Stephen Kampyongo calls for a Continuous Professional Development Course for All Police Officers

Minister of Home Affairs Stephen Kampyongo has directed the Lilayi Training College to develop in-service training curricula for continuous and professional development of all police officers in Zambia, reports Pan African Radio Journalist Hermit Hachilonde.

Speaking during the 2016 Police pass out parade today the 3rd November, 2016 at lilayi training college, Mr. Kampyongo said it is imperative that regular in-service training is provided to police officers due to the new and emerging crimes at the local and global levels.

The Home Affairs Minister also said the ratio of police officers in Zambia have remained far below the recommended ratio despite having 693 recruits passing at lilayi and 526 who passed out at kanfinsa a week ago.

Mr. Kampyongo has however commended that a continuous annual recruitments of police officers is required for Zambia to meet the recommended ratio which will result in the expansion of the police establishment.

” i have directed this Training College to develop in-service training curricula for continuous and professional development of all police officers” Kampyongo said

Meanwhile, inspector General of Police Kakoma Kanganja believes that the increase in manpower by 693 Police officers will help in the in the enhancement of national security in Zambia.

He has however acknowledged Government’s financial support during the 14 months training of police recruits at lilayi.

“the 693 Police officers will help in the in the enhancement of national security” Kanganja said

And the Divisional Commander Richard Mweene revealed that out seven hundred recruits only seven failed to remain afloat which is a clear indication that police work is not meant for the feint hearted.

He urged Provincial Police Commissioners across the country to adequately orient the newly graduated police officers to practical work in the field.

    • Kampyongo is best placed to organise a course on throwing stones at helicopters. This can be supervised under National Guidance by Sumaili. The course will be called PFolly Re-education.

    • Expansion is not the issue. Quality professional training is what seems to lack. Have instructors who have trained overseas to actively train these policemen. Zambia being filled with so many foreigners now, it means you”ll soon have sophisticated international criminals, that is if you don’t have them already. A local instructor who has never been outside the boarders of Zambia, will not instruct effectively. Clearly there’s been lack of professionalism and discipline in the Zambian police force. Often when we hear something about the police in Zambia, they don’t display professionalism. Like the recent incident where a police officer manning a road block mistakenly shot his fellow officers, killing one. We also hear incidents of cops reporting for duty while drunk. And add to…

  1. ‘Professional development course’: After studying for this course they get into service and are made to dance to the ruling party’s tunes thereby rendering the course useless.

  2. Problem with the curriculum he is advocating for is that it will still have a pass mark. Professionals are all or nothing persons of high caliber with impeccable ethical standing. You keep employing undeserving cadres into the police farce (ahem – force) and you think continuous development will do anything? Awe mwe… ine dazed mwe…

    Is it not supposed to be the opposite. When the minority make it and the majority fail.
