The Drug Enforcement Commission (DEC) has received funding for constructing of new structures at a rehabilitation centre for drug addicts.
Commission Public Relations Manager John Nyawali disclosed that government has allocated k1.8 billion in this year’s budget to facilitate the construction of new structures at the rehabilitation center for drug addicts.
Mr. Nyawali said about K500 million has already been released for the commencement of the project in Lusaka’s Makeni area
He explained that the center for will be a reformatory center for people addicted to drugs.
He told ZANIS in an interview in Lusaka today that as soon as the rehabilitation center is completed, it will be opened to help reform people addicted to drugs and not people who need de-intoxication.
Mr. Nyawali further explained that the infrastructure is meant to facilitate the provision of outdoor activities to out-patients that need reformation in order to reduce drug abuse in the country.
He added that the center will offer counseling and training that will offer life skills to help people that are addicted to drugs fit in society and become productive members of the community.
Mr. Nyawali said the construction of the centre is expected to be completed this month and be opened in May this year.
He hoped that people will take advantage of the centre to get the help they desire in dealing with drug addicts.
Meanwhile, Mr. Nyawali has disclosed that the commission is currently renovating the existing structures in Lusaka to facilitate for the treatment of drug abusers.

It’s good if they’re treating drug abuse as a medical problem rather than a criminal one; history shows that nations that take a medical line have fewer problems than ones that criminalize all aspects of drugs. It doesn’t make sense that alcohol is freely available and yet DEC agents can shoot at an unarmed daga seller running away; marijuana might not be the best thing for one’s body, but it’s certainly better than drinking tujilijili. You take the money out of drugs, and you eliminate much of the violence and abuse problems associated with it. Look at the U.S. and Mexico. The violence gets worse, more dangerous synthetic drugs are developed, and people go to prison for minor drug offenses. The system does not work.
With that said, however, I have some doubts about the DEC’s motives for all of this. What does he mean when he states that he hopes that “people will take advantage of the center to get the help they desire in dealing with drug addicts,”? Will the centre be an educational centre for the public? Who will staff the centre? Will it be available as an alternative to prison for drug offenders, and if so, which ones? Or will it only be for people who voluntarily go? What life skills will they teach? Will any financial skills and help be available to those who turned to drug dealing or using out of poverty? How long will individual patients be required to stay there?

I would expect a drug rehabilitation centre to be under the jurisdiction of either the Ministry of Health, Education or Labour depending on the emphasis. You cannot expect the police to run prisons because their role is not rehabilitative; in the same way, the DEC is an investigative wing and should therefore, have no reason to be anywhere near a drug rehabilitation centre.
