The British Government has confirmed that it has frozen all funding to the Zambian Government.
This follows allegations of widespread corruption in the PF Government.
UK High Commissioner to Zambia Fergus Cochrane-Dyet confirmed that London has cut all bilateral funding to Zambia until all audit queries are addressed.
This week, influential and respected London based publication, Africa Confidential released a new report detailing widespread corruption in the PF Government
The report also said that the UK through its development arm DFID is demanding a refund of their US$4 million which has been embezzled.
Africa Confidential also disclosed that Finland, Sweden, Ireland and Unicef have frozen aid to Zambia over rising corruption levels and have privately asked for £3 mn. (US$4 mn.) to be returned.
In a tweet, High Commissioner Cochrane-Dyet said the UK takes a zero to entrance stance to corruption and fraud.

The report in Africa Confidential further revealed that Western donor governments have placed key assistance programmes under heavy scrutiny as evidence emerges of wide-scale corruption in three important government departments.

It reported that payments by the health, education and local communities departments may have been diverted.
The Education Department is undergoing a forensic audit after pressure from DFID.
It states that there may have been chronic fraud back to 2012 due to misuse of the Integrated Financial Management Information System, which was adopted by many developing countries to control government payments and procurement, at least in part to prevent fraud.
A report by the Auditor General raised the alarm with DFID last year, but it was not made public.
It further reported that payments are understood to have been made to shell companies and the auditors wish to speak to more than 400 individuals.
DFID has also suspended its funding of cash transfers to poor families because US$4.7 million is believed to have been diverted at Zampost which administers the payments.
DFID officials believe ministers were made aware of the fraud, which Zampost officials used to buy expensive vehicles, but refused to terminate Zampost’s contract.
Donors provide a third of the total funds used for the cash transfers.
The social cash transfer scheme was believed to be a great success and President Edgar Lungu requested the number of recipients be increased from 257,000 households, the figure for 2017, to 700,000 this year.
However, the increase was put on hold because enquiries revealed that many of the intended recipients were not paid and that the scheme has been subject to fraud.
The Ministry of Health is another area of strong concern to Unicef and other donors.
Enormous quantities of drugs have been stolen from government warehouses with suspicion of high-level involvement, and there is concern that fake drugs have been purchased from corrupt suppliers, leaving many parts of the country short of vital drugs and medical cover.
Ambulances were also procured at inflated prices.
However, Chief government spokesperson Dora Siliya at a media briefing yesterday refuted media reports suggesting that the Department for International Development (DFID) has withdrawn its financial assistance to Zambia’s social cash Transfer programme.
Ms. Siliya stated that government has not received any such communication from the DFID, adding that government still enjoys good working relations with partner organizations such as the DFID.

I still hold the view that the greatest corruption we have in Zambia is among civil servants. Politicians come and go but we have same characters in government who keep acquiring assets beyond their legitimate income. And these cut across all political parties in Zambia. But I am an experienced person in politics especially Zambian politics. We did the same to Kenneth Kaunda, we brought up all sorts of accusations, corruption, hiding money overseas, selling the country to Indians (heaven on earth ). We removed him on the premise that the new regime will better our lives, did they? Lungu will leave office one day and you’ll have a chance to prosecute him if your allegations are proved. News head lines everywhere: The UK government has frozen direct financial aid to the Zambian government over concerns about corruption.
The alleged multi-million fraud involves the creation of shell companies and the diversion of money meant for poorer families, the journal Africa Confidential reports.
Ireland, Finland and Sweden have also suspended aid.
The freeze comes at a time when President Edgar Lungu’s government is under increasing financial pressure.
The British High Commissioner to Zambia, Fergus Cochrane-Dyet, confirmed the aid freeze in a tweet. saying that the UK government has a “zero-tolerance approach to fraud & corruption”.

Zambia will never shake off the colonial master mentality. Britain has no moral right to dictate to us about corruption. They invented it and are masters of using complex jargon to cover their tracks. Stopping aid to Zambia could be a blessing in disguise but knowing the nature of the beast, they will soon start imposing sanctions to force another agenda of theirs which is to disrupt the China-Zambia relationship.
