State House clarifies Mwamba’s appointment

STATE House has clarified that the appointment of Emmanuel Mwamba as Northern Province Permanent Secretary is a re-deployment within the civil service contrary to perceptions that it is fresh appointment.

Special assistant to the president for Press and public relations George Chellah said in a statement yesterday that Mr Mwamba, who served as administrator in the office of the former president Frederick Chiluba, was a deputy permanent secretary at Cabinet Office.

Mr Chellah said prior to his appointment as Northern Province Permanent Secretary, Mr Mwamba had been on leave awaitingredeployment.

President Michael Sata on Tuesday swore in Mr Mwamba alongside Augustine Seyuba and Edwin Zumbunu as permanent secretaries for Western and Central provinces, respectively.

The president cautioned the new appointees against sitting in offices and peddling lies but that they should instead tour theirrespective provinces to listen to concerns of the people.

  1. Nothing can substantiate apointing a person who worked for and vigorously supported a very corrupt person. Emmanuel Mwamba should have been relieved of his duties or redeployed to a less sensitive portfolio. This is infact a promotion.This will blow back in Sata’s face. Zambians are not stupid.

  4. As somebody who vehemently supported PF, this is a blow below the belt. This Mwamba guy steadfastly defended and supported Chiluba who even in his death the Zambian people have not forgiven. The least I have expected from this govt is to do away with corruption and all those that harboured it. The mention of this guy ands Xavier Chungu as part of the PF govt is just an insult to people that really voted for change. I cannot really find words to express my dissappointment. President Sata please rethink these appointments

  13. What Sata is doing may be viewed in two ways; He is legally right to appoint anyone as long they not convicted by the court. Sata’s appoitment of Mwamba and cancelled appoitment of Chungu is morally and political WRONG. We have some many learned and experienced technocrats to be recycling the same pipo. To make matters worse pipo who have allegation of corruptions hanging over their heads…PS must be Strategic enough to bring development to a province, not just managing PFcadres. We wanted a new start, new ideas, new strategies..at the moment I dont see this happening…

  17. That is how Mr Sata and Bembas justify their corruped practices. Re deployment, my way! Never knew Mwamba to be employed other than spokesperson of fraud star Chiluba the thief. Sata says he was in employment and now being re deployed. So all those who have been fired or left the system will at one time be re deployed by another govt. Zambia had cheated herself in the fight against corruption. Perhaps we are to blame as Zambians because Sata said it “Cry for yourselves who will redeem you from this corrupt poverty stricken country, except yourselves”.

    • Chellah has short himself in the foot with this. Ati Mwamba has actually been promoted and natually only those that have done a good job are promoted. So Sata should tell us what exeptional job Mwamba did to warrant this promotion!!

  21. Mwamba was fired as a civil servant under Mwanawasa and Chiluba retained him as spokesman, paid for thoguh his pocket. I do not know when he was re-employed by Cabinet Office (I guess under the RB regime).

So, it’s not surprising the likes of Xavier and Mwamba are appointed to the highest office in civil service, they are heroes. Afterall Sata want Xavier to introduce him to Katumbi the Katangese.     • Former Presidents’ staff are actually civil servants and their remuneration derives from government coffers. Lest you rumor-monger more…

  28. People, we need to understand that Mwamba was seconded to the office of the former president – he did not apply for that position. If you look at this critically, Mwamba performed his duties as a civil servant – as he should have. Now that FJT is late(very late), Mwamba remained a civil servant and had to be redeployed. Of course there was an option to fire or retire him, but for what reason? All he did was perform his duties in a new assigned position – as a civil servant!!

  41. What makes Zambian information management intriguing is how lacking in factual detail most reports have. I have a few queries: a) can we see the status of Emmanuel Mwamba in terms of his relation to the civil service? b) What is the LEGAL status of his current status vis-a-vis the court case currently running (LAZ/Courts please???) c) Are staff of ex-Presidents still civil servants? Is there substantive indication of this (we know these offices are still paid by the tax-payer but is it explicitly linked to the civil service??). These and more queries brought out in a comprehensive article/report would make for more intelligent blogging. Other than that we are on emotional rollercoasters.

    Sata is on record speaking against Priest and Archibishop Mazombwe advise for reconciliation. So what does Sata know about fighting corruption? Does fighting corruption only applies to former MMD leaders and not Emmanuel Mwamba and Chungu?

  50. Mwamba was just a spokesperson for the late Second Republican President. Office of the former president is a constitutional office and govt responsibility for such an office is well spelt out in black and white. Mwamba was just an employee, a mouth piece for that matter and it is very difficult to connect him to the wrongs that FTJ might have committed whilst in office as republican president.

There are many noble Zambian men and women among whom the Government can make appointments, unless, as they are saying, there are legal issues which could have worked against Government had they sidelined this Civil Servant. Sadly, the nature of his previous appointment made him speak more politically, thereby putting him in bad political light.

  53. Mwamba was a civil servant but made a mistake of crossing Mmembe’s Post. And if you cross Mmembe you are gone ask MMD. The truth is, there was no Xaviour Chungu’s name on the list leaked to the Post. If the POST had said “Mwamba appointed PS” it was not going to make the difference bcoz Mwamba is a civil servant. Mmembe therefore threw in the name people hate-Chungu and all hell broke loose. But the truth always triumphs and it will one day be known.

Zambia is for all Zambians and not for two provinces. I guess you know which ones iam talking about.   57. Mwamba was a staunch supporter of Chiluba even when he was at Evelyn Hone and it is Chiluba who employed him in government as his spokesperson. So he, as the case is with George Chella, entered government as spokesperson of an individual and therefore do not qualify for appointment to very taxing positions such as Permanent Secretary. If President Sata is finding it very difficult to fire Mwamba, let him retire him on public interest because Mwamba’s stand was more visible than some of the D.Cs relieved of their duties. Unless Sata wants to carry the tag of tribalism, he has many options with Mwamba who does not deserve such a senior position. If The Post had employed Mwamba, he could not have even risen to the position of Assistant News Editor.

  59. Am PF and voted for PF but Am disapointed with this appointment. If the president has run out of people to appoint, please advertise the vacant positions and we can surely apply. My hard earned tax cannot be used to pay supporters of thieves(CHiluba & Co). Reverse the appointment.

  60. CJ No. 60, Mwamba entered the civil service directly as Chiluba’s spokesperson and he has never held any other position before. Since Chiluba, as a retired president, was entitled to staff, he personally employed Mwamba who was already one of his closest admirers and supporters. So Mwamba was not merely performing government duties but was a staunch cadre of Chiluba, taking advantage of a government established position to earn a salary. If Sata does not act quickly to retire Mwamba, we will consider him of selectively fighting corruption. And as such, he will only last for one term in office because many of his genuine leaders and supporters will abandon him, even if it means at the last minute.

  61. Emmanuel has been a civil servant all along, D/Permanent Secretary for that matter…he was seconded to Second Republic President as a spokes person who happened to have been facing corruption charges over things he did as a president. How does Emmanuel come in FTJT’s crimes????
