SECRETARY to the Cabinet, Joshua Kanganja has said Ministry of Health Permanent Secretary, Simon Miti remains suspended contrary to recent media reports that the suspension has been lifted.

Dr Kanganja said it was not true that he had written to the Judiciary instructing officials to drop the charges that were leveled against Dr Miti, and investigations into the matter were still on.

He told journalists in Lusaka that investigations into the Ministry of Health saga were progressing well and the Government would be on hand to inform the people on any new developments.

“I am the one who wrote to Dr Miti notifying him about his suspension and I am the one who will have to write to him notifying him about the lifting of his suspension in case it turns out that he is innocent,” Dr Kanganja said.

“Let me confirm to you that so far I have not done so because the investigations are still in progress,” he added.

He said there were a number of people who were suspended together with Dr Miti over the alleged corrupt acts and there was no way he could have written to the courts to drop the charges against Dr Miti or any other person.

He said the Government was still investigating the alleged corrupt practices that occurred during Dr Miti’s tenure in office to establish whether he had been involved in corruption or not.

Meanwhile, Dr Kanganja also denied reports that one more officer from the Ministry of Health has been arrested at for corrupt practices.

Dr Kanganja said the officer was from the Ministry of Education and was arrested for separate charges that were not connected to those at the Ministry of Health.

Dr Miti is on record to have written a personal letter to the president asking to be treated with compassion on the 27billion scam,this alone is a testimony that he is trying to hide and seek protection from plot 1,personally i think this leadership has shown and is still showing signs of having a soft spot for corrupt leaders,fighting and curbing corruption is not a priority.kapoko is not alone in this,he is a sall fish who happened to have swam with the big ones,maybe he should have written a personal letter to the president as well to be treated with compasssion. Miti was actually warned and cautioned by both the police and the taskforce officers,though he was never arrested,you can run but you cannot hide

  2. Mrs. Anna Chifungula messed this whole thing up. The investigation into the so called MOH scam was centred on fixing Dr. Miti. How do you come up with amounts stolen without looking at the documents first?? Mrs. Anna Chifungula charged Dr. Miti and then went to look for evidence. Due process requires that you find evidence first before running to the POST. In the realms of justice, every time an innocent man is victimised, a real criminal is given more time to commit crime. I WISH DR. MITI AND HIS FAMILY GOD’S BLESSINGS.

  3. No.4 refers. Be objective on this topic. In Zambia, there is a lot of witch-hunting. The Auditor General messed this thing up real bad. The loss that the country has endured because of careless and irresponsible method of investigation on the part of the Auditor General’s office is highly reprehensible. The investigative wings should have come up with the evidence first before alarming the donor community. The fact that Dr. Miti asked to be treated fairly is an indictment on the investigative wings. It is in the public domain that Ms. Anna Cifungula had issues to sort out with Dr. Miti. As an former employee of MOH I was shocked that a consumate professional like Dr. Miti could associate himself with thugs like Kapoko. From the begining, I knew Dr. Miti would be exonerated.

  5. How long does it take for the investigative wings to find a prima face case to charge someone?? Looking at the length of time it has taken, it is quite clear to me that Dr. Miti will not face any charges. I agree with Chansa that the Police and all involved messed this thing up. However, lets also give credit to the Police because, there are some people who are in the cells for this scam. If Dr. Miti was not involved in this scam, he should get his job back. Ths is what justice means. Does he get compensation as well???

  7. #9 refers. If thats the case, Dr. Miti is in shit. The RB regime will celebrate if Miti was found with a case to answer. Remember that they are trying very hard to portray the Mwanawasa regime as corrupt. If Miti was found with a case to answer, RB and his cronnies will be celebrating. I reckon thats why they are hesitant to sat that Miti is not involved in this. If there is any person who was close to the Mwanawasa’s. Miti was. There’s more to this than meets the eye.

  9. If Miti was found with a case to answer, that would have gone to the heart of the Mwanawasa regime (MHSRIP). The Chilubas have an issue with Dr.Miti because, when kafupi was trying to evade justice, Miti was always in the way. He had to approve for Kafupi to go for specialist treatment. Now Kafupi and RB are in charge!!! Read between the lines. They have tried very hard to link Dr. Miti to Kapoko and have failed. The Mwanawasa regime was as close as we have got to integrity and rule of law. Dr. Miti was a part of that. The investigations have shown that. Miti was too close to Mr. Integrity to be corrupt himself.

  10. I think RB should stop trying so hard to make Mwanawasa look corrupt. Just like he is in a beauty contest with Sata, he is trying to compare his corruption with that of the Mwanawasa regime. Everybody in Zambia know that RB’s government is rotten and that Mwanawasa’s was above reproach. If Miti was as close to the Mwanawasa’s as #12 suggests, then it explains all the accrimony towards Dr. Miti.

Chansa,just the fact that you worked closely with Miti doesnt mean that he was squeeky clean,he was warned and cautioned by the police, and even before any investigations were completed he ran off to the prsident,if he’s clean,let him just sit queitly and let the investigators do their job,a person with clean hands will never be scared of anything.

  13. #15 refers. I am not at all suggesting the Miti was squeeky clean. What I am saying is that I would have been surprised if Dr. Miti was involved with the likes of Kapoko. I happen to know Kapoko as well and that he was too junior to Dr. Miti to have had any dealings with him. I also hope that you’re not suggesting that because Dr. Miti was warned and cautioned that he is guilty. Being warned and cautioned simply means that anything you say may be used against you in the courts of law. Its procedural. Unless there something I am not getting here.

    Why is it taking so long to establish whether he had been involved in the scam or not? Is this another “Chiluba” – first sine adei and then nolle prosequi?

  15. #18 my only worry is that Miti is one of the suspects in this whole issue,tho he was quick to seek protection from plot1,is this a new trend where if one is connected politically then he can just seek it by way of writting a letter,when it comes to fighting corruption,there shouldnt be any sacred cows,it doesnt matter whether kapoko was too junior to Miti or not,fact still remains that as a suspect,he should be scrutinized just like the other 32 or more people involved….nayenda ku moba ine,these issues might just spoil my day

This rumour of miti getting out will soon become a reality because easterners are becoming our bosses now.Anyway its a shame that a reasonable man would believe that a civil servant would acquire billions of assets and u think he is innocent.Judicially is corrupt and judges are frustrated by acts of few influential colleagues.

I had the displeasure of meeting Mr.Miti once or twice.He struck me as pompous ,arrogant and one of those people who know how to pocket money meant for projects.I doubt he is clean,its pretty obvious he isn’t but he seems to have friends in high places so he’ll probably go scott free and possibly get a promotion in RBs govt!

This big fish they steal together and later on they pretend to fix each other on fighting corruption as the way of playing with zambian people’s minds, the all system is compromised.Look at how they handle this corruption cases. sure you cant trust any big authority in government and in judiciary because the are all corrupt and they steal together. bateya bonse aka Red na ka Black.

  21. You must be dreaming if you think RB & company are serious about eradicating/fighting corruption in govt. With his family (his sons) reported getting questionable govt contracts, he knows he will be a fool to push this corruption fight too far—-and there lays a conundrum for you!!!

    For as long as the justice system and laws remain so closely tied to the presidency, only the poor and the Not-So-Well-Connected will continue to have the full wrath of the law visit them. How many of us out their have the privilege to write a personal letter to a sitting president to have our cases looked upon with favour before we are even charged?! If Zambia is serious about DEMOCRACY, this ought to be a criminal offense on its own—-‘trying to influence the outcome of a criminal investigation.’
