The picture caption does not say that the Zambian delegation was LATE it just says “…await the arrival of the Zambian delegation..” it could be that there were some logistics that the Zambian delegation were going through which the President was not a party too in accordance with his status, thus him being early.

#6 OLD HABITS DIE HARD. EVEN IN JAPAN WHERE COMMUNICATION AND TRANSPORT ARE THE MOST EFFICIENT IN THE WORLD- THE ZAMBIAN DELEGATION IS LATE. AFRICANS ARE NOT SERIOUS. THEY LACK DISCIPLINE.
I HAVE NOW READ THE WHOLE STORY THROUGH PIX AND I STILL HAVE ONE CONCERN. IT WAS NOT ONLY VERY STEW-PID OF THE ZAMBIAN DELEGATION TO BE LATE FOR SUCH AN IMPORTANT MEETING BUT ALSO EMBARRASSING AND DIS-RESPECTIVE TOWARDS AUTHORITIES FROM BOTH SIDES- THE JAPANESE PRIME MINISTER AND THE ZAMBIAN PRESIDENT. THE PICTURE TELLS THE WHOLE STORY. OUR PRESIDENT WAS IN A PANIC WHILE THE JAPANESE WERE SHOCKED AND DISAPPOINTED OF SUCH BEHAVIOUR. AT THE END OF THE DAY EVERYTHING OUR PRESIDENT SAID WAS DILUTED BY THE ZAMBIAN SIDE ROTTEN ATTITUDE OF LATE-COMING. JUST TYPICAL. EXCEPTIONALLY, SATA IS RARELY OR NEVER LATE FOR WORK/MEETINGS.
