SECURITY wings in Western Province have detained 45 people and launched a manhunt for two others in connection with propagating the secession of the area from the rest of Zambia.

The 45 aged between 23 and 37 were currently in police custody for participating in the act pending court appearance today.

Defence Minister Geoffrey Mwamba and his Home Affairs counterpart Edgar Lungu confirmed the development to journalists in Mongu on Saturday after leading members of the defence forces in conducting routine security checks in some parts of the province.

Mr Mwamba and Mr Lungu identified the duo currently on the run as Mumbutwa, who declared himself as Administrator-General for Barotseland, and Masiye, a teacher at Sioma High School.

The 45 were nabbed between August 14 and 17, 2013 comprising 27 from Kalabo, nine in Senanga and another nine in Mongu.

The arrested youths were said to have been promised employment as police officers and soldiers in the new State of Barotseland.

It was currently not known who was financing the secession activities, but Mr Mwamba believed it was some “hardcore characters” who might not even be Western Province residents.

“We have found that there is a gentleman, in fact an activist, by the name of Mumbutwa and he has declared himself as Administrator-General of the Barotseland and on the 15th of August, 2013 he actually even wanted to hoist his flag.

“It’s a very serious offence hoisting a flag within a Government. You see, you can’t declare a government within a government. That is treasonable and in any case if he is found, because I believe he is on the run, we have to make sure that the law deals with him severely because he can’t declare a State within a State,” Mr Mwamba said.

He said Mumbutwa’s plans to hoist a Barotseland flag were thwarted by alert security wings and that Mr Masiye’s house belonging to the Ministry of Education was believed to have been used as a meeting place for such clandestine activities.

Mr Mwamba and his entourage visited the house in question, which had since been deserted, situated at Sioma High School premises and held a closed door meeting at the premises.

“I would like to appeal to our youths here in Western Province that they should not be swayed by such kind of characters. They are being cheated that once they also become a State they will employ them as police officers and soldiers,” he said.

Mr Mwamba said such activities were unacceptable and urged the people in the province to desist from treasonable vices, warning that those that defied his advice risked going to prison if the law caught up with them.

And Mr Lungu said the 45 were likely to appear in court today, but that Government wanted to seek the indulgence from the Director of Public Prosecutions Mutembo Nchito as there were various offences related to the crime.

Mr Lungu said some of the people currently in detention were apprehended after being found with placards celebrating the declaration of Barotseland as a State.

“So there are various offences which have arisen out of the misconducts, but we are seeking the indulgence of the DPP. For now, a good number of those found with cases will appear in court on Monday (today). The two on the run should just surrender themselves,” he said.

Mr Lungu reiterated that the offences differed from one individual to another, but that he could not say how many would appear for certain offences, saying that would partly be left to the DPP to decide.

He said despite the arrest of the 45 Barotseland secession activists, Western Province was generally peaceful as there was no breakdown in law and order.

“I only wish to assure members of the public that the Western Province in the Republic of Zambia remains a singular part of a Unitary State called Zambia and we will not allow anything other than that.

“So anyone who is trying to dismantle Zambia into segments by whatever description is in for a rude shock because we will not sit back and watch. We will enforce the law and make sure that justice is done,” Mr Lungu said.

Meanwhile, the Ministers together with Western Province Permanent Secretary Emmanuel Mwamba, among others, paid a courtesy call on the Litunga in Lealui.

Mr Mwamba later told journalists that among the issues discussed at the palace were the reopening of a police station in Lealui which was closed in the MMD Government.

The Ministers and their entourage also visited Kalabo where they held a closed door security meeting at Kalabo District Council offices.

      This baroste issue has be mishandled especially by Sata himself. firstlySata went to baroste in person promised them and committed to `giving` those people back their land,,, secondly he(Sata) sent Roger Chongwe`s commission of injury to go hear what the people on the ground in baroste are saying,, upto date Sata is refusing to make those findings public!!
      So give the land back,, i cant wait to join them,, the struggle is on we are getting back our land!!!!!

    • @ndobo if anything the man who knows the Barotse isssue better is Kaunda.Sata was just a politician and with politicians it is not what they say that you get,it is what they do at the end of the day.RB was right too in a way he handled it but he messed up by killing people.Western province will forver remain a part of Zambia.It is just some disgruntled politicians who wants to take advantage of the situation.Remember how Akashambatwa was also vocal on the issue at one point when his political fortunes dwindled ,but later became quite the moment he was offered a politcal position.The same happened to Sinyinda(hope i got his name right).

      Sata is not inclusive the way KK was with appointments.. a good example is zambian embassy here in sweden all staff from zambia are bembas…when zambia has 72 tribes very strange!!

    • The blinkeredness of those calling for separation is amazing and perhaps goes to show just how greedy mankind is and how we turn a blind eye to good “reasoning” when situations don’t suit us. Personally I have no qualms with people asking for self rule but the basis have to be credible. Scotland wants self rule and some elements are campaigning for that ACROSS Scotland. It is not a part of Scotland that they want to break off and call it Scotland as is the case in this Barotseland issue. Barotseland stretches into Namibia, Angola and Zimbabwe and includes CB. So campaigning for a breakaway state in Western Province alone is simply treason as that province is not Barotseland. As others have said, get the support from everyone concerned and then bring your argument forward.

  8. It is Linyungandambo again! These are Sata’s friends. He promised them the restoration of the Barotse Agreement if voted into power. Sikota Wina, Mabenga, Musokotwane, Milupi advised Sata not to promise stuff he couldn’t deliver. But he didn’t listen. His vuvuzela at the POST one Fred Mmembe stood by Sata and his BA1964 promises. Linyungandambo were coopted into the PF 2011 campaign in Mongu. The majority of the people were not concerned with the BA1964 issue as PF only won two seats in WP. largely due to the strength of its two candidates in these constituencies: Mubukwanu in Mongu Central and Wina in nalolo. But as far as Linyungandambo were concerned they had delivered for their friend Sata. Once in power he stood with the Linyungandambo leaders on the staircase of State House.

  11. All these arrested are PF members. These are the people who were promised the restoration of the Barotse Agreement during the 2011 campaign. The majority of the people in Western Province voted for MMD and UPND in the 2011 elections. People like Sikota Wina, Mabenga and Milupi advised the President not to promise stuff he couldn’t deliver! He never listened and went ahead to coopt the Linyungandambo in the Western Province PF campaign. Now the chickens are coming home to roost!

The president promised these guys during campaign time that I shall give you what you want and release the 27 prisoners who the MMD got showing them that the MMD had no respect for Westerners and today out he has arrested more than 46.

  17. Just release them otherwise this case may be the starting point for Barotseland’s freedom. We all heard our president promising independence for Barotseland and in 6 June 2011 Post issue he extended that freedom to any other province that wanted.
    My advice to Lozis: Turn the court room into a political rally and attract the attention of the international community. Remember, you were encouraged by PF to riot resulting into the death of a couple of rioters. Now the govt of Zambia must fulfill their promise to the Lozis peacefully.

  20. Give all provinces autonomy to run own affairs. About time we decentralised power from state house. All provinces should have the capacity to govern themselves. Why should revenue from NW province be diverted to develop the Copperbelt? would understand if this was surplus to requirements however if you look at the state of NW province, then surely one would expect development to start there. Western province can not separate from the rest simply because we are too interconnected. Only way to resolve this is to allow all provinces to govern themselves with lusaka overseeing all.

  21. We need a One Zambia. The Lozis though have a legitimate claim to their Barotse Land. The BA64 was abrogated and it will be difficult to jail these fellows in the courts of Law because they will claim they are not Zambians.

    • We don’t how many ‘international developers’ were chased. Care to tell us who and when these ‘international developers’ were chased? Development can only occur in a region were there’s infrastructure like roads. Unfortunately successive governments from Kaunda’s time promised these roads but they never built them. Today there’s a lot of cattle diseases in Western Province because the Veterinary services are not doing any vaccinations. Reason? The road network is poor and the it is difficult for vehicles to move in the sand. Please don’t spread old and tired myths about investors been chased. That is just your own BS!

    • Bwana you have never had a Bemba president. Kaunda is Tonga from Malawi, Chiluba is Lunda from Luapula, Banda is Chewa/Ngoni from Chipata and Sata is Bisa from Mpika. So which two Bemba Presidents did Zambia ever have?

    • This country has never had a Bemba president. KK was Malawian, FTJ Lunda-Kazembe, Mwanawasa Lamba-Lenje, RB Ngoni and Sata Bisa. Tell us which among the above are Bembas? Not everyone who speaks Bemba is Bemba. PF govt does not respect Bemba chiefs.

      The Lozis are not fighting for the presidency but for independence as promised by Sata in the run up to 20 Sep 2011 elections. Be men of integrity by honoring your promises. Ninety days from 23 Sep 2011 is long overdue. Remember, Sata’s own commission of inquiry recommended the restoration but the president chose Lozis’ independence by rejecting restoration.

      It’s either Sata restores 64BLA or declares Barotseland independent. Having rejected restoration, Zambia has no claims to any part of Barotseland. Assured: I am not Lozi.

Remember the poster of the Mwata at the entrance to Mongu? Both tribes and their kings ignored that and continued to coexist.   26. The way the BA64 has been handled is pretty bad. civility was abashed by Kaunda when he tried to take away the powers and autonomy of that land. this was a serious flaw.

    you have a situation where the AU has fond a prima facie case against this country over the BA64, but authorities are still playing tom and jerry over it.

    The Nkoyas, Mbundas, Luvales and many other tribes who are the majority are against this.

    Try to restore this so called Batrose agreement you will see bllod shed in Western Province itself.

    Where is the boundary of this province. If it is western province alone give them and cut them off from the rest of Zambia.
    All those serving in other provinces send them back to western province so that they starve.

    • Wena Lozi is not a tribe! Barotse or Malozi is a general term that refers to everyone. Silozi is a lingua franca or a sub national language for the tribes of Western Province. The Litungas or members of the royal family are Luyi by tribe. Their mother tongue is Siluyana.

      If you ask these same Linyungandambo people which particular ‘Lozi’ tribe they come from, you will be surprised to hear that they come from different ‘tribes’ including the so called ‘other tribes’ you are fond of mentioning.

  32. Let me explain the Lozis phobia for Bembas. Before Independence the Lozis were the favorite for the British. The reason is that they had cheated the British that Copperbelt belonged to them and they were hence entitled to mineral royalties from the copperbelt (which mainly benefited the royal family). Because of this association with the British, they somehow began to perceive themselves as a superior tribe over other tribes. They have never gotten that from their heads todate. Then came the independence struggle which was mainly spearheaded by people from Chinsali. Independence meant the loss of their inflated self-perception and mineral royalties. This is the bottom line of the Lozi’s Bemba phobia and fight for secession. They would prefer colonialism to independence

    • It appears you are unaware that Western Province is a major source of beef in Zambia besides fish. They are also the largest producers of rice, cashew nuts, cassava, mangoes etc. I thought Zambia breweries will start making beer from Cassava. I believe belittling the people of Western Province is in fact what is causing this anger. At independence Barotseland produced more cattle than the whole of Botswana. Botswana’s mainstay is Cattle and Diamonds the rest is down to economic management.

PF when they were in opposition condemned harshly with what MMD did about the Barotse secession, and released 27 prisoner and promised them to do what they thought was going to be hope for Westerners. Remember, one gentleman said that thank you Mr. President and this means we are going back for another strategy. PF government was happy and relaxed. What do we see today, is a boomerang bouncing back on them.
