Minister impounds GRZ Vehicles driven by Chinese doctors

Minister of Works and Supply Mutotwe Kafwaya has impounded two vehicles driven by Chinese medical personnel attached at Levy Mwanawasa Teaching Hospital in Lusaka who were driving Government vehicles without necessary documents permitted to drive a GRZ vehicle.

The vehicles were impounded this morning at Chongwe check point where the Minister in the company of officers from Control of government Transport Unit (CGT) mounted a road block to impound GRZ vehicles that are used by unauthorized officers.

Mr Kafwaya has since advised all expatriates working for the Zambian government and associated with the running and utilization of government fleet to abide by the regulations that govern the use and management of GRZ vehicles.

Mr Kafwaya who is also Lunte Member of parliament warned that there will be no sacred cow in the fight against abuse of government resources.

And Controller of government vehicles Earnest Kunda has singled out the Ministry of health as the most culprit Ministry in misusing government vehicles and whose Senior officers drive GRZ vehicles without necessary permits.

Mr Kunda complained that 90 percent of the vehicles impounded during today’s operations were from the Ministry of health.

  1. That just shows you how corrupt and rotten Chilufya Chitalu is!! There is no control in that ministry and staff are stealing and abusing resources as much as they want. They steal drugs; misuse vehicles and steal money without any control.

    • We have had expertriates from Cuba,Ghana, Russian and India before, my maths,physics and English teachers were all from India, i never saw them become this cocoroach, to the point of shxting in a drainage. Something about their behavior makes one believe they have bought this country.

  2. Anyone who has been to Government Complex can testify how wasteful we are as a country. The place is like a junkyard. There are so many expensive vehicles that are damaged and just parked. These civil servants damage vehicles with impunity and the next day these vehicles are replaced at a huge cost. Things have to change

    • Things can not change with lungu ….the man who awards himself hudge pay raises and buys himself a jet while some civil servants go months without pay….

    • This cannot change when you have a corrupt clueless guy in office, who believes that it’s impossible to deal with illegal Chinese because they’re like roaches. In other words, just let them keep pouring into the country, until they outnumber the native Zambians. And he also looks the other way when his ministers abuse our meager resources. He himself has amassed so much wealth within a short time he has been in office. The only solution is to vote clueless corrupt Lungu out of office in 2021. That’s the only way to save Zambia from further damage.

  4. Ya…… this ministry of health is indeed rotten…..even to treat critical patients like the boy with needles needs persmision from lungu….

  5. Good cal, but get down to the bottom of things – whoever drives these cars doesn’t just pick up idle keys, SOMEONE gives them the keys.Someone, out of fear, awe, misplaced respect, couldn’t care less attitude etc, does this.

  6. Misuse of GRZ vehicles is from the time of memorial and its bad and hinders development. It is our duty as GRZ workers to change our attitude and be responsible citizens. It’s not about President ECL or the minister

  7. Tax payers money is being abused by the government for failure of not putting measures who is authorized to drive government vehicles. Then we hear from the government that we are poor when we misuse resources. This is just a tip of an iceberg.

  8. So now that these vehicles have been impounded, figure out how they ended up in these fake doctors hands and fire all responsible culprits. Twanaka but most importantly the Zambian masses need to stop turning a blind eye to these atrocities

  9. This minster will get fired for touching Chinese. Luanshya Mayor Nathan Kakunkubita organise jerabos so that we can match the street of Ndola and Kitwe. This is xenophobic of from this minister.

  10. Ministry of Health seems to be the biggest culprit in misuse of everything. Even in the days of MMD and Kapoko. A healthy nation develops, Dr. Chilufya needs to be replaced as the minister there immediately.

  11. As someone said, the car keys were handed to those doctors. The questions should be by whom, why and where else is this going on?

    Even if the minister is doing that,it is not his job.

    Our PSs are the main culprits.

    In fact this is not a PF problem.

    Us Zambians have a rotten attitude towards GRZ assets.

    Its not just cars.

    We abuse our own resources.
    We abuse govt internet access,photocopiers,printers, houses,stationery,toiletry,funds,drugs,water,electricity,phones,etc

    Name anything and we abuse if its govt.Its not PF,it wasn’t UNIP or MMD.Its us fullstop.

    Those saying PF have never lived in Zambia.
    We need to change our attitude towards our own resources.

  13. This is too much mwee! Minister Mutotwe get to the bottom of this matter. Find out who allowed those Chinese to use Government vehicles without a permit. Take them to task

  14. If she/he was Assigned to work in Chongwe by her/his boss from that ministry. Do you expect her/him to use personal car when travelling for work outside Lusaka. Who vontrols fleet of vehicles being used? More reporting is needed..

  15. When a Minister starts impounding vehicles it means someone somewhere in the civil service is not doing his job. An efficient minister should look at the system he is supervising

  16. Zambian attitude is getting out of hands. Civil servants are there to do what they are employed to do and they are paid monthly. Its not the duty of a political party or the president. Corruption is being perpetrated by civil servants. Negligence is a order of the day. How do you expect the president to work as a transport officer? We cannot develop with this negative attitude. We need to work together. Be patriotic and have sense of belonging. In this case, someone must have acted unprofessionally by giving the car keys to those Chinese Doctors without following due process. You don’t even know which political party this officer may belong to.

    Why is the Minister of Works and Supply doing managing vehicles for Ministry of Health?
