The Foundation for Democratic Process FODEP has condemned intentions by the Zambia Police service to collaborate with the Zimbabwe police in policing the 2011 general elections.
FODEP executive Director MacDonald Chipenzi says such an action will undermine public confidence in the police service.
Mr. Chipenzi states that the story in the Herald Newspaper of Zimbabwe has the potential to instill fear in the electorate and lead to voter apathy.
Mr. Chipenzi in an interview with QFM today adds that the Zambian government should question why the Zimbabwe police have the worst record of handling electoral related conflict in the region.
The FODEP executive director further says that such an action should not be supported by any well meaning Zambian.
the Zambia Police Services (ZPS) is willing to work with the Zimbabwe Republic Police during the presidential and general elections scheduled for next month, Zimbabwe state controlled newspaper ‘The Herald’ reported recently.
ZPS Inspector General Francis Kabonde said they were geared up to ensure that peace and tranquility prevailed in Zambia during the elections.

Setting the ground for a civil war!!!!!!!!!!!!!!!
# 1 u ar rite. MMD is nt certain of wining this time
How can you even contempt taking such an action, are we going to outsource everything: We have outsourced Buffoon RB, Ballot Papers etc!!
mwebantu mwe surely can our men in uniform fail to maintain peace, these thugs from zimbabwe will bring violence to our peace we enjoying in zambia.see what they did to shangarai they can do to sata or hh.we dont want them.we have our own security wings who can do a good job such as zambia army, zaf, zns or arcor if our police can not afford.
how can you involve these killers when most of our fishermen have been killed by these your so called zim police officers .please bwana ba kabonde have trust in your boys they can do a good job dont demotivate them. or should we say panji was right to say they will be caos, if they wont be then why bringing zimcorps.
I smell a rat! RB asking for help from his real Zim brothers. Zambians please wake up na papata twa chula mwe.
Bringing in observers is one thing but collaborating with a foreign police force known for its brutality is definitely a recipe for civil war and anarchy and I agree with #1. Let’s be realistic, there is nothing good Zambia can learn from Zimbabwe under Mugabe. Millions of Zimbabweans have fled the terror in their country and right now there are thousands in detention here in the UK awaiting decisions on their assylum applications. The president’s birth in Gwanda and his friendship with Mugabe should not be imposed on the people of Zambia, please!
So what powers does a Zimbabwean officer have in Zambia since its outside his jurisdiction apart from being an observer. When does he use the baton when you fail to form a single line? Who feeds and transports these officers? Why not use Zambia Army they have time for peacekeeping in East Africa why not use them here to keep the peace, they have expeience?. Where is our sense of Sovereignty, this is what happens when the country’s Constitution is not worth the paper its printed on….
This should not surprise anyone.
Everything in Zambia today points to Zimbabwe…The president, ZRA chief etc
I am actually shocked that ballot papers are not being printed in Zimbabwe as well
MMD/RB known does he is definately LOOSING. He wants to silence us when he loses using these chaps even if they rig. This time ubepelefye….PF will definately carry the day………
Kwena ba RB is unbelievable, he will go to every length and breadth to destroy this country. Enough is enough, what excatly is he afraid of? probably getting another cut from this rotten deal. Fwebana Zambia twakana, if you love your country that much (Zimbabwe) ps feel free to go back. This kind of nonsense needs to stop, i really feel for his supporters (blind followers).
To bad for mother Zambia. this is what happens when you give too much power to one person, he starts thinking that he can do anything as long as it crips his dull mind. By the way Zambia is not for one person. It is us who will decide on 20th September, so as you go to vote if you see any Zimpolice vote for change.
Unless you are telling the people of Zambia that the elections will either be rigged and the people wont accept, or the opposition will try to challenge the results……………………….or better still, you know what the majority of the people want, and you are not ready to accept the results.
Please, please you cannot be serious. Zimbabweans are used to fighting and killing each other. Imagine this sight……………..Zambian children and helpless elderly people running and being killed. If the police are not ready to handle the situation, why not use our own defense forces?
Our dear friends in the UPND don’t relies yet that these Zim chaps will be based in their stronghold as its closet to Zimbabwe by the time the wake up and then find non Tonga speaking Officers at the Polling Station MMD would have pulled the rug from underneath their feet!! Kekekeke
I CAN SMELL SOME REAL PROBLEM COMING DURING THIS SEPTEMBER ELECTIONS.WHY KABONDE WANTS TO BRING IN ZIMBABWE BRUTAL COPS HERE BECAUSE ONE COULD HAVE THOUGHT BRINGING IN UN PEACE KEEPERS FROM OAU COUNTRIES. I AM REALLY CONCERNED FOR PEACE IN ZAMBIA AND MAY GOD HELP US.
We will skin them alive wait
just an idea maybe if political parties didn’t give away free shake shake in compounds as a way of buying votes and causing distaste for other parties then maybe the running battles seen on lusakas streets last election might not be seen. zambia show the world african elections can be fair lets have no tampered ballot boxes no missing voting slips no spoiled voting slips let zambia move forward lead the way by example
I said it, and most of you condemned me. tepapa! confirmed!!! They cant even engage the nambian or south african police. those are civilised, they cant tolerate the nonsence that happens here!
I do not support this gorvmnt but I do not think they are extremely stu.pid. Zimbambwe is a defunct nation that have failed to run their own affairs. How can anyone even think of police assistance from the or maybe we are now even helping feeding their police? I cannot wait for the elections to pass so that these nonsense around us ends. I almost vomited my dinner last night watching ZNBC.
They wouldn’t dare … would they?
I have not seen a categorical denial or admission of the story from Zambia Police but if it is true it goes to show the leadership of the police needs a real shake up.Have they lost the will for the job or they have lagged terribly behind modern policing techniques.Well, Britain is relooking at its own system after apparently been caught napping during the recent riots. But Kabonde and his former minister have been assuring us everything is under control and some recently appointed PS has had the audacity to trash foreign governments which have the common sense to alert its citizens.Lets be honest with ourselves if we are to be credible.
Bana tiza bwera mu zambia. This year ni brutal. metal to metal, bone to bone and eye to eye.
remember the way we treated changarai. brutal to brutal. your policemen not good, not brutal. we very good, very brutal.
This is a topic that has behoved MMD cadres who thought their man was normal. Rb will soon tell you that they are coming to get their people who have run away from hunger and selling candy on the streets of Lusaka, Kabwe, Ndola, Kitwe and Livingstone. Ha ha ha ha ha ha. RB is Importing thugs to put the word Force in Police force. Our humane Police Service will be to drive them around. Zambians must and our Police must turn around and treat these thugs with pure resistance. Teach Banda a lesson first. If someone can go to such extent of importing thugs, he does not deserve to be in our state house. Drag him out like Gbagbo was dragged out. Show him that Zambia is not what he thinks it is. In this case, even if Banda wins, with such thugs on our streets, teach him a lesson too
This should never happen.Simply unacceptable.
We are not at war to bring in peacekeepers or even a foreign force to help maintain the peace during elections. Ivory Coast, Nigeria, Ghana, Kenya, Uganda have all had elections without bringing in a foreign police force on their soils. Why Zambia is failing to do this job after being independent for half a century? When are we going to grow up as a nation? If a rumour comes up of which this may be, it is always essential that leaders don’t keep quiet but nip the rumour in its bud. Next, we will have ministers from Zim to come and teach us how to be brutal to our own pipo. Check the space..
yes we need these men and women from Zimbambwe. our zambian police force has not tested tough staff that we are to experience this year. because the already known losers will rise up in arms and fight us. As mmd we are proud to engage our counterparts for the sake of peace.
MMD Supporter, ifyabupubafye
If the story is true, as I suspect it to be since the Govt has not rebutted this rumour so far, then it is unfortunate. Trully the presence of Zimbabwean Police Force will just fuel confusion in our midst. I would like to humbly appeal to the Govt to abort this move unless the Govt is preparing to butcher its own pipo. We are as a country not ready for civil war. We still have hope that one day things will be ok in our country. Until we lose that hope, we would like to say ‘No to civil war’.
What fool in their right or even sick mind would do that? Only Rupiah “the Zimbabwean” Banda would import ask his brothers from Zimbabwe to come and help him win an election using force. Zambia has had more than 40 elections and by elections, not a single president tried to bring in thugs to help the poilce force. Why in this foreign born, going to his country of birth to borrow thugs to come and scare our nationals? Why? MMD cadres, do not disappear please, answer the questions people are asking. Why? Are we short of police? are we short of paramilitary or mobile police? Why for the first time? Who is fooling who? Chiluba hired people from Congo, but they came to do business. Banda hires foreign legions to come and maim and kill Zambians. Is William Banda not enough?
Where are the MMD Bootlickers to support the bringing in of Zimbabwean police? Mwafisama, landenipo, tell us if this is in order. Mwandini I don’t know where this man (RB) is taking us into. fools are just supporting him mungulu mungulu, I tell u if this man (RB) wins these elections, tukalapila nokulapila, ine nalanda epompelele, fili ukotuya!
I meant “police force” in the previous posting.
Now about this madness being displayed by Rupiah Banda and Mugabe,
I do believe this is the right time to teach Mugabe a lesson that his people have failed to do. Let us have him were it hurts more. Get those thugs he is send to Zambia, let them learn a lesson they will never forget. They can whatever they want to Zimbabweans, after all they are sissies. But in Zambia, it must be different story. Crack their nuts if they have any. Let us treat them as messenaries or invaders. That is what they are. Banda should be considered the same too.
This is a stupid idea from a f.o.o.lish person!
Is Mugabe the new Charles Taylor of Southern Africa? Does Banda want to turn Zambia into Sierra Leone? What on earth as gotten into Rupiah Banda? What kind of desperation is this? Some fools from the MMD cadreship have tried to suppress my contributions on this blog with calling me genocidal. Well, well, well. Does n’t Banda sound more genocidal now? When will these cadres call Rupiah Banda genocidal? In Zimbabwe, they have mass graves because of the police he is bringing, what else does he expect from these killing machines from the South? Are they coming to mediate even when there is no impasse? MMD cadres, where are you? Fools! Come out bastards. Be men and defend your president. Cowards! Give reasons why you think Banda is a good person.
# 26, this is a true story. It was in the Zimbabwe ZANU PF controlled Herald newspaper on August 10. Only that LT does not allow urls on their website, I would have pasted it for you to access it.
RB comes from Zimbabwe and he wants his brothers to help him remain in state house. He wants power at all cost but we will teach him and his brothers a lesson. Zambians are no longer dicile as they thinks, we have waken up and are following through all RB’s activities He will see.
I now understand why this fool is proud to be born in Zim. Zim police officers are known for abusing people, why bring them to Zambia? Ok. Let them come but we will fight nevertheless. This time, you will never be sworn in, like it or not. Believe me, Zambia will burn if Banda is the next preident. We are all ready for the fight.
Whenever we have such topics, the learned MMD bloggers remain mute! no need to mention names
chief bootlicker is one of them no need to fear!
I’m neither PF or MMD (Just dislike caretaker RB) but I’ve scrolled through the comments thread, not a single MMD footsoldier in sight they have decided to have a tea break on this one ….at least we know there giving this topic a wide berth.
I’m neither PF nor MMD…..
Thats what happens when you put a foreigner in power,he wants to bring his brothers from zim,to help rig the elections,we told these MMD i.diots ,look at them now, they open their mouths wide when everybody is against this useless RB,how did we end up with this stupi.d fo0l as president??
I just hope all this is not true. Bringing in the Zimbabwean brutal police at such a time will be suicidal for both RB and his blood brothers. Now if this is true, Zambians better get prepared to protect themselves and their families from these brutal thugs. RB please stop taking the peace loving Zambians for granted. You are now starting to show us your true Zimbabwean colours!
Who is going to pay for all this rubbish? Is it the Zambian tax payer again? RB is really taking the peace. First he uses the Presidential jet to go and visit his birth place on the tax payers account and now this sh**. Someone tell me how much it cost the tax payer for his last visit to his original country. How long are we going to let this man continue doing this? Napapta mwe bantu.
@ 25 you are real cunt
this fo*lishnes of this r*b… These are the consequences of bringing in a foreigner to be yo presido. If sata say something abt rb we all say sata is mad… Now jst check on what this old bafoon is planing to do? Nosence… Rb must go pliz. God help zambia from this urgly fish
Banda stanyoko why are you bringing these makolekole to zed.If you have no problems winning the elections you would have organised reputable observers to monitor elections.
one thing is for sure Banda will be deported to Zimbabwe after after elections.
Thats what happens when incompetent people like kabonde are appointed to run such sensitive instituion of the country. Kabonde has worst advisers. Zimbabwean Police has been cited to be the worst culprits who ignore to uphold constitutional rights of its own people but choose to protect its own dictator. Zambia is already worsting money by outsourcing electrol materials and why should kabonde contemplate on bringing insensitive security personnel from a country that does not even recognize Zambians as genuine neibours. Plse give us a break, we already have zimbabweans touting sex, chocolate and sweets in Zambia!!!!!!!!!!!!!!!!!
This police chief needs to be given the boot in his @$$$. How about praising the police force in Zimbabwe that we all know has allegiance Zanu PF and sit idly/participate in flaming the carnage in Zimbabwe . No but thanks chimudala Kabonde, you probably live in the stone age if you haven’t heard or seen the brutality of these Mugabe’s croonies. Some of those officers are perpetrators of blood diamonds in our own back yard. Kabonde needs to shut his rhetoric, he needs to be telling those tyrants not to kill their own in the name of one man. We are fine by themselves, its one of many elections we’re going to have peacefully.
Kabonde is NOT THE COMMANDER IN CHIEF, he is just a F>U>C>KI>NG> mouth piece!!!!
IF EVER THERE WAS ANY REASON WHY THIS PIG RBIsh should be voted out – THIS IS THE ONE!!!!! KK & our freedom fighters, didn’t fight for our INDEPENDENCE, for a monkey like kabonde or any one else for that matter to be IMPORTING FOREIGNERS to come & DENY ZAMBIANS THEIR FREEDOM. THE PEACE WE HAVE ENJOYED FOR MORE THAN 40yrs, IS DOWN TO THE FACT THAT WE HAVE WANTED TO, not becoz we had magolegole keeping the peace!!! JUST TRY IT!!!
I am Zambian based in Paris, France. Just want to alert you to a diplomatic scandal that has been doing the rumour mill in Europe. The Story is: The Republic of Zambia decided to withdraw its recognition of the Sahrawi Arab Democratic Republic, Zambian Foreign Minister Kabinga J. Pande announced on Saturday in Rabat, Morocco. Speaking at a joint press conference with Foreign Minister Taib Fassi Fihri, Kabinga said that “the Republic of Zambia actually withdrew its recognition of the SADR on March 29, 2011”. Kabinga’s visit to the Kingdom falls within the framework of strengthening political dialogue and promoting bilateral relations, notably at the economic, technical and cultural levels. The above news item appeared on Middle East Online on 3rd April 2011. However, real story ..
However, the real story is that Minister Kabinga Pande was sent to receive money to help with the MMD campaigns during the 2011 Elections. RB was given US$7million in return for withdrawal of the recognition of Western Sahara. Minister Pande personally received US$1million for his re-election campaign. This story has been doing the rounds in diplomatic circles in Europe and New York. It is a very embarrassing story for Zambian diplomats as they are a laughing stock of everyone. Diplomats, especially from the Arab world, have been asking a lot of silly and cynical questions to Zambian diplomats in Europe and New York. The story further goes on to state that the US$7million for RB was channeled through his ambassador in Geneva, Darlington Mwape and given Darlington’s record with ..
given Darlington’s record with deals the story appears credible. Darlington is using his personal Swiss accounts to launder money for RB. It is rumored that he is the one who even banked the US$15million RB’s cut from the Zamtel sale deal. This is a big scandal mwebantu. RB’s corruption has gone international. This story can actually be verified with the Minister of Foreign Affairs from the Sahrawi Arab Democratic Republic and other officials from that region which has been fighting for independence from Morocco.
I hope you guys will have the courage to publish this story
The above story posted on Zedleaks by a citizen!!
Are we at war? how much are they going to pay Zimbabwe?
Vote for MMD and RB and continue with the same rubbish. Of all the leaders in Africa, you pick on a brutal dictator as your adviser on how police your people. Zambia is in problems because the MMD has been copying bad laws and bad economic policies from brutal and corrupt countries.
IF THESE MMD I.D.I.O.TS THINK WE DO NOT HAVE THE MUSCLE TO KILL THE RATS FROM ZIMBABWE THEN YOU ARE TOTALLY MISTAKEN!!!!! WE SHALL EXTERMINATE ANY FOREING POLICE AND MMD THUGS THAT WILL TRY TO CAUSE ANY FRACAS IN OUR COUNTRY……RB PLEASE DONT DARE!!!
We the TRUE Zambians are asking for SUPPORT from the USA to thwart RUPIAH and MUGABE’S mercenary activities IN Zambia. MUGABE is another communist CASTRO in southern Africa.
Pleas Pleas USA help ussssssssssssssssss. We Zambians need the CIA help in fighting RUPIAH and Mugabe in their dictatorial activities.
No wonder RUPIAH gave maize to Zimbabwe when ZAMBIANS were dying in poverty!!!!!!!!!
Shit move we have enough man power to handle every situation. And who told them that it will be a violent elections cowards.
Ze muthaf—er zat made decision is out of his mind.
