Display of Insurance and Security Discs on Motor Vehicles is Law

The Road Transport and Zambia Safety Agency (RTSA) Chief Executive Officer Zindaba Soko and Insurer Association (IAZ) President Shipango Muteto have issued an joint signed statement stating that the display of Insurance and Security Discs on Motor Vehicles is Law and that anyone who contravenes the regulation, commits an offence and was liable to prosecution.

The Statement further stated that RTSA and Zambia Police would be enforcing the regulation after the date of the grace period given has come to an end.

DISPLAY OF INSURANCE AND SECURITY DISCS ON MOTOR VEHICLES IS LAW

LUSAKA, 19 January 2016 – GOVERNMENT in June 2015 issued a Statutory Instrument (SI) to make it mandatory for motorists to display insurance and security discs on motor vehicles.

According to SI number 33 of 2015 and entitled: “The Road Traffic (Certificates of Security and Insurance) (Display) Regulations, 2015, a disc shall be displayed on a motor vehicle or trailer in a manner that ensures that the disc is easily distinguishable and clearly visible at all times, and does not become defaced.

Some of the features on the disc will include, make and model of the motor vehicle, chassis number and expiry quarter.

The regulation came into effect on 1st January, 2016. However, a grace period of one (01) month was given to motorists and will consequently take effect on 1st February, 2016. The grace period is only for the display of insurance, it does not replace the requirement as per the Road Traffic Act of 2002, to have valid insurance for every motor vehicle that is on the public road.

Therefore, anyone who contravenes the regulation, commits an offence and is liable to prosecution.

From the foretold, the Road Transport and Safety Agency (RTSA) and Zambia Police will be enforcing the regulation after the date of the grace period given has come to an end.

The regulation is aimed at safe-guarding people’s lives and property as most accident victims, have had problems in being compensated, as the number of uninsured vehicles on the roads was very high. This situation has resulted into loss of lives with others being left permanently disabled as a result of road traffic accidents as most injured accident victims lack resources to access proper medical services after the accident has occurred. Where loss of life has occurred there has been no compensation to the families who have lost their loved ones.

The insurance sector through the Insurers Association of Zambia (IAZ) will ensure that this regulation is implemented smoothly and service level standards be given to the Zambian public in accordance with the Association’s Code of Conduct. All the insurance companies in Zambia are required by Law to be members of the Association and also abide by its Code of Conduct.

  1. the move is good but the disk are written in INK which fade in no time. I put mine this January but its already fading and may not last until Dec 2016. Please ask the insurance companies to have them printed like the road licence disks.

    • Stop it??? display of papers / discs on the windscreen is a hazard, it disrupt drivers. there are much improved ways of managing this. RTSA are backward this is why they brought stupid old fashioned toll gates in to Zambia which will cause unnecessary traffic jams. Ask for suggestions / modern ways. people will definitely help you improve.

  2. Bloody crooks.. Expect more Road blocks from February… It’s like these fools create laws to enhance their pockets.. Too many loopholes in this countries law.. Zambians r too gullible… Wat does exactly ratsa do. Traffic congestion therethere r no where to be seen.. WatWat do they do with all those heavy Honda cars God knows

  3. Be current ba RATSA. Disc display is a long time gone thing. Digitalise everything including white books. Let people have it in card form like ATM cards. RATSA can then swipe these on road blocks whenever they want to check on the validity. I hope someone from RATSA will read this.

  4. In Zambia we get treated like grade-school kids. Insurance companies bribed politricktians to write such a STUPID motorist law and we have to be punished? I can’t believe that Zambians take everything without a fight, the way this insurance sticker thing was shoved down our throats.
