A crop of maize for a peasant farmer in Chongwe
Zambia and Tanzania are the only two countries in the SADC region with a food surplus in the wake of crop failure caused by poor rainfall.
This came to light during a closed door sitting of the SADC Heads of State and Government Summit in Gaborone, Botswana.
And the SADC Heads of State and Government has praised Zambia and Tanzania for being the only two countries with a food surplus in the region.
The summit has since urged Zambia and Tanzania to put in place interventions to provide relief to persons that suffered crop failure in the 2014-2015 farming season.
ZNBC’s Bangwe Naviley reports that President Edgar Lungu’s Special Assistant for Press and Public Relations Amos Chanda disclosed this to journalists after a closed door sitting of the summit.
And Mr Chanda said President Lungu is tomorrow expected to announce key interventions on food security and farmer productivity.
Zambia has been found with a positive food balance sheet following the looming hunger in the region.
He also said the fall in the commodity prices at the international market is affecting all Countries in the region including Zambia.
He also said the summit has urged Countries in the region to be cautious with borrowing to avoid disturbing their economies.
On energy, Mr. Chanda said SADC Chairperson and Botswana’s President Ian Khama has noted that poor rainfall is wrecking havoc in the region.
Education Minister Michael Kaingu says Voluntary Counseling and Testing-VCT- is the best way of curbing the spread of HIV -AIDS and living health lives is the advent of the killer virus.
Dr Kaingu, who has undertaken an HIV test, has since called on all leaders at various levels in community to lead the way in fighting the spread of the disease.
He says being HIV positive is no longer a death sentence because people are able to access treatment from government health facilities freely.
Dr Kaingu was speaking during the commemoration of this year’s national VCT day in Mwandi.
This year’s theme is being held under the theme ‘universal access to annual HIV testing and counseling.

State house has dispelled as false, allegations that works on the Solwezi-Chingola road have stalled and contractors are not on site.
Speaking when he toured the road works today, State house Permanent Secretary Emmanuel Chilubanama dispelled the allegations made by MMD national secretary Raphael Nakacinda as false and misleading.
Mr Chilubanama said it is unfair for politicians to make unfounded claims and bring the name of the President into disrepute.
He said the contractors are on site and making detours so as not to disrupt the flow of traffic and wondered which works have stalled.
Mr Chilubanama said according to the contract, both Buildcon and China Geo Corporation are on schedule.
And Buildcon site agent Anthony Chongo told the Permanent Secretary that his firm was on course with the works.
Mr Chongo said so far about eight kilometers of the road has been ripped off.
Mr Nakacinda over the weekend alleged that works on the Solwezi-Chingola road have stalled and contractors are not on site when he appeared on a radio program in Solwezi.

The Lusaka Magistrate Court has sentenced former Zambia Railways Director of Finance Regina Mwale to 18 months simple imprisonment for two counts of abuse of Authority of Office.
Delivering Judgment this morning, Magistrate Obbister Musukwa said a custodial sentence was appropriate to deter would be offenders.
Magistrate Musukwa said each count carries a sentence of 18 months but the sentences will run concurrently.
Mrs. Mwale was jointly charged for two counts of abuse of authority of office with former Zambia Railways Chief Executive Officer Clive Chirwa who was acquitted yesterday.
In mitigation, Defence counsel Mulilo Kabesha pleaded with the court to exercise maximum lenience as his client was a first offender who had served Zambia Railways for 25 years, a single mother with four children and was diabetic and hypertensive.
He pleaded with the court not to impose a custodial sentence because his client had already shown remorse after spending a night in prison.
Particulars of the offence are that Mrs. Mwale while working as Director of Finance at Zambia Railways authorised payment of rentals of K72000 per month without seeking authorization from the board of directors for an apartment at Fallsway Apartment where Professor Clive Chirwa was accommodated for four months.
Amanda Sibeso Wamunyima is expected to represent the state of Florida in the Miss America pageant that will take place on August 26 at the Curtis Theatre, Brea, California.
The pageant, which has attracted 38 contestants from different states of the United States, is run by Susan Jeske, who has been involved in pageantry for over 29 years as a competitor, judge, and pageant director.
Amanda, who attended Kabwe High School but is now resident in Florida, Orlando, is thrilled to represent the state in the pageant.
This is the third time she is making a shot at the pageant. “If at first you don’t succeed, try, try, try again. Third time is a charm. The road to the national crown is officially in full force. I am honoured to represent the state of Florida in the upcoming Miss America Pageant,” she posted on her Facebook page.
The biography of Amanda on the Miss America website describes her as a Zambian loyalty.
“Amanda is Zambian royalty – daughter of Princess Alice Kaiko Kabuku and Brigadier General Erix Wamunyima of the Lozi people. She is a model, actress, entrepreneur, CNN iReporter and TV host. She is a humanitarian, founder of ieEmbrace organisation that helps provide medical supplies to hospitals in underserved nations.
“She started her first business at 18, and often travels to corporate events with network marketing company Solavie Mobile. She is looking forward to volunteer with the American Red Cross during her reign, raising awareness through her We Are United programme,”
In a recent interview she had this to say ‘ I own Miss Zambia USA and looking for girls age 20-28 to take part in the pageant, I have opened it to girls in Zambia for the first time, so far I’m working with 2 from Lusaka that I’m mentoring. My goal is to train a girl that will win Miss World or Miss Universe for Zambia soon.’
President Lungu with Mumbi Phiri
PATRIOTIC Front (PF) deputy secretary-general Mumbi Phiri has advised United Party for National Development (UPND) president Hakainde Hichilema to tone down his attacks and offer constructive criticism to Government.
Mrs Phiri said it is regrettable that the opposition has developed a habit of issuing statements suggesting that the country will plunge into violence. Mrs Phiri said in an interview in Zambezi that Mr Hichilema should also stop accusing President Lungu of condoning and perpetuating violence in the country.
“President Lungu is on record condemning violence. The matter concerning the violence which occurred on the Copperbelt where the opposition was attacked is in court and people were arrested,” Mrs Phiri said.
She was reacting to issues raised by the opposition leader at a briefing in Lusaka on Friday where Mr Hichilema alleged that President Lungu was abetting violence.
She said Mr Hichilema should focus on building his party instead of unnecessarily attacking President Lungu.
“Let him focus on his party instead, because we have heard that his new party vice-president Geoffrey Mwamba has already started saying that he will take over as president after 2016 because he is sure that HH will not win. Let us wait and see if the leadership in UPND is going to agree that a newcomer takes over their party,” she said.
She urged Mr Hichilema and the UPND to offer constructive checks and balances to Government for the development of the country.
“Why are they constantly talking about violence? Are they wishing that Zambia was on fire? The answer is no. Those people who wish this country ill are jokers because we want this country’s peace and prosperity to continue for our children, grandchildren and generations to come. We refuse the violence they are talking about,” Mrs Phiri said.
She said UPND cannot be allowed to continually talk about violence in Zambia because such talk might breed violence
ECZ Public Relations Manager Chris Akufuna
THE Electoral Commission of Zambia (ECZ) says there is nothing sinister about the by-elections not being held for the Kabulonga ward Local Government seat, which was held by State House Deputy Minister Mulenga Sata (below) before his appointment by President Lungu.
ECZ spokesperson Cris Akufuna said in an interview yesterday that the commission has not kept quiet on the Kabulonga ward seat as reported in some sections of the media.
“The commission can only call for a by-election after being informed of the vacancy by the Speaker of National Assembly in the case of a parliamentary seat and town clerk in ward elections,” he said.
Mr Akufuna said the Kabulonga ward seat is not vacant as far as ECZ is concerned and will only proceed to conduct elections after receiving notification of its vacancy by the town clerk.
“We know from the media that the seat is vacant but we cannot call for a by-election basing on media reports. It is, therefore, incumbent upon the stakeholders and the electoral officer who is the town clerk to inform ECZ,” he said.
Mr Akufuna said ECZ always follows procedure in conducting elections and that in this case, the Kabulonga ward by-election can only be called after notification of its vacancy is issued by the town clerk
He was reacting to concerns by the UPND that the ECZ has remained silent over the local government seat held by Mr Sata before he was nominated to Parliament.

Former Zambia Railways Chief Executive Officer Clive Chirwa says appearing in court for three years has been horrific.
The Lusaka Magistrate on Monday acquitted Professor Chirwa for abuse of authority of office while his former Director of Finance Regina Mwale was convicted and will be sentenced on Tuesday Morning.
In an interview, Professor Chirwa said he sacrificed a lot to come and serve Zambia as a Good Samaritan but that he ended up being arrested for a crime he did not commit.
Professor Chirwa said, “It has been horrific, it has been three years of coming to court for something I believe it didn’t do and I have got the Director of Finance whom i believe didn’t do anything wrong.”
He added, “Anyway we will see about that. It is hard to come as a Good Samaritan to come and help and only to end up in this position. I will call up a news conference and I will elaborate, even though Ms Mwale did that, it wasn’t her fault because it was authorised by the PS, it is really sad that she has remained in there.”
Yesterday, Prof Clive Chirwa was acquitted of two counts of abuse of authority and failure to declare interest.
Professor Chirwa’s co-accused former ZRL director of Finance Regina Mwale was however convicted for authorizing payments for his (Prof Chirwa) accommodation at Fallsway Apartments which was above his threshold.

Mr Musukwa said there was no evidence directly linking Prof Chirwa to having instructed management at ZRL to make payments for his accommodation but Mwale authorized the payments in disregard of directives from the ZRL board.
Prof Chirwa ,60, was alleged to have between November 1, 2012 and December 31, 2012 as Chief Executive officer ZRL recommended at the Zambia Railways Board meeting that his company, Clavel Incorporated Limited be engaged to train key Zambia Railways Limited (ZRL) employees without disclosing interest.
Prof Chirwa together with Mwale, 51, was alleged to have abused the authority of their office.
They allegedly authorized payment of K289, 128.84 to Fallsway Apartments of Lusaka for accommodation for the benefit of Prof Chirwa without following laid down procedures an act which is prejudicial to the rights and interest of ZRL, a public office.
But Mr Musukwa said according to the evidence in his 76 paged judgments, there was no evidence linking Prof Chirwa to having directed ZRL management to make payments at Fallsway Apartment for his accommodation in disregard of the board.
Mr Musukwa however said that Mwale went against the directive of the board to make the payments instead of finding alternative accommodation for Prof Chirwa despite having been instructed by the board to refurbish Prof Chirwa’s house in Kabwe or find a cheaper accommodation in an event that the house was not ready.
“I am satisfied that A2 (Regina Mwale) abuse her authority and I therefore convict her accordingly” Mr Musukwa said.
He said that the court could not make an assumption that the fact that Prof Chirwa was CEO, he therefore instructed management to pay for his accommodation adding that the court had a duty to guide against wrong assumptions by the prosecution.
Mr Musukwa said it was for this reason that he was convicting Mwale because there was evidence to show that she made payments in disregard of the board’s directive.
How however noted that the payments for Prof Chirwa’s accommodation for a month were in excessive seeing the country’s economy.
On his failure to disclose interest, Mr Musukwa held that the prosecution failed to prove a case against Prof Chirwa because he only failed to disclose interest but no further action was taken regarding the same (he was not awarded the contract).
An outcry on social media has forced a newly formed Lusaka firm to withdraw an advert in which it had advertised to recruit a white lady for the position of Personal Assistant to the Chief Executive Officer.
The advert placed by Ikulile, a firm based in Northmead in Lusaka sought to recruit a female Personal Assistant to the CEO who possess a Degree and not older than 40 years of age and preferably white.
The advert drew widespread condemnation on Facebook and other social media platforms with some people describing the advert as sexist and racist.
Edwin Vunza Simbeya, a Facebook user posted that “This is utter nonsense. These chaps need to know that Section 108 of the Industrial and Labour Relations Act prohibit such types of discrimination. I will whisper to someone for some serious affirmative action.”
Birbal Bonficae Musoba wrote, “Damn! That’s outrageous! In Zambia of all places!”
Bunda Mukupo said “Very disheartening indeed, why would you prefer a particular color, hopefully this has caught the attention of relevant bodies and it gets corrected.”
Ikulile is a housing development scheme that deals in construction advisory services and offer loans to civil servants to buy and build houses.
Ikulile Corporate Affairs Manager Mathews Nguni said the firm realized the mistake it made and has since engaged a professional Human Resources recruitment firm to re-advertise the position.
“We made a mistake and we have decided to issue a fresh advert which will come out in the papers on Wednesday so people should just look out for that new advert,” Mr. Nguni said in an interview in Lusaka.
On the criteria for selecting females only, Mr. Nguni said the company wanted to employ women as a way of women empowerment since there are fewer jobs for women in Zambia.

ITS RIDICULOUS FOR A PARTY SEEKING TO FORM GOVERNMENT TO BELIEVE CREATING 500,000 JOBS IS AN IMPOSSIBLE TASK
Zambians of goodwill, including well-meaning stakeholders have been called upon to join His Excellency President Edgar Chagwa Lungu important fight against youth joblessness and the lack of economic opportunities accruing to the Zambian youth. President Lungu has once again proved PF’s armchair critics that his administration has not reneged on its commitment to ensure youths from academic institutions, and the wider community benefit from the country’s economic opportunities. At the heart of President Lungu’s call is PF’s commitment to existing and emerging small entrepreneurs to conduct their business in an enabling environment. It can therefore not be denied that with the resolve to ensure economic opportunities and jobs, both in the formal and informal sector, accrue to the youth, Zambia is positioned to record more success stories of entrepreneurs and economic giants from today’s present generation of youth. Therefore those who have elected to be dismissive of President Lungu and PF’s commitment on this score must be reminded that wise people do not throw a baby with bathing water. They must also remember that this decision, once successfully implemented, will translate in job creation and economic growth and benefit the bigger population.
It is therefore unfortunate that in their usual fashion, Opposition Parties such as UPND, seeking to be given the mandate to rule does not believe it is possible to create 500,000 jobs. On this basis alone, Zambian youths must dismiss UPND’s rhetoric around economic development because they do not even believe in job creation and economic creation. PF has unveiled its youth jobs plan to the nation and Zambian youths have seen it. We ask Zambian youths to demand that as opposed to being pessimists and doubting Thomas, UPND must challenge PF’s Jobs Plan with an alternative which they must unveil to the nation. Zambian youths must not buy UPND’s old story of “dummy budgets and youth empowerment and employment plan” hidden in some briefcase somewhere. We are calling out the UPND to show Zambians how they will create jobs and not the cheap politicking they are engaging in. Zambian youths would want to see the contestation of ideas and not just cheap and twisted propaganda by the UPND and their colleagues in certain media houses. We have also noted that some media houses bent on twisting facts in order to suit their narrative have dedicated effort to kill President Lungu’s youth empowerment and jobs even before it is can walk. It is not too late for UPND to graduate into a progressive Opposition Party, and serve as a proposition of new and innovative ideas.
Lastly, it must be noted that the youth of Zambia spoke in 2011 and have continued to insist that 50 years after Independence, economic benefits must begin to accrue to them. This includes a marshal plan responding to their social and economic problems in terms of jobs, housing, education, healthcare, access to water and electricity, land reform, etc., and President Lungu and PF have heard, understood and acted on this important demand.

Patriotic Front Pambashe Member of Parliament Ronald Chitotela says it is impossible for the Zambian people to remove the PF from government.
Mr Chototela has told QFM News that Zambians are not ready to change government because the ruling party has delivered massive development since taking over government in 2011.
Mr Chitotela who is also youth and sport deputy Minister says the PF has also created an enabling environment for young people to get into employment.
He is confident that the ruling party will be returned to power come 2016 because of the development it has delivered to the people of Zambia.
Mr. Chitotela adds that the Patriotic Front has also fulfilled most of the campaign promises made in 2011 and has earned it the confidence of the Zambian people.
And Central Province Minister Davies Chisopa says the opposition should wait for the 2016 general election and see how they will be humiliated by the ruling party.
Mr. Chisopa says people are impressed with the PF administration in view of the developmental projects taking place countrywide.
Mr. Chisopa who is also Mkushi South Member of Parliament says the recent by-elections the ruling party has scooped have vindicated the PF that it remains popular.
PRESIDENT Edgar Lungu has urged the Southern African region to operate on a firm path of accelerating economic growth in order to meet the aspirations of the people.
Mr Lungu said it was important to create a conducive business environment that promotes sustainable development and conditions in which the private sector and other economic players could thrive.
He was speaking in his maiden speech at the two- day 35th Southern African Development Community (SADC) Heads of State and Government summit at the Gaborone International Conference Centre (GICC).
The President said it was imperative to acknowledge the realities of the world and renew a common resolve to sustain the core principles and objectives of SADC.
Mr Lungu said SADC member states faces challenges such as high unemployment, particularly among the youth, adverse impact of climate change, energy shortage and skewed industrial development.
Other challenges were low intra-regional trade, inadequate infrastructure, low productivity in agriculture and livestock as well as in the education and health sectors.
“These are, however not insurmountable. I am confident that through our concerted and collective efforts, determination and hard work of our people coupled with able and visionary leadership, we shall overcome,” he said.
Mr Lungu said despite the positive regional and global economic outlook, SADC countries face new social, economic, political and security challenges that could have an adverse impact on the region.
Mr Lungu said if taken individually, member states do not provide attractive markets and destinations for investment.
He said it was for that reason that initiatives aimed at broadening markets under the tripartite and continental free trade areas were supported.
President Lungu said Zambia, therefore, remains fully committed to the implementation and realisation of all SADC protocols and programmes.
He expressed delighted that SADC was on the right track building upon past achievements to mould a better future for the people.
“I appreciate that our regional organization has made tremendous strides in several areas including trade, infrastructure development, peace and security, health education and food security,”he said.
He said other commendable regional programmes being implemented include the construction of the Kazungula Bridge over the Zambezi River.

And Outgoing SADC Chairperson Robert Mugabe, who is also Zimbabwe’s President has handed over the SADC Chairmanship to Incoming Lt. Gen Seretse Khama lan Khama, President of Botswana.
ZANIS reports that Mr. Mugabe who stressed the need and importance of preserving the values on which the Southern African Development Community (SADC) was established advised the member states to treasure this as founders sacrificed immensely.
Mr Mugabe who gave a brief history background to the formation in recognition of President Kenneth Kaunda, Sir Seretse Khama, among others, described SADC as the most powerful and stable regional grouping in Africa.
“The formation of SADC has not come on a silver platter but with so much struggle just to ensure peace was put in place as a vital ingredient of economic development, “he narrated.
Mr. Mugabe also added that during the year under his tenure, a number of achievements were scored in various areas, among them health, food security, education and infrastructure development.
Others are the successful launch of the Tripartite Free Trade Area (TFTA), in June, this year.
The TFTA is an integrated market comprising Common Market for Eastern and Southern Africa (COMESA), the East African Community (EAC) and the Southern African Development Community (SADC).
The purpose of this trade agreement is to pave way for smooth movement of goods and services thereby addressing the trade imbalance.
On Peace and Security, President Mugabe urged the Summit to continue assisting member states such as the Democratic Republic of Congo (DRC) in an effort to finding a lasting solution in that country.
Mr. Mugabe who received a round of applause, thanked the support of the member states for his successful performance.
And the Incoming SADC Chairperson Lt. Gen Seretse Khama lan Khama in his acceptance speech assured the member states that he will continue from where the former Chair has left to double up the performance in an effort to sustain the vision of the regional grouping.
Lt. Gen. Khama thanked Mr. Mugabe for his wise counsel and commitment to strengthening the mechanisms in place.

CBU students leave campus after government closed it indefinately
The Copperbelt University which was recently closed indefinitely reopened today.
And the Copperbelt University Students Union (COBUSU) is excited about the reopening of the institution.
COBUSU President Humphrey Mwenya has told Qfm News that the students have begun attending lectures, while lecturers are conducting lectures.
Mr. Mwenya says the union is grateful to government for intervening in the standoff between management and the lectures at the second highest learning institution in the country.
He has however advised government to in future act promptly and not wait until the situation worsens.
He says the students are hopeful that a similar impasse that would affect the academic calendar will not happen in the future.
Mr. Mwenya states that what transpired at CBU was uncalled for and has the potential to spill over to other institutions, thus such situations should be avoided at all cost.
He has promised that students will remain peaceful and will concentrate on their education as they are already behind as a result of the closure.
Financially limping Roan United on Saturday failed to travel to Solwezi to fulfil their FAZ Division One North fixture against FQM Mining Operation that was scheduled for Sunday.
Roan is reported to be facing financial difficulties in the wake of reduced funding from sponsors China Luanshya Copper Mines necessitated by the club’s demotion from the Super Division last season.
The team broke camp on Saturday hours before they could leave for Solwezi.
Club chairperson Chisoni Miti said Roan requested FAZ to push their Week 23 match against FQM to Wednesday after failing to travel to Solwezi.
Without giving details, Miti said a logistical hitch led to the postponement of the match.
“We requested FAZ and our colleagues FQM that the game be postponed because of a logistical hitch in our camp,” he said.
“The hitch has been sorted out and now the game will be played on Wednesday,” Miti said.
Fourth placed Roan have 36 points from 22 matches played.
Meanwhile, Kalulushi Modern Stars have opened a one point lead at the top of the Division One North table despite Saturday’s 1-1 draw at Zesco-Solwezi.
