Vice President Guy Scott says he is not bothered that he has not acted as President of Zambia ever since he was appointed Vice President.
Dr Scott said he does not view the position of Acting President as a big deal.
“For me, if you are Acting President, you are basically a Chola Boy for the President. At least you are on the phone all the time if Sata wants to harangue you about this or that,” Dr Scott said.
Dr Scott was speaking in Lusaka Monday evening during a public discussion organised by the Post Freedom Committee of the Post Newspapers on the Three Years of the PF in Government.
He added, “Maybe one day Sata will wake up and say, you are Acting President today but I really don’t think about that and it is his discretion why he has not appointed me to act or maybe he does not want to start fighting legal battles because someone will rush to court and challenge the appointment because both my parents don’t come from here.”
Dr Scott also revealed that he spends sleeping nights worrying about the ongoing land grabs in several parts of the country.
He said Zambia is losing huge tracks of land which is being given away by traditional leaders to foreign investors.
“Our traditional leaders have suddenly discovered that if the bend the rules, they can become very rich by selling off large pieces of land to foreigners. They have now realised that they can buy a stretched limousine and a private jet by selling land because they believe they own the land which is not true. The Act is clear, all land is vested in the President,” Dr Scott said.
Dr Scott also explained that Zambia does not have the funds to undertake a referendum on the enactment of a new constitution.
“For me, if I had my way, I would recommend that we come together and agree on the key clauses and then we go to Parliament and have those passed than waiting for a referendum that may never go come.”
Scott must be bitter that he doesn’t act as president when the carcass leaves the country but tries to water down this fact. You first need to change the constitution before this can start happening!

On the Land issue, Scot should blame what is happening on the President and his PF minions.
The president and his minions have grabbed a lot of land from the chiefs in return for nothing, and given the chiefs a go ahead to sell some of it to make money for their chiefdoms because government can not alone develop their areas.
Yes the land selling trend is worrying but the major culprits is Sata and his government who are failing to provide leadership on the matter. What makes it even worse is the fact any one recommended by PF is allowed to force the chiefs to sell him land while opponents of the PF are frustrated.
When chief mukuni realised this corrupt practice of PF grabbing land he decided to sell his to who ever has money not PF members only.

Guy is certainly more cautious, thoughtful sensible in handling national issues and I think he has quality above the rest. On average white people certainly are ahead of us pace wise because they started the race first. But to say their IQ is higher tan that of a black man is not quite right. I may opinion this is a subject with a lot of factors. I have thought about it based on the variety of white people I have worked with and dealt with and come to a different conclusion. Understandably the current state of play in Zambia in particular and Africa in general does not lend itself to any other conclusion. I chose to what I can do to the best of my ability.

Scott is so right about the rate at which we are selling off this country to foreigners. We seriously risk becoming another South Africa where the indigenous population own less than 10% of the country’s land. I thought the idea of anyone acting in a position when the incumbent is not available is simply to enable continuity in the functions/services of that office. Mr Scot.The reason why Chiefs are selling land is because they have lost confidence in your government as you only consecrate in Lusaka and Cooper belt.If you have functional memory center you would see that land grabbing by cadres has become rampant during your administration,thus,the Chiefs have taken advantage of your porous Leadership skills.

Well said Doc Scott, really I’m beginning to like what I hear from you sir these days, “discretion is indeed the better part of valour”. However more scrutiny on these investors especially in the agriculture sector-firms such as Zambia Sugar, Dar farms, Sable farms and Zambeef are actually doing more harm than good. The state would do good to nationalise their assets and run them as parastatals it would be to the benefit of all Zambians if this was done comrade Scott sir. As for not acting as President, you in recent days I believe proved to be a worthy civil servant in whatever capacity HEMCS sees fit and there are so many ways I believe you can continue to assist Zambia.

First the idea of acting president i think Scott is spot on. we have vultures waiting for the day when MCS will appoint him as acting President, the same people questioning why he doesnt will be the first ones rushing to courts to challenge why a foreigner is acting president (personally i think he can act but cannot be president). On the issue of land grabs, i think Dr Scott is missing the point and all we need to do is to ensure that the moneys that chiefs are accruing to themselves on the purported behalf of their people must be properly channeled. the example he gives points to a rich chief in Livingstone/Kazungula who we all saw in the post has a limosine and has or is planning to buy a private jet.

The roadmap has not yet been passed as law. There is nowhere in the current constitution that the exercise requires a referendum by law. Go read it. You should be lobbying your MPs to enact that as a law instead of showing how little you have read your own constitution. Eish!

On the constitutional refurendum, I do not agree with Dr Scott. If this constitution is not adopted by means of a referendum, then expect another consitution making process soon because it will lack legitimacy and universal acceptance, as always has been the case in the past.

Mr VP, I would not downplay the role of acting president as you easily as you say.
On the land issue, unify the chiefs instead of alienating them as you have done/said (‘limos and jets’) – that will not bring unity to the nation.
On the constitution, selecting a few clauses here and there and using parliament will not represent the will of the people – we all know you will pick cluases that favor PF. Also MPs do not engage their constituencies and PF has a majority in parliament. Non-starter.
Rather, PF should release the draft, then state that we can vote for the new constitution in 2016 with the general elections. Further, there are also donors waiting, begging to fund the referendum, but you claim the money can be better used elsewhere.
