Former Minister of Community Development and Social Services Emerine Kabanshi has been arrested for abuse of authority of office.

Ms. Emerine Kabanshi, 54, a politician residing at Plot 800, Kanakantapa area in Chongwe District, has been arrested by the Joint Investigations Team comprising the Anti-Money Laundering Investigations Unit of the Drug Enforcement Commission and the Anti-Corruption Commission.

Ms. Kabanshi, in her official capacity as Minister of Community Development and Social Services is believed to have jointly and whilst acting together with other persons unknown, on dates unknown but between 1st January, 2017 and 21st August, 2017, in Lusaka did abuse her authority of office by unduly influencing the engagement of Zambia Postal Services Corporation as payment service provider under the Social Cash Transfer Programme.

This was an act prejudicial to the interests of the Government of the Republic of Zambia and beneficiaries under the Social Cash Transfer Programme.

Additionally, Ms. Kabanshi, on dates unknown but between 21st August, 2017 and 26th April, 2018, in her official capacity as Minister of Community Development and Social Services did abuse her authority of office by directing the extension of the Zambia Postal Services Corporation scope of works under the Social Cash Transfer Programme to include areas which were not covered in the initial contract.

Further, having probable and justifiable cause to believe that the said contract was duly terminated by the Ministry, Ms. Kabanshi did abuse her authority of office by directing the rescission of the termination of the contract between Zambia Postal Services Corporation and the Ministry of Community Development and Social Services, an act prejudicial to the interests of the Government of the Republic of Zambia and Beneficiaries under the said programme.

According to a statement issued by Theresa Katongo, the Drug Enforcement Commission Public Relations Officer, Ms. Kabanshi has been released on Police bond and will appear in court soon.

President Edgar Lungu last year fired Ms. Kabanshi as Minister of Community Development and Social Services over the mismanagement of the Social Cash Transfer becoming the first victim of the social cash transfer scandal that hit Zambia.

The President also fired Zampost Post Master General McPherson Chanda over the same issue.

    • fwebene – If she goes down alone then she is fooooolish but we know what she is going to say in court that she is a mere minister and has no powers to influence such matters. She will never see prison its just a show. Money like that leaves a trail people crediting their accounts, buying things …a minister can not do that on their own without assistance from civil servants in her ministry and ZAMPOST management.

    If ECL hasn’t stolen himself my God almighty preserve him and give him the wisdom to rule the country in a proper manner.

    On the other hand, if ECL has stolen, my the angels of God fall down on him like a tonne of bricks and after they are done my God strike him to death.

    May Zambia curse the day ECL was born, and may the day ECL was born perish and may no joyful shout be heard in it.

    If ECL has stollen together with his cabinet, may Zambia ask why ECL was not stillborn for he has brought the things Zambians feared overtake us.

    If ECL and his cabinet have stollen, may they have no rest for their turmoil coming.

  7. So this issue is still very active, I remember Dora claiming that the Social Cash Transfer was never stolen or misappropriated and that the money was still intact in the ZANACO bank. The PF govt is really messed up and will always pretend that things are okay when they have millions of skeletons in their closets. There is something really wrong about this issue and it is clear that they lied to the nation and the donors alike.

    • They never lied to the donors as they are the ones that raised the issue money was never reaching the recipients…they lied to the people, the president was not even embarrassed to be stealing from the poor as its normal for him he stole from a widow. A proper leader would have swiftly addressed the nation through a press conference but not this lazy care-free man who is just happy to head of state who can jog with bootlickers every Saturday morning…we dont hear from him Monday to Friday but he wants to talk about the economy in a tracksuit, I mean this is a man who wants to stand in 2021 and do what? There was nothing wrong in Emerine Awarding the contract to ZAMPOST a Company owned 100% by Government with a nation wide presence. She is supposed to be commended for supporting a State Owned Enterprise. Other could have give these tuntemba money transfers. We know why NCZ in Kafue doesn’t get contracts to supply fertilizer.     • Ayatollah – ZANACO would disagree with you there as they too have nationwide presence and are partly owned by the taxpayer…moreover ZAMPOST was using their account. Here I can see her going to court answering basic charges nothing to do with looting this is why they take so long in theses investigations as they are busy trying to shield the big fish.

    These P.F sewer [email protected], will defend Jona & C.O’s rot, coz they benefit directly from the mismanagement Zambia is undergoing, as evidenced by one of the P.F Cadres who usually posts under these SICK Pseudonames,was filmed counting thousands of U$ Dollars on the streets, whilst wildly screaming into the lens, “IYI NI DOLIDO, DOLLAR”!! Those Dollars should have gone to buying desks for our poor pupils, but instead end up in the pockets of Jona’s Violent illegal enforcers.

    Citizens should be happy! Some comments here prove why corruption is rampant in Africa. Primarily, UNPND Cadres depend on corruption allegations to win support. They spread allegations like butter on hot toast, …and enjoy it as much as the toast!

    This is good. Ms Kanbashi can now rely on the law to prove her innocent. Innocent until proven. His Excellency had stood his ground, refusing to support corrupt politicians. BUT WHY DO THEY ALL LIVE IN CHONGWE?
