Provincial Assemblies to address Barotse Agreement

The working group on Devolved Governance and Traditional leadership has observed that the Provincial Assemblies which the Draft Constitution has provided will address what the people of Western Province have been calling for through the Barotse Agreement of 1964.

Debating the First Draft Constitution at the just-ended Sector Group Convention in Lusaka Friday, delegates observed that the Barotse Agreement of 1964 seeks to give power to local people which the FDC has addressed by introducing the Provincial Assemblies where the traditional leaders, local authorities and other organizations will be represented.

Chairperson of the working group, Chief Chipepo, said the Provincial Assemblies will have the same composition in all provinces but delegates disagreed with him stating that the Barotse Royal Establishment (BRE) has structures in place which could be used to form the
Assembly.

Institutes of Local Government Administrator of Zambia Vice Person, Bwanga Kapumpa, observed that the BRE has the King, the Prime Minister and other leaders who he said could help decide who to be recruited into the Provincial Assembly as long as they utilize the funds for the intended purposes.

Mr Kapumpa, who is also an expert in local government issues, said the King should be allowed to suggest who the speaker of the Provincial Assembly should be because he has an influence on his people in the area.

He noted that the traditional leadership in Western Province has a structure of governance which is similar to the provincial assembly and hoped that the introduction of the Provincial Assembly will be of help to the people in Western Province.

And Former Kitwe Town Clerk, Ali Simwinga, observed that the inclusion of the Provincial Assemblies in the FDC is a better response to the abrogated Barotse Agreement which sought the devolution of power and resources.

Mr Simwinga said the Provincial Assembly will empower the people of
Western Province who wanted the Barotse Agreement to be recognized
with resources and authority to develop their area.

  2. question, are these provincial assemblies being talked about the same as federating zambia? if not, whats the difference?

  3. Please let the people in the provinces elect members of the provincial assemblies and the provincial governor or provincial premier or whatever you may call the provincial head. The appointment of this person by the Republican President as suggested in the draft constitution is retrogressive. When are we going to move away from an imperial president. Please we also need a new local government act in which all mayors in the urban areas and provincial capitals shall be directly elected by the people. As it is no one can personally be held accountable for the mess our towns and cities are in.

  4. less this provincial assemblies be voted for.even in western province i think my progressive brothers and sisters will wellcome this.we should have people on intergrit and not because he/she is from parentage

  5. Skirting the issue will not deal with the problem. There is an opportunity to address the issues head on so it is brought to an agreed resolution and establish an acceptable way forward. It might irk some but rewriting history has already damaged national perception and we need to get to a place where Zambians embrace all their history, learn more about each other and find a sense of shared pride in a unique ability to rise above tribal lines and share resource, development, opportunity and progress without political football kicking people to the side to suit the agenda of any given government. What happened to Western Zambia through KK should not happen to any part of Zed again.

  6. this is just another way of delaying the enacting of the constitution on time.
    what is there which is not there in all the commissions that have been enacted?
    am foreseeing a delay until 2016.

  8. We need a federal government type of system. The people of each province should be able to elect their own premier’s through a ballot box. The king of Barotseland and the elected senior chief of the House of chiefs of each province should be like the Governor General whom politicians should report to when announcing elections.

Barotseland government has been there since the inauguration of the kingdom but the people of western province are the most intellectual poor paupers because of their selfishness and greed.The first ten richest Zambians are Lozis, no one of them has industries in western province yet Mr. Milupi alone can invest in oil,diamond,fish farming,sugar estates in Nangweshi,saw mills in Kalabo,rice, cassava and cashew nuts including fruit juice processing from mango and employ all the unemployed Lozis and stop making noise about Barotseland self rule that will be marred by extremely poverties of the people due to greed of the leadership and hate for progress of each other as character inherent of the Lozi tribe.Enough of hypocrisy.
