Core Submissions in the Draft Constitution are intact-Justice Minister

Minister of Justice Ngosa Simbyakula has dispelled assertions that Government was going against submissions made by the people in the draft constitution.

Debating the clause on the provincial assemblies, Dr Simbyakula said core submissions that entrench democracy and legitimacy such as the majoritarian rule, dual citizenships and running mate clauses are intact.

“The arguments are mere politicking and playing to the gallery. Let’s put in place that which is feasible economically. We don’t want our people to be meeting under trees. Let’s deal with issues that are at the heart of the Zambian people.”

“We have said that let this issue pend because we have a re-look and see how best we can effect it…we must set out priorities. Zambians have identified provisions that will entrench democracy and legitimacy…we need to do it methodically. Let’s look at it and fine-tune it,” Dr Simbyakula said.

And Shiwang’andu member of Parliament Stephen Kampyongo wondered why some members were supporting the clause, which they opposed in their submission to the technical committee on the constitution.

He said MPs had a moral imperative to be consistent as representatives of the people.

  1. Remove the dual citizens it has proved to be sovereignly unbalanced and un workable

    How many countries do we have in the world 12o and above and people are still not content with dual citizenship and are pushing for more It will be now quintile citizenry who play with citizenly when it fits their purpose with no responsibility commensurate

    remove the dual its an experiment not workable people have to choose

    • # Salamano – you illegal immigrant without papers wherever you are leave the progressive ‘ Dual Citizenship’ clause alone. The fact you are not entitled does not mean other law abiding Zambians cannot be given their earned opportunity.

  2. Well said Doc, we Zambians our reasoning sometimes fails to look at how feasible economically is an idea to implement no matter how good. Risk assessment, swot analysis, economic and financial analysis are good tools to look at when driving political social needs which of course are the cries of our people. This is where politicians should avoid making empty promises. Building schools is a priority but if you don’t have the financial capacity why say you will build one. Lets avoid taking especially our poor Zambians advantage of, as consequences might be huge to curb when riots and all that begin to surface.

  3. What do you mean core submissions. All submisions are core to the people submitted.Who determines what is core and what is not core. Never trust PF again.

People at Sabina area in chambishi as you are going to mufulila have complained over what is going on now the government have sent people there to attend for those registering there voters card and the most worry thing is that people are being told to vote for Edgar lungu.Are this the right thing or not?.if not why do they get involved in because this work is only for ECZ.so as for me i can suspect something is going on.

Chingola now is in problems,why is it so mealie-meal is scarce and expensive because in all the shop’s have no 25 or 50kgs only 10kgs and a 25kg bag is going at k95.00 where are going help those who is not working as for me no problem because have managed.The most bad thing is that people are suffering if you want you people in the government come and see yourself.
