Former Zambia Railways Limited Managing Director Clive Chirwa has been acquitted by the Lusaka Magistrate court for two counts of abuse of authority of office and one count of failing to declare interest.

Magistrate Obisster Musukwa has however convicted former ZRL Director of Finance Regina Mwale on two counts of abuse of authority of office.

Magistrate Musukwa said Mrs. Mwale abused her authority when she authorised payment for accommodation for Professor Chirwa at Fallsway Apartments without Board approval.

And Magistrate Musukwa said the prosecution failed to prove that Professor Chirwa had directed Mrs. Mwale to pay for his accommodation at Fallways Apartment.

Magistrate Musukwa said the prosecution failed to avail documentary evidence before the court to prove that professor Chirwa directed Mrs. Mwale to pay for his accommodation.

Meanwhile, Magistrate Musukwa will deliver judgment on Tuesday morning in the case were he has convicted Mrs Mwale for abuse of authority of office.

  1. Not able to prove he requested the big lifestyle. How about his preference to stay in Lusaka when work demands he is in Kabwe. I bet he looked at the opulent accommodation and said…no thank you. I don’t want to live large. I have a job to do and a company house that is adequate for my needs in Kabwe… right?

Fall girl found. No way she acted of her own volition.

    • Imagine Zambia had that Clive as president… Look at him LOOOOK. Now go to that photo of your Edgar Lungu, you agree with me that “Ichalo lishilu, and “The Gods must be Crazy” to have Edgar as president.

  2. What do you expect? The current presidet is releasing everyone from Eastern Province. Suddenly Rupiah is “acquitted”, Dorah has no case, now Chirwa is”Acquitted”

  3. These are the contradictions between democratic and elitist values. How many poor, ordinary Zambians are languishing in prisons? Many of them for minor offenses.

  4. Pack your bags Clive Chirwa and come back home home hope you have learnt a lesson while waiting for this judgement.

  5. Mrs mwale has being used like tissue paper and thrown in the gutter, tuchawa twa wako ni wako twamuletelela madam, don’t tell me chirwa didn’t know his junior was abusing the authority of office, a good manager would have put a stop to such abuse, this really puts a big question mark on his managerial skills, thats one cunning and dangerous manager, probably made demands by word of mouth, no documentary evidence and madam is in a deep sh*t hole.

  6. Ooh boy! I think the verdict on Chirwa is correct. He did not do anything wrong.

As for the lady, I hope the judge will just sentence her to community service for one month. Her sin was simply not to follow procedure. All of us who sign off things know that when you have a limit, and your limit is exceeded and you require a hire authority to sign on it – you seek that authority’s signature. Professionalism demand so – it does not matter whether someone is breathing under you throat. Always, always, always follow procedure…

    • This is the problem with working as a professional in these selfsame parastatal organizations in Zambia…there is nothing absolutely attractive no matter the paypacket that would tempted me to apply…you are doomed if you do and doomed if you dont as you are surrounded by hungry hyenas as your middle managers below you and hand picked hungry cadres as your Board Directors and Directors…there is no procedure for whistle-blowers or no safe heaven for whistle blowing.
The sad thing about it..these organisations where this corrupt govt is pumping Euro-bond loans in our greatchildren’s names.

  7. Spare a thought for Regina used like a tool…that is why it is always important to remain professional or resign!!

  8. So she is answerable to a case in which someone else ( Prof. Chirwa ) enjoyed the benefit of living in a luxury villa.

  9. Mark my words, next he will be appointed as director of Zambia railways. This is the thinkin of Chagwa , my dear. He has a job already

  10. Prof. chirwa should come back as MD of ZR and he needs to stay in Kabwe salary ZMK20,000 per week, his brother James chirwa the managing director of ZCF should be minister of agriculture, eh its a family of DIRECTORS

  11. I wish the lady was there to speak for herself. The lady was under pressure. There was no way she could not sign the documents. That meant her loosing a job or quitting the job. I wonder whether it is justice or Kangaroo .Two people should be held accountable, the approver and the authorizing person. African justice.

  12. i won’t say anything on this one. maybe, just let Chirwa go back to ZRL and let Mwale go free too. Mwale never used the payment on herself. Someone from the denying Board must have directed her to do so. Case closed and call Judge Judy for another case.

  13. @Mobile Phone Gondwe. I’m a living witness to mature and vulgar free talk, or is it writing. I know, there lies in you quality writing alien to the cheap vulgarities saturated in your post here. That “is it true that black people are mentally challenged” well I am not sure what your psychiatrist speaks of you because mental challenge is not singular.

  14. Administrative issues you may not know yourself, all the best madam Mrs. Mwale

From your friends in Livingstone 2015

  15. GOOD JUDGEMENT. NOMBA CHIRWA MUST BE CAREFUL WITH THOSE MAINTENANCE ENGINEERS WHO SET HIM UP. MAINTENANCE ENGINEERS WERE SCARED BY CHIRWA’S CHALLENGE TO MODERNISE THE RAIL BY ELECTRIFYING THE SYSTEM. THEY FAILED CHALLENGED FOR HAVING PIONEERED NOTHING INCLUDING THE SIMPLEST ELECTRIFYING OF TRAINS. THEY CAN’T THINK BEYOND ZESCO. THEY SAID ZESCO COULDN’T SUPPLY THE NEEDED POWER. BUT, CHIRWA HAD ANSWERS TO THAT. IN FACT WHY NOT ZESCO IMPLEMENTING THEIR OWN POWER GENERATION LIKE A SINGLE MAN HAS DONE- DANGOTE?

  16. Congrat Prof. Chirwa. Don’t mind the critics with small minds. They have really contributed to the backwardness of this country. Each time they speak out, they simply shows there narrow minds.
