
The Anti Corruption Commission says the Zambia Police Service’s traffic, Prosecution, Accounts and Administration departments are the most corrupt.
Speaking at the opening of a managerial accountability workshop for the Zambia Police, ACC Director General Rosewin Wandi said the meeting is meant to identify areas and find interventions that will strengthen the operation system of the Zambia Police and seal loopholes that attract corruption.
Mrs. Wandi said ACC is committed to working with the Zambia Police to improve governance where there is need for improvement.
She noted that Public Officers have a significant role to play in ensuring that integrity activities receive the much needed attention from both management and members.
Mrs. Wandi said this in a speech read for her by ACC Director of Community Education Lawrence Hasingo.
And Inspector General of Police Stella Libongani is hopeful that assessing the processes and procedures will help identify the vulnerabilities that will improve service delivery in the police service.

How many sections are not mentioned as most corrupt and yet corrupt? Such a report is extremely bad and have negatively changed my perceptions on the general overview of the whole police system.

IG Stella Libongani, What Wandi is saying is that you preside over corrupt officials and protecting the corrupt officers. Your failure to mange them amounts to corruption.
You are not excluded, it is in your best interest to clear your name and if anything defend yourself.
My question to Wandi is; why have you not prosecuted anyone if you statement is true, you too are corrupt for failing to prosecute the supposedly corrupt Traffic Police officers.

Solution lies in appointment of expatriates from western world to head every police station, division and department of police. Road blocks shall be headed by expatriate police officers or officers from banks and mining companies.

The revelation is common knowledge but the report by ACC (whose op’s and integrity I have reservations about) and it’s implications will be interesting to watch unfold. This may very well be one of those situations where such a report is made public, only to have political interference sack the ACC head to maintain the status quo (Prof. Chirwa formerly of ZR comes to mind) I am cautiously optimistic.
What about Expatriate President, Ministers and Permanent Secretaries. Zambians are thieves by birth. They live on handouts, begging and stealing.

2. I am not going to ask ACC how many police officers have been arrested on grounds of corruption as facts can easily be cooked up. However, can it be to the public knowledge the method used, the terms of reference, how many institutions were investigated/researched and for how long the research took in order to ascertain our police force corrupt DISTINCTIONS.
3. Who are the second, third and least corrupt public institutions in Zambia?
4. On what number is ACC on the corruption ladder?
5. And which organisation researched/investigated ACC to rate them or was there no guard for the guards?

The general public may like to know the above and the actions being implemented in order to curb stinking day light corruption amongst in the police force which every Zambian has has had an encounter with, so many time and its now normal.

I hear offending individuals pay the police at check points? If this is true- even the authorities that allowed a police officer (a corrupt one for that matter) to be a cashier is equally corrupt. Even the idea of them (police) continuing to collect money from the general public stinks.

There is no way in a business a cashier can be allowed to process financial data of sales and even write financial reports for the strategic managers just after selling a service, good or both. That kind of structure is corruption in itself. Therefore, collection of money by traffic police officers MUST stop immediately. Suggestively, offenders must pay at various banks appointed by the government as Pay Points (PP) or any respected businesses in Zambia. Banks are more respected, anyway. Effective ways of reporting corrupt officers must be instituted.

Nowhere in the world apart from Zambia and other corrupt countries can they let a police officer enforce law as well as be a tax man.
However, from this report from ACC which to me looks like a facebook text, I can be lead into conclusion that Rosewin Mwandi is either un profectional or even corrupt herself. How can she come up with such a report which has no structure. Does she think all Zambians are dull and therefore can easily buy that facebook-like text? The loophole is the Govt of the day forcing and turning Police men and women into Party carders. Increase in corruption is a clear symptom that Police Officers are between a rock and a hard place.

The fact that the ACC director general was not there to read the speech herself and had some-one reading it on her behalf and the fact that the police Inspector general was also not present in person but also had some-one else representing her speaks volumes about their level of commitment to stamp out corruption. Zabwino Palibe (ZP) Traffic especially on the Copperbelt have taken advantage of completed road works and speed limits that should have applied while works were going on and set their speed traps to get bribes from the unsuspecting motorists. How can one explain a situation where motorists using main highways are expected to drive at 60 or 40 even when the maximum city speed limit is 65? Ba ACC you are NATO No Action Talk Only. Why did it have to take the Eastern Province Minister to catch the thieves when you could use similar tactics to effectively do your Job?
The majority of ZP officers are corrupt.
They collect brides in broad day light on road blocks. This money, it is alleged, is shared with senior police officers for protection.
The Police command are aware of the rot on road blocks. For how can they allow a person to collect State revenue without an official serialised receipt in a personal car?!
The ‘offenders’ are made to wait their turn at the private car pay point out of ear and eye shot of the rest of the rest of bochimwa!
Suggestions:
1. No payments should be made at roadblocks. Just like in SA, issue fines for payments at station.

Policing is a challenging and daunting responsibility. This is particularly true for a developing country like Zambia. The citizenry needs to improve before police also responds to them. The police is mirroring society. The selection, training and procedure may be reviewed but citizens must also improve. I am in favor of total strategy, with special emphasis on funding and technology as well as civic education.
The road blocks are bribe collection sites everyone knows. ROAD BLOCKS ARE THERE FOR STEALLING PEOPLES MONEY. ITS ONLY WHERE THERE IS RATSA WERE YOU GET GUINUENIE ROAD BLOCKS.

This is a serious and damning indictment directed at the Inspector General and if it were in the western world she would have stepped down by now. Anyway in Zambia you do not expect that to happen, instead she might be assigned to other more senior responsibility on promotion or sent abroad as ambassador.
