SACCORD asks for clarity over over the draft constitution

Southern African Centre for Constructive Resolution of Disputes (SACCORD) has challenged government to state if the draft constitution will be handed over simultaneously to the president and members of the public.

SACCORD executive director Boniface Cheembe told Qfm news in an interview that in an much as the ministerial statement from justice minister Wynter Kabimba has given hope to Zambians on government’s position regarding the constitution, Zambians need to know if the document will be handed over simultaneously as promised by president Michael Sata.

Mr. Cheembe noted that it is not too late for the country to have a people driven constitution only if there is honesty and commitment by all stakeholders involved.

Mr. Cheembe explained that it is in this regard that government through the ministry of justice shares the roadmap on how the draft constitution will be handled and when the final handover will be done.

He added that by doing so, government will help the majority Zambians to have a clear idea on what is expected as with regards to the release of the constitution.

      the president can decide never to release it, so again who does the
      constitution belong to again?

    • @mushota, you even know that marjority of the people favour the release of the constitution. The constitution does not belong to Sata but the people of Zambia. Sata did not just work up from his little bed and become president. It was the people of Zambia who took him there. So he should listen to the will of the people. Your reasoning shows that you do not have any of those qualifications. Moreover stop using that pic of a woman. You are male blogging as a female person.

      They say possession is 90% of the law, and the Zambian people already have the draft CONSTITUTION thanks to Zambian Watchdog, while this so-called president claims he is still waiting for it!

      Either he is a fool or he is a LIAR. You decide!

    • They are scared of the 50%+1 clause on the election of the state president. They know that previous trends show that ruling parties in Zambia have been elected with less that 50% of the total votes cast. So round two of elections might see the ruling party losing and the opposition might gunner over 50%. This is what is giving Sata and PF diarrioea. This is the more reason why the former MMD government was scared of, the 50%+1.

To me, in as much as i would like to have hope, i want to believe that these PF mafioso will not give us the constitution we want especially with the editorial mastur.bation we have seen coming the PFOST newspaper. I think let us start thinking of life beyond PF, as they are beyond redemption. Let us think of them as fired already because they are irredeemable. May be one serious lapse in all our constitutions is to have a 5 yera instead of a 4 year term. Why should we wait 5yrs to fire moribund characters, when we judged RB in 3yrs……???

  5. Where is Lee Habasonda? Simon Kabanda? Rueben Lifuka? Chief Bright Nalubamba? Does it mean that once you are appointed to be on the technical team drafting the constitution, you can no longer speak for the masses forever? Or have they acquired all they needed in life and have nothing to lose, with or without a people driven constitution?

  6. Why should SADC involve themselves in our Internal MATTER , we shall release the constitution its still under peer review , considering that 75% zambians can neither read nor write, so the elite few are reviewing it.

  10. Do not be deceived, the PF is scared of one clause in that constitution and that is the line that mentions; “50+1”. That can easily see a new government in place in 2016.

    • Zambians will vote the PF in 2016 if they deliver the people driven constitution. Mark my words.

      However, if they dont even if the pass rate is 35%, they will fail (lose elections).

      The 50%+ 1 is not targetted against PF but to ensure that whoever becomes our President has a national broad appeal.

      Imagine 10 candidates from our 10 provinces being voted for on tribal lines and the one who wins gets slightly above say 15% of the national vote and is declared winner!!

      That in my view is the mischief the 50% + 1 clause seeks to cure. It is meant to kill bantustan politics and tribal hegemony.
