President Michael Sata can reward Guy Scott in other ways rather than making him a ceremonial VP-Dora Siliya

President Michael Sata cannot continue to reward Dr Guy Scott as Vice President at the expense of all Zambians..We acknowledge the President’s need to reward a colleague he feels helped him and the PF get into Government..However the whole country cannot continue to suffer at the expense of one man. There must be other ways to reward Dr Scott.

The current debate on Dr Scott’s derogatory remarks is his failed attempt to correct a bad situation created by what is clearly an anomaly in Government and that is he, Dr Scott, is a ceremonial VP who cannot act as President of Zambia. It is also as a result of failed communication in Government whenever the President travels out of Zambia.

At the moment tension is high in the country due to the manner in which the President left Zambia for Israel. Everyone is questioning if indeed proper procedures were followed to handover power to an acting President..This speculation is clearly fuelled by the fact that the normal order of things, where the Vice President takes over, in the absence of the President, is not the case at the moment..No wonder the Secretary to the Cabinet has found himself between a rock and a hard place. This is because he cannot reveal the circumstances in which the President left the country, if the President himself, who is an elected official and accountable to the people of Zambia, does not see it fit, through the Presidency machinery to share this with the nation. Our colleague George Chellar seems to have no network where ever he is.

It is our considered view that all the speculations and innuendoes will disappear once the constitutional crisis caused by the current person in the Vice Presidents office is replaced with a bonafide Zambian who can act when President Sata is away..

We wish to urge President Sata to make this his first order of business upon his return so that Zambian families do not suffer unnecessary economic hardships at family level due to the uncertainty in the economy caused by speculation whenever he travels out of the country and does not leave a bonafide person in the office of the Vice President. Generally human beings like order and as Zambians we wish to see order in our Government.

It is time for the brave men and women in Government to advise the Presidency and all the Executive on the importance of Government procedures which are there purely to serve Zambians…Communication, and clear communication is critical at the moment to remove doubt from Zambians that all is well in our country..The alternative is that we will all continue speculating on the whereabouts of the President and who should act at the expense of dealing with real issues such as the high cost of food, rentals, transport and lack of jobs for the youth.

    There is no Problem as long as he Appoints some one to act. Wht we need is “A running mate clause”. so tht it becomes Automatic.

    • There surely is a problem and Dora has articulated the anomalies quiet substantively and tabled out for all to see!

      1. Guy Scott can’t continue in his position as VP
      2. A bonafide Zambian should take his place to act as President when the head of state is away
      3. Communication is vital in any organisation including your own homes. We need to know where the head if state is and what he is doing? Do you see crime in trying to find out?
      4. There is no shame in retiring and enjoying OAP old age pension and leave it to others
      5. ETC…..End of Thinking Capacity ! Take it up Ponga

    • Vice President Scott is not playing a ceremonial role.
      He carries out and performs his functions as prescribed in the constitution.

      The fact that he cannot act as president in the absence of the incubent does not in any way render his position ceremonial. Sata appointed Scott to assist him in running the affairs of the country and he does just that, representing the president and the country at international fora.

    • have said HH is a visionary so many times. He sees things far ahead of every body. He told us Sata and PF are a bunch of CNPs, it has come to pass. He told us Scott ni Muzungu Opuusa, it has come to pass. Now every one including the his master’s son has began to doubt his thinking capacity.

      HH does not utter word s any how, he is very thoughtful when conversing with any body.

      It is his vision to achieve greater things in his private capacity that makes him the right candidate to shape and deliver a prosperous future for Zambia.

      UPND and HH the true hope and help Zambia needs at the moment.

    • Love him or hate him, Sata has done WELL exposing the inadequacies of our current Constitution. It is NEVER a good idea to pen vital National laws/documents such as a Constitution based on personal vendetta and revenge. This is MMD’s/Chiluba’s Constitution of 1996 which aimed at excluding ‘Big Ken’ from contesting the presidency again. In the process, it has given birth to such Constitutional confusion being witnessed today.

      Currently, the Constitution does NOT prevent the President from appointing people like Veep Scott to be Vice President, but at the same time it excludes the same people (all based on Parentage clause) from becoming Republican President.

      These are the issues Dora Siliya should have been championing when she had a chance in Govt. But Nooo, busy stealing!

    • @Yambamba your Sata is satisfied with the current constitution and he’s said so on a number of occassions . This is why he has thrown away the new Constitution draft. Normal Zambians know the inadequacies of the current constitution that’s why they have been demanding a new one and honking every Friday. Zambians didn’t need the madness of Sata to know how poor the current constitution is.

      You say “Normal Zambians know the inadequacies of the current constitution,” really! Tell that to folks in MMD like this same lady (Dora “the Explorer” Siliya) and see if she agrees with you. Isn’t it these same people who dragged their feet when they could have given us a new Constitution well before “chumbu munshololwa” showed on the scene?

      And yes he has said that he is “satisfied with the current constitution” because he has seen gaping holes through which he can drive his entire “political agenda”. But can you blame the guy when MMD-UPND had the numbers to pass a new Constitution and…

  2. This red pig should be deported forthwith ! Speaker Matibini must also resign for failing to make fair and serious rulings on matters where the Executive has clearly failed us. The red pig, Scott, insulted the people of southern province and Matibini could not reprimand the pig for being divisive.

      Guy Scott is as Zambian as most Zambians of his generation. Many of whom had parents NOT born in Zambia. In fact some of them were not even born in Zambia themselves but they became our Republican President. Case in point, Rupiah Banda who was born in Zimbabwe from parents believed to be from Malawi. Yet !d!ots like you never saw anything wrong with that.

      Now because Guy Scott’s only ‘sin’ is his white skin, you find it appropriate and have the audacity and b@lls to racially abuse him. Wechinangwa iwe, STOP these racial attacks you FAKE Patriot. Racists are simply disgusting!

  4. So much petty politics in Zambia at the moment. Confusion created by one man whose whereabouts are not known. Zambia is witnessing a something never seen before since Chiluba’s third term crusade, the common factor; SATA. We should expect him to leave confusion behind him if what we have heard is true. With no real choices an interim GOVT might be the only option. The Kwacha is currently as sick as he is, so much uncertainity in the beloved country is a recipe for anarchy which he has associated with over the time. Field Ruwe’s Hunt for a successor has come home to roost. Zambians can never learn and forget to easily. Abundant in resources but devoid of senses. These guys know that they will come back knocking with another lie and we will just let them off. Am out!

  5. The late George Kunda had foresight indeed! When he raised this issue of Scott being the VP even before the first Cabinet, some people called him racist. But long after the departed former VP, we are in a near crisis about this issue that has come to bite the Zambians. It is the same Guy Scotch who is ti blame. The id,iot does not want the New Constitution BUT wants an ammendment of the current one so that he can be allowed to act and auction our Zambian animals and minerals! Animal Farm and PIGS!

FROM THE BA64 TO THE DISMISSED JUDGES, TO THE K14BN, TO THE RE-ALIGNMENT OF DISTRICTS, TO THE CHIEF JUSTICE, TO THE BLACK FRIDAYS TO THE HONKING, TO THE 90 DAYS,TO THE SUBSIDIES, TO THE CONSTITUTION ETC.   8. There is no crisis in Zambia? Have you jus resurfaced form under a rock? A country where no one knows where it’s president is is not in a crisis, son of a president quarreling with the VP, acting president nominated MP with a baggage (unwanted by party cadres, fellow cabinet ministers, youths etc.), Kwacha rate rock bottom among other problems, is not a country not in crisis.

She will just resign through through the front door on a flawed ‘Italian Job’ associated with some tender to do with aviation jargon then come back in throught the back door and into another Ministerial vehicle, this time championing education and displaying assets in Eastern Province as a final stroke at staying into power. Can someone remind me what she is championing in this article? What a waste of a good resource!!

  12. Siliya is right for once. Guy Scott is now going too far. Who the hell does he think he is to call all Tongas in Southern Province. Does it mean PF has no single support in SP. What of Munkombwe and the like? It is time for him to go. Chiluba fired him.

  13. Chiluba fired Scott possibly for the swinegate scandal, that’s different. Now he has come back as 90 day crusader under the PF banner. He is a reformed man although there has just been a bit of a problem with keeping the deadlines.

  14. Come to think of it Dora is actually making more sense in opposition. By this token can we have all the political parties in opposition so that our politics can make sense for ‘sustainable development’.

  15. It is wrong to blame one individual for all the challenges in the country. It is better to specify what any official has not done correctly instead of over-generalization. In my opinion, the PF government is also a working government. At general election time, then voters will elect any government of their choice.
