
CHIEF Government spokesperson Mwansa Kapeya has said that there was nothing embarrassing about the Head of State asking the ILO to step up its support to Zambia’s job creation agenda.
Reacting to Father Frank Bwalya, Mr Kapeya said that it was unacceptable for people like Fr Frank Bwalya to criticise President Michael Sata for requesting the ILO to scale up its support and collaboration with Zambia in tackling the country’s unemployment levels.
During the Week, Father Bwalya said that President Michael Sata was embarrassing the country by asking the International Labour Organisation (ILO) office in Zambia to create jobs. Father Bwalya said that the Head of State did not understand the role of the organisation in the country.
Father Bwalya said it seemed President Sata was of the view that the ILO was in Zambia to create employment or to advise government on how to create jobs.
Fr Bwalya said President Sata’s handlers and advisors should have briefed and advised him about the mission of the ILO in Zambia and its vision before allowing him to embarass himself before the ILO director Guy Ryder.
“What we are seeing is a situation where the President just says anything that comes in his mind and the statments are usually mistaken or they are totally incorrect. In the case of the ILO director Guy Ryder, one of his handlers should have given him a proper brief of what the ILO chief had come to Zambia for. They should have briefed him on what he was going to say and what the organisation stands for. His handlers should also have prepared talking notes for him. By so doing they would have saved Sata and the entire presidency from embarassment that came as a result of the ignorance Sata had exhibited,” Fr Bwalya said.

STATEMENT BY HON. MWANSA KAPEYA, MP, MINISTER OF INFORMATION AND BROADCASTING SERVICES AND CHIEF GOVERNMENT SPOKESPERSON ON THE ROLE OF THE INTERNATIONAL LABOUR ORGANISATION (ILO) IN ZAMBIA’S DEVELOPMENT
Zambia’s membership to the International Labour Organisation ILO) and other international organisations is not for prestige or ceremonial purposes.
It is intended to ensure that Zambia, like other member states, yield tangible benefits from such membership in terms of investment and other developmental opportunities.
It is, therefore, unacceptable for people like Fr. Frank Bwalya to criticize His Excellency President Michael Chilufya Sata for requesting the ILO to scale up its support and collaboration with Zambia in tackling the country’s unemployment levels.
This was when ILO Director General Guy Ryder paid a courtesy call on President Sata at State House on Wednesday, 11th December, 2013.
Contrary to Fr. Bwalya’s misplaced and misleading assertions, as reported in some sections of the media, there is nothing embarrassing about the Head of State asking the ILO to step up its support to Zambia’s job creation agenda, as Fr. Bwalya alleges.
The President did not blame the ILO for Zambia’s employment challenges, but reminded the organization of its responsibility to Member States in promoting job and wealth creation.
If anything, it is Fr Bwalya who does not understand the role of the ILO. He ought to understand that the ILO is there to serve the interest of Member States which include Zambia.
Fr. Bwalya may wish to know that among other responsibilities, the ILO provides technical assistance, primarily in the fields of vocational training and vocational rehabilitation, employment policy, labour administration, labour law and industrial relations, working conditions, management development, cooperatives, social security, labour statistics, and occupational safety and health.
As such, Member States have the right to tell the ILO areas of concern needing its attention, as President Sata did when the ILO Chief called on him.
President Sata is a realist who does not believe in sugarcoating issues. He calls a spade a spade and not a ‘big spoon,’ hence his free and frank approach in addressing the country’s developmental challenges.
Fr. Bwalya should also appreciate that unlike him, President Sata has had long standing interaction and familiarity with the ILO having served as Labour Minister before.
He is therefore well versed with the ILO’s role, mandate and responsibilities to Member States, hence his call for the ILO to work closely with Government in addressing job creation and other labour related issues.
Government reiterates its commitment to continued cooperation with the ILO and other international organisations in building a better and prosperous Zambia for all.

Amazing how our leaders can ask ILO to create jobs in Zambia. The primary responsibility of creating jobs falls on our government, that is including the facilitation of setting up of businesses that can employ people, and it doesn’t auger well that ILO should be asked to creat jobs. How many members state have the challenge of unemployment if ILO is to do this for all of them? Does ILO generate its own funds to run projects or businesses to employ people? And is it ILO that the people of Zambia gave the mandate to run the affairs of this country to?

As far as I can gather, the president was merely telling ILO to step up it’s efforts in implementing it’s agenda, which includes job creation in the country. As the Head of State, he has all the right to do this.
At the same time, let the government continue building infrastructure like airports, roads, rail etc. which in itself is also job creation. A growing economy requires skilled workforce and this will mean building technical colleges and vocational training centers. Once these elements are in place, it will be much easier for organisations like ILO to implement their agenda.

Think about the power and effect ILO has on employer unions and labour unions including the World trade organization amd other supranational institutions that have investments in Zambia and how positively ILO can be to create employability of Zambian skills in multilateral trade agreements negotiated at the WTO,member countries make use of ILO to support there own
And two most important Trade Agreements, i.e. Agreement on Application of Article VII of GATT (1994) and Revised Kyoto Convention have been ratified by ages but to date ZRA is not complying and the Government has even abolished Revenue Appeals Tribunal!!!

Therefore take advantage of your various UN membership to support your agenda if Indonesia can incorporate ILO in its trade and other investments agenda to support towards full employment so should not Zambia lobby for favorable consideration in global economics.
