MMD Chairman for Security, Lt General Ronnie Shikapwasha, has likened utterances made by former defense minister, George Mpombo, to a danger that puts the nation’s security at risk.
And Lt Gen Shikapwasha says he is dismayed that former Cabinet Ministers are abrogating the Ministerial Code of Conduct instead of defending the code at all costs.
Lt Gen Shikapwasha, who is also Chief Government Spokesperson and Information and Broadcasting Services Minister, says former ministers are mandated to adhere to the ministerial code of conduct and any departure from the it attracts disciplinary action against erring former ministers.
He disclosed that Mr Mpombo and his counterpart, Ngandu Magande, who is former Finance and National Planning Minister, have had their cases submitted to the National Executive Committee (NEC) for disciplinary action.
Speaking in an interview with ZANIS in Lusaka today, Lt Gen Shikapwasha said the two cabinet ministers should not feel superior and untouchable but wait for their ‘axe’ to fall on them.
He expressed disappointment that Mr. Mpombo was ‘stealing’ the limelight of peace and tranquility that Zambia is currently enjoying.
He implored the police and other law enforcement agencies to be on high alert in order for the Zambia citizens to enjoy peace.
The minister admitted and was convinced that honking by the civil society and opposition political parties who are aggrieved by the acquittal of former Second Republican President, Frederick Chiluba, was born as a result of the remarks made by the two former cabinet ministers.
Both Mr Mpombo and Mr Magande have continued issuing disgruntled remarks in the media against the ruling MMD and government of the day.

Let me break down the root problem for my fellow bloggers: Question 1 Can you hire a communication person for a teacher’s job? ( Dora). Tourism would even be closer to her proffession. Question 2 would you hire an engineer for a doctor’s job ( Simbao) . Question 3 would you hire a doctor for farming issues agriculture ( Dr Chituwo). Now most of all would you hire a general in the army for Public relations job ( Shikapwasha) ? etc Basically they maybe good leaders. However, it is important to use people’s strengths and training when appointing them for such positions. There is no need for trial and error on the job. They maybe good leaders but put them in places where they can excel. We are dealing with Z’s image and economy…Shikapwasha needs to go for PR and communications…

Mangani mocks CSOs and Hakasata for honking against Chiluba’s acquittal
HOME affairs minister Lameck Mangani on Thursday mocked civil society organisations and members of parliament who honked last week in protest against Frederick Chiluba’s acquittal. Chitimukulu is being used because of poverty, charges chief Chimbuka
CHIEF Chimbuka of the Bemba people of Chinsali has charged that Paramount chief Chitimukulu and other chiefs in Northern Province are being ruled by those in power because of poverty.
And chief Chimbuka said former president Frederick Chiluba is a finished politician and those in MMD are cheating themselves to think that he would win them popularity.
In an interview, chief Chimbuka said Northern Province had a problem where chiefs, including Chitimukulu were being ruled by those in the government.
“They are not the ones ruling, they are being ruled because of poverty. They want to kneel to those in politics so that they could be given something to buy soap. But those chiefs forget about the people they rule to say ‘have the people we keep eaten?’ All the chiefs, including Chitimukulu, including the sub-chiefs, it’s all the same. Isabi nga lyalibola kumutwe ninshi nakuchipepe kwine lyalibola [if the head of the fish is rotten, it means the whole body is rotten],” chief Chimbuka said. “Please, we are asking you Chitimukulu, don’t be ruled, you must rule. Chiefs are not ruled, they rule. [Chief] Mwamba tulekulomba, wilatekwa, uleteka [chief Mwamba, we are asking you, don’t be ruled. You must rule].”

Chief Chimbuka said he had come to discover that although both Chitimukulu and Mwata Kazembe were chiefs of the Bemba-speaking people, the latter was more respected by the government than the former.
“Whatever Mwata says ba kateka balomfwa [whatever Mwata says, those in authority listen]. Don’t think when you [Chitimukulu] say ‘I don’t want this’, they will get the chieftaincy from you. Even when they give you K50,000 million or K200 billion, put it in your pocket. That is offering, just eat,” chief Chimbuka said. “Don’t say ‘if I criticise them, they won’t give me’. You are just wasting your time. Even when you don’t ask them, they will give you. That is offering.”
And chief Chimbuka said there was a deliberate attempt by Chiluba, with the help of President Rupiah Banda and his colleagues, to create division between the people of Northern Province and those from Luapula.
He said enemies should not be allowed to separate the people from the two provinces.
“The time [Mwansa] Kapwepwe formed UPP, Kenneth Kaunda used Luapula people to stand against Northerners to say that Kapwepwe said that ‘nimwe batubulu, munyela mumenshi [you are professional fishermen who defecate in water]’, to reduce the power of Bemba-speaking people,” chief Chimbuka said.
“This is the same tactic which has been used to try and show that Northerners hate the people of Luapula, and yet this is not the case. Chiluba and Rupiah Banda are the ones who are doing this. They think if they bring Chiluba, he will give them popularity. They don’t know that Chiluba will create problems in this same party, Luapula and Northern people are one.”
Chief Chimbuka said Chiluba was wasting his time to think that he would guarantee popularity to the MMD while government returned him the favour to stop corruption prosecutions against him.

“He can’t win popularity for MMD. Chiluba is finished. He is finished. Even Kaunda was more powerful than Chiluba, but Kaunda is finished today, but we still give him more respect than anybody else,” said chief Chimbuka. “Don’t allow Chiluba to cheat you. Chiluba should not cheat you. He doesn’t even have a village.”
After the interview, chief Chimbuka took part in addressing a PF rally in Kasama’s Mponda village to drum up support for party candidate Geoffrey Bwalya Mwamba, commonly known as GBM.
Chief Chimbuka said girls were no longer getting pregnant because of hunger.
“No one can impregnant another person when they are hungry,” said chief Chimbuka.
At the same rally, PF leader Michael Sata said after he addressed a rally at chief Misengo’s palace, the MMD went to bribe the chief with K16 million.
“They have seen that the league has become tough for them. That is why they have resorted to bribing chiefs,” Sata said. “Edward Mumbi [former PF secretary general] is here to pay back for the Mercedes Benz that MMD bought him during last year’s presidential elections.”
Sata asked Kasama electorate to sleep outside the polling stations on the eve of voting and wait for the results to be announced in order to stop the MMD’s rigging.
He said there was nothing the MMD had done in terms of improving people’s living standards for them to remain in power.
Sata said he left MMD when he still held a very senior position in the party because he realised that MMD was destroying the country.
Sata said he understood MMD better than MMD deputy national secretary Jeff Kaande and MMD member Edward Mumbi.

Shikapwasha is a political zombie – Mpombo
RUPIAH Banda’s leadership is likely to plunge the country into a big crisis, former defence minister George Mpombo has said. And Mpombo has described chief government spokesperson Lieutenant General Ronnie Shikapwasha as a political zombie and a Judas Iscariot.
Featuring on MISA-Zambia’s Face The Media programme on Radio Phoenix yesterday, Mpombo said he found President Banda to be stiff-necked.
“He was not the kind of person to take advice. I had to see that we were veering off the course that the Levy legacy left behind. I could see that we were drifting. I could see there was a yawning gap between what was going on and what we were used to. I will give you an example; in the legacy of president Mwanawasa, there was cost measure issues. That’s why you found that when president Mwanawasa is travelling to Europe he boarded British Airways,” Mpombo explained.
“One time, I travelled with the president to China, we boarded British Airways into London then Hong Kong into China. And the president did not use the Challenger because it’s very expensive. But now advisors allow the President [Rupiah Banda] to take a Challenger into London gallivanting all over in London and in Cuba. Look at the cost, quite huge.”
Mpombo said he had no personal agenda against President Banda.
“I don’t like his leadership style. Leadership of the President is likely to plunge the country into a big crisis,” he said.
Mpombo said when he served in President Banda’s government, he could see that the levels of discipline were deteriorating.
“People could do anything that they wanted to do. His handlers were not giving him proper advice. I didn’t agree with the leadership style,” he said.
On the MMD convention, Mpombo said he was in touch with the whole country and described the issue of postponing the convention as a festering ulcer.
He accused the party of intending to abrogate its constitution.
“It’s mind boggling that in the party we have lawyers like the Vice-President [George Kunda] who is a member of the party. The level of compromise over this important issue is amazing. For instance, Mr Rupiah Banda is not president of MMD. He is acting president, only the national convention has the power to bestow on someone that status. So he cannot go to the general election in an acting capacity without being endorsed by the conference,” Mpombo said.
“I was reading Mr Mulongoti…I find him very myopic to say that we need K5 billion, that’s a lot of nonsense. These people are trying to hold the party members to ransom. Who does Mr Rupiah Banda think are going to vote for him when he has split the party? Several members of the party are very upset.”
He said President Banda did not care about the party.
“You have got to understand, Mr Banda was plucked out of political obscurity from his farm to come into the party. When Lupando Mwape was trounced, the president said ‘I have got somebody from Eastern Province where we have votes’. So for me, Mr Rupiah Banda should have been grateful to God to thank Him for bringing him from retirement and also for giving him to serve for the rest of the period, but he is being…

Mpombo said President Banda had no mandate to kick out the people he found in MMD.
“What we are saying to him is that follow the constitution, don’t bring your own autocratic ideas. Don’t bring your ideas of hero-worshipping. This war will be taken to its logical conclusion. Mr Banda does not own the party but he is using surrogates,” he said.
He said President Banda has been using people like Lt Gen Shikapwasha.
“My advice to Shikapwasha…this man each time he opens his mouth he is issuing hollow and shallow statements on important issues. He has allowed himself to be used as a political zombie, no direction and he is just mouthing things that are not meaningful at all,” Mpombo said. “Like the other day, he was talking of me plotting to unseat the government…that was folly of the highest magnitude for a person like Shikapwasha to come and start issuing those statements and he is a reverend.”
He said Lt Gen Shikapwasha was a Judas Iscariot.
“When we went to 2001 elections, he said the most unpalatable things against Mwanawasa but Mwanawasa because he didn’t hold bitterness he brought him in.
