MMD Chairman for Security, Lt General Ronnie Shikapwasha, has likened utterances made by former defense minister, George Mpombo, to a danger that puts the nation’s security at risk.

And Lt Gen Shikapwasha says he is dismayed that former Cabinet Ministers are abrogating the Ministerial Code of Conduct instead of defending the code at all costs.

Lt Gen Shikapwasha, who is also Chief Government Spokesperson and Information and Broadcasting Services Minister, says former ministers are mandated to adhere to the ministerial code of conduct and any departure from the it attracts disciplinary action against erring former ministers.

He disclosed that Mr Mpombo and his counterpart, Ngandu Magande, who is former Finance and National Planning Minister, have had their cases submitted to the National Executive Committee (NEC) for disciplinary action.

Speaking in an interview with ZANIS in Lusaka today, Lt Gen Shikapwasha said the two cabinet ministers should not feel superior and untouchable but wait for their ‘axe’ to fall on them.

He expressed disappointment that Mr. Mpombo was ‘stealing’ the limelight of peace and tranquility that Zambia is currently enjoying.

He implored the police and other law enforcement agencies to be on high alert in order for the Zambia citizens to enjoy peace.

The minister admitted and was convinced that honking by the civil society and opposition political parties who are aggrieved by the acquittal of former Second Republican President, Frederick Chiluba, was born as a result of the remarks made by the two former cabinet ministers.

Both Mr Mpombo and Mr Magande have continued issuing disgruntled remarks in the media against the ruling MMD and government of the day.

  4. If they are such a threat why is the current minister of defense not saying a thing? Also why is the cheif of police not responding, this is there department not Shikas. As a Christian I know that when people mourn, they wiked are ruling, but when they rejooice the righteous are in power. Kwena this is cheap politicking.Rev Shikapwasha doesn’t sem suitable for his current role,i think Banda was unfair when he put this man as Minister of Information,he could have been better placed at Community Development .He is the one alarming the nation and soon because of such remarks,donors & investors will start losing confidence in our govt & pull out their support.We need responsible & intelligent people to run certain ministries & govt departments.
    I trust that the MMD manifesto is good but the MMD leaders are crap,i look forward to the day the likes of Felix Mutati will rise up & challenge those tired minds.

I love the MMD’s policies but hate Banda & his henchmen led by Mulongoti,it’s only a small clique that runs affairs of our country.I have seen what Mpombo says and to me he only uses a language that most common men in Zambia won’t understand,even some of his former colleagues like Shikapwasha have to consult the dictionary each time Mpombo speaks.He’s very intelligent and that’s why he was trusted by Levy just like George Kunda.Mpombo did the right thing to quit but Kunda is a disgrace.Mpombo is not an angel but he showed by quitting that he has morals,he’s being honest when he speaks about Shikapwasha prior to 2001 but i don’t think he’s said anything worth risking the security of the nation.It’s folly for someone to think or say Mpombo is holding dark corner meetings with…

  15. Let me break down the root problem for my fellow bloggers: Question 1 Can you hire a communication person for a teacher’s job? ( Dora). Tourism would even be closer to her proffession. Question 2 would you hire an engineer for a doctor’s job ( Simbao) . Question 3 would you hire a doctor for farming issues agriculture ( Dr Chituwo). Now most of all would you hire a general in the army for Public relations job ( Shikapwasha) ? etc Basically they maybe good leaders. However, it is important to use people’s strengths and training when appointing them for such positions. There is no need for trial and error on the job. They maybe good leaders but put them in places where they can excel. We are dealing with Z’s image and economy…Shikapwasha needs to go for PR and communications…

    CHIEF Chimbuka of the Bemba people of Chinsali has charged that Paramount chief Chitimukulu and other chiefs in Northern Province are being ruled by those in power because of poverty.
    And chief Chimbuka said former president Frederick Chiluba is a finished politician and those in MMD are cheating themselves to think that he would win them popularity.

    In an interview, chief Chimbuka said Northern Province had a problem where chiefs, including Chitimukulu were being ruled by those in the government.

    “The time [Mwansa] Kapwepwe formed UPP, Kenneth Kaunda used Luapula people to stand against Northerners to say that Kapwepwe said that ‘nimwe batubulu, munyela mumenshi [you are professional fishermen who defecate in water]’, to reduce the power of Bemba-speaking people,” chief Chimbuka said.

  26. “This is the same tactic which has been used to try and show that Northerners hate the people of Luapula, and yet this is not the case. Chiluba and Rupiah Banda are the ones who are doing this.     Chief Chimbuka said Chiluba was wasting his time to think that he would guarantee popularity to the MMD while government returned him the favour to stop corruption prosecutions against him.

    After the interview, chief Chimbuka took part in addressing a PF rally in Kasama’s Mponda village to drum up support for party candidate Geoffrey Bwalya Mwamba, commonly known as GBM.

    Chief Chimbuka said girls were no longer getting pregnant because of hunger.

    “No one can impregnant another person when they are hungry,” said chief Chimbuka.

    RUPIAH Banda’s leadership is likely to plunge the country into a big crisis, former defence minister George Mpombo has said. And Mpombo has described chief government spokesperson Lieutenant General Ronnie Shikapwasha as a political zombie and a Judas Iscariot.
    Featuring on MISA-Zambia’s Face The Media programme on Radio Phoenix yesterday, Mpombo said he found President Banda to be stiff-necked.

  31. “He was not the kind of person to take advice. I had to see that we were veering off the course that the Levy legacy left behind. I could see that we were drifting. I could see there was a yawning gap between what was going on and what we were used to. I will give you an example; in the legacy of president Mwanawasa, there was cost measure issues. That’s why you found that when president Mwanawasa is travelling to Europe he boarded British Airways,” Mpombo explained.

    Mpombo said when he served in President Banda’s government, he could see that the levels of discipline were deteriorating.

    “People could do anything that they wanted to do. His handlers were not giving him proper advice. I didn’t agree with the leadership style,” he said.

    He accused the party of intending to abrogate its constitution.

    “It’s mind boggling that in the party we have lawyers like the Vice-President [George Kunda] who is a member of the party. The level of compromise over this important issue is amazing. For instance, Mr Rupiah Banda is not president of MMD. He is acting president, only the national convention has the power to bestow on someone that status. So he cannot go to the general election in an acting capacity without being endorsed by the conference,” Mpombo said.

    He said President Banda has been using people like Lt Gen Shikapwasha.

  43. Mpombo and Magande are going to get arrested on trumped up charges. If someone is an acting party president why not have a convention and endorse him fully to avoid any nonsense later on. It really is turning into a Banana Republic! This Indeni situation is an annual thing. You wuld think by now they would’ve found a solution i.e. making sure they have reserved enough fuel supply during the period maintenance work takes place at Indeni. General Shikapwasha is very disappointing. Simarly to Pinnocchio it seems the more lies tells, the wider his nose becomes.
