Monze City Council returns K 3 million CDF to the treasury

Over K3 Million Constituency Development Funds(CDF) for 2012 and 2013 for Monze District has been returned to the treasury due to initia by the council to utilize the funds.

ZANIS reports that Monze Council Secretary Ms Lyda Mapara revealed that the decision to return the CDF was arrived due to delays by the local authority to utilize the funds on various projects in the District.

Ms Mapara said, during a District Development Coordinating Committee (DDCC) meeting held the District Council Chamber yesterday, that bureaucratic processes coupled with some political interference delayed the implementation of the projects.

“You wish to know that about K3 Million CDF has been taken back to the treasury because of the delays by the council to utilize the money and complete projects across the District.

“And as a result of this development a number of projects under CDF are still incomplete, ” said Mrs Mapara.

And some members of the DDCC expressed concern over the development saying the District risk lagging behind , as a result.

District Education Board Secretary Vibby Mateke noted that it was dissapointing that CDF funds could be returned to the treasury when the area was in dire need of infrastructure development.

“It is really appalling that CDF money could be returned to the treasury simply because it was not utilized and yet many projects are still incomplete.

” I think we need to begin to change the way we work and show keen interest in developing our district so that we can improve lives of the people,” said Mr. Mateke.

Meanwhile, District Medical Cephas Syalubanje said disease surveillance, deployment of environmental staff to sensitize people on health hygiene would be continued.

Dr. Syalubanje said this would be done through conducting outreach programmes as preventive measures against possible cholera outbreak.

He disclosed that cooperating partners have come on board to support preventive measures being undertaken by the Department through purchase of chlorine and other necessary items In April this year, about three people died in some fishing camps after cholera broke out in Monze District .

    • This statement is misleading. The truth is Monze is owed K3 million in CDF funds because PF only released funds to PF strongholds. Last time I checked most UPND controlled areas did not receive any CDF due to PF ‘s selfishness.

      Now the council officials have been told to issue a statement to appear as though CDF funds were actually given to Monze when actually what happened is that is that funds were allocated but never disbursed for use. This explains why projects are incomplete or un started.

      Who in their right might would allude to this cheap PF stance that money has been despite projects already initiated are incomplete. This is a big PF scam. At one point PF decided to cancel CDF funds because it was owing many UPND controlled areas.

    • CDF is tax money contributed by all citizens irrespective of which party they support, and they have a right to access it.

      Lungu and his PF stooges are thieves and they need to be oust ASAP.

    • @Muntu Wanzelu – your explanation makes the most sense. It is unheard of in Zambia for CDF funds to be returned to Central Govt. Councils would even rather organise trips or training seminars just to chew the allowances or buy new cars than return the money.

    • The govt officials issuing the statements are merely doing what is called working with the party in power.It explains why Africa cant develop because telling lies on behalf of grz is called working,you can confirm this with mr GROBAL.CDF has un historical bachground,was introduced by chiluba to justify his Presidential slush fund.At the time of its introduction MMD had majority in parliament apart Wise men from the east who had voted KK.They had no rules to govern its disbursement,it was a slush fund for MMD MPs.With the emergency of UPND in parliament the govt started the hide and seek disbursement which has continued to this day.The reason is simply that from 1991 we have not changed govt.Its the same mob who are running things the same way,thats why PF has no problem being swallowed by…

    • Wenzelu: This statement is being issued by District Officials please. Don’t bring your own issues here. First you did not even attend the DDCC meeting and here you are disputing a legitimate discussion that took place in the Council Chambers. Honestly even if it’s a matter of urging this one has gone too far Wanzelu. These guys don’t simply want to change the leaving standards of the people in Momze so they can continue blaming the government. It would have been better to use the money to develop the lives of the people in Monze. The sabotage there are doing is for the people in Monze and it is a shame to say the list.   5. If this story is true, this is very disturbing. No part of Zambia should remain undeveloped when funds are being allocated but not used because of politics. Not everyone in Monze is a UPND supporter, so the UPND should not hold all people in Monze at ransom.
