Government has no intentions of relocating residents of Kampasa -Lungu

HOME Affairs minister Edger Lungu has said Government has no intentions of relocating residents of Kampasa as the 70 hectares of land given to them was sufficient for their needs.

Mr Lungu said this in Parliament yesterday in response to a question by MMD Masaiti Member of Parliament (MP) Michael Katembo on whether Government had intentions of relocating Kampasa residents in view of the shooting incident in which two people died.

Mr Katembo raised the question after Mr Lungu gave a ministerial statement over the shooting incident and another shooting at the Premium Plaza post office in Ndola in which a woman was accidentally shot at while on a queue for soccer tickets.

Mr Lungu told Parliament that Government already negotiated for 50 hectares of land from Zambia National Service (ZNS) for the people of Kampasa to settle on and that the land was sufficient for their needs.

He said in his statement that the shooting incident was sparked off by the encroachment of people beyond the 50 hectares of land that was allocated to them initially and entered the 68 hectares of the remaining land for ZNS.

He, however, said the police was currently investigating the matter while ZNS had constituted an inquiry to ascertain who shot at the two people from the 20 officers that were assigned to order the squatters away from their area.

“I wish to inform the House that two dockets for murder cases have since been opened and investigations are currently going on at Lusaka division. The arrest Mr Speaker, have taken long because this is an isolation case requiring conducting identification parade to pin point the officers that were involved in the shooting,” he said.

Mr Lungu warned against lawlessness and recklessness by unscrupulous people grabbing land indiscriminately in the name of the Patriotic Front which respected the rule of law and would not allow anarchy to be the order of the day.

He confirmed that the police officer who fired a shot in the air and the bullet eventually hit into a woman after bouncing from the concrete roof was arrested and an inquiry had also been constituted into the matter.

A woman was allegedly shot at two weeks ago after the crowd that was buying tickets for the Zambia-Sudan game at Premium Plaza post office became uncontrollable.

‘I wish to inform the House that the Docket has been opened awaiting for the doctors at Ndola Central Hospital to sign the medical report .The officer who discharged the fire arm is currently in detention pending further investigations,” he said.

Vice President Guy Scott has challenged MPs to be specific when attempting to accuse Government of inciting violence which had become the order of day in the country.

Dr Scott said this during the Vice President’s question time in response to Muchinga MP Howard Kunda (MMD) who wanted to know why Government was promoting violence thereby bringing anarchy in the country.

“I have problems responding to this question because people accusing Government are not bringing specifics details. Give us the names, proof, with specifics without attempting to undermine Government without any solid base,” he said.

  1. Were these Kampasa residents combatants? Why dispatch Soldier with Guns for eviction? Who authorised the operation? National Service Commander or GBM? This should be the direction of this inquiry Bwana Lungu. A pity that innocent service men will suffer. This should be a lesson to ZNS. Observe rules of engangement.

  2. Arrest those killers and cage them, all 20 are suspects and easy to pin point ask them who came with missing bullets? come on be serious gv’t.

  3. “Requiring an identification parade to pinpoint which Soldier pulled the trigger?” What is this?? So now this Govt is going to insult the relatives of the survivors by subjecting them to identify which Soldier specifically pulled the trigger when they already have the necessary evidence?? 1.) Soldiers record ammunition drawn and returned from the Armory, so the Ministry of Defense do know if any rounds of ammunition are missing from the clips from each Soldier at the end of an exercise. 2.) It is possible to trace which rifle fired which bullet. The bullets from the dead people, and one from the surviving man we saw on the video clip who still had a bullet in his buttock are enough evidence. This Govt is a lot more evil and satanic than I feared.

    • spot on Cactus! This again is one of the simplest and quickest investigations that can be done. As you say, just check the bullet then they will know which gun was used. All officers dispatched that day are suspects, just check records at the station to see who used his ammunition! simple as that.

  4. Howard Kunda should be more fame, and thanks for Guy Scott to encourage him. MPs must ask like Mr. Speaker sir “.. can we change the shepherd (Sata), since we are loosing so many sheep to Hyena attacks and poachers?”, The other week, hyenas entered church attacked people, poacher shout at a woman at a Ndola post office, and more poachers in Kapasa. I am apologize to refer ourselves to animals, but I feel that Zambians used to be humble head of sheep. May the vice-shepherd Scott defend his fellow Sata please?

  5. I dont think it would be hard to pin point who fired the shorts, am assuming plenty of eye witinesses laid the eyes on which murderes we are looking for, besides doesnt Zambia have Zcis as in Ncis, Crime scene inverstigators?
    I smell a rat here, someone shielding someone? that in itself is criminal with holding of information is infact obstraction of justice.whats wrong with you guys, if i remember correctly in one of the statements given by eye wittinesses it was alleged that the second guy to be shot begged the shooter to spare his life, but was ignored. So you telling me that the crowd have fallen into slumber? Really if this case get wrapped under the carpet then you are all murderes period coz you all know the truth, yeah the truth!

  7. The Minister is wasting time to set up a commission of enquiry on this case. Its straight forward.The officers who went on operation are known and who sent them is known . They used weapons and bullets from the armoury , they were under some command the commander is known ” Which Army” would just send officers without proper instruction? I we Edigar you know what happens when people go for such an operation you were ku ZNS training you know what is involved why kuzionesa monga you don’t know cant you for once shine that you know these things. Even the PS she is a ZNS trained person she understands . you all want to be have like Mwamba who never wet anywhere after school.?
