Zambia Revenue Authority (ZRA) Commissioner General, Chriticles Mwansa, said the global financial crisis and the plummeting commodity prices on the international market would negatively affect the revenue take for the year 2009.
Mr. Mwansa, therefore, urged all ZRA members of staff to be proactive and work harder to ensure the organization performs as expected amidst the global financial crisis.
He said this in a speech read for him by medium tax payer organization assistant director Shadreck Kachusha during the end of year party in Solwezi at the weekend.
Mr. Mwansa commended ZRA staff for having exceeded the parliamentary target for the year 2008 despite facing the challenge of unsatisfactory performance of the domestic Value Added Tax (VAT) during the year.
He said in a quest to respond to the challenges of the 21st century, the organization shall consolidate the gains made so far and provide a better tomorrow for the country.
Mr. Mwansa added that ZRA is committed to improving the workplace atmosphere through the provision of the necessary tools and an improved work environment, adding that a corporate office is to be built in line with the development taking place in the district.
He assured the staff that the various HIV/AIDS workplace programmes shall continue and encouraged them to join the contributory scheme on Anti Retroviral Therapy (ART)so that it could be sustained.

contd, in Zambia is a National Economic crisis, and failing to respond to the global economic crisis with strategic planning like other countries are doing will make it even worse. When ZRA encourages it’s employers to work hard does it mean they have not been working hard in the past, please elaborate. Simply telling employees to work hard will not sort out the problems, i could be wrong maybe this is how the other developed countries are responding by telling the employees of various companies to work hard. what is needed is strategic thinking and planning and also ensuring that systems work in Zambia. For those comparing the Developed countries with zambia in terms of the impact the Global economic crisis will have please tell the truth. Developed countries are putting in measures to cushion the crisis and already have systems which will also help during this time such as social welfare, unemployment benefits, economic stimulus packages etc. Does Zambia have this for us to compare with them, we need to be brainstorming how we can first make sure systems are developed and they work,then we plan strategically how we will handle this economic challenge. True this is part of the end time and is in the bible, but we still need to plan strategically.

I doubt that we have anything in place to fight the crisis. The reason for my doubt is that only two months ago our government claimed that we won’t be significantly affected by the crisis. The first step in solving a problem is acknowledging its existence. We now need a response, albeit delayed, to the challenges we face.
If you are a Zambian in the UK and don’t have permanate residence and the company you work for goes burst what do you do? Not all foreigners in the UK get unemployment benefits. And more over the govt has been saying all those on benefits should get a job or they risk the benefits being cut.
In short as we are taking care of the earthly economic crisis by strategic planning let us also make sure we are taking care of our spiritual lives , this is a time to make our lives right with God, Jesus is about to come back very soon, everything that is happening is in the bible.
If you are a foreigner with no permanent residency at least start saving and make sure you are depositing your money in FDIC accounts, accounts insured by the Govt and not stock markets and other investments that are not insured by the Govt. In the meantine try to do a lot of research i am sure there are some sort of programs for foreigners that you can still benefit from. The other thing is always make sure that you are putting pressure on our Govt back home to step up to the challenge of providing feasible solutions so that you have a plan B.
There was a time when there was boom of companies closing up in the UK and moving them to the east as they were atracted by cheap labour. Does anyone remember this?

I think the first part involved the shifting of factory jobs to countries like China which provided cheap labour. The second part involved outsourcing to Indian companies. Additionally, many firms moved their IT operations to India because India has a huge army of educated specialists who are able to carry out the same tasks that western technicians carried out at a fraction of the cost. Not to be outdone, financial institutions also moved their operations functions to India for the same reason. The political implications of the current crisis will prevent western companies from further outsourcing and shipping off jobs to the east.

In all honesty, the current Global Financial Crisis has caught most countries by surprise and woe to those that do not have the financial prowess to cushion the effects of the crisis. I worry about my country because our economy is foreign owned and any tremors in the West can have adverse effects on our fragile economy. I hope the government has put in place fiscal financial policies that will cushion such an eventuality bcoz like someone recalled the government said just a few weeks ago, Zambia WILL NOT be affected by the Global financial crisis, so i know they did not have a PLAN B! They are just praying the benefits of a bailout in Western countries trickles down to Zambia.

ZRA coffers will be affected because Mining Companies from which it collects Tax are closing down, why? because of the crisis, demand for copper has dropped, hence the prices have fallen. #45,NYSE is where you buy or sell shares in companies that are doing well or projected to do well. Right now with the falling metal prices, mining companies have seen their share prices also fall. When shares fall, the value/capital of the company weakens hence it becomes unsustainble to run operations like ours in Zambia. Therefore, one option is to cut costs(reduce certain processes, cut jobs) the other is to close shop. Both have impact on the revenue projections for the country.

So I dont fully agree that this is the time to be self-reliant, because it is not a function of time but that of available usable resources.

When a poor country fails to pay its debts and pity is taken upon it and all loans are cancelled, I guess you could classify such a country as a begger. For me I feel that apart from this being too early for RB, its timing may not be the best selection as we have many challenges at the moment. Thanks for posting that info on 1984. I think some people were commenting on its contents without having read it. The author was mainly discussing the perceived evils of Communism and Fascism and their threat to the existence of the independent minded individual. I found the level of totalitarianism in the novel to be quite scary and, as someone has mentioned, depressing. He set it in England to highlight the possibility of such forces one day taking over a western country.

I agree with you that SATA was not the driver, no despute with that.
But SATA was with Chiluba for 10 years yet he did not know that the driver was not driving properly.
Sata was with Chiluba, the driver for a decade and approved that the driver was doing the right thing when actually the driver was messing up.
SATA was not the driver but was convinced that Chiluba was the best driver, such that even when the driver needed to retire SATA believed Zambia would find no better leader, meaning not even himself would drive better than Chiluba.
As a result, fearing that Zambia would lose the best driver, he fought for the ‘third term’.
Do think he can be better driver?

The UPND has proposed a set of short and long term measures to help cushion the impact of rising commodity prices and the global financial crisis. According to ZNBC One of the proposals is for government to quickly start subsidising maize, to stabilise mealie meal prices. UPND president, Hakainde Hichilema, made the proposals at a media briefing in Lusaka on Tuesday. Other proposals include the immediate distribution of relief food and stream-lining operations of the Food Reserve Agency. The UPND leader said the proposals are contained in a letter to President, Rupiah Banda.
