Former Information Minister, Vernon Mwaanga has advised members of the National Constitutional Conference (NCC) to be cautious when debating the 50 plus one percent clause of the draft constitution.
The Veteran politician said the NCC should ensure adequate safeguards are in place to protect people against the challenges that may come with the proposed piece of legislation.
He said the NCC should take into consideration what is happening in other countries, which have the 50 plus one law.
Mr. Mwaanga made the remarks was speaking at a University of Zambia students forum on national and international politics.
He also hoped the clause, if implemented, would not give what he termed an appetite to upcoming leaders to change the constitution to suit their needs.
And former Southern Province Minister, Samson Mulyata abandoned his planned contribution before the National Constitution Conference (NCC) Public Service Committee.
This was because a Zambia National Broadcasting Cooperation ZNBC news crew was capturing the deliberations on Camera.
Mr. Mulyata who rose to debate on Republican Presidential powers on deployment of peace keepers, refused to proceed with his contribution when a ZNBC crew tried to record his debate.
He asked the crew to switch off the camera before he could make his contribution.
But NCC Chairperson, Chifumu Banda raised a point of order on why Mr. Mulyata was interfering with the work of the media.
The NCC should explore the possibilty of setting up a website so most Zambians in the diaspora and at home could make meaningful contributions towards the enactment of a new constitution.
Various committees could shift through shortlisted presentations for further debate.
ZNBC could also air the debates live if they have not yet started. What has Mulyata got to contribute which is so secretive?
Unless he has hidden agendas, it appears ba Mulyata is bitter with LPM over his suspension as Provincial Minister.
#1 I was even thinking of a live radio broadcast which could be made available online in addition to the web. Mulyata’s action is highly questionable, i did not understand his action.
its simple, he is hiding something. maybe he wanted to say something, then later his own contributions. long time hear anything from the ex-rigging engineer – mwaanga.
It seems Mulyata had a very good point to make but being a coward, he feared for his job. MMD through TETA would have susoended him. lets not laugh at him coz his intention was to attack some LPM powers.
#5, which job?
Mulyata is an elected MP. Hes’just a bootlicker.
He is not good when it comes to speaking english so he got scared .
VJ please stop frightening NCC delegates and indeed the rest of the population about 50% +1.It was always there (from 1964) until silly FTJ’s political engineering altered it to first past the post to suit his fatal and quixotic 3rd term escapade. People like yourself (VJ) Miyanda,Sata etc should SHUT UP on this issue because you were practising self serving politics at the time (1996) hoping that you might be the chosen successor.Well Silly FTJ chose LPM and and that clause has turned round to bite at the backside. The zim problem has nothing to do with 50+1 but everything to do with STEALING AN ELECTION and TINPOT DICTATORSHIP.We need a president who MAJORITY of Zambians have voted for.
KK has won his elections in the past with 50 +1% and our country had no political apathy until that short man changed the law which haunted many and today they eat grass. It just wise not to just make provisions of 50+1% win but make provisions in case no party attains that figure, what should happen in order not to have leader vacuume. Many countries which are democractic make coaliton govts or go for a reelection until one person wins. This should be only for the president but not for MP. The NCC should also look at the by-elections which have been very costily. It could be better if an MP resigns, dies or relingish his position a small committee contituency level should elect a success….
ctd.. sor until the period comes to an end. Its dont in most case in many areas why not in politics. The huge many that have been spend on by-election could have be channelled in other sectors of life that druggng behind but more essential for the citizens. Over Mulyata the man is bitter ovious about his dismissal from office after he has not be found guilty by the state for it failed to make a case against him. This has put the president of a bad position becuase many might think he acted to quick before the case was disposed in the court of law.
#9 Every one has a right to say what they think is right, don’t stop people from saying what they think,we need different ideas its called brain storming.Get a life, stop crying about chiluba, thats history done good or bad,its time to move forward.
Mulyata is guilty.. I don’t trust and agree with th high court justice which found him not guilty.
‘get a life’…funny how non-native english speakers pick up phrases and use them out of context, trashing a sensible speech.
#8-9, Good points.
#11. Its pipo like u who will not make Zambia move forward. #8 and #9 are very correct. If u don’t have anything to say, just logoff and go to sleep. #8 and #9 please keep it up.
Police Arrest Man With Weapons Stockpile Who Claims Obama Will Be Killed
by Associated Press Saturday, June 7, 2008
NAUGATUCK, Conn. — Naugatuck police say a man they arrested after finding bomb-making materials and weapons in his home claimed he was preparing for a “revolution” and predicted that presidential candidate Barack Obama would be killed.A police report released Friday says officers found notes in 43-year-old James Gagnon’s apartment that said people need to go to war if they want peace and the government should be afraid of its people.
he report also quotes Gagnon as saying he does not like Obama and there would never be a black president because Obama was going to be killed. Gagnon’s father says his son is mentally ill.Police say they found bomb materials, an assault rifle, thousands of rounds of ammunition, machetes and reading materials about combat in Gagnon’s apartment on Thursday.Gagnon is being held on $100,000 bond. His next appearance in Waterbury Superior Court is set for June 13.
Mr mulyata should not hide anything in ncc cos hes there to air his views so as to come up with formidable constitution that will stand a test of time .PLEASE MEDIA DONT SCARE HIM IF HE THINKS DA WAY.
Mwaanga is not making sense. We need a leader voted and supported by the majority of people in the country. This man needs to be enjoying retirement not trying to act like he has done a lot for zambia. He had all the time and chance to help bring about a good constitution when he joined politics at a young age.
Zambians have only been getting tidbits of information, all slanted towards self-preservation of the current crop of politicians. It is time to learn from countries such Venezuela that successfully carried out a referendum on a new constitution within 2 years – (Search Venezuela constitution on wikipedia for starters). It is a shame that it has taken Zambia such a long time at huge taxpayers expense just to come up with a framework for debate on constitution.
Malayi hi ,good point my friend the bagger mulyata wanted to utter something against the LPM govt thats why he opted to stay mute. Why did you go there mulyata if you are afraid to air your views on matters affecting the society,go home stop pretending criminal.
And you #16 you are out of topic, tune to Ncc.
is Mwaanga broke again or what?
Mwaanga is a sick man.let him rest and continue taking ARVS.
#9 and #10 Easy. Nice to see you on the blog. Where have you been?
25# Chitapankwa, I hv been around but to busy.
50% plus 1 will help Zambia have a leader how is really chosen and voted in office by the majority. Those who are trying bloke this only have there own interests as usual.Presido Chuchu, you are also on record as being not for the 50% plus 1 idea because you clearly won on the same grounds where the majority of Zambians do not vote for you and therefore technically did not want you but because of the simple majority law,you went through and came out the victor.Zambians should not allow this to happen ever.I know it will take us years to develop our democracy in our country but we can still learn from the developed ones like the United States.l think there is absolutely nothing wrong with that.
Peter # 71,
Slow down brother, some of us have just been invited to pursue a PHD with a full scholarship at hand by the university we have can call our academic home. It’s all following some outstanding academic credentials and series of papers presented at key public sponsored forums since 2006.Multi disciplinary track from a BBA, MA and now a Golden opportunity for the PHD though never wished to pursue. Where a full scholarship bumps up even your way, it would be unwise to write it off. PHD will be in Urban Planning with heavy usage of GIS.Hope to help change the face of regional cities on return to Zambia.
A PHD is not bad to challenge in the face of some opportunities
#28 Scholar wapena? You’re out of topic dear
#28 Nimapunzilo ako wanvela kapuli kobe.
I wonder why we still have stone age leaders like Mulyata. This is a free country and there is no need to feer the press if what you want to contribute is meant to build our nation. Shame on you Mulyata!
Or may be you wanted to say something nasty and later claim you were misquoted. You are not only a dubiously acquitted criminal but also a coward to the core. Ba mulyata, wake up and understand what democracy is.
New Passports next month
The Issuance of new passports is expected to start next month.
Home Affairs Permanent Secretary, Susan Sikaneta said the government has already put into place necessary logistics such as equipment for the entire process which kick start’s in July.
She told ZNBC news that training and recruitment of staff who will mann the new office is expected to start this month end.
The Home Affairs Permanent Secretary noted that Zambia decided to join the international community by bringing in a new passport with sophisticated features that cannot be forged.
Peter,
Do not believe things politicians say on passports. All documents are forgeable. The best that our country can do is to stiffen its laws and their enforcement so that no bad eggs ever get passports.
We need a robust economy following a genuine government formed to address the needs of the vast majority of our people. Foreign countries will only respect our country when we have a robust economy and a truly representative government with nationalists at the top. Right now we have too many economic hooligans in the GRZ and its leadership to make any difference in the life of our citizens other than stealing and abusing public office.
Mulyata is just a coward who is scared to find himself in the same situation VJ was before he was fired.
Mwaanga should just shut up, he has nothing to offer, except mandrax and kulya mabelo pleasures that seem to be elluding him too these days as more “tusimbi” realise he is “kwachaless” The only thing remaining in him is “KAUMOYA KA TENZE BANTU”, without realising these days he is just a “suntwe”.
Kajira #24, when are you starting your ARVS?? Please do wait until you are finished.Start now! Afterall everyone will die one day. One who is taking or not, will die.Nevertheless, it is important not to die premature till all your children are old enough to take care of themselves once you kick the bucket. Therefore, it is not a bad idea to start ARVS. Let people that need them take them without any gossip.
I have been on ARVS for the past 15 years.I started when my last born was 5years.Now he is at the university doing his 4th year engineering in the UK.I am still very fit.And most of my friends who were not taking ARVS have died from other causes and their off springs are suffering.
Had i been shy to start ARVs then,i would not have educated all my six sons. Two now a scientists based in california, one is a medical doctor in Iran, the other is a chief pharmacist is in the UK and the last born,is doing his 4th year at Oxford university. My wife and i still enjoy sex so much. Of course with a condom because my wife has maintained a negative status all these years. She is the mother to my six children. I am now 55 and she is 50. We are a happy couple and love each other despite my status.I got HIV because at one time i was careless to screw two different women who were not wives. So take care!!!
Ba Mwaanga, tabalanda sana, ba fyafye!!!
Boyi, you had your time, its time to shutup and die quietly!!
#39 Hopeful YOU HAVE REPENTED OLD MAN and you learned a lesson and stopped screwing two diffrent women at a go, who are not your views!
SHOULD READ wives!
