Youth stimulus package coming, Siliya

Minister of Information and Broadcasting Services, Dora Siliya says Government is determined to come up with an immediate stimulus response to the challenges affecting the youth.

Ms. Siliya says Government is aware of the challenges that young people are facing.

She says the Coronavirus pandemic has also negatively affected most young people in business due to the recent global lock down experienced.

Ms. Siliya, who is Government Chief Spokesperson, says President Edgar Lungu and Government want to ensure that a response is found to addressing the social economic challenges affecting the youth.

The minister said this when she and her counterparts at Youth and Sport Emmanuel Mulenga, Livestock and Fisheries Nkandu Luo, Gender and Child Development Elizabeth Phiri, and Community Development Kampamba Mulenga held discussions on how to respond to the social economic challenges affecting the youth.

And Mr. Mulenga said young people have highlighted their interest in being part of the governance system which is provided for in the Constitution Amendment Bill number 10 of 2019.

He said through the interactions with youths, the Ministry has identified that the young people want to be actively included in the governance system.

Mr. Mulenga said this would be a mandate when Bill 10 goes through because every political party will be expected to have a certain proportion of youth representation in Parliament.

The minister further said there some politicians, who are against the Bill becuaes they want to continue serving their own interest of using the youths for political gain.

During the meeting, Community Development Minister Ms Mulenga said her ministry is carrying out viable programmes to support members of the public of which youths are expected to benefit.

She said the Ministry has also come up with an emergency social cash transfer being implemented with the Office of the Vice President through cooperating partners to help the vulnerable who have lost jobs during the Covid -19 period.

Ms Mulenga has since urged the youths to take advantage of the programs by engaging the ministry instead of turning to social media.

And Minister of Gender Elizabeth Phiri, who expressed disappointment at the approach taken by youths to protest in the bush, said the solutions are not in the streets but in dialogue with relevant ministries.

Ms Phiri said government ministries through their clusters are identifying youths that are ready to use their intellect to improve the economy and their livelihoods.

And Professor Luo said it is unfortunate that there is a lot of misinformation surrounding issues concerning the empowerment of young people .

She also called for a mindset change among young people to venture into activities that will multiply their investment instead of just demanding for empowerment that is monetary and contracts.

The livestock minister said the ministry has projects that dedicate 30 percent to youths, 50 percent to women and girls while 20 goes to other beneficiaries.

  2. If youths stimulus package is coming where did Lusambo get his stimulus packages he was distributing to youths in Ndola? ACC need to work hard since youths have been promised several times without delivering from PF regime. 500,000 jobs undelivered, more money in their pockets undelivered, youths co-operatives undelivered so, everything undelivered with PF regime.

  3. When are you going to come and just tell us that we have done this, go to this place and follow this procedure to get this. U see we promised and we kept our word. You always come here with promises that you never fulfill just to give people false hope. You only preach but never live what you preach. Stop promising and start doing. This campaign strategy of making promises at the end of terms to fool people into thinking if they vote this will happen will not work. Just deliver the promise and lose the election next year.

  4. Panic mode chipante pante knee jerk reactions. No policy. Just wake up and announce a stimulus package after seeing some youth demonstrations. Reminds me of KK’s heaven on earth, oil from grass. I was a youth then & the economy was bad. Sad really, really sad. How did we get ourselves on the path to those horrible days?

Don’t stress about giving us disgruntled youths your stimulus package we already have ours for you come August 2021, any listening government would have given the disgruntled youths a chance to air their concerns and the way you madam lousy pant updates the nation on Covid19 you would then respond, i cant remember the day i heard any inspiring word from the President, nothing.

  8. Ever since B-Flow came out ranting, ministers came out from quarantine to start saying something.
    PF’s youths are those thugs at Intercity bus station. But the young people are those chased from streets to protest in bush, whom PF never respect.
    The youthful don’t need pangas and military boots. Like the way they hooded out Kaiser and replace him with ka Youth, who is not even following the president to Northern Province. Umwaiche talayapo na abroad.
    – Ministers listen to those videos by the majestic artists, again and again before start yapping.

  10. Hw do u stimulate wht has never been in existence? Can these youths show evidence that they hv been running businesses by the book: registration with Pacra, ZRA, Napsa, Workers Compensation Board etc?

  12. Further to my argument @ 12 above, as long as the economic environment remains toxic, few businesses will thrive in Zambia. Many established businesses were struggling even before covid-19 crisis due to the government’s inability to pay its bills on time. If established businesses hv been finding it hard to survive, wht chance does a start-up business hv to thrive? I can’t think of a better person than Dora Siliya herself to appreciate this point. But her objectivity is obviously poisoned by her politics.

  14. The problem that I have seen with this Government is that, they don’t know what to do next. They act because someone has rang the bell. The issue of the youths is not born today. Same as retirees, not paid up to now, unless they go on the street then you woke up. No let us be serious with governance issues. Don’t wait to be told. Once youths raise up you blame opposition you don’t work like that. Do the right thing and the youths can be quiet. Problem you like pocketing. We have told you no to bill 10 but you continue insisting to enact it what type of people are you who can not listen? You are in office because of us and you should listen to what we want. We can choose other office bearers if you don’t want to hear from us. You are not there to impose issue on us but to agree with us…

  15. Action based approach is what we take. We are working for those youth and all citizens who want to work with us for their own benefit. The young people who feel aggrieved were invited to meet with us and they decided that they were too good to meet with us. So we proceed to help those that want to be helped. To those minority of youth who are been paid off to disagree with anything that comes from this government, suit yourself. You can go and live on hh farm and hope you have a good life there. This is Zambia for zambians not just a few little kids throwing their toys out of anger. Grow up. Mwatamba BLM protests pa TV, infact innyour parents home and now you think you are a revolutionary. I haven’t seen such a clause in the bill 10. In any case it is not known how most proposed amendments will be since the bill states ‘as prescribed”.

  20. I am PF for life but I cant surely ignore this chipantepante business from our leaders. The other day the other guy went to Northern province and started talking about his opponent instead of working. These here in Lusaka are panicking after reminders from the youths that there is nothing happening in the country, the other one calling her self professor is telling youths to go into entrepreneurship as if she did that herself, why not lead by example than clinging to a political job.

  27. Stimulate what? Like someone has already said above, you can only stimulate something that is already in existence. The absurd assumption with this approach is that all youths are entrepreneurs. Null. This will be like throwing money into the Zambezi river. KK made a similar mistake through his rural reconstruction programme ( rr) under ZNS. He assumed that all youths could become farmers. Boy, did it work? What is required is just to fix the economy. Create demand and let there be liquidity in the economy. Jobs will create themselves and we could be progressively moving towards full employment
