Donors want stolen funds at ZNFU refunded

The Swedish and Finnish Embassies in Zambia have demanded that firm action is taken against officials at the Zambia National Farmers Union (ZNFU) who were responsible in stealing donors funds.

A notice from the Embassies and the We Effect project said the review was carried out KPMG (Finland) as a follow-up to the special audit that was finalized in February this year whose finding were shared with the Board of ZNFU yesterday.

The Embassies said some of the findings in the report are of serious concern and that the Board of the ZNFU has been advised to follow up on the findings internally as well as with Zambian law enforcement agencies so that possible fraudulent activities are properly investigated and appropriate action taken so that funds intended for the benefit of Zambian farmers are recovered.

“The cooperating partners are looking forward to see how the union of Zambian farmers takes this forward,” they said.

The Embassies stated that the next likely step is that the cooperating partners will individually request refunds of wrongfully spent funds, in accordance with bilateral agreements and the share of cooperating partners’ individual contributions.

“When suspicions of fraudulent activities occur under programs funded by the tax-payers of Sweden and Finland, it is of outmost importance that they are followed-up and acted upon. Sweden, Finland and We Effect have zero tolerance on corruption,” they said.

The cooperating partners will tomorrow hold a news briefing at the Embassies of Sweden and Finland where they will share details of the audit findings.

The ZNFU, the country’s most influential farmer organisation has been embroiled in a billion Kwacha financial scandal with is embattled Executive Director Ndambo Ndambo accused of diverting huge amounts of money into his personal accounts.

    • I wholeheartedly support the stance the Swedish and Finnish Embassies are taking in claiming their money back. This is what happens when there is a lack of accountability and when corruption trickles from the top to the bottom. This is also embarrassing for the government at large as it shows a lack of commitment in tackling corruption. It was in the interest of our government to carry out an audit to ensure there is no misappropriation of funds.

    • Missappropreciation of funds is the normal in this country..they even refuse to resign once got…simply refer matters to court and police.
      We have a President in Lazy Lungu who is already rich within just 12 months.

    • What disappoints me is where is ACC in all this? This idea of until a matter is reported needs to stop! Attitude of government towards corruption is showing in all this …first Kapoko and then this…and next some stupid blogger or cader will be saying we are sovereign country when these donors start demanding more from GRZ. I have never heard any strong statement from GRZ since this scandal was exposed not even from the opposition to pressure shame!!

    • This is embarrassing, but necessary. Most likely, corruption will get worse in the next five years under ECL and PF. Remember, that ECL himself declared that he had K10.9million in assets in 2015. 15 months later, he declared that he now had K23.7million. In other words, how he had acquired K13million in 15 months no one knows, and no explanation has been given. A few months ago, his ministers and their deputies were ordered to vacate the offices they were occupying illegally after the dissolution of parliament. They were supposed to have left, but they illegally stayed in offices, getting paid taxpayer’s money with allowances. And this with impunity, with ECL’s full knowledge. In any other country, where there is respect for the rule of law, a lot of people would have already been thrown in prison for less than this. For instance, former governor of Illinois, Rod Blagojevich, in the USA is serving 14 years in prison for corruption, a thing that he could have easily gotten away with had it been in many African countries, including Zambia. ECL doesn’t seem to have the motivation nor the drive to fight corruption and that’s not good for the nation. If we are serious in Zambia about our fight against corruption, then we need to show it. Create stiffer penalties for anyone convicted of corruption, regardless of their office or status. Remember, no one should be above the law. The AAC needs to be strengthened , and trained in modern ways of fighting corruption. And when someone is arrested for corruption, the media should be allowed full access to the case, to follow the case and report what’s going on to the general public. Again thumbs up for these two Embassies for doing this, thus bringing awareness to this cancer in our country. Next, we want to see a full investigation of what happened, and someone needs to go to jail, firstly for depriving the people that were supposed to be helped with these funds, and secondly for embarrassing the country as a whole.

  5. Just as an observation, again we have European embassies initiating legal actions and seemingly law enforcers in Zambia have no hand. Is Zambia a free for all? It’s a problem when gov’t does not tightly control these donors and the recipients of the funds. Donor funds should be centrally controlled through the Agriculture Ministry between gov’ts and embassy donors. Further more the correct procedure for these embassies is not to hold a press conference announcing their enforcement in our country, but to take a complaint out with relevant Zambian law enforcers for the bodies concerned.     • Initially funds were routed through GRZ accounts, but then the funds were misapplied/misdirected. Then donors started transferring funds directly to entities like ZNFU, where misappropriation has continued. So eventually the donors will stop assisting and the targeted recipients will continue to suffer. It is sad that corruption has become a norm in Zambia.

What did you expect these Embassies to do? These are public funds that were stolen, so the public needs to know what’s going on. These are people’s funds. I’m sure initially when the donors announced the donations they made it publicly, and no one complained, but when the money goes missing and they announce it publicly, you have a problem with that?   9. It’s Ndambo and Dr Evelyn Nguleka. These were reported to ACC but that place needs to be changed,DEC and ACC themselves are run by corrupt people. We urge President Edgar Lungu to sweep clean the Police,DEC and ACC to rid Zambia of stinking corruption.     • Chungu, Kaunda, Kabwe are from Luapula. Atan is Tonga while Sakala and Ngulube are from Kumawa. There are no Bembas in Luapula. Tribes in Luapula are from the Lunda empire while Bembas are from the Luba empire.

It has very well known for years within the farming cycles the Ndambo was putting lots of money to personal use, sadly even funding known board members lavish life styles. These very kind people are sacrificing a lot for us even though the economies in Europe are contracting. In us the inbuilt corruption is more than any other known earthly species known by humanity. Most of the members of ZNFU are TONGAS and LOZIS, so they were cheated by HH to use this important funds to fund his campaign so that when he wins the election, they could be promoted, alas GOD IS great he did not allow these mo nistors to win so that they can be exposed.
