Fuel price reduction not going to happen

The Government will slip into debt if the delayed off-loading of the recently bought 90,000 tonnes of crude oil persists, Energy and Water Development Permanent Secretary, Peter Mumba has said.

Mr Mumba also said the anticipated reduction of the pump price of fuel might not be done because the continued depreciation of the Kwacha had substantially moderated the benefits of the cheaper import of crude oil.

Mr Mumba said in an interview in Lusaka yesterday that the Government was supposed to refine the feedstock and sell the finished products so that it could pay the PTA Bank in the agreed three months but the off-loading had been delayed.

“The consequences of going into a huge debt are that the financiers may in future refuse to fund any shipment for the country,” he said.

He said Tazama finally started pumping the crude oil from the port of Dar-es-Salaam into Indeni Petroleum Refinery last week but the limited capacity of the plant made it impossible to pump all the cargo to Ndola.

“We should pay the financier within 90 days to avoid incurring a debt which will put the Government in unnecessary financial problems but because of the continued delay in the off-loading this may just happen.

“Looking at the prevailing situation where the Kwacha has continued to lose its strength, even the reduction of fuel pump prices may not be possible because it may plunge us into debt as it would require a Government subsidy,” Mr Mumba said.

He said the crude oil, which Tazama started pumping last week, arrived in Dar-es-Salaam on November 26 but could not be sent to Zambia because oil marketing companies (OMCs) had flooded the market with finished products.

He said the OMCs had assured the Government that their fuel stocks were supposed to finish by the end of December after which they were expected to start buying fuel from Tazama.
Mr Mumba said the depreciation of the Kwacha from around K3,500 to K5,000 to a United States (US) dollar had made it impossible for the Government to reduce the price of fuel.
The Government had asked the Energy Regulation Board to calculate and see if it would make any saving from the reduced price of oil after the Kwacha tumbled.
Mr Mumba said the next shipment of crude oil was expected in February next year and that arrangements had already been made.

Fake promises. Why should the goverment incur loses on delayed shipment,when they have got other money from other sources to pay for the financing bank, after all fuel is bought on cash basis.

However, other options would be to buy a bicycle, a horse or even a donkey. Though the latter is rather slow. When the going gets tough, I bet the tough get going. Cubans survived tough sanctions, didn’t they? They even have the world’s most trained medical doctors. Bicycles may just be the in-thing next, considering the rate of Japanese cars in Lusaka for instance. Don’t know about other towns, D’you know?

  26. I said it earlier on this discussion board that people should not raise too much expectation on the reduction of pump fuel. I stated that in relative terms the decline on the international market would not directly translate into reduced cost of procurement by the Zambian Government. This is because of the offsets made by the depreciation of the Kwacha.
    It is amazing that many think that the Zambian govt runs a dollar account from which they purchase fuel. The other miopic view would be to think that buying crude oil at a lower exchange rate, say last month, would directly mean low pump price. Has anyone found any filling station where they sale crude oil in Zambia for use in our cars?

  27. I forgot to mention that wheel barrows have already taken their toll on Lusaka roads. The other day a Merc. almost had a head-on collision with a wheel barrow and its pusher. Come to think of it the wheel barrow was laden with tomatoes, cabagges almost making its pusher invisible. The police seem to turn a blind eye too. Mr Henry Kapata (LCC)needs to know this as well if he does not know already. Perhaps they can confisticate some of these modified barrows which make our city ugly, among other things.

  34. In June/July, the price was $140/barrel and the Kwacha was at K3,500/$ and pump prices went up. Now, the prices has come down to $45/b (over 70% reduction) while the kwacha has depreciated to K5,200/$ (less than 50%) so, all things being equal we should still see a net benfit of over 20% reduction in the pump price…Mr Fine#45.

    It is simple logic actually, oil is bought in US Dollar. Oil producing countries seldom use Other currencies. Some countries use the EURO and YEN but otherwise the US Dollar or Petro dollar if you like is the most widely accepted currency when it comes to oil purchases.

    The reason the dollar has gained so much against other currencies is because there is a shortage of the dollar on the markets. Where there is a shortage, the price goes up so as to deal with demand. There is a shortage of the US dollar and so it has gained against many currencies. [tbc

  49. These guys are really dull! I don’t suppose they have heard about hedging. That’s exactly what they should have done when they entered into a contract to supply fuel for more than three months. The contract was entered into at a time when oil prices were bound to be further reduced. They have since dropped to $43 a barrel. There was nothing wrong with buying the oil per se but they should have put mechanisms in place to mitigate a loss as a result of:
    (a) potential reductions in the oil price and
    (b) the depreciation of the Kwacha

    They must know about forward contracts,futures contracts, contracts for difference and other financial instruments they could have used to hedge.

    ERB and Govt have failed Zambia. ERB as regulator should have knew Indeni would have a planned shutdown. They should have factored oil imports and storage capacity plus crude oil imports well before. Looks like ERB is full of incopetent people and the Ministry of Energy is at sea with no compass. This confusion could not happen in the days of Zimoil and Znoc. They were very competent, only unplanned Indeni shut downs caused problems e.g the Indeni fire of 1998.

    This govt has used Tazama to import crude oil. Tazama’s competency is pumping. They have never imported oil before. Why did they stop using Indeni. May be Total has not allowed them to do so.

    The price of oil has gone down because of 3 reasons.

    1. There is less demand for the comodity.
    2. There aren’t enough dollars to pay for the oil.
    3. Banks have tightened lending.

    With these reasons, it is only natural that the price will go down. OPEC is trying to push up the price by cutting the supply of oil. It is only natural once again that the price will go up but it wont rebound as much because economies are getting poorer, the automotive industry is facing bankruptcy (spelling)and there are many widely accepted alternatives available in this age (electric car, hydrogen, bio fuels, etc).     The govt needed dollars to pay for oil. It borrowed these dollars from a bank on interest. Banks have raised their interest rates because they are trying to get more people to open those high interest savings accounts.

    The Kwacha is slipping against the dollar and govt has a pending debt. If it does not sale the fuel at the normal price, we stand to face debt and a blacklisting. [tbc

    But on fuel issue, Mumba is is not honest, fuel permits are issued by him,hedge contracts am sure could have been signed by his office.Now if all this was done where is the truth.

    Everyone is accusing the Economic down turn, even for things not related to it.

    The rescue package is short term. They anticipate further gains(kwacha) from the exporters selling dollar to meet tax and monthend obligations. They expect a steady and slightly stronger kwacha by year end.

    We also need to note that the price of fuel has gone down worldwide and Zambia only made a marginal downward adjustment in Oct/Nov. The govt assured the nation for further reduction to meet the current trend worldwide.

  57. MMD is but full of deceit in the way they do things. When the price of crude oil goes up, they are quick through the useless ERB to up the prices of petroleum products here in zambia. When the price of crude oil goes down, nothing happens. The current reduction of the price of crude oil is a good example. Crude was trading on an average of US$180 per barrel and now the same has come down to below US$50 per barrel. MMD, through ERB has not made any downward adjustments to my amazement. the reason being advanced that the Kwacha has depreciated is not well founded. The effect of Kwacha depreciation can be wiped out by the crude oil reduction margin hence reduced fuel prices.

    I think what is happening is that the Govt has taken on a job they are not qualified for. Look at the players involved. Historically, Zimoil and later Znoc imported crude oil. They had built up a skill base and comptency to do that. Having done away with these companies, the Govt asked TST and then Total int to import. Total did this thru Indeni Refinery, which had never imported crude oil before but only processed it. I dont know why Govt is now using Tazama Pipelines to import. Tazama has never imported crude oil before. Looks like Govt thru the Ministry of Enery is actually in control. But Govt has never imported crude oil before. As for ERB, they are suckers.

    China and Japan has one of the worlds largest dollar reserves at the moment. Many economies are looking to China in order to get China’s dollars.

    Unless OPEC suddenly starts accepting the Kwacha, as long as the dollar is gaining, oil prices will probably increase.

  60. What we are witness in Zambia is a concoction of failed leadership coupled with corruption. RB and ERB have failed to plan the logistics of fuel supply in Zambia. For one, if BP and other OMC’s supplies were to last up to December, there was no need to bring the expensive PTA bank financed crude oil bought at higher November market prices, when the same shipment would have been scheduled and delivered at even lower crude oil prices in December. Corruption and negligence need to be investigated. These are the old tricks in the trade. You removed ZNOC and its young managers who were against this nonsense so that you can continue your old tricks. We are courting your crimes.

    A perpetual inventory system is used in the oil industry in Zambia. Like I said, oil is bought in US Dollar, govt borrows money to finance the oil purchase. Govt has to pay back the loans on INTEREST.

    If govt delays in the oil payments, there will be penalty fees. Oil companies bought oil from other places as you read in the article. That meant there was oil lying around somewhere which was not used and cleared. Until the oil companies clear their current oil reserve and buy from govt, we are stuck with the current oil and a pending debt.

  64. #91 Cont. Business practice was that before you bought the crude oil, you asked the OMCs to give you their projected consumption of petrol, diesel etc over next 3 to 6 months. So you got your market demand, which committed the OMCs too. Then you bought the crude oil to be loaded at time to suit storage and market consumption. The role of Tazama and Indeni was to store, pump, process and store for the market. All relations were strictly based on contract, with contractual obligations. The OMCs would never have clogged up the system with imports like in this case. Everyone would have known about storage capacity and its utilisation. These storage tanks are not owned by OMCs. Sleepy chaps!

    For October elections, RB reduced fuel prices by removing some tax. He promised to reduce prices further. What was the basis of that promise. Did he know what he was talking about.     Magande was forced to cut funds on other projects to compensate for the lost fuel tax. I guess Musokotwane will not allow such fuel price reductions again. RB, where did you come from?

    Crude oil is NOT just bought and then taken to the fuel stations ready for pump price.
    There is a process of refinery which needs other imported inputs. Let us assume these the price of other imputs has not gone up; essencially that would mean in kwacha terms they have gone up due to the depreciation of the Kwacha.
    Machine servicing at Indeni is yet one of the many factors you need to consider. tell me which Co. manufactures machine service parts in Zambia. If not then the service parts have to be imported, and you still dont sense how the effect of exchange rate cannot be interpreted with your ‘math’.

    These problems can be solved in a few ways. One of them is increasing trade with China, India and Japan since they currently have the worlds largest USD reserves. The other being start producing bio-fuels to make the country self sufficient.

    Unfortunately even if the SADC had to come up with a single currency, it would not be widely accepted because it is African. Like expectations play a big role in the demand for goods and services, the same is true with currency.

I guese Eurozone countries appreciate the Euro more than others, inclusing that English. In my opinion, political instability like Zimbabwe’s can damage a Sadc currency.

    As for Zed, may be we should concentrate on stabilising ZMK forex by diversifying our economy. If it wasnt for ZMK depreciation, Zambia could have enjoyed lower fuel prices like all of us outside Zambia are doing right now.

    Look at China, and even India, they do not have noise useless noise makers like the Undereducate but they are doing very well in their economy. What we need are solutions to problems.

The FDI for China and India respectively are 10% and 15%. In Zambia, a foreign can own even upto 100% of the business without paying tax also – I stand to be corrected on this one though.

    However, we need to realise that it is not PF who need to organise the demonstrations as an opposition party, but people can do them with political affiliations when there is need.

    When I was a UNZA, there was one lectuurer whom I used to play football with who demonstrated alone against something – maybe the Third Term. So, individuals can actual peacefully demonstrate without the Undereducate forcing them to go in mass numbers but out of personal interest and will.

If we were to do a sensitivity analysis of all the factors affecting petroleum products pricing, certainly the price should come down by at least 25%. Apart from incompetence and corruption the other reason why they don’t want to reduce the price, is because the government wants to continue getting more tax revenues from petroleum products to pay for the recent salary increases to RB and book lickers in Government and NCC.

According to my mother who is younger than the Undereducate by about ‘ years or so, people attended “Sub A” and “Sub B” before entering standard “Standard 1”. This entails that the Undereducate, Micheal C Sata, only had 6 years of school education assuming he was never a repeater. Whatever the case/odds ..

    I agree with you entirely on age. But i differ with you on qualifications. One can have a doctorate but behave like some one who has just come from a village. Look at Ludwig Sondashi with due respect, is the man fit to be called Doctor. Education is not the pinnacle of wisdom but morals and natural upbringing. Look at how most the Doctors and Professors at UNZA and CBU, have failed to run tuntemba, even for those from the school of business. To me education should be the criteria only up to Grade 12 or one should be able to read and write, as long as they are young and energetic, not old and tired and easily able to sleep off even at important gatherings.

Thus, I maintain that someone who has done some research work to a level of a full or partial Dissertation under the instruction of supervisors is able to listen to advice as opposed to a Grade 12.Also,our Zambian Grade 12 simply has a binch of O-levels (Ordinary) while both South Africa Metric Grade 12 and Zimbabwean form 6 have A-levels (Advanced). So I really think that our Grade 12 level is too weak to enable someone have an analytical mind.The Zambian Undegraduate education has little research activities to allow critical thinking and consultations.

  143. Maestro, well and good though most of the academic qualifications you have put down are to a higher degree identifiable with managment, eg in a coporate area. Unfortunately to be president the first thing is ability to connect with people, hence the term “politics.” Most people with qualifications you have mentioned think they are entitled to be rich even through plunder or ridding on poor people’s heads! For president one also has to be a leader who can marshal all those with ma masters to work deligently with good pay.And that leader may or may not have even the first degree.Grade 12 and in good health would be enough.Those degrees can be added advantage for articulation if one can.

    So, why must Zambia stick to models that have failed us over 44 years of independence when our friends in the far east are making it with a model that uses well educated leaders. Think,do Chinese wait for their model to work or they simply copy and implement new WORKING technology on the market in continuing to expand their economy?
    PhDs and Post-Docs are too academic,but Masters is enough for someone to learn to be humble in dealing with issues.

    I would like to state that the constitution needs revision.
    Connecting with people should not be the main qualification for presidence.
    Education must be made to be the main qualification if we are to have development come to this country.
    Grade 4 mentality will not take us anywhere; that is why some of these people had been in govt for 37 years but they brough nothing other than boast about fly-over bridge, merzaf and renovated mortuary at UTH. They even compose a song for public sisnging over it. Educated people have achieved much more for this country than renovate a mortuary, and build fly-over but they dont sing.

As much as you are educated as me and others we may not be intelligent to deliver the best. Education doesn’t make you intelligent only puts your food on the table. Vera maybe not be educated but she can do better than Doctors or degree holders. If the constitution will restrict pipo not to stand for political positions then abuse of human right is evident to deny someone the right to vote or occupy political position. There is only one zambia for all Zambians regardless of their status. To avoid violence the constitution as to be inclusive.

Everyone in this life has a place to fit in somewhere somehow.Ask yourself why not all people apply for the position of human resources managers in a company that advertises such a position. Consider that people will have have all sort of qualifications and so, you will not see a Medical Doctor applying to be a human resources manager since his/her field is different. The Undereducate and other undereducates can have things to do also. Some Grade 9 drop outs do tailoring which they succeed in. Let us promote and empower all to do well.

    Let us promote and empower all Zambians to do well at their levels of education and according to their trades. The MMD currently offers free education upto grade 12, I think, and no one has to claim that he cant go to school. Even the Undereducate, Micheal C. Sata, can sit for Grade 7 examinations next year in November or December. He can later skip Grade 8 and study hard to write Grade 9 exams in 2010 if he can pass the Grade 7 ones next year.
    There is no reason to allow a Grade 9 drop out and an ACCA graduate to apply for a position of financial director in a company or GRZ department for the former clearly lacks skills and knowledge.
