GOVERNMENT has dismissed a statement by United Party for National Development (UPND) Pemba Constituency Member of Parliament Mutinta Mazoka alleging that the Patriotic Front (PF) is being segregative in the issuance of National Registration Cards (NRCs).
Ms Mazoka was quoted in some sections of the media a few days ago alleging that PF was denying potential voters in areas such as her constituency to be issued with the NRCs because it was an opposition stronghold.
But Pemba District Commissioner Reginald Mugoba lashed out Ms Mazoka’s claims saying the parliamentarian’s statement was misleading and had potential to divide the nation.
Mr Mugoba said that, contrary to Ms Mazoka assertion, the mobile issuance of NRCs in Pemba was going on smoothly in all the designated areas of issuance of the national identity cards.
“Ms Mazoka’s statement is incorrect, it shouldn’t be taken seriously because the issuance of NRCs in Pemba is being done smoothly in all the designated areas,” he said in an interview.
Mr Mugoba said that the mobile issuance of NRCs was not targeting at any political party’s strong hold in the district as it was an exercise designed for all eligible Zambians.
He said, his office had not received any complaint pertaining to Ms Mazoka’s allegation and that she should carried out a thorough investigation before issuing her statement.
The NRCs are issued under National Registration Act Chapter 126 of the Laws of Zambia. Only persons who meet the registration criteria stipulated under the Act are eligible for registration.
Mr Mugoba urged youths who had attained 16 years and other citizens who have lost or in possession of damaged NRCs to acquire new national identity cards.

I find it preposterous that the issuance of NRC’s is politicized. Why should one wait for elections to get an NRC? The moment I turned 16, my mum took me to get my NRC and I wasn’t even eligible to vote. Am under the impression that NRC’s are issued all year round in Zambia. Why should every useless issue be politicized?
Unfortunately, when a country is been ran by a vision-less leader, everything is politicized. Edgar and PF are in it for themselves.They are all for self preservation. How can Edgar approve purchase of 157 brand new vehicles foe DCs when there is a power crisis and hospitals have no gensets? How can Edgar recommend creation of new ministries when at a huge cost? Does Edgar and PF have their priorities right?

Here in Lusaka you dont even need to go to the BOMA in Kamwala to get NRC…… just at my door steps in Chilenje the issuance is all year round at chilenje community centre…… in future ECZ and National Reg should stop the nonsense of mobile registtation coz it just gobbles money which would otherwise be used elsewhere………..
This exercise is inefficient because of unnecessary bureaucracy. For an example I got a Birth Certificate for my Daughter immediately after she was born. To get her an NRC I was asked to join the endless queue for an affidavit first. Then what is a birth certificate there for.
@Ainaswe and Dalisto you are very right. That is why the issue is being politicised because it is being done close to elections and it is like people are being enticed into getting NRCs. Let those that want to claim true citizenship get registered as they wish! Why should you follow them? That is why they end up giving NRCs to foreigners because they seem to be in a hurry to announce numbers of people issued with NRCs and may not have adequate time to verify records of eligibility before they issue the NRCs! Just wasting money and creating unnecessary controversies!!
When campaigning in 2016 Jamesoni Lungu will be looking for achievements that PF has done.
So he will be pointing out that NRCs have been issued.
With everything else they have done he will only have failures. Zesco, water, mealie meal prices, Kwacha, borrowing and a bloated government.
So PF is desperate for SOMETHING!
But like the roads, people cannot EAT their NRCs!

Southern province want to politicize everything.The exercise of NRC issuance is going on smoothly in all the districts and yet some one just want to open her mouth to be heard even on something govt is handling very well.
Due to this desperation,even 12 year olds are being ferried in trucks to get NRC’s.When they are advised,they complain that they are being disadvantaged to win the 2016 elections.

1. High debt, now at $10 billion
2. High taxes
3. No jobs
4. Dead Kwacha
5. High electricity tarrifs recently increased by over 100% on back of load shedding
6. High bread, mealie meal, relish, saladi, soap, pads, napkins , shoes , fuel, groceries, rent
Madam Mazoka is well known for such outbursts. Ironically this is the caliber of MPs the UPND is floating to the electorate, for development to “Go Forward” sad indeed. NRCs issuance is an ongoing excises and Not just for voter registration. is it very difficult to think realistically and be Objective?

There has been a drastic increase in the cost of living accompanied by general economic malaise and despondency.
Has it spared the innocent people of Northern,muchinga,luapula,kopala,Lsk,eastern power and now north western and central provinces ?
Last time Northern, muchinga, Luapula ,koala,Lsk, eastern power gave PF and Chagqa Lungu the benefit of doubt.

Even in your silence you know PF is they have won straight seven by-elections with EC Lungu as President. Certainly UPND supporters are very few in Urban Copperbelt, Urban Central, Urban Lusaka, Northern, Luapula and Muchinga. It is quiet embarrassing really that the NRC issue is a political one. It shows how Zambian’s are being deprived of their RIGHTS by their LEADERS. Mutinta Mazoka is an MP – surely, she is saying that she cannot continously education her people that having an NRC is a birth right in Zambia? Why cant she even make it part of her civic duty during her tours to ensure people go to get their NRCs?
An NRC is such an important document that people should not wait to get them just during election time. Please people of Southern Province – go get your NRCs so that you can open bank accounts where to keep the money you make from your agricultural activiites and businesses. The NRC is not ONLY for voting, it is for everything else in life. HH – please help people to understand this point…
