, same with Kenyan one as many as others. But ours took so long and even still uncompleted project. The motive behind is money, get more funds as much as possible by delaying everything in the process. Delaying anything and everything in order to pocket more. Postponded as many times as they wanted, took it to everywhere just delay and delay, still unfinished business. Motive? Money in their pocket more than the constitution itself! Go away nonstop swindlers, go.
All being said , Personally I think TC is not very helpful to the Zambian people. The mandate was from the president and Zambian people not Permanent secretary . I could believe them if the letter came from state house . Mr mwansa be bold enough to tell the Zambian people the truth , but knowing you that at time you betrayed Sata during NCC and following what Guy Scot said when he was on Sunday interview one can easily accuse you of being compromised.
The truth has now been known.
Who has the constitution?
Wynter was telling us that he was making arrangements to have the constitution handed over to the president.
But the committe is complaining that they have been having problemn to handle over the document.
Minister of defence said we are going to have a referendum !!! (it’s now a DEFENCE ISSUE)!!!!
