Government justifies using mineral wealth from NorthWestern Province for other parts of Zambia

North Western Province Minister Nathaniel Mubukwanu says suggestions that the province is not getting a fair share from the mineral wealth it is endowed with are not true.

Speaking to Qfm in an interview, Mr Mubukwanu said resources such as mineral wealth belong to the whole country.

Mr Mubukwanu said it is government’s obligation to ensure that development is spread across the country equitably.

He stated that wealth regardless of where it is coming from should be distributed equally to all the parts of the country.

Mr Mubukwanu stressed that if money generated from certain parts of the country is meant for that particular area alone, government will have nowhere to get money to develop other parts of the country which do not have mines.

Mr Mubukwanu further stresses that North Western Province has seen a number of developmental projects taking shape which are being implemented from the wealth coming from the mineral wealth.

This is an insult to the people of Northwestern Province.This province has lagged behind developmentally than the rest of Zambia.The Copperbelt was developed,Lusaka province was developed etc-all those places along the line of rail were developed,Northwestern Province has poor infrastructure,education and health have lagged behind.Now you take their only hope of catching up to the rest of Zambia and use it to further develope areas that already received attention the last 50 years? PF you are playing with fire.We shall not take this nonsense much longer.

    • Amarubbish. Promoting regionalism. Go to Katete, Chadiza, Petauke, Luwingu, Mporokoso and see the state of those areas. We need development across the board.

      Tubena kukeba amba mali anakufuma mu north western province ashalenga monka muno mu province yetu. There we need provincial government mu ma provinces onse so that mali ashalenga monka mu ma provinces. Each province should stand on it’s own and therefore we need decentralisation and provincial governments to run on their own. This will take development closer to the people of respective provinces.

    • The poor provinces like Muchinga, Luapula and Northern are just relying on the Mighty North Western Province. Very soon there will be a fire sweeping across the province so that we claim that which rightfully belongs to the people of the Mighty North Western Province.

    • This statement is unfair.Copperbelt wealth has been used to develop the whole of Zambia and Salisbury.
      Lambasnever complained that the areas they come from Ndola rural was NOT developed,why should our brothers from North Wester now complain?

      This is just to take our attention off the fact that the money is going abroad – KCM, LCM, FQM.

      The money is not going to the rest of Zambia, it is going to Switzerland, Australia, India.

      If it went to the rest of Zambia, at least they could give it back.

This is a very serious issue which should not just be handled with mere emty press statements like this one, we have seems conflicts like darfur, niger delta and drc issues all these conflicts are to do this neglecting areas producing wealth whlist developing other ares, universities, power generating plants, roads, stadias and bridges are being built in other provinces at the expense of NW province, its unfair because the people who are going to suffer the long term effects of mining are the peole of this province and not those frm muchinga who are currently enjoying the mineral wealth of NW province, I think the govt should relook at this and develop this province, putting up some small four roomed clinic is not deveopment enough to much projects like a unversity.

This is the more reason why we need a new constitution,to decentralise governance of this country,especially when it comes to wealth distribution.Its not only NWP,look at the copperbelt,what is there to show that, that’s were the wealth of the country comes from,in terms of infrastructure and commerce development?Copperbelt should have been the richest and leading province in terms of development here in Zambia,like it is in SA Jo’burg,founded on Gold mining.

WHILE I DO NOT AGREE THAT OTHER PROVINCES LIKE LUAPULA, WESTERN, NORTHERN ARE DEVELOPED I ALSO DO NOT AGREE THAT NORTH WESTERN PROVINCE MUST REMAIN AS POOR AS IT USED TO BE BEFORE THE DISCOVERY OF MINERALS THERE. MODERNISATION OF THAT PROVINCE MUST BE ACCELERATED. ALSO I DO NOT THAT THE MONEY FROM THOSE MINES SHOULDN’T BE USED ON OTHER PARTS OF ZAMBIA. TAKE FOR INSTANCE LUAPULA PROVINCE EQUALLY RICH IN MANY MINERALS INCLUDING COPPER. ARE WE SAYING WHEN FULL SCALE MINING STARTS THE MONEY FROM THOSE VENTURES WILL ONLY USED TO DEVELOP LUAPULA PROVINCE? WHAT SHOULD BE REVERSED IS DEVELOPING LUSAKA, SOUTHERN AND COPPERBELT PROVINCES ONLY. ALL PARTS OF ZAMBIA NEED EQUAL SHARE OF NATIONAL CAKE.

(DON’T GET ME WRONG- I AM NOT FROM NW PROVINCE), BUT I LOVE ALL MY PEOPLE IN ZAMBIA THAT I FEEL ALL PARTS OF ZAMBIA MUST BE DEVELOPING SIMULTANEOUSLY. FORTUNATELY, ITS ONLY IN PF TIMES THAT WE ARE SEEING DEVELOPMENTAL PROJECTS CONDUCTED IN EVERY CORNER OF ZAMBIA. EVEN THEN DEVELOPMENTAL EFFORTS IN SOME PARTS SUCH AS NW PROVINCE MUST BE DOUBLED.   5. Government should be blind to reality. One of the reasons the Biafra war started was because government spent oil wealth from the south south states in Nigeria (igboland) to develop the north (Lagos/yorubaland) and the east (Abuja/Fulani/Hausa). There is a recipe for conflagration, right there.

  6. The point is not using all money realized province in NW but the arrogance being displayed by the current govt in neglecting areas where wealth is coming from. I have been to nearly all the provinces in Zambia, Kasama & Mansa were far ahead of even Livingstone before Mwanawasa came into power. Now Chinsali boma has even bipassed Kasama, and many other provincial Hqs of Zambia…is this equal distribution of resources? Even the man defending the government, what development can he talk about were he comes from? Wake up people of NW

    • You are a liar. Kasama and Mansa have always been behind Livingstone, Mazabuka and Choma. Dont lie for the sake of it. What is being discussed here is very important. We need decentralisation if any meaningful development is to be achieved. Southern is being developed from farming. Therefore other provinces can also find ways of developing without depending on the centre. By the way I have been to all corners of Zambia and just recently I went as far as Mukupa Katatundula. Please stop cheating. Livingstone has never been beaten by Mansa and Kasama in terms of development.

  7. In my opinion, the country to develop a funding formula to determine how the national cake is shared between the different regions. Such a formula would have to factor in levels of deprivation, population and economic activity among other things. This approach should dovetail with decentralisation of powers so that the local communities can identify their priorities and fund them adequately using these resources. For this to work, you also need an enhanced office of the Auditor General – with powers to prosecute anyone who misappropriates or abuses public funds. Some developmental areas should however remain under central government funding e.g major road construction across regions.

  8. The problem with PD is its multitude of unfulfilled promises. During the opening of his first parliament the president promised that a certain percentage (he specified it. Just cant remember the figure) will be retained to benefit the region where the resources are exploited. But just like other promises, this has also proved to be one of those nice words politicians say to woo votes.

    I think this issue is a very serious one which should not be trivialised as being tribal or regional. Can you imagine a district called Lufwanyama rich in emeralds and copper but residents still lead stone age lifestyle? We need to be truthful and not taking advantage of people’s ignorance and docility.

  10. People just like complaining. The truth is that there is no rural province that is better than the other. Everything people talk about is just to use excuses to get more resources than others. What we are doing is like comparing 2 rotten tomatoes, 1 with worms beginning to come out and the other one with worms just before they start coming out and say which one is better. Both tomatoes are rotten! Development has to go everywhere and resources have to be distributed across the country equitably. North-west cannot claim to be worse than any other province, it’s just a perception. The problem is being made by some of you ba-mambala who are fond of w.a.n.k.i.n.g yourselves talking about how poor another province is compared to yours just to make yourself feel superior. Shut up!

The conflicts in Nigeria including the horam are due to parts of a country neglected and it can be worse when resources in one part of a country are being looted and used to develop other parts of the country. It is a time bomb and very soon it will explode. Dont think the people of NWP are sleeping.   12. So Mubukwanu thinks constructing two universities in Muchinga province where sata comes from and none in NW Province where the wealth comes from with no university currently is distributing national wealth fairly?

  14. All those complining that the wealth of Northwestern province is being taken out to develop other parts of the country should trace back to our history first. Wealth from the minerals in the coperbelt has been used to develop all parts of this country including Northwester Province before copper was discovered there. All of us have benefited from the wealth of the Lambland. We have even shifted from our original homes and have sttled on the copperbelt. The fact that the copperbelt is now saturated with people from all parts of the country does not mean it does not have original owners. Did the lambsa at any given time complain that their wealth was developing other parts of the country? Why then should people of Northwestern Province complain becaue their region now has copper.

  17. It is interesting to see pipo from North Western pour so much vile on pipo from other provinces whom they believe are living on their wealth. What beats me is, are we not still in the middle of a debate where the mining companies are boasting of not paying anything to Zambia? If the mines are not paying anything, then, what really are we getting out of NW Province?

    A look at the national budgets shows that almost 70% of the national revenue comes from PAYE and Corporate taxes. We are told that the mines have big concessions and their corporate taxes are minimal. Because the mines are heavily mechanised, few pipo are employed here and therefore, even their contribution to the national treasury in PAYE is minimal. Then could our colleagues tell us what we are stealing from them?

  18. Mineral resource in NW province is national wealth. Proceeds from there must go to develop the entire country equitably. Notion that since NW is home to new copper mines and the province should be the sole beneficiary is bizarre, selfish and primitive.

The answer is the very simple.How many roads were tarred in solwezi townships from the national wealth found on copperbelt and how many in mansa townships and how many in kasama ,chipata ,l/stone and other towns in Zambia.This is just a small picture .The answer is NOTHING for the north western capital.

  23. Nobody is saying only NWP should benefit from the resources it has. @ m.nkonko must be a very dull character and highly unexposed. Alaska in usa is the main producer of oil and every two years the state receives income from usa govt to improve its infrastructure, thats why Pauline built a road to no where because of the money pumped back to the state. The people of NWP need to benefit too and are not currently. NO university the whole province when new crap muchinga already has. Stop playing tricks with peolples’ minds. Repercusions can be harsh.
