Barotseland Agreement of 1964 no longer an issue-Kambwili

Government has said that the issue of the Barotseland Agreement of 1964 will be resolved once President Edgar Lungu assents to the Constitution Bills Parliament passed recently.

Chief Spokesperson Chishimba Kambwili said that as far as government is concerned, once the Constitution Bills become law, Barotseland will continue to remain an integral part of Zambia.

Mr. Kambwili stated that this was particularly that no one submitted to the contrary that Barotseland remains part of Zambia during the Constitution review process.

Mr. Kambwili told Qfm News by telephone that this entails that the Barotseland Agreement of 1964 is no longer an issue.

Mr. Kambwili however, noted that what the people of Western province want is a fair share of the national development agenda.

Mr Kambwili said that the Patriotic Front (PF) is in this case committed to taking development to Western province as a sure way resolving the Barotseland Agreement issue.

    • Western Province has been a hot article for a long time.

      As for development in that area, I ask the brothers and sisters that come from that part if the country to make an effort to invest to their home land.

      We have a lot of Lozi Rich Folks living in cities, some who have not even stepped a foot in western province. They really don’t care about making a difference or developing the area. But are the first ones to cry that the area gas been neglected.

      If you look at Kasama & Chipata, you get to see a lot of people who originate from these places, going back to invest and contribute to development.

      Take the Chipata Chamber of Commerce ( CCC );  it has worked hard over the decades with business people to engage in development. The Asian Community has also contributed a lot to…

    • …. The Asian Community has also contributed a lot to Chipata. As a matter if fact, Chipata is the most developed Provincial HQ, though Solwezi is now over taking it slowly because of the mines.

      So all those Rich Lozi Tycoons, take a step and work with the government to develop the area. Start feeling proud developing your own areas. Charity begins at home.

      He is talking on behalf of the government’s position. He is a Spokesperson and does not need to be an expert on the subject matter. He is just delivering the message as his job title says.

    • Just so you are aware, once treaties have been signed, they are there forever. Ask Canada and Australia they will tell you that treaties signed between the British and aboriginal nations are centuries ago are still valid. Sata understood the issue of Barotsand well and all who love Sata should do the same.

  3. Hon Kambwili is spot on. Barotse is buried and never an issue. Am prepared to listen id first am told how parts in Angola, Botswana and Namibia and Zimbabwe will be reclaimed before you talk about the so called parts in Zambia. What a fuss.

    You are right. Even Mongu in Western Province had more Asian business people in the 70’s. But they ran away because of Tribalism.

    • Clearly you have very little understanding of history of Zambia. Anyway since you have cited tribalism, what tribes are the asians who left Barotseland because of tribalism?

  12. Barotseland is Barotseland to its people. Everything else is fake and impractical. Before Cecil Rhodesia was born, Barotseland had a functioning government. It is utter stupidity and foolishness to think that a binding treaty can be flushed down the toilet just like that. Barotseland has a valid case.

    Northern Rhodesia + Barotseland = Zambia

    So to continue to do anything while operating under the name Zambia is to acknowledge the original equation which came with an agreement that is being pissed on from a very high place. One cannot just bury head in sand spouting constitution and believe it has been resolved. The abrogation simply put Barotseland on the UN list of unrepresented nations and people alongside Taiwan, Tibet and amusingly enough District of Columbia in the USA.

  14. If Barotseland was a functioning government even before Cecil Rhodes was born, why wasn’t developed? The reason is simple, the money was being looted by that stinking and filthy Litunga who was using part of the loot to wipe his behind.

So whose behinds were wiped when the Bank of Barotseland post independence ‘placed’ millions of pounds in to the ‘Zambian’ coffers never to be seen again with our leader making it clear Western province would not be developed during his reign? Ordering the closure of airports, hospitals etc. was like reverse development, not so? And how developed was any part of Africa by the western standards you desire circa 1850?

      Our coloniser only introduced electricity and indoor plumbing, national health etc en masse post world war 2 and copper played its part in both bullets and electrification but let’s ignore we had cultural development milestones and continue to sling tribal mud at each other and rape our national economies.     • Ignorance is a curse for sure! Who built Barotse National School (BNS) in 1907? Who built Lewanika Hospital in 1923? Who initiated the protection of our Copperbelt from the invading Belgians? When the first European settlers set foot on Barotseland their observation was that the administrative system they found in Barotseland could not be matched by any other establishment they had come across in region at that time. King Lewanika went on to be invited to witness the coronation of King Edward VII of UK in 1902 that in itself speaks volumes of what he was able to achieve in his era.

If Barotseland is not part of Zambia, are all those Lozi intellectuals, doctors, business men, teachers, farmers, even marketeers and street vendors (kikikiki) who have invested and reside in Lusaka and other parts of Zambia, foreigners in the rest of Zambia?     • The Barotse agreement is what made them Zambians. The only difference is there is genuine pride in the route of transition from Barotseland and a lot of angst from those who were formerly Northern Rhodesian and particularly their leader who imposed one party state and abrogated the agreement. Or did we miss the referendum in which all former Northern Rhodesians agreed to reject the amalgamation of territories? Britain won’t take you back but Barotses will always have a home within Zambia and that’s actually healthy. All tribes should hold pride in their history, achievements and ultimately the ability to co exist together as Zambians. The Lozi peoples were needed to make Zambia happen and punishing them for coming to the table is ignoring the circumstances of our birth. Your referendum…

  17. @skeleton you are right barotseland remains a nation just like the Tonga nation, the bemba nation etc but they are not nation states. They are nations without a state. Go and understand the difference between nation and state. We should change Kaunda Moto from one Zambia one nation to one Zambia one state because there are many nations within Zambia

    Agreed. Equal share and access to national wealth for ALL Provinces is a must to keep peace in Zambia. This has indeed been the desire of the people, which HH has misrepresented.

    The fact is that the Barotseland issue, has been misrepresented for personal gain as UPND Party Policy. To gain enough supporters and be a viable Party this nonsense was exhumed from its grave and resuscitated to give life to a lifeless Party. Lifeless is what Zambia will become if we give in to Tribalism. Zambians need to watch out for hateful Agenda from selfish Politicians that put their ambitions over the Lives of Citizens.

  21. Only an Illiterate fool could make fun of the Barotse issue, anyway, when Kaunda made sure to delete anything related to Barotse sovereignty and intimidate the Lozis who spoke of it or mention anything to do with the agreement, our parents never ceased to educate us concerning the matter.
    To top it up, there is no way you can mention anything concerning the BA of 1964, when you have the Lozis appearing in court over the same and you mention say “no one opposed otherwise about Barotse seceding” seriously Kambwili you mouth will get you into trouble one day, and mostly you fellow cabinet member have come to realize what a loose mouth you are…

  22. An what is the point bwana Kambwili? Barotseland like any other kingdoms in Zambia existed even before the colonial era. Since independence we all agreed and assented to a unitary state (Zambia). So the signing of the amendment bill does not have anything to do with any agreements prior to independence.

    How could he honestly say the Constitution Amendment Bill has nullified anything and everything to do with the BA’64? Apparently because no allegedly made any submission about Barotseland separating from Zambia. Is he for real? Why then are many Barotseland nationals facing trumped up treas0n charges? Maybe the people in jail were never given the opportunity to make submissions. But any Lozi would definitely likely have made submissions.

    2nd the fact he thinks BA’64 is about secession indicates little understanding of the issue by the govt. Neither was it ever about economical development, although this enhanced the frustrations of the people.

      What they need is an informed and honest approach to the issue and come up with fair solution. Failure to which, this issue may boomerang in their face one day and they will rue missed opportunities. Even just an acknowledgement and recognition in the new amended constitution, followed by said massive infrastructure development would be a good start that may calm some people.

  25. The last time I was in Western Province, all I could see was part of the Zambezi river on its way to the ocean and the rest of the dominated by poor soils mainly sandy in nature.
    Have some of these UPND chaps been to Northern, LUAPULA, Muchinga, Eastern and Central Provinces to see how rich they are but yet the natives from there embrace everyone? Well 2016 is here, we will teach HH a good lesson to go with in his casket. We have not forgotten what he did in January 2015!
