State house has issued a 2 weeks ultimatum for the contractor working on the Kafulafuta water dam project to comply with the 20 percent sub contracting policy.
Special Assistant to the President for Project Implementation and monitoring Andrew Chellah says appropriate action will be taken should the contractor fail to comply with the policy.
Mr Chellah was speaking shortly after inspecting works at the facility which have advanced.
He said despite works at the facility being impressive it is unfortunate that the contractor engaged to construct the dam is still not engaging local contractors in most of the civil works.
Mr Chellah disclosed that out of the $117 million dollars released so far towards the project only 1 percent has been paid to local contractors.
He noted that the sub contracting policy is aimed at empowering local contractors and equipping them with the necessary skills.
China National Complete Engineering was engaged to construct the Kafulafuta water dam at a cost of 450 million dollars.
Once completed, the dam is expected to boost water supply and reticulation in Ndola, Luanshya, Masaiti and Mpongwe Districts.
We need serious local contractors, not those who only spend their time at night clubs and bars every evening. This attitude by a large number of our people, especially those that are supposed to be productive is very worrying. Govt policies are good but us Zambuans must take responsibility. I have seen some of my colleagues, the story is not very impressive.
$450m for a water dam. Do I really get it

The Chinese clearly understand systems that do not work and no there are no punitive measures. Show me any country where a foreign company not only abuses the local but they totally disregard the laws? The Chinese know call our leaders bluff and the many things you have seen and heard in the media. It’s a shame. Why give them 2 weeks when they should have done the right thing to begin with? Until they are kicked out of the country immediately for these violations, they go home and laugh over beer. It’s terribly sad
