We are appalled at the current revelations of corruption by senior staff of President Edgar Lungu at State House and other government ministries. In particular, we are concerned about allegations of corruption against Deputy Minister at State House Mulenga Sata, Special Assistant to the President Kaizer Zulu, Permanent Secretary Chilubanama, as well as the Minister of Finance Alexander Chikwanda and his son, Bweembya. These senior officials are facing serious allegations of corruption which are denting the image of State House. Corruption allegations at these high offices only breed further contempt of the office of the President if no action is taken. We have seen so often that despite these allegations being made, very few cases end up before the courts of law.

Secondly, we wonder why the Anti-Corruption Commission (ACC) and the Zambia Revenue Authority (ZRA) are not pouncing on individuals who obtain great wealth in a short period of time and are unable to account as to how they accumulated such money. The ACC Act is very clear. Anybody who accumulates wealth which is disproportionate to his/her past and present levels of official income should be investigated for corruption. A case in point is Mulenga Sata who, as everyone in Lusaka knows, lived a simple life in a small rented accommodation on Roan Road, Kabulonga, in Lusaka. Within a few years, after his father became President, he now owns a mansion which he bought from Mr. Guy Phiri in the posh area of Sunningdale, on Nyimba Road, Lusaka. He also has several expensive vehicles. Could he have possibly acquired these properties from his income as a councilor at Lusaka City Council? How is that possible? Is ZRA not interested to know? Is ACC not interested to know how he accumulated this wealth? If ZRA and ACC are not interested to know, we in the UPND and the general public are very much interested.

President Lungu must also make it clear as to what is going on with the contract for the new airport terminal at the Kenneth Kaunda International Airport (KKIA). Where did the Zambian Government’s counter-part funding for the project go? This project is riddled with high level corruption. The high levels of corruption have turned State House into a den of thieves.
What is now important is for President Lungu to ask these senior public office holders to resign immediately and for him to publicly call for investigations by the ACC and ZRA. As UPND, we demand action on corruption by President Lungu. His silence on corruption is worrying and breeding more corruption in government.

      Hmm! Is it not just Bwembya? I don’t want to attach tribe to this great party.

    • This statement is very clear from UPND, it is totally apolitical & is purely stating how we expect various functions & agencies to operate. Corruption is a serious problem that must be fought by all who want to see this country develop. We the public fully support this statement & expect action from Lungu forthwith!

    • Exactly what happens when yo vote ba ” Kapala” into office. They will steal everything including toilet paper at the office.

    • Lungu is powerless, he can not control the amount of hands dipping in the state coffers. Its like finally eating chicken after you’ve been eating greens for months, Ni Sangwapo!!

    – The 40 houses built by Kambwili on Govt land
    – US$ 200,000 given to Kaize Zulu
    – USD 275,000 shared among Mulenga Sata, Chikwanda, Bwembya (Chikwanda’s son), Chilubanama
    – Arms deal signed between Katumbi and Edgar + RB + Henry
    – Mulungushi Textile US $ 15,000 which was collected. Ask Mulusa
    etc….The list is endless. These burgers are criminals.

    UPND, you are right the general public wants to know. Its just that ACC & ZRA cant act as they can not bite the finger that is feeding them.

    • So you mean selling dogs is not a business? Why do you want to denigrate someone’s business? Kikikikiki! You ZWD/UPND people never cease to amaze. Anyway, Mulenga Sata was not only ‘selling dogs’ he is an engineer as well and his father owned a lot of houses in Lusaka.

    • I see you take whatever ZWD writes as gospel truth. Take time to research and get more than 2 sources of news and analyze issues. Sata left everything in trust for his family, as for Kambwili, take time to find out from people who live in Luanshya about the 40 houses. Do you know that people do wonders with very little funds compared to others who make millions. They say it is not how much you make but what you do with it. Do not just malign people based on false and distorted information, get right information and use it to make an informed opinion. Do not use emotion

  2. Allegations you say? If you are sure why don’t you go the Newton Nguni by taking these chaps to court yourself instead of complaining that ACC are not acting on these cases? Unless you are just speculating, you have the right as a citizen to prosecute these chaps.

    Both Sata and Kapita need to face the law en clear their names, stop showing ur dullness if u r brain dead.

  5. Bane what is being stolen is our money. money has no color or gender, as to either one is black or white ,man or woman. Its is the responsibility of every Zambian to play a role of a whistle blower. The only problem here is, to who can one complain to when the highest office of the land is compromised. My heart bleeds to see innocent kids in school without textbooks, No medication in hospitals, mothers dying during child birth and the street kids walking almost naked in our Zambians streets. Our sisters lining up in streets at night selling their bodies. Lets pray to God Zambians ,we are be ruled by criminals.

    the allegations should lead to acc look for evidence of corruption HH did not engage in any corrupt active, the upright president Levy Mwanawasa never even mentioned HH coz he is clean.

    • Levy s fight against corruption was selective especially aimed at people of Luapula. It is not a secret that there many non Bembas who were corrupt but Levy overlooked this. One time he asked one his aid where this aid came from. The aid said he was from Mansa to which Levy said oh so you are related to Chiluba? From that time that aid never had peace.

  9. Kaizer Zulu has been cleared by the ACC who have even apologized for handling the matter carelessly. The China man who was accused of having given Zulu $200,000.00 denied having done that and there was no proof that this money exchanged hands. People lets be fair to others, when I head about such an amount money being given to someone just to facilitate and appointment, I wondered to myself how foolish could someone be to give such money just like that. think about it people that’s a lot of money we are talking about. that kind of money can build a hospital!!! why would anyone just give it to someone just like that? I took this story with a pinch of salt and looks like that doubts were justified!!!

  11. This is the problem when U vote broke marketeers into Plot 1. What do U expect??
    We saw a similar problem with “Kafupi”
    How can a poor Man keep in check the paymasters who put him in that position in the first place? We all know “The Vultures” knew what they were up to when they forced a poor sick man, against his better judgment to go for office.
    Hes NOT going to bite the finger that feeds him, all the while, Zambia continues to deteriorate further down the toilet pan.

  12. @Ndaje Kahks, so Levy’s corruption fight was selective. You are conveniently forgetting that we had other equally ferocious presidents who could have never let HH walk the streets a free man and these were Kafupi, RB and the dreaded cobra. For your own information, HH snubbed Levy’s offer for vice presidency and Ichibumba never forgave him for that. If HH had skeletons, he could have been coming out of jail by now. Say something else dude.

  13. Reasons why the mentioned presidents would not have let HH off the meat hook even if they wanted:
    1. FTJ- HH likened him to a monkey in a maize field. Consequently, the president sued for K20 billion but later withdrew the case
    2. LPM- HH snubbed the vice presidency offer and Levy was apoplectic in anger
    3. RB- HH embarrassed him when MMD failed to make significant inroads in southern province despite assurances by Munkombwe
    4. MCS- HH called Michael ‘chimbwi no plan’ which made the old man fly into a rage. In impotent anger, he ordered the release of HH’s accounts and other assets to the general public.
    This is enough to demonstrate that HH’s cupboards are clean.

Zambian’s we are good at merely talking about things and complaining we have noticed this pattern but why don’t we push for every newly elected official to publicly declare all their assests…look at the stance the Nigerian President has taken on corruption; you can not expect Edgar Lazy to fight when he was backed by corrupt elements.

  16. UPND you should provide facts about your case, don’t just talk who told you that Mulenga can not progress in his business. He has so many friends who can help him he is a powerful figure in the nation , how every facts are there to show how your HH in the blink of an eye he acquired the un presidented wealth . We know he undervalued zambian companies got the difference for himself .you think that is find , give facts about about Mulengas money don’t just start shouting without brains
