Full implementation of decentralization will improve the livelihood of the people-Malupenga

Ministry of Local Government Permanent Secretary Amos Malupenga says full implementation of decentralization will improve the livelihood of the people in the country.

And Mr Malupenga, has emphasized government’s commitment to devolving its operations for enhanced service delivery.

The Permanent Secretary said this through a speech read on his behalf by Lusaka Province Assistant Secretary, Peter Chilambwe, at Trainer of trainer’s workshop at Charisma Hotel in Lusaka yesterday.

Mr. Malupenga further, said the citizenry are interested in local development and its services being brought closer to their door steps.

Mr. Malupenga, added that an intervention of training of trainers of devolved departments will ensure that officers from central government appreciate the various levels in local government system.

He highlighted the enactment of the constitution of Zambia of 2016, which enshrines the principles of devolution and government’s commitment to devolution.

Mr Malupenga, stressed that the finalizing of staff registers and submission to the local government commission are some of the major achievements scored so far in the decentralization process.

The PS has since thanked the European Union (EU) for working with government in enhancing the Local government capacity development in the country .

  1. But dont decentralise grants to government institutions because the money is not used as intended. Some big offices have their own priorities

  2. I have always known that top-down decentralization to be a political gimmick and I’m not blaming PF since it’s LPM who initiated this gimmick (yes it started a campaign promise). I came to a conclusion of this fact because it’s not constitutionally binding and probably never will be. The thread of this policy completely lies with the central govt on whether to implement or ignore it, and truthfully enough no central govt has been f.o.o.lish enough to implement it. Why, you may ask? because it would drastically reduce the powers of the central govt.
    It’s saddens me to see how much money has been spent on workshops on a policy that will never see the light of day.

    • And if anyone of you my fellow bloggers thinks that the building of mini-civic centres in various constituencies is part of decentralization then you are not fit to be on the internet, just like some politicians.
