Eurobond was PF idea, we didn’t inherit anything positive from the MMD-Kabimba

PF Secretary General Wynter Kabimba has made an astonishing claim that the successful $750 million Eurobond was an idea of the Patriotic Front government.

Featuring on the Sunday Interview television programme on ZNBC, Mr. Kabimba said the issuance of the Eurobond was one of the major achievements of the PF in its one year in office.

But records at the Ministry of Finance confirm that the plan to launch Zambia’s maiden Eurobond was conceived as far back as 2006 when Ngandu Magande was Minister of Finance.

However Mr. Kabimba said the Eurobond was conceived and implemented by the PF adding that no such brilliant ideas could come out of the MMD.

When pressed further by programme Presenter Franklin Tembo Jr, Mr. Kabimba emphatically claimed that the Eurobond was the PF’s idea.

“The MMD could not possibly come up with such nice ideas, we didn’t inherit anything positive from the MMD. We had to think of new and better ways of raising capital for massive infrastructure projects,” Mr. Kabimba said.

At this point, Tembo Jr reminded Mr. Kabimba that the PF is still implementing the Multi Facility Economic Zones (MFEZ) which was another idea of the MMD. “Look Franklin, these MFEZ were just on paper but now the PF is implementing them. MMD did not start and finish anything, the PF is actualizing all its plans,” Mr. Kabimba added.

Mr. Kabimba who is also Justice Minister further claimed that the PF is on course in creating jobs for the young unemployed people.

“We didn’t say we will create jobs in 90 days, show me a clip in which Michael Sata or any senior PF official promise jobs in 90 days. You have a library here at ZNBC, show me a single clip saying PF will give jobs in 90 days. What we said is that we will create enough jobs in the shortest time possible and we are on course.”

He said the recently launched Link Zambia 8000 road project will create around 24,000 jobs adding that new mines opening up are also expected to take in a lot of unemployed youths.

  3. Kabimba we are not fools, we know that Dr Musokotwane and Mutati worked tirelessly to make the Eurobond come to fruition. There are a lot of things that need to be put in place before selling government bonds on the international market and you need years to prepare…. and that is what MMD did. Be thankful Kabimba. Even the Link Zambia 8000 road project was started by Mwanawasa

Infact, people will respect you for telling the truth. The records are there that the Euro Bond idea was started by the MMD. You do not loose anything by admiting it was an MMD idea. Mr Kabimba seems to be very proud and deceitful person. It is a big mistake for him to think that Zambians are ignorant people.

  21. Zambians are able to tell when one is telling lies. They are also able to appreciate the good things that the MMD did. Similarly they also condemn the wrongs that were committed by MMD. Kabimba has goofed big time.

  23. Wynter is telling the truth. That is why he can confirm that he never ate any of the bumper maize harvests during the MMD years. Infact all the Lusaka and Kitwe Town Clerks during the MMD years were totally useless and did not do anything good.

  24. I do not think it matters who started what. The PF are continuing a lot of projects and seem to be focussed on starting their own. This is a good thing. But just a last week most bloggers were condeming the EuROBOND. Why are we now looking for who started “such a bad thing”.

    • Shenanigans :) The guy went for their weak spot which is wanting personalised credit to be given for things done for Zambia in Zambia’s name. By taking credit he has set up a neat little trap.

  27. The respect had for Kabimba has just gone. am one of those that want to go with the wind on the appointment of Wynter as Justice Minister. I gave him a benefit of doubt. when yesyerday he thanked MMD as a civilised party so far, thought, well at least we have honest PF ministers. looks like it was the same interview where he should have gone on to refute the genesis of the Eurobond. Most people do acknowledge that the calibre of MMD ministers can not be compared to what we now have. if anything, the opposite of whjat Wynter said is the truth. No amount of laundering PF cabinet will convince people that their brains are meant for peace and development. they are as garrulous as they come.

  33. PF should not be ashamed of claiming the glory of implementing ideas, but if plans were on paper during the MMD, that should be acknowledged. At the time we reached the HIPIC completion point, then Finance Minister Ngandu Magande acknowledged that the plans were started in the Chiluba regime but with the coming into office of LPM (MHSRIP) the new regime prioritized and achieved it. At the time when Magande was acknowledging the contribution of the previous regime the relationship between LPM and FTJ was bad, but that did not prevent Magande from acknowledging FTJ’s contribution to HIPIC completion point and it did not take any glory from LPM’s regime regarding that momentous achievevement.

  47. The fact is this Idea is PFs Idea. MMD could have just thot of doing it but failed. PF came into power and decided to implement the same idea but it worked. Did people know much about this Euro bond when MMD was in power. 2006 is too far for us to say this was MMD idea. even if it was, it was a forgotten Idea. PF came up with their idea and how to implement it. They didnt learn anything from MMD. It was a dead issue as far as MMD is concerned. that is why even Kabimba could not remember anything abt MMD having conceived it. Job well done PF. This was 100% your good idea.

  67. As a country, we need to be more mature and focused on how we handle issues;

    First point is that whoever runs government at any particular time will leave projects, obligations etc that will be completed by others. In short, succession planning should be embraced in our political culture as this will help us to have a long-term view to things.

    Secondly, we must learn not to politicise everything and get to a level where party and government are distinguished.

    Thirdly, the law of attraction states that you only attract that which you appreciate. If Zambians don’t learn to give credit where its due, then we have a situation on our hands.

  76. whenever i see Wynter Kabimba, i always expect something not right to come out of him. I think even though RB did a bad job as President he should acknowledge what he and the MMD did good. This Eurobond we heard about it earlier their is no point in refusing something that was public knowledge. He should accept the fact that there are many good things that the MMD had planned and some achievements they did.

    As private investors, where were you when among us we started canvassing this (Bond) Financial Instrument to various capital markets institutions, investors in the Euro Land and USA to trust Zambia under the leadership of RB?

    The Draft, Concept and Road map for the Bond was engineered by those reasonable minds in MMD way back when Levy was still in Power.

It’s amazing that even after being one year in Government, senior government officials do not know what was on the drawing board or is this a case of selective or jaundiced memory? Ba SG, next time dont make yourselve a spectable of ignorancy. Euro bond was very much a topical issue during Dr Situmbeko Musokotwane’s tenure at MoFNP even ba AB Chikwanda’s knows. Ask him or even young Miles.

Dr Musokotwane lied to Zambians when he was asked about, where  he was going to get the money the formula road projects? He said he get it from back taxes from the mines, which was a lie, when he was actually borrowing from other institutions at higher interest rates, there was no mention of Eurobond. Give credit when someone does something tangible ,we are not  interested in dreamers!

  100. IF the one who delivers gets the credit, why have you refused RB claiming credit over the Mwanawasa stadium? LPM might have conceptualised it, but RB sourced funding and contractors and it was done within his term. The same goes to the new independence stadium which was started though unfinished. U cant have a cake and eat it. If Eurobond is a PF idea, then LPM stadium is an RB idea.
