THE Bank of Zambia (BoZ) will honour President Michael Sata and all former Heads of State by incorporating their portraits on a commemorative banknote to be issued in October this year.

This is part of the golden jubilee celebrations to be held on October 24, 2014.

Central Bank Governor Michael Gondwe announced on Wednesday evening at the BoZ 50th Golden Jubilee gala dinner in Lusaka that the bank would honour President Sata, Dr Kenneth Kaunda, late Dr Frederick Chiluba, late Dr Levy Mwanawasa and Mr Rupiah Banda.

Zambia has had five Republican President in the 50 years it has been independent, with Dr Kaunda as the first one having ruled from 1964 until 1991 when Dr Chiluba took over.

As third President, Dr Mwanawasa ruled Zambia from 2001 until his death in 2008 when Mr Banda took over.

Mr Banda lost the elections to Mr Sata in 2011.

Dr Gondwe explained that the Central Bank would incorporate the portraits of Mr Sata and those of the four former Presidents on a commemorative banknote to be issued in celebration of Zambia’s 50th Independence anniversary.

As part of 50th anniversary, the Central Bank on Wednesday launched a bimetallic coin with a face value of K50, bearing the portrait of President Sata.

“The coin bears the Coat of Arms which is Zambia’s national symbol with the wording ‘Zambia’ and face value of fifty kwacha on the obverse side while the reverse side bears the portrait of the incumbent President with the wording ‘Bank of Zambia 50th anniversary’ and the commemoration period 1964-2014,” Dr Gondwe explained.

He said the coin symbolised the Central Bank’s continued support to the national economy through the issuance of legal tender, as well as prudent monetary policy management.

The BoZ also launched a book titled, “50 years of Central Banking,” with Dr Gondwe urging interested parties to take keen interest and obtain the book or purchase the coin from BoZ offices in Ndola and Lusaka.

THE Anti-Corruption Commission (ACC) is studying the alleged misuse of more than K3.3 million at the Ministry of Local Government and Housing for possible investigations.

ACC spokesperson Timothy Moono said it was after studying the matter that the next step would be followed saying if grounds for an investigation were found, the matter would be pursued further.

“We have to study the matter that is when the next step will be taken, that is all I can say for now. If grounds for an investigation are established then we will follow the matter further,” Mr Moono said.

Seven junior officials at the Ministry of Local Government and Housing have been suspended for allegedly diverting K3.3 million, part of which, K1.3 million was allocated to Rufunsa Constituency as Constituency Development Fund (CDF).

Meanwhile, the Non Governmental Organisation Coordinating Council (NGOCC) has urged Government to tighten loopholes in ministries with regard to financial management accountability.

NGOCC executive director, Engwase Mwale was concerned that corruption had continued to be uncovered in various sections of the ministries.

Ms Mwale said in an interview in Lusaka yesterday the country needed to rise up to the challenge in order for resources to be utilized in developing the country.

She said the continuous reports of misappropriation of funds in the public service was worrying adding that it needed to be addressed promptly.

She urged law enforcement agencies to move in and investigate the reports so that all the people involved in the scam were brought to book.

Ms Mwale urged the public service around the country to serve citizens as opposed to enriching themselves through selfish motives.

“There is need for each and every resource to be channeled to developmental programmes, it is disappointing for the public service to enrich themselves at the expense of Zambians,” she said.

The Zambia Environmental Management Agency (ZEMA) today destroyed about 300 smuggled bricks of cigarettes worth over K1 billion at the Livingstone City Council’s dump site.

Speaking in an interview with ZANIS, Zambia Revenue Authority Corporate Communications Manager, Mumbuna Kufekisa, said the move was taken in accordance with the Food and Drugs Act Chapter 295 of the Laws of Zambia as well as the Public Health Act.

Mr Kefekisa said the cigarettes were smuggled into the country between November 2013 and July 2014.

“The cigarettes were being smuggled into the country on bicycles which often carry groceries and fruits being imported in petty consignments from neighbouring Zimbabwe,” he said.

He said the destroyed cigarettes included brands such as Gold Remington, Pacific Blue Seville’s, Kingsgate, Everest and Kingdom, adding that they did not have cigarette stamps from the Zambia Revenue Authority as required by law.

Mr Kufekisa explained that the smuggling of goods had a negative effect on the economy as it resulted in huge revenue losses for the government.

“Smuggling distorts market prices which in turn affects the manufacturing industries. The end result is unfair competition on trading grounds and also distortion of the economy”, he said.

He further added that that registered companies dealing in tobacco were at risk of closing down and the closure of such companies would mean loss of employment for many people in the country.

Mr Kufekisa said ZRA would tighten measures and ensure people who brought goods in the country followed the right procedures and paid the right amount of tax.

He has since warned smugglers not to expect sympathy but face the full wrath of the law once caught.

Government has released funds to clear all outstanding salary arrears for TAZARA employees who have been on a long running strike.

Transport, Works, Supply and Communications Minister, Yamfwa Mukanga, in a statement issued to QFM News says government expects operations at TAZARA to normalise with the release of the funds.

Mr Mukanga says government is further committed to securing more funds to dismantle the backlog of unpaid retiree benefits and for business operations in the near future.

He has since urged all TAZARA workers on the Zambian side to resume work immediately without fail.

Mr Mukanga adds that government will not be held at ransom by strike actions, especially when the right channels are not followed.

He says it is also important for the workers involved in the strike action to realize that any action that disrupts industrial harmony leads to losses on the part of the company like TAZARA which is not making profit.

Mr Mukanga has since reaffirmed government’s commitment in addressing the labour and operational challenges currently facing TAZARA in order to spur sustainable growth of the railway sector.

The Minister has also revealed that his ministry has engaged the Ministry of Finance and Management of Zambia Railways and the Union to work out modalities of how to settle the outstanding arrears for former Railway Systems of Zambia employees through the 2015 National Budget.

Female condoms run out in Kaputa

The Kaputa District AIDS Task Force (DATF) says there is a shortage of female condoms in the district.

ZANIS reports from Kaputa that District AIDS Coordination Advisor (DACA) Charity Mulubwa attributed the shortage of the female condoms to increased demand by women.

Ms. Mulubwa said women in Kaputa have taken a liking to female condoms more than they used to previously.

She added that the district has been recording an increase in the number of condoms distributed.

She explained that Kaputa DATF recently received a consignment of one box of female condoms containing 1,000 packs and two boxes of male condoms containing 2,000 packs but the female condoms have already run out.

Ms. Mulubwa said this during the Organization Capacity Assessment (OCA) meeting between Kaputa DATF team and officials from the National AIDS Council (NAC) and SHARE II in Kaputa yesterday.

She revealed that the district is also conducting a life skills training programme for youths.

Meanwhile, Kaputa DATF Chairperson Fenston Katai said the introduction of Antiretroviral Treatment Therapy (ART) has helped reduce the number of terminally ill patients in the district.

He said this has also seen the abolishment of the home based care facility as a lot of people are mobile and have no problems to warrant the home based care facility to continue.

Mr. Katai added the child grant money which the department of Social Welfare is giving has also contributed to reducing the social impact of the HIV/AIDS disease.

Chief Munkanta of the Chishinga people of Kawambwa district has castigated opposition Movement for Multi-party Democracy (MMD) President Nevers Mumba for ignoring traditional etiquette.

ZANIS in Kawambwa reports that chief Chishinga is upset that Dr Mumba held a political rally in his chiefdom without paying a courtesy call on him.

The Chief says it is sad for a man aspiring to be president of the nation to ignore traditional etiquette.

Chief Munkanta wondered why Dr Nevers Mumba ignored him when even Republican President Michael Sata respects chiefs by paying a courtesy call on them whenever he is in their area.

The chief said this when Luapula Province Minister Benson Kapaya accompanied by Patriotic Front Luapula Province Chairman Nixon Chilangwa paid a courtesy call on him yesterday.

Chief Chishinga said he only learnt about Dr Mamba’s rallies when his subjects informed him that the MMD president held a meeting to drum up support for the party candidate contesting in the Kawambwa ward local government elections scheduled for August, 19, 2014 in Kawambwa Central constituency.

And Patriotic Front Luapula Province Chairman Nixon Chilangwa introduced Mwenya Mwila the candidate contesting the Kawambwa Ward Local Government elections on the Patriotic Front ticket to the Chief.

The Kawambwa ward seat fell vacant after the imprisonment of the area ward Councilor Chansa Manyetela.

Mr Manyetela was jailed for three years for misappropriation of building materials procured under the Constituency Development Funds (CDF) for the construction of A classroom block at Kawambwa Primary School.

But when contacted for a comment by ZANIS in Lusaka today MMD National Secretary Muhabi Lungu said he was not in Luapula with Dr Nevers Mumba .

Mr Lungu however referred all queries to Raphael Nakacinda the Special Assistant to Dr Mumba whose phone went unanswered .

Government concerned at the slow pace at which Chinese contractor is working in Kaputa

0

Government has expressed concern at the slow pace at which Hua Jiang Investment the contractor working on Kaputa Boarding School is working.

Kaputa District Administrative Officer Alick Kampamba said the contractor is moving at a slow pace and that the district authorities are now concerned that the school might again fail to open by January next year.

Mr. Kampamba who toured the construction works at the school yesterday has since directed the contractor to speed up the works and ensure that they are completed at the end of this year.

He said government wants to see the school open to the public including the boarding section.

The DC said it would be unacceptable for the school not to open when about 95 percent of the works have been done and only minor works in the sewer lines were remaining.

He advised the contractor who are complaining about the rocks in the area to use explosives to break the stones and continue with the works.

Mr. Kampamba also asked the contractor to increase the number of workers and bring in more materials for the project.

During the tour, Hua Jiang Investment representative, Shang Long said the construction of the school might not be completed this year due to the challenges of rocks when digging drainage for sewer lines.

Mr. Long said the drilling machine from its head office in Lusaka has failed to work due to excessive rocks in the area.
He also attributed the delays in the works to lack of materials to use for the project adding that arrangements have however been made with the company head office in Lusaka to send what was required.

Mr. Long said the remaining works can however be done within four months provided all the necessary materials including the drilling machines are sent on time.

Kaputa secondary which is being upgraded to a boarding is the only secondary school covering both Kaputa and Nsama districts and the lack of places for grade 10 has forced government to open some classes for learning at the incomplete structure.

Government, through the Ministry of Sport, Youth and Child Development, has appealed to youths in Southern Province to take advantage of the youth Empowerment Fund to create employment and better their lives.

In an interview with ZANIS today, Youth Development Coordinator, Sitali Mukonka, said the allocation of K1.5 million towards youth development fund was a huge opportunity which the youths should take advantage of and apply for loans.

Mr Mukonka said the department of Sport, Youth and Child Development had done its work of sensitizing all the youths in all the districts of Southern Province to apply for the loans, adding that the department would endeavour to ensure that all the money allocated is disbursed to viable youth projects that would be approved in the province.

Mr Mukonka said youths in the province had no excuse to make as the government has committed itself to improving their lives through the youth development fund.

“On our part we have done massive sensitizations on how youths can access these funds and we want to ensure that the entire amount allocated to the province is disbursed to viable youth projects that will be approved.

“And I, therefore, call upon all the youths in the province to take this opportunity to apply for the youth empowerment fund to improve their lives and complement government’s efforts in job creation,” Mr. Mukonka said.

He said so far the provincial office has only received 80 application forms from youths.

Some of the projects the youths are required to apply for under the fund include income generating projects such as those in agriculture and tourism sectors among others.
