4 provinces in Zambia have a lot of goats which can be slaughtered and sold to the Middle East-President Sata

President Michael Sata has directed newly appointed deputy minister of agriculture in charge of animal husbandry Luxon Kazabu to carry a stock of the number of animals such as goats in the Eastern, Western, Southern and North-Western provinces.

President Sata said that the 4 provinces have a lot of goats which can be slaughtered and sold to the Middle East where there is demand for goat meat. The President said that there are a lot of countries especially in the Middle East that have shown interest to start importing livestock such as goats from Zambia.

President Sata notes that Mr. Kazabu should take time to make the people of southern province understand what government policies are on the country’s agriculture sector especially how they can work with the government in finding a market for the meat products.

Mr. Sata directed Mr. Kazabu to urgently take an audit of the number of livestock across the country so that Zambia enters into joint meat commissions with other countries.

Mr Sata also claimed that the opposition has dented the image of the government because of the bad things that some political parties have continued to tell the people in the area diverting their attention from things of national important.

President Sata was speaking at statehouse this morning when he swore-in Mr. Kazabu.

And President Michael Sata has directed the Ministry of Works, Supply, and Transport to work out modalities on the construction of rural roads, which are cost effective and suitable for chiefdoms.

Mr. Sata said that he is keen to ensure that rural roads receive attention as soon as possible.

Meanwhile, President Sata has urged traditional leaders to give land to genuine investors. Mr. Sata said this was because some chiefs have been allergic to land development and mineral prospecting for more than one hundred years.

The President said this in a speech read for him by Vice President Guy Scott at the official opening of the House of Chiefs in Lusaka on Wednesday.

And House of Chiefs Chairperson Chief Madzimawi says traditional leaders should be involved in formulating proposals on the construction of rural roads in chiefdoms.

    • Tell them. My observation is there’s alot of people in zambia who are so bitter sata won than anytime he opens his mouth, they condemn regardless of what comes out. Remember the chirundu siavonga issues, I thot there were planned protests in southern province, what happenedd? they realised its for the good of the same chaps in those little districts now they are just quiet. Think b4 u blog and condemn everything. good point lady J, at least someone out there thinks. Diversification means everything…not just soya in addition to maize and copper! even frogs if u can catch enough. If owners of mbuzi can get more dollars for their mbuzi than just 120 pin at mwanamainda, isnt that surely better?

    Yes, you are right but those countries you have mentioned do it commercially on a very large scale, when you enter the international export market there are set standards to adhere to achieve a level on consistency in your product. In Australia the cattle farms are the size of small town, you need two helicopters to just round-up your cattle in the fields..  

    • Why can’t we improve on what the President is saying? He has made the first move, and made some people wake out of slumber and sit up. It is up to those who have livestock to take the chance or leave it to someone from another country who will come and invest in Mbuzi, and start exporting to the Middle East. After that, we the Zambians will go and queue up for jobs to be cleaners, accountants, security guards, and so on and so forth… Ifyashala kuntu mwalundapo mwebene.

      Yes, this may be Sata’s way to stimulate debate on this issue, but let’s not forget that he is the President and not a clueless opposition leader hence should be more articulate than that; this is subsistence farmers he is talking about here in those provinces…he should know that in order to export to those parts of the world meat has to slaughtered in accordance to strict Halal Standards…that’s before I even touch the subject of meat produce refrigeration, health and safety standards, freight etc.

    • Jay jay – just go to Portugal and see how grapes are collected from subsistence farmers to make wine sold on international markets. Botswana export beef to EU but for certain all that is not rounded up using helicopters. Just because Australia does it does not mean we have to do it that way. By the way the President doesnt have to be an expert for everything

Is this the master plan to eliminate poverty and put more money in people’s pockets?!  What a joke!  The first thing that Sata did was to scrap the Livestock Ministry and trash all the plans for Zambia besting Botswana in the beef sector.  Of course he did that because his supporters are not from the four affected provinces and the only thing Bembas know is to kill the “nyama” and not care about animal husbandry.  

    Mr I.d.i.o.t in Sata House, killing all the goats will not create employment.  This is a one-off act that will bring in small money.  You need to grow the livestock sector before you can harvest the surplus animals.

  16. what is more worrying is that there people who agree with Ukwa! There is a difference between subsistence and commercial animal husbandry. The goats in question are used by rural families for their own needs and may not be of the quality required to export. If it was that easy, then why havent countries such as Kenya, Tanzania and Uganda which are closer to the Middle East not taken advantage of the alleged demand for goat meat?

Let us assume that there are 4 Million goats in the 4 Provinces, how many of these can meet export standard? To slaughter X amount of goats requires Y amount of labour, and therefore how many jobs are creating? Are these jobs sustainable? Lastly, who is the economic adviser to the President?

  21. Be positive about issues. Economist will tell you that, there four stages to economic development. The Asian tigers used this theory and have achieved great economic success. All success begins with small steps in the right direction. If indeed the market is there for goat meat, wouldn’t one embrace it as a blessing? Goat rearing is not at all costly and rural households can afford this without the awesome burden of looking for loans that come with prohibitive interest rates. Lets look at every pronouncement meant objectively, in that way, we can then offer constructive contributions to the programme. I believe any programme that helps the rural masses achieve economic empowerment should be encouraged and supported by all.

    The macroeconomic miracle we have been waiting for.  I assume those goats do not belong to anyone. The will be slaughtered and sent to the middle east.  The goats have to be transported live as one person put it rightly they have to be slaughtered in the middle east. How much does it cost to transport livestock for export from an inland country like Zambia?  Ethiopia and Sudan are the largest exporter of goats to the middle east because of location advantage as sea transport is cheap.

Count all the goats in the country, design a unit price in US Dollar x Qty = Total Income that can be received as forex. Export the goats, pay the farmers = they can send their kids to schools, buy new goats and improve their livelihood. I hope the new mInister takes this seriously. Excellence Mr President. In addition to that Mr President, let us not pour more resources into livestock research, we know enough since 1964, let increase our herds country wide by supporting all livestock farmers in the country with better subsidies on livestock medicines, tratcors, ploughs, barbed wires – these things are too expensive and we need to make them affordable for our rural farmers through subsidies and import tax waiver

  34. Folks, people are already selling goat meat to the middle East from Zambia. Kenyans go and camp in Zambia for months…just stocking up on goat meat. They then export it through Nairobi to the mid East were demand is endless and money is no issue. And they are helped by Zambians. The president may have said it in a manner you don’t like but goat meat is good business. It can create sustainable jobs and wealth for our subsistence goat headers. MCS has seen the potential. You can realize it as an individual or as usual just keep observing while foreigners mint the gold from the goats or even better wait for the government to build huge commercial farms for you to boast about. Our generation is really bad at business.

  36. You cant export what you dont have. If Zambia has an abundance of goats, Animal husbandry should be focussing on how to get full commercial value from these. However, export business has/will never be realised with strategical approach muted by Mr Sata. Mr Sata begins by saying only four provinces have enough goats for meat for export. That in itself is a set back as some one has said, the goat meat will need to be supplied constantly as per terms trade and agreement. Standards have to be met for exporting goat meat. Without going into specifications Mr Sata states issues off the charade without due deligence.

Zambeef as a company exports beef to West Africa, even if we’re not competitive in beef trading as a nation. Its the president’s job to think of the country first. For a citizen, its the self first. What does it take for oneself to compete? Here is a true scenario. Kenyan and Tanzanian trucks make regular deliveries of things like soap products, and other things coming through their ports to the CB and DRC. They don’t want their trucks going back empty. Somalians and Senegalese load those trucks with live goats, cattle, timber and artifacts bought cheaply from unsuspecting subsistence level Zambians. Why shouldn’t it be our relatives working with these truckers?

  41. Zambia as a country hasn’t got goats of its own. Zambians own these goats and govrnment has never assisted goat owners in ensuring animals are vaccinated and diesease free. Owners sell them or consume meat as and when need arises. To make such a statement is taking goat owners for granted that govt would exploit them as they do with maize farmers by offering them little money for their goats. That is un workable according to PF agriculture strategy. May be Guy Scott based on pig gate scandle is lecturing Mr Sata over export of goat meat. The first objective PF need to look at is to reate a national strategy such as that of cattle management. Zambeef has this strategy hence, its able to export beef. In this scheme work with goat small farmers, offer them good prices to encourage many.

The president should not be talking about selling the products before he plants and harvests it. If there is a good market for goat meat out there and Zambia has the potential to provide the product, then its time to improve the agricultural sector and produce a good product before we sell it.     • Add to that transportation from remote rural villages in Zambia to a place where the meat or the animals can be collected to be transported to the middle east.

The secret is to identify that market and then at sputnik speed enter and get out of that market with fistfuls of ichidunku before your competitors. Now that’s smart.   49. Economics i very simple. If goats were in abundance in Zambia as your president thinks, a market for goats would have been created. Its the simple laws of economics. The reality is that Zambia does not have enough goats in abundance for export. How many have you have seen thousands of goats in Zambia? Who owns them? The reality is these goats are individual goats for consumption. Tell me of any scarcity resource which is laying in abundance somewhere which is not being exploited?  The reason why the so called developed countries are developed is because they do not try to fight the laws of nature. Thats is why there is a correlation between development and levels of education.This Mpikaeconomics simply can not develop Zambia.

This is really interesting from Mpikanomics scholar,the first question Ukwa must ask himself is ,how many Zambians eat meat on daily basis?What is the rate of protein deficiency malnutrition in the country?Zambia has one of the highest PCM rates in the world and consumes far less protein compared to most countries.Ask your dull health minister.The market in other words for goat meat is right there in Zambia but locals can’t afford it and sometimes you can’t even find goat meat easily meaning the supply isn’t that great locally therefore can not sustain international export market.Bwana Ukwa just tell your people in Muchinga,Northern and Luapula to get busy with productive farming than just drinking Katata stop eyeing goats from the Tonga land, NWP ,WP CP thats their status symbol.

  60. Interesting, i think will be difficult to export village goeats cause no proper health standards etc. But a good idea, maybee they should modify and refine that idea. At local level i say goats should stay in zed to reduce malnutrition, likewise for all produce. Food is not a joke you people, its the next thing down from oil, its a very big issue internationally.   62. We also need to find ways of exporting the cashew nuts falling off the trees in Western province. They are in demand and damn expensive in the GCC countries. Am sure Ukwa meant well though can be seen from a number of bloggers that this has been taken out of context. Ukwa is looking at finding markets for our small scale and subsistence farmers instead of always looking for infestors to bring money into your economy.We shouldn’t restrict our small scale farmers to Chibolya abbatoir markets or Soup Ya Mbuzi joints only.
    For your own info, you find goat meat (from Kenya, Sudan, Pakistani, India), pork sausages (Yes, you heard me right, Pork!!, from Kenya), maize meal (Iwisa, from RSA) in GCC supermarkets. These are in high demand and damn expensive.

  63. ZAMBIA HAS NOT GOT ENOUGH GOATS, SHEEP AND CATTLE TO START EXPORTING. WE HAVE FAILED TO SATISFY LOCAL MARKET. IT TAKES A LOT OF TIME SOMEONE TO FIND 100 GOATS TO SELL AT KASUMBALESA WHERE ONE GOAT FETCHES AS MUCH AS K700 000. 

  64. The whole process must start with the improvement of breeding by funding our ZIAH in Mazabuka and supporting such projects like one in Batoka, Choma.   67. The president is not a technocrat with regards to agriculture. What he has done is planted a seed for the Agricultural minister to nurture. The gist of his message is there is an opportunity and we need to get our house in order to exploit it. Every country conducts a livestock census on all animals within the country and with no current commercial goat industry in Zambia, census of the rural stock is only place to start. From there we can now start looking at the fitness traits of the animals in Zambia and establish a good breeding stock. In my humble opinion, this industry should be cooperative based as opposed to having a few large commercial farmers as players. It is the only way that the benefits of this industry will be truly felt by the several small players who will be able to part

Mr. Prezido zambia does not even have enough goat due to lacky of enough medicine for the farmers to treat their animals the little they have dont qualify for international export.Before we start thinking of sluaghtering and selling to middle east let us improve our livestock so that it will be on a long term bases remember this should not be one off transation.Botswana has invested in it livestock industry it was not just a directive from the head of state through the minister but it was well planned. thanx

Kazabu is now Deputy minister meaning that the ministry of Agriculture now has 3 deputy minister….. i think that the PF government is much bigger than the MMD governments… how do you have 3 deputy minsters in one ministry? 

  71. Its comforting to note many Zambians can’t buy ‘Goat Export’ PF agriculture strategy to stimulate employment and economic growth in Zambia. However, The Engineer (Australia) has ablely lectured Zambians the source of ‘goat export’ complex microeconomics muted by Sata. Some Zambians still believe the goat export mantra with all its obvious fallacy arguments. Where are Sata’s economic advisors? Talk about fish from Luapula, Kafue, Zambezi, Luangwa and lake mwelu for export or just maize/meal to DRC not to mention other starving nations in Africa. Export market exist and all is needed is to harness it. Goat meat! Be real Sata.

  72. Do these guys ever hold cabinet meetings to plan and provide policy direction?. You cant instruct a minister to undertake such an important technical exercise in the press… Education is power…This goat export business sounds ridiculous but on the flip side it makes a bit of some sense. What matters is the calibre of people to implement and direct these programmes. If you have illiterate cadres as Directors, Permanent Secretaries, etc as implementers, then failure will surely be the end result…

  73. The president may have a good point but the article is not devod of confusion. It is not clear whether Zambia is going to export live goats or slaughtered ones. In one sentence the president is reported to say that countries in the Middle East can be sold goat meat. In the next it stated that he says countries in the Middle East are interested in importing Zambian goats. Which is which? On the whole, the minister must ensure that the experts help farmers with the best methods of rearing goats in order for the country to have healthy animals that will fetch higher prices.

  74. A renowned Croatian electronics engineer once said it takes days for an Engineer to install an ATM but just hours for a Technician to do the same. The Engineer will spend time thinking about the waste case scenario even when other people employed to do that have already done so at design stage. The technician goes through the process mechanically using methods that he has been told work, and will consult the Engineer if he meets some new problem.
