Share

The Zambia Environmental Management Agency (ZEMA) has arrested one of the Directors of Spectra Oil Corporation Limited and an  Operations Manager.

ZEMA Corporate Affairs Manager Ireen  Chipili said Maximillan Hamukale Director of Finance and Hyden Banda Director of Operations were arrested for contravening the provisions of the Environmental Management Act No. 12 of 2011 (EMA) of the laws of Zambia.

Mrs. Chipili said between March 1st and 29th 2017, the duo contravened the order to cease operations which was issued by the agency on March 3, 2017.

“The order to cease operations was issued with respect to the construction of a service station at the corner of Kawama and Mosi-oa-Tunya roads in Woodlands, Lusaka and the activities were being undertaken without approval from ZEMA contrary to section 119 of EMA,” she stated.

Mrs. Chipili said the two were arrested on Tuesday and will appear in court soon.

She has reminded all facilities that it is an offence to commence such development works without approval from ZEMA.

Mrs. Chipili said developers are requested to obtain necessary licenses from the agency as required by the environmental law and other relevant laws.

This is contained in a press statement made available to ZANIS in Lusaka on Thursday.

  1. AT TIMES I REALLY WONDER WHETHER SOME OF THESE INSTITUTIONS REALLY UNDERSTAND THEIR MANDATE. FOR INSTANCE, THESE GUYS ARE QUICK TO SWING INTO ACTION WHEN IT IS A COMPANY INVOLVED. BUT WHAT ARE THEY DOING ABOUT THE USED OIL SPILLAGES IN TOWN ESPECIALLY ALONG FREEDOM WAY WHERE BUSH MECHANICS ARE SPILLING USED OIL EVERYWHERE?

  2. the problem we have in zambia is that we have very gullible and naive twats like ndanje khakis. We all know that any legal action brought against so called investors dies away. You have read this today but I can guarantee you that there will be no sentencing or convictions in this case. Behind closed doors brown envelopes are exchanged and while ignorant ndanje celebrates thinking his illegal pf government is working, they are actually chewing behind him and laughing while his family cannot even afford simple salt. wake up bro!

    • NEZ it’s you who’s gullible since your swallow everything HH pukes. Bushe mukapasa lilali icililo chakwa HH? So only what you say is true not respecting other people ‘s opinions? You even support Upnd violence, you justify it. So what makes you a better person?

    • @NEZ (new educated Zambia UPND ) Is this a case of a “twat” calling the kettle black! Unfortunately, until you start looking at things as a Zambian first, no one will take you seriously! If you know someone who is receiving “brown envelopes” do your duty and report them. When you make unsubstantiated and sensational false claims, you become a kachepa!

    • NEZ, your frustration of losing the erection has gone to your head. You really think that Zambia cannot function without HH? That is naive. Zambia has and will always be there with or without you small god HH. yes, in life or there will always be problems to be solved. All cases will judged on evidence and everyone is innocent until proved guilty.

Be Zambian first before you become UPND. UPND was just formed to participant[ate in Zambian politics and to became Zambia in itself. UPND is, but a Party period. So do not get confused that it is a must that HH and UPND should rule this country. I feel sorry for you because you have been brained washed beyond redemption. That is the problem of belonging to a cult like UPND!!! You stop to reason rationally, and that is you NEZ and other UPND…

    • @ NEZ BITTER BLOGGER
YOU ARE PATHETIC WITH YOUR INCURABLE HATRED
YOUR god hh WILL NEVER RULE IN ZAMBIA
AND ZAMBIA MARCHES ON WHILE YOU WALLOW IN YOUR SELF-INFLICTED MISERY

    • Kikiki it seems I have rattled the pf cage. Look how angry they are. As they say my brothers, the truth hurts and it is clear for all to see. Look guys if your illegal government is working so hard then why not point me to its achievements since lungu took over people think I do this for my own benefit. Let me me tell you that even upnd do not pay me I volunteer my services because I love my country. As a young man I worked hard and I am now enjoying my early retirement and doing what I can to stand up for the voiceless. Including all of you pf twats. Be thankful

    • NEZ, You have chosen a wrong and perpetual losing horse(UPND/HH). The problem is that you are fighting against a system that is stronger and much stable and in control of the country’s affairs than you think. The harder you try the more you will continue to fail. We only respond to your verbatim to show you how lost, disillusioned, confused, and uneducated in politics and social behaviour you are. If you are taking pride in your own web of idiocy, enjoy it and you will die with your stupidity. I agree when you say you are yound and an under five. that is a very good self evaluation and assessment.

But know this, no matter you anger, insults, PF beat your UPND and ECL beat your HH for third straight time. Imagine that 3 times beaten!!!!. As it is PF is enjoying its position and ECL in…

  3. These must be INDIANS behind the construction of that Petrol station. The two Zambian unfortunate souls are just fronts. But like above bloggers has suggested, khaki envelopes will eventually change hands and NO ONE shall be prosecuted, that’s today’s Zambia unfortunately.

  4. ZEMA needs to collaborate with ERB to stop the blending of used oils to petrol and diesel. Most used oils collected in bulk from the mines ends up in oil fuel tanks. ZEMA issues those licenses but do they check how these changanya companies dispose the used oils? They even know who the notorious culprits are but they can’t act! ERB must not just check whether filling stations are dispensing the exact quantities, they must also examine the quality of the fuel. Used oils collected from Zesco, ZAMEFA, KCM, Lumwana, Kansanshi, Kalumbila, etc, plus the residue JET-A1 is usually blended to diesel and petrol. That will make a big difference that arresting someone who is building a filling station. Other regulators have told them to go ahead, you’re just trying to be a nuisance. It’s like a…

  5. This is a test of calibre and it simply shows the ignorance of Directors, Engineers and Contractors we have in our country. How many Service stations has this Spectra Oil Company has built in Zambia? I think there are also required to checked, otherwise I thick there are possibilities that no Environmental Impact Assessment (EIA) were carried-out, please ba ZEMA check this.

  6. It’s like a soldiers calling policemen as civilians when they both do the same judo and handle the same AK47, or and army officer referring to ZNS as farmers when both undergo the same military training. This case is not going anywhere. What’s fatal is what blenders of fuels are doing, that’s what needs to be arrested

  7. Does ZEMA have human capacity to do that? its even beyond their mandate. It’s ERB and ZABs to ensure the quality of fuels. BaZEMA its a toothless bull dog. This arrest its a scare scrow! How many Somalis are illegally quarrying stones in Lusaka west leaving ugly land degradation later on providing breeding grounds for mosquitoes. Talk about garbage in town(s) Where is ZEMA? These are institutions which should be banned or down away with. They are just a nuisance and upfront to development. We have adequate laws and institutions to handle such matters. That’s why I like Donald Trump. He would have issued an executive order to banish some of these institutions. Do I see one coming from ECL?

  8. Hey, we need a filling station in Woodlands, corner Mosiotunya and Burma Road, is that the one ZEMA has squeezed out?

  9. How can KCM be regulated? I watch Deadnbc news.I recently watched the hooked nose director bluffing that they will employ 7000!Yes you got me right 7,000 persons.Bufi.Bafikala tabafolesha Na ma contractors.Even Zambian courts are all in their pockets. It had to take well wishers to sue KCM in a London court to get a fair judgement. Zambia is finnised. It is rotten my Chinyo.

  10. Sadly, even the boss of NAREP is the pocket of KCM. This is why you will never hear him denounce KCM. All our political leaders are in the pay of someone corrupt.

  11. @KC well observed! Indeed this thing called Nez that is only good for defecating on this site as evidenced by “kikikiki” Nez is just an ilomba from tumfweko! It is incapable of analysing or criticising any issue objectivly! Just ignore it and let it continue defecating on itself.. ati “kikikiki” hopeless cretin!
