United Party for national Development MP and Chairman for Energy Gary Nkombo has lashed out at Patriotic Front(PF) attack on the party’s President Hakainde Hichilema that he had a hand in the privatisation of the mines.

In a statement released to the media, Mr Nkombo said that it was GRZ and the ZCCM Privatisation Task Team headed by Mr. Francis Kaunda that was responsible for the sale of the mines.

Mr Nkombo, further said that , after 20 years on, Government must stop blaming private citizens for the decisions of it’s predecessors while it makes mistakes right, left and centre that cost the people each day, notably the several thousand miners laid off in the course of the last year.

For the Umpteenth Time HH Never Privatised a Mine

Once again we have PF mouthpieces desperately seeking to distract people from their sinking ship by rehashing old and tired rumours about HH’s involvement in the privatisation process.

As UPND is given few opportunities to respond directly while such allegations are thrown about, as in recent interviews by chatterbox PF Deputy Secretary General Mumbi Phiri on ZNBC and chatterbox Sunday Chanda on Muvi TV, let me restate the facts here. It was GRZ and the ZCCM Privatisation Task Team headed by Mr. Francis Kaunda that was responsible for the sale of the mines. Mr. Kaunda was selected by GRZ for his role of leading the Task Team specifically due to his industry relevant experience. HH did not work for any company that was responsible for the sale of the mines, nor did he authorise the sale. The entire process was conducted in accordance with the Privatisation Act Cap. 386 and sale was at the discretion of the GRZ.

While it is sadly understandable that people are so ready to believe that all politicians are selfish given the past experiences, as a Christian nation we must know that honesty and selflessness are possible and that we should not judge or condemn our brothers and sisters in the absence of facts. For those who know HH personally he is a man who contributes and gives a great deal but does not boast about it. He gets on with the job at hand because he learnt that in business your track record should speak for itself.

Twenty years on, Government must stop blaming private citizens for the decisions of it’s predecessors while it makes mistakes right, left and centre that cost the people each day, notably the several thousand miners laid off in the course of the last year. Twenty years on we must transition to a place where Zambia is proud of those citizens that have been able to succeed in business, create jobs through their investment in local industries and undertake various community works to support others. The focus must be on how we can empower more Zambians to reach such heights, not on bringing down the too few that have made it to date.

Still if the PF wants to talk about wealth and corruption how about we ask government about the alleged payments made by oil companies to secure contracts, or where the missing money for KKIA has gone? How about the money that was embezzled from the CDF funds, or the details of rumoured contracts for military supplies? How about they first reflect that it is their candidate who has a history of embezzling clients’ money.

And even if Mumbi Phiri is insisting that privatization was a failure, what gave birth to Shoprite, PikNPay, Hungry Lion, Game Store and many Zambian Companies like Californian Beverages etc etc. So what is Mumbi smoking not to see these things.

    • People like Nkombo totally miss the point! HH need not have sold any Govt asset himself in order to GAIN or PROFIT personally. He surely had an hand in VALUING some of the Govt assets/companies which eventually and unexplained ended up in his column. Either by owning substantials shares in them or outrightly owning them. If this NOT SUSPICIOUS or UNETHICAL to people like Nkombo, then he himself should have his ethics and morals questioned. The methods hh used to enrich himself are simple but hard to prove. He connived with others to UNDERVALUE GOVT ASSETS and then got KICKBACKS, in their many forms (shares, gifts, cash, preferential treatment, insider advantage, favoritism, etc,) and that’s how HH ended up who he is today, and HE KNOWS IT!

      I was associated with ZPA with colleagues such as Valentine Chitalu, Banda, Mwansa etc.

      The ZPA process was quite detailed and great in the time of Matale and Cruickshank but got mired in corruption when Chiluba took unilateral decisions to work with persons favoured by the then Mbala Mafia of Dean, Penza and Chitala. Remember them?

      Whilst Deloitte (Sokota-Mbazima), KPMG (Mtine), PriceWaterhouse (Mazombwe) and many law firms from a particular region did the bulk of the consultancy work, I recall that Grant Thornton led by HH received few assignment cos Chiluba had no liking for HH (tribal factor).

      I challenge the Lungu led PF to ask their cadre Patrick Chisanga to produce a list of privatized firms and consultants engaged and how much was paid to each and what…

    • The comments on this page totally explain why Zambia is stuffed. A low calibre citizenry that cannot see the master thief in State House for what he is, is shocking. Going by double H’s age, during the time of privatization he was in his late twenties and has never been in government before… now my question is how powerful is this man called HH that at his tender age he can convince the entire government with all its learned advisors around to sell the mines? where was cabinet, (Chiluba, Sata etc) where was parliament? Stop wasting our time because we the people of Zambia have already made a decision to send double H to state house and retrench Chagwa in the national interest the same way we were retrenched by the mining owners few days after visiting the Copper belt and promising us that all is well and that no miner will be retrenched.

  4. The basic principle was that the involvement of Grant Thornton was on commission basis, the higher the value of sale, the high the value of commission. Therefore it would be very odd of HH to recommend a lower sales value for the mines. This whole issue is so tired and boring now and only makes sense to the foolish who accept nonsense.

  5. Gary kindly re check your facts. HH was part of the privatisation team as he was part of the evaluating team. HH has himself confessed that. The scandal comes in when the evaluator gets some of the assets eg the lima bank house in which he was staying

    • Mweba Vele vele, the evaluator just gives the value of the assets in question… He has no hand in going ahead nor rescinding the idea that the property owner has in mind… Meaning he cannot be the advisor whether to sell or not, nor can he be the negotiator….

  10. The fact is privatization took this country 200 years backwards,no doubt about it. Mr Nkombo, you are appreciating privatization because of the coming in of Shoprite, Game Store, Pick n Pay and Californian Beverages ? Maybe you don`t know salary scales of these companies.

    Mr Nkombo, if PF is lying about the involvement of President HH in this privatization saga, i think the best way is to go to the courts of law for protection, otherwise this issue may cause HH lose elections by a very big margin. This is a very big encumbrance which needs urgent cleansing, because you can`t compare it to embezzling client`s money,privatization embezzled Zambian`s economy.

    • The campanies privitised were already liquidated and non functional because of Bemba thieves who were stealing and employing ill educated tribesmen.Facts are there.Most people on the copperbelt had no employed because the mines were closed.so leave HH out this.

  16. The mines under ZCCM were costing the country USD 1 Million a day to keep operating. If they were not privatised the industry would have collapsed. The head of the Zambia Privatisation Agency was Valentine Chitalu and the board chairman was Mr Abel Mkandawire and others who sat on the ZPA board are still alive and enjoying the fruits of having participated in the privatisation programme. Who was Attorney General and sanctioned sales agreements? Lets us look at the whole list of those who were involved in the privatisation programme as negoitators, Lawyers and other advisors. HH didn’t have all the skills and definately not all the companies were evaluated by him or his company. What other option would the PF have undertaken if it were in power then? Chikwanda was chief of staff at State…

Please do not just defend him, just be honest and tell us that HH did A.B.C and people may understand from that angle.     It was Frederick Chiluba and his MMD cabinet who took the decision to sell the broke mines and other loss-making state-owned companies.HH had no power to sell such companies.

    • You do not know what happened. HH was given the task to evaluate and recommend selling prices. He abused this by cutting deals in the back door. The Zambia Cold Storage Board healthy and good looking animals were sold by HH at K100 each. HH went behind to re-buy them and he claims to have all those animals. He STOLE them.

    The plain answer to these ediots is, when you lead a team like HH did you get paid a very very good commission and that any wise man would invest the commission and remain wealthy for the rest of their lives.

  23. This accusation of HH selling the govt mines to private buyers is a tired story. Privatization of the mines was done 20 years ago. If HH committed a crime during the privatization of the mines why doesn’t the PF and its govt prosecute HH in a court of law. Instead of making unnecessary noise PF should sue HH in a court of law. The fact no govt for the last 20 years has bothered to prosecute HH for the alleged means HH has no case to answer. HH CV is impeccable compared to ECL’s CV.   27. In the last elections, the then owners of De Beers and other business groups asked RB to back HH. Why would they be interested? Because they know his background and what they would benefit under his rule. The same people invite him to speak at functions in Cape Town and London. He was asked by the journalist how he aquired his wealth so that all young people that look upto him can learn from him. At this point i sat at the edge of my seat so that i get first hand info.   40. Comment:Zambians, Zambians, here we go again. When are going 2 grow? A lot of decisions taken by FTJ as a president in the 90s were for political expediency. I remember watching on TV when he said this house (Township Council houses) can’t cost so much, I peg it @ K 10.00. This price for a house was less than the price of one pocket of cement which was fetching K18.00 then. Further, companies were directed to sell houses 2 their employees. Surely are we going 2 blame HH for this? IMF directed gov’t to privatize loss making companies if they were to recieve funds from them hence. Why not talk about other people who participated in this program of privatization than just to target one individual? Maybe all Zambians bought houses should return them

  41. Some Zambians are still desperately flogging an issue they know little about. Therein lies the problem. Picking up bits and pieces of unverified information and rumours – without any conscious effort to read, research or analyse. Extremely lazy in that regard, but in the forefront of using little information for primitive political ends.

This is clear from the incoming Minister of Education Garry Nkombo who has degree in teaching…a few facts…first he was never fired from Zambia Airways because he never worked there its his siblings Ben and Mutinta who worked for QZ. Second it is not true that HH did not get contracts under Chiluba infact he did big time because Prof. Ben Mweene the convict ensured that he did… three HH has said morons were involved he did due diligence reports and was paid his fees…four he bought a lima bank house which his own company was liquidating he said he bid like any other person, insider trading…otherwise apart from that AKM ensured he succeeded him on many boards so his business dealings could thrive…but HH is not the best for this country he has little experience to govern

  43. Dear PF people I HAVE A VERY SAD QUESTION TOO ASK YOU ALL, WHO HAS BEEN RUNNING GOVERNMENT THE LAST FIVE YEARS AND WHO HAS BEEN IN CHARGE OF ALL THE LAW ENFORCEMENT OFFICES? MAY BE EVEN THE LAST 20 YEARS? HAS IT NOT BEEN PF AND MMD WHY THEN IS IT THAT THEY HAVE FAILED TO ARREST HH ALL THESE YEARS OR JUST TAKE HIM TO COURT? WHAT GOES ON IN OUR MINDS ZAMBIANS WHY DO WE ALLOW OURSELVES TO BE CHEATED LIKE CHILDREN?

  44. Why is Gary refusing a fact that everyone knows. HH benefited from privatisation process. But whether he dud it legally is what can be discussed. Buying of Lima Bank house and Sub Hotel shares which he liquidated was by all standards unethical. In developed countries, he would not even be allowed to stand for presidency. But we are in Zambia, only the voters will decide.
    We have no angels for candidates, but Lungu appears to be less evil than the ever annoyed candidate.

  45. Jon Kanena@ look here my brother, we have no records to show the dude stole, meanwhile Kamina Minsa stole and the records are there for all to see. Get over it, if HH stole then I don’t how much Sata your founder leader stole since he was among the top 10 in Kafupi boma. Secondly you can’t say Lungu is much better among the available thiefs, why not going for Nawakwi or Muliokela! that shows s.t.u.p.I.d.I..y on your part.If u can provide me with data that HH stole I will simply vote someone ealse but not Lungu a decimated petty thief.
