Cabinet recommends formation of six new constituencies

Cabinet has approved the recommendation by the Electoral Commission of Zambia (ECZ ) to create six new constituencies in order to cater for the six new districts whose boundaries cut across constituency boundaries resulting in those constituencies belonging to more than one district.

Acting Chief Government spokesperson Ngosa Simbyakula says the Cabinet made the decision after recommendations by the ECZ consultations with all political parties under the ECZ Political Liaison Committee and all political parties agreed to the creation of the six new constituencies.

The affected Districts and Constituencies are Siavonga Constituency which belongs to both Siavonga district and the new district, Chirundu. Next is Sinjembela Constituency which belongs to both Shangombo district and the new district, Sioma.

Mansa Central Constituency now belongs to both Mansa district and the new district, Chembe. Kaoma Central Constituency belongs to both Kaoma district and the new district, Nkeyema while Kapiri Mposhi Constituency belongs to both Kapiri Mposhi district and the new district of Ngabwe.

Kapoche Constituency will belong to both Petauke district and the new district, Sinda.

Dr. Simbyakula said in a statement received by ZANIS this evening however said there will be no elections in the six new constituencies until the General elections in 2016.

“ This measure is to enable the ECZ to register voters when they commence the voter registration exercise in August this year, “he said.

And cabinet has announced the negotiation parameters for improved salaries and conditions of Service.

The Acting Chief Government Spokesperson says cabinet has approved the negotiation parameters between government and the Trade Unions following the President’s announcement during the Labour Day celebrations.

Dr. Simbyakula said this in Lusaka today at its 9th Meeting at State House, where Cabinet discussed fourteen (14) substantive Agenda items.

He has also announced that government has introduced a transport management system that is aimed at reducing the cost of running the huge government fleet and through this decision.

He said Government shall be saving approximately K10 billion per year in managing transport in institutions in the three arms of Government as well as in the Quasi-government institutions.

Dr. Simbyakula who is also Justice Minister said it is expected that such savings will be directed to capital projects aimed at improving the livelihoods of the many citizens.

He said Cabinet has also approved the appointment of Board of Directors for Class “A” of the Development Bank of Zambia saying this is following the expiry of the mandate on 3rd January 2015 for the previous Board of Directors.

Dr. Simbyakula said it is, therefore, necessary that the Board of Directors are appointed so that they can continue to provide guidance on matters pertaining to policy and general administration of the affairs and business of the Development bank of Zambia.

He said Cabinet has also approved the introduction of a Bill in Parliament to amend the Financial Intelligence Centre Act, No. 46 of 2010.

Dr. Simbyakula said the proposed amendment aims to provide for the operations and functions of the Financial Intelligence Centre to effectively supervise and monitor the implementation of activities aimed at combating money laundering and terrorist financing and other serious offences in the country.

He said this is in line with the Eastern and South Africa Anti Money Laundering Group (ESAAMLG), to which Zambia is an active member.

Dr. Simbyakula further disclosed that Cabinet has approved that Government should undertake the Money Laundering and Financing Terrorism National Risk Assessment (NRA) in preparation for Zambia’s forthcoming Mutual Evaluation by the Eastern and Southern African Anti-Money Laundering Group in the Year 2016.

He added that the National Risk Assessment will help to identify, understand and assess the money laundering and terrorism financing risk that the country faces.

Dr. Simbyakula has also approved the introduction of a Bill in Parliament to amend the Accountants Act No. 13 of 2008, to provide for the enhancement of professionalism and integrity in the accounting profession.

He said under this item, Cabinet has approved the recommendation to amend the Customs and Excise Order in order to extend the operating hours of Kasumbalesa, Chembe and Mukambo border posts from 12 hours to 24 hours.

Dr. Simbyakula said this measure is aimed at decongesting these borders and improve trade between Zambia and the Democratic Republic of Congo (DRC).

He noted that in line with this, Government shall ensure that necessary security measures are put in place for safety of both the lives of the people and the goods.

      Just a day ago, Lungu’s special assistant for underdevelopment Mulasa cried to see civil servants & commissioner working under tents. The created districts by Sata have not been allocated any monies, no infrastructure & accommodation is only shanties.
      Shocking that the broke PF is creating constituencies when people demanding the new constitution. PF you’re broke & how do you think of funding these new constituencies & districts?
      Give people the constitution whilst fixing the rotten economy & kwacha shambles.
      Instead of putting a burden on citizens with landlord owners in anticipation of withholding tax, start with Kambwili’s & PF bandits properties.

    • Increasing government expenditure while reducing revenue earning; a bridge too far for our financial government planners. And by the way LT, the heading does not reflect the contents of the whole story.

    • What’s progressive here. ..there is always a solution to everything not excess and wastage…when are we going to have ideas that reduce expenditure?

Is the creation of new constituencies a top priority at the moment when the new created districts are still non functional,poverty levels are increasing,Youth unemployment is reaching catastrophic levels.Maternal/Child mortality is increasing?Is there any one in pf who uses his/her brain and not the skull to think?

I hate this thing of ctrl Alt delete!! just dissolve the new districts and avoid wasting money. 72 districts were easier to learn and memorize in social studies than this cutting and pasting of this ka district from this to that place. hope the black mountain won’t be declared a constituency one day

  3. More wastage of public funds and more by elections…when are these empty tins going to come up with ideas that actually put money in our economy?

  4. The opening of the Kasumbalesa, Mokambo and Chembe borders 24 hours is a very progressive move. This cabinet is working. Keep it up

    • Did you know that less than 10% of the vehicles that use these borders are non-Zambian? Did you know that Zambia generates very little revenue from the border posts compared with their neighbor counterparts? Read the reports, it’s all in there.

      Empty Executive/Cabinet has too much power.

Civil service has grown almost by three quarters or 46% since PF come to power increasing districts from 72 to 105. the cost of running Govt is too high, imagine salaries higher than private sector who generate the money for most positions, allowances higher than private sector, lunch allowance k150, night allowance k 650, travel outside country perdiem $400 per day.

    Free benefits to ministers and MPs , cars, fuel, housing, airtime, the cost of government is too high compared to services rendered. ECL Lungu should look into this.
    its only 600,000 civil servants getting all this against 14million Zambians. honestly its not fair.

  6. Are serious issues of poverty alleviation, high cost of living, unemployment, poor health systems, access to education, exchange rate etc also considered in the meeting?

  10. We should reduce the number of MP’s to 100 only since we are broke and they don’t add value.

    With improved communication technology we don’t need as many Civil servants, MP’s etc.. as before.

    We can as in other countries digitize all GRZ transactions and create customer self-service hubs for most services from GRZ.

  11. Things are moving, & being implemented almost immediately. I am for Lungu and his cabine!. Politicians are known to just talk and forget. Nomba ifintu filechitika. Congrats ba Edgar! This is what we call a working and quick action government (for the 1st time). But as a public service worker contributing to NAPSA, I do not know my status whether I am retiring at 55 or 60. I just read in the paper that the President had given instructions for the retirement age for public service workers to be revised immediatly: at 55, at 60 or 65 but I have not seen any official notification. Mr Msiska, give official notification. Even PSPF members are waiting for clarification I thought those contributing to PSPF, LASF and NAPSA are all public service workers. Its confusing. 2016 its ECL for me

    • @Mwiche; How come you are complaining and praising the way the PF govt operates at the same time. Quick implementation is what got us several new districts & now new constituencies & all this requiring heavy funding (drain) from treasury for clearly unproductive ventures. What is praiseworthy in that? I’d praise a govt that prioritises projects that enable the majority of citizens to engage in more productive ventures. I give you one example; Fish farming – we currently import huge amounts of Tilapia fish from the far east when our own people living along numerous water bodies could easily be taught to farm fish at a fraction of the cost of running new districts & our people would prosper & govt won’t continue pumping money from the treasury. Must we remain poor?

  12. The piece-mealers, why not carry out a comprehensive delimitation exercise before rushing to fixing the constituences? Why always act and think later?
