It’s the responsibility of government to create employment and not the party, Kabimba lectured

The Young African Leaders Initiative (YALI) has said that the Patriotic Front (PF) must always realize that it is the responsibility of government to create employment and not of the party.

YALI board chairperson Andrew Ntewewe said it is very unfortunate that the PF as a party has started operating as a government.

PF secretary general Winter Kabimba recently disclosed that in an effort to tackle unemployment, the party is in the process of registering a non-governmental organization that will be responsible for the establishment of vocational skills training centre in the country.

Ntewewe said that the PF being the party in government needs to operate within the framework of the government and not create employment on its own.

Speaking to QFM, Ntewewe said that political parties aspire to form government and not to necessarily begin to implement activities.

He said that a party manifesto is there for a government to implement activities and not a political party.

Ntewewe said that it is such types of mentalities that cause a party to begin abusing government resources.

  1. Even boys have more brains to lecture to this so called PF Chairman on how government functions. And these are the people you voted into power…  GoD must save Zambia

    • As an engineer you ought to be ashamed of yourself. Employment is created by many people other than government. Industry, foreign investment, local entrepreneurship, all create employment. There’s nothing wrong with supplementing the efforts of government. Those YALI chaps need to open their eyes a bit wider, and you, Mr/Mrs/Miss engineer, must learn to hate objectively.

    • You are right, this so called engineer and YALI ARE exposing their dullness. Employment is created by various groups apart from government whose major role is to create an enabling environment for industry, commerce and other economic activities to operate in.

  2. Kabimba is just a party functionary who doesn’t know where govt begins and a party ends.He issues govt policy statements to the press when in actuality he should just confine his gibberish to party matters.Its kaponya mentality in overdrive.

  3. This initiative by PF must be commended as there is no restriction in the law that job creation is an exclusive function of govt.
    It’s the narrow mindedness of leaders of these briefcase NGOs is chocking the nation.

  4. It’s not only the Govt which is responsible for creating jobs but every business entrepreneur,individuals,NGOs,private entities etc.Govt should only provide a conduceive economic environment for job creation to be possible.MY OPINION!!!

  5. Definitely that NGO business was nonsense, even kids can see through it. Create an NGO to create youth centres just raise too many questions like 

    1) Who is going to fund that NGO because this is a huge undertaking
    2) Who will own that NGO, the funders or the Party
    3) What will happen to this NGO when PF is kicked out of power in 2016 or earlier
    4) On whose payroll will the people working at this NGO be
    5) How does this NGO fit into the ZNS service they have introduced

    We need answers to all these, but Kabimba is too shallow to think about such issues. I hope Guy Scott and Chikwanda will provide some clarity on this myopic nonsense 

    • Trouble is you’re just sitting on the fence and criticizing. The grade twos will continue ruling till you get off your bum.

    • These questions are quite irrelevant as the answers are obvious. The NGO will be owned and funded by the party which has shown the capacity to mobilise funds as demonstrated by their to fund the last general elections despite the being in opposition. PF and their NGO  will still be their even if they will be out power just like they existed when they were not in power and workers will be paid the NGO which will employ them. This NGO will have its own objectives separate from ZNS programs.Mr.MMD Chief Bootlicker please think!!!!!!!!!!!!!!!!!!!!!!!

  7. Amen. These are not UNIP days of the party and its government. What Government has Wniter been given for them to turn a party position into a government post and why is the opposition so quiet on this matter. this move is leading to government funding PF because as government worker he will use government resources to organise the party. what a shame for a government that pretends to be prudent with state resources to the extent of the president using a mini bus

  9. Your profile photo says Kabimba used a ZAF plane to fly to Mongu, isn’t that sure outright abuse of government resources? Secondly, what business does PF have going around the country establishing training facilities for your people, are they going to use their own resources to do this or government resources? Don’t we’ve a ministry of vocational training that should spear heard the establishment of the said skills training centers? My foot! I thought we had people with experience running the country.

  12. I can stomach the thinking of some people on this blog. Who told you that it’s Govt’s duty to create employment. Govt is supposed to create an enabling environment for job creation. People don’t have jobs and you want to politic. To a hungry person it doesn’t matter who creates jobs. GO PF, GO Kabimba.

  13. SENSELESS CRITICISM: I note that all post including mine bear foreign flags. You all earn money whereever you are and are doing absolutely nothing for mother Zambia but criticise. You go and create jobs if you don’t want Kabimba to do it. You unpatriotic monkeys. You all behave like empty cans just making noise without offering solutions. It doesn’t matter who helps the people in Zambia. Some of you cant even help your own parents fools.

    • @True Zambian, using vulgar language will not stop people  criticising what they feel is wrong, A Zambian in the diaspora is not less of a Zambian than the one at home…for your own information, citizens  who live abroad do make contributions to the development of Zambia in various forms that I cannot even begin to quantify, I thought you would have more sense than that having lived in a foreign country yourself  

  14. MMD bootlicker u dont need Chikwanda or Guy to answer your grade 1 tailored questions. I will answer them for you in the simplest words u can understand. The NGO t will be funded by organisations of other coorporating parties such as the CPC and other parties in other countries. I am sure you heard the PF SG talk about partnership with Sudan in educating the Zambian youths. The NGO will be under PF as a party but will be run by a Board of Councillors who are PF members and understand the vision of PF. People have have the heart to see as many Zambian youth educated.PF as a party will live beyond 2016 it has been in existence for over 10 years and it will continue to be there even after its kicked out of power whenever that will be. The NGO will have its own payroll from the funders.

  15. Yes, why is Kabimba using a ZAF helicopter when he has no govt position. HH & NM you should up your game, it’s your duty to condemn such vices. You should also not shy away from taking on Sata on his tribal and nepotistic appointments without fear.

  16. MMD Chief Bootlicker: Who is funding all the other NGO’s in Zambia, isn’t it donors. When a donor sees a well meaning project they will follow and help. My friend you don’t know what power is, who was funding the Maureen Mwanawasa Initiative (NGO). Who was Maureen (Just a mere wife). Think first and don’t just criticise you unpatriotic economic refugees. Go and create jobs in Zambia. I foreone will tell you that am an active player in the economy, through my small establishment I atleast provide for my 40 employees, what are you doing yourself

  17. i wonder why people can support this misplaced initiative. how can one separate PF as party from those in government? they are one and the same. what kabimba is trying to say is that the people in government have failed to create employment including his boss sata. but he has an idea of how to create employment as the party he leads not the government of micheal CNP sata. dis respective indeed! hehe! awe sure, PF running youth skills centres and government runing skills training centres through ZNS. so all the youths will have the required skills, then the question again arises, who will employ these skilled youths? no one knows. this employment thing is really a time bomb as correctly observed by MCS

    • You are not big d but a small one with small brains. After training in whatever skill, these youths will be equipped even for self employment and not only to be employed. Get out of that straight jacket and think wide.

  18. My guess is that what PF really wants to do with its so-called “NGO” is to favor card-carrying cadres to get jobs first. Likewise, with mandatory ZNS training, the the agenda is to indoctrinate all youth in PF party propaganda (…why else would someone who CAN get a job be made to go for “training” at the taxpayer’s expense?). With both ideas it therefore seems the not-so-hidden goal is to create a SLUSH FUND for using GRZ money to fund the PF.

  20. The Country has been in a chaotic state( IN TERMS OF JOB CREATION) since the dying years of UNIP in the 1990s and then under the mmd leadership till last year. The mmd were ill advised and privatised all state institutions and the whole Zambian economy busted since then!

    So let the PF try and bring some sound employment to this blessed Land…

  21. at YALI this guy is so foolish and dull.the unip GOVT created so many jobs as the GOVT as well as the party.eg unip party up to now has so many employees in the companies and complex they have.such as sopelex,unip complex in mutendere,chilenje and so many other buildings countrywide.so this tells that the party in power has the mandate to find means of creating employment so kabimba is very right

World over you have what is called State Enterprises, you can’t wait for investors all the time. Govt should create necessary companies and use state funds to procure machinery for production. Investors YES, but if they delay, you keep on caling whilst you die. GET LOST

  23. Govt can participate in production by procuring machinery and chemicals. Grow the industries to a certain level and then pass on to the so calld investors. China is a shining case, we need Socialism, this American economics has failed. Bravo Sata and Wynter. To hell with all critics that don’t offer alternatives.

  24. The thinking of Zambian’s surprises me. I grow cold feet, when I read what our nationals living in other countries think. I thought we had the creame out there, but no. It’s people with shallow minds (Not all). The responsibility of every parent is to ensure well being of children (Micro), the responsibility of Govt is to ensure well being of it’s citizenry (Macro). Job creation falls in this category. A job is a job, it doesn’t matter who has created it. Yes some of you will argue on the basis of external injection (So called foreign investment). Remember Zambia will struggle for a long time to come to have credible investors. We don’t have infrastructure to support serious investment. In this light GRZ needs to rise to the occassion and participate, they can’t let people die

  26. Intersting how PF could not have done this in the past .. but now all of the sudden …. hope they wont use this to channel grz monies to this “NGO”. An NGO, run by the government. We’ll keep an ear to the ground.
    Let me get this straight, GRZ, can’t create jobs, but PF can? IS this right?

    • PF was busy organising itself for elections. They are now in government to implement their vision for the ZED   Enterprise.

  27. There is absolutely nothing wrong for a party to own a Company or NGO…..see around the world, even ANC has such its modern way too of generating party money oe helping out fight poverty. And it have never been govenment responsibility to create jobs wake and smell the coffee…..I am disappointed with most bloggers including bootilicker

    • To Help me understand your reasoning. answer me two questions: Has ANC company assisted in alleviating poverty of bolster the size of politicians bellies? This money to finance party shall it benefit ordinary citizens or pf sympathizers? now get back to work and collect that zero this monthend.

    • Gizmo, Ido not know whether you live in the ANC land and if you do, Iam sure you must seen how ANC companies are contributing in job creation.

    Is there even need for us to debate about who should create employment in Zambia?

    If there’s no food in our homes, do we start debating about who should go out and get it? I unemployment is on the rise and poverty is deepening, someting needs to be done to correct it, whether by the party of government. It does not even matter if an NGO is utilised to address the problem.

  30. Government, organizations, political parties and individuals create jobs. Please get a bit of senses. What is better to have the boys dance and through stones during political campaign or to train them into income generating trades? Please, let us not allow ignorance of the under-five to reign! 

  31. No Winter you are wrong. Thats why we have so many problems if you leave everything to the Govt. Its the responsibility of business houses to create employment. The Govts job is to create a conducive environment and guidelines for businesses to flourish and employ more people.

  32. They should consider Joint partnership with the private sector to create jobs. The notion that only Govt can create jobs is like saying only men can be good parents. Informal jobs lucks long term benefits such as pension, medical, and other social safety net. Countries with larger informal economies suffer more frequently from shocks and experience lower sustainable growth rates. Also, informal employment reduces the effectiveness of automatic stabilizers such inflation, and does not contribute to tax revenue for the govt.

    I thought we have learned men in Zambia who should advise his Excellence and Cabinet to have a master job Plan that is comprehensive and calls for involvement of the private sector, NGO and International corporations in addressing the labor and human capital in Zed.

  33. I think you this organization called (Yali) has thinking problems, creating employment is the responsibility of every one, every institution and every organization and not only the Government. The responsibility of the Government is to provide an enabling environment in which these jobs can be created. What PF is doing should be commended by all and other players should follow suite. So  (Yali) what are you talking about. Just shut up and watch men at work.

If pf says this , they say the opposite, when pf say exactly what they are saying, they ll say what pf was saying last time. like their under 5 president, no permanent principled stand. Just conderm all the time.
