
UPND Presidential Adviser Douglas Siakalima has warned that Zambians have had enough and will soon be forced to react to the PF government’s alleged poor governance.
Mr Siakalima said Zambians are currently boiling over the high levels of arrogance and intolerance exhibited by the PF Government.
He was speaking in Lusaka Sunday afternoon during a news conference where he reveled that Police in Eastern Province have u-turned on its earlier decision to allow UPND leader Hakainde Hichilema to proceed with his 15 day tour of the Eastern Province.
“The Police through Dr Solomon something (Police Deputy Inspector General) called the Regional Police Command in Chipata to cancel the so called permits issued to us by Police in Eastern Province allowing us to go ahead with our planned meetings. We were only informed Saturday night that the permit is cancelled,” Mr Siakalima said.
“As the party’s policy bureau, we have advised Hakainde Hichilema to proceed with the tour of Eastern Province. If Jere wants to arrest HH, let him go ahead and do so but he should be aware that he is just being used by President Sata and once they leave power in 2016, Jere will have to pay.”

Mr Siakalima said majority of Zambians are boiling because President Sata has allegedly decided to impose a silent state of emergency to oppress his political rivals.
“We have had it with this Government and when Zambians react, Mr Sata should not be surprised. He has suspended the constitution and he is now denying people’s basic freedoms. We have tried to comply with the Public Order nonsense (Public Order Act) but this Government still denies us the go ahead to meet our members. We will defy this Public Order nonsense and let’s see what Jere will do.”
He added, “Last year, we sent out 40 notifications for public meetings and the police only allowed us to hold those meetings on two occasions. The Kabwata and the Mandevu rallies and all those two occasions were almost disrupted by PF cadres and Jere has failed to arrest any of those cadres who came to cause confusion. We are now saying, we will go ahead and have our meetings with or without police approval.”

Mr Siakalima revealed that Mr Hichilema will not be stopped by the Public Order Act from meeting the growing numbers of people across the country who are joining the UPND.
“Just last week we received members from the MMD in Mpika, Mpika is Mr Sata’s bedroom and they have requested that HH visits them because they are saying he is the only leader who can redeem them. So from Eastern Province, HH will go to Luapula and Muchinga and Northern Provinces later. We are serious about forming government and not even the Public Order Act will stop us.”
Mr Siakalima said traditional leaders and the party’s senior leadership in Eastern Province requested that Mr Hichilema visits them to have a better understanding of how the PF has messed up the agriculture sector in the province.
He also cautioned Justice Minister Wynter Kabimba against downplaying the significance of the recent Katuba victory for the UPND.
“The people have decided that UPND will form the next government not even Kabimba’s and M’membe’s (Post Managing Director Fred M’Membe) propaganda will change that. These crooks will run around when HH forms government in 2016 because they are busy misleading President Sata. This little worm (Kabimba) should not even think he knows President Sata, he was all over ZRP and only joined Mr Sata later on and he wants to pretend as if he knows him better.”

Am with Dr Siakalima on Kabimba. To emphasise what he said, this worm has been in ZADECO (eating Dean Mungomba’s money), stood as MP in Mumbwa coutnless times and REJECTED.
He then jumped on to Ben Mwila’s ZRP (stealing from Ben Mwila), was AGAIN rejected by his kingsmen as an MP, and now today pretends as though he is more PF than Given Lubinda, than GBM.

I believe our democracy will grow significantly and flourish when we start to dismantle the impediments that slow down our democratization process such as the Public Order Act (POA).
On the other hand the opposition and other groups holding divergent views on any national discourse have to show responsibility by preserving peace and public order to both life and property.
We must move forward as a nation regardless of our political views, but lets show maturity and responsibility as we engage each other on the political field.
The biggest question that we need to seriously address is can we as a country be able to hold peaceful processions without disruption or damage to peace and property?
I should consider leaving ABZ and join UPND, I see solid people in that party. That kind of expression sounds like people I can drink with, and I praise LT for first time that they write an article so well articulated.
The “little worm” must be shaking to hear that Douglas is now pissed-off!

Much as I like your objective contribution to the debate about POA, I would to correct your perception of the opposition parties especially the UPND. The UPND have held rallies in Mandevu and Kabwata successfully without resorting to violent conduct even when provoked by PF cadres.
The only party that instigates and uses violent conduct in Zambia is Sata’s PF. PF’s violent conduct can be traced back way back when Sata commanded his Panga wielding cadres in Chawama – Lusaka. Where ever PF assembles they fight and kill each other within their ranks may be as a form of practice to export the violence to other party gatherings , who knows?
All previous protests or rallies conducted by UPND have been peaceful except in cases where the PF have tried to intimidate the UPND.

My view on democratization has nothing to do with shifting tide because there is absolutely none, but based on my view that our democracy has to grow and the basic tenets that promote sustainable growth must be in place.

POA has been in place since the UNIP regime. MMD promised to removed it but for 20yrs held on to it and PF as opposition party suffered.
This has not helped democratic growth and PF needs this and to show the way
I sleep peacefully knowing that UPND in it current state with its current leadership, without a national agenda, or national character or appeal cannot and will not win even if elections were called today.
If Sata continues to stop opposition from holding meetings and rallies in areas they choose after complying with the POA nonsense then we in UPND will resort to invoking the natural justice letting the public take charge of policing matters because the police have failed in their duties.
We are ready to let the people take matters in their hands so that it now becomes the People verses the police from now on. And the police know what happens if people decide to take charge.
What Dr Solomon should also remember is that the ratio of police to people is 1 police officer for every 1000 people and that each police officer carries 1 gun,which he points to 1 direction using 2 eyes facing 1 direction probably every second. So how many people can 1 police officer deal with in 1000 ever…
In situations where the people have decided to take matters in their own hands , history has told us the people always win. It has happened in Zambia before in the 90s during KK era,when the people decided enough is enough they fought running battles with the police in all major cities to a point where KK conceded defeat and let the people have what they wanted;political change.
No amount of police intimidation will stop people from joining UPND and attending meetings and rallies organised by UPND. What ever force the police use against people ‘s freedoms of assembly and associations will be met with twice people’s force.
The police under Sata are becoming useless each second that passes. I think the whole bunch of top police officers’ command is no longer fit for purpose and…

Fortunately we know what it says. It certainly does not grant Police to give permission but to be informed about public meetings. Going to the extent of stopping in-house meetings for opposition political parties is just outrageous. I have no kind words for the top command. The PF Government has taken us back 50 years. What are they so scared of that they should keep harassing opposition parties like this? It is beyond ridiculous. These are signs of people with no clear strategy for the country’s development and they waste precious tax payers money to throw their weight around. UPND Cadres are used with beatings. Police please just beat we don’t want lawlessness in Zambia. We can recall Charity Katanga to come and sort them out. Luapula Premier, I have yet to see a person with more jaundiced views than you, even more than Kudos. You need to answer your own questions. Why is HH victim all the time? To help you do that, you need to go back to history. MMD played down the growing PF train, at their cost. They said all sorts of things against this train, including documentaries, changing some laws etc. All public media houses, and the PFost were slamming this train. But the train was unstoppable…….need I say more?

Can someone tell me.I’ve observed that in UPND the top Leadership is mostly by appointment and not by elections.The point in question is the appointment of naïve Dr Canmisius Banda and the blind follower Nalumango.It seems in UPND a non Tonga can not win any intra-Party elections,due to what Sejani said that NO non Tonga can lead UPND.

UPND is trying to get big coverage in preparation for 2016 General Elections. This is a good development for democracy. Brig. Miyanda should also start campaigning. This is the right time not to resurface during elections. LOL!

In politics you need to be mature, seasoned and aware of what will make you gain mileage which HH lacks, he is emotionally charged and he listens to himself rather from others. If we remember POA was there in the past and present govts. Sata was clever and un confrontational with the police as he understood the law. In Many cases he used to face more challenges than HH as opposition leader. In Eastern province how many time was stopped holding rallies even when he used allowed? He never started confronting the police or MMD. Patience pays agitation, anarchy and wanting to be above the law is the most bizarre of HH and UPND.
