Speed and Safety of Zambia Railways trains will only be guaranteed after 2018

Zambia Railways Limited has started testing speeds on some railway stretches which have been rehabilitated.The Company is targeting to increase speed from 20 to 80 kilometres per hour.

During a press briefing in Lusaka yesterday, Zambia Railways Limited Chief Executive Officer Muyenga Atanga said the speeds will totally increase after the completion of rehabilitation works in 2018.

Professor Atanga said speed and safety will only be guaranteed in 2018 when the world class contractor Bombadier completes the installation of signaling in the same year.

Currently speeds are very slow.The Mulobezi train travelling at a speed of 15 kilometres per hour takes up to 2 days to reach Livingstone which is 168 kilometres from Mulobezi District.Professor Atanga said the mining sector, KCM in particular, has awarded contracts to his institution to transport cargo but that speed is an issue.

Prof Atanga said the company is ambitious and determined to prove to stakeholders that the State is not pumping funds into a “bottomless pit”.He said that ZRL under his leadership had managed to use the US $120 million,which is part of the US $750 million Eurobond, it received from Government to remain afloat.

He said ZRL will start making profits next year as 2013 and 2014 were for capital investments.

Prof Atanga cited some of the strides as the recent launch of the Mulobezi train under very difficult conditions as well as the Kapiri-Nakonde train.

Prof Atanga said to further enhance passenger services, ZRL would be launching another train with modern technology towards the end of September and first week of October, this year.

He urged people to avoid listening to some sections of society who were talking ill about ZRL but that they should instead relax and watch the railway company as it moved to success.

Prof Atanga said ZRL was under difficult conditions reviving the inter mine project, which requires an investment US $50 million for it to work properly, but was using its initiatives to resuscitate it.

Prof Atanga said ZRL had signed a contract with Konkola Copper Mines (KCM) to move 560,000 tonnes of cargo and that by September, this year it was determined to start moving 20,000 tonnes.Prof Atanga disclosed that besides the mines, Government approached ZRL in April this year on whether it was capable of transporting 50,000 tonnes of fertilizer coming from Saudi Arabia and he assured them that ZRL was
ready to move the commodity.

Lusaka High Court dismisses application to block by-election slated for August 19

THE Lusaka High Court has dismissed an application by former MMD Mangango member of Parliament Robert Chiseke to restrain the Electoral Commission of Zambia (ECZ) from holding the parliamentary by-election slated for August 19.

High Court judge Anessie Banda-Bobo said in a ruling delivered on July 30 this year that Mr Chiseke’s application did not raise issues to be determined during trial.

This is in a case in which Mr Chiseke applied for an order of interim injunction to restrain the ECZ from holding elections before the determination of the matter.

“On the basis of the evidence before me, I deem that the applicant has not raised a serious legal issue to be determined at trial. The applicant has also not shown that the same does not go beyond the confines of mere inconvenience.

“In addition, I am of the considered view that the balance of convenience tilts in favour of the petitioner [Richard Simbula], a Patriotic Front member, who lost the election in Mangango, and ECZ. The application is dismissed but I make no order as to costs,” Mrs Justice Banda-Bobo said.

She said Mr Chiseke’s application is not a proper case in which to grant him the relief sought but granted him leave to appeal.

Judge Banda-Bobo said court process did not stop Mr Chiseke from filing his nominations papers because he was aware of the elections.

“I am cognisant of the fact that refusal to sustain the injunction sought would entail that Mr Chiseke would not contest the Mangango by-election but if that be the case, Mr Chiseke has himself to thank,” she said.

Mrs Justice Banda-Bobo said Mr Chiseke’s application has failed to show that there is a serious dispute between the parties with respect to the elections which he seeks to stop from going ahead.

She said Mr Chiseke cannot claim that there is a clear right of relief because of his own volition or due to ill advice decided not to file his nominations.

Meanwhile, the Lusaka Magistrates’ Court has acquitted United Party for National Development (UPND) cadres who were arrested and charged in 2012 for idling and disorderly conduct.

Magistrate Lameck Ng’ambi acquitted Aaron Sililo, Joseph Mazonda, Lemmy Mukoba, Patrick Ntalasha and Newton Chisuntu after finding them not guilty of idling and disorderly conduct.

The cadres jointly and while acting together with other known persons allegedly conducted themselves in a manner likely to cause breach of the peace by blocking public roads at the junction of Lagos Road and Addis Ababa Drive.

“I find that the police wanted to frustrate youths who wanted to demonstrate and that being the case, I find that there is no offence committed and acquit the accused persons,” Mr Ng’ambi said.

He said in a judgement yesterday that an independent witness, Bruce Mwale, a reporter from Muvi TV, testified that no cadre was urinating or sleeping on the road contrary to evidence adduced by State witnesses.

Mr Ng’ambi said Mr Mwale’s evidence was supported by a video clip which also showed that police officers found at the scene started beating the cadres when Lusaka Province commissioner Charity Katanga arrived.

It was alleged that Pumulo, Mazonda, Mukoba, Ntalasha and Chisuntu jointly and while acting together with other known persons conducted themselves in a manner likely to cause breach of the peace by blocking public roads at the junction of Lagos Road and Addis Ababa Drive.

Wynter Kabimba: Performance Vs Promises—Caught in a Web of Lies.

The Hon. Minister of Justice, Hon. Wynter Kabimba, SC, MP (Nominated) a few days ago appeared on national television saying:

“The constitution will not be decided by a small group of educated Zambians who use Chizungu (English) in social clubs because they are people who vilified Mr Michael Sata. They mocked the man and never attended his rallies, I was there myself and I never saw these type of Zambians who now want to hijack the process…..The people that voted for Michael Sata don’t even speak Chizungu. They live in Kanyama and when we speak to them they tell us that they want development first, they want roads, better health care and good education….Our manifesto has 28 programmes and the constitution happens to be just one of them”.

Now it is shocking that the entire Minister of Justice has shrunk so heavily in his execution of duties that he forgets that he is the country’s Minister of Justice—for the educated and not educated, for those in opposition and those in PF. Today the Hon. Minister says the constitution will not be decided by a small group of ‘educated Zambians’ since they did not attend Sata’s rallies. I couldn’t help but laugh at this man, he is surely a comedian, and would do well to audition for one of the Stand Up Comedies at Lusaka Play House. He has great potential in sarcastic comedy.

It was this same man and his boss, Mr. Sata that set up a Technical Committee and spent billions of kwachas to draft the constitution. A committee made up entirely ‘educated Zambians’, some PF sympathizers, carefully selected by Wynter Kabimba and his boss. Today, with the draft constitution on Wynter’s table, he diverts attention that we need people from Kanyama to draft the constitution, or that we need to attend to their needs rather than pay attention to the PF’s programme of constitution review.

So did Wynter think that the members of the Technical Committee were a bunch of illiterates that only care about their bellies? Is he now let down that there are infact people in Zambia who are above board and care about the wellbeing of the nation beyond party affiliation and gluttony?

Is that the reason he now wants to be the all caring Father Christmas to people of Kanyama when the billions of Kwacha spent on the technical committee could have eased the suffering of these same people he now wants to associate himself with? The last time he appeared on TV he defended the government’s excessive spending and obsession with by-elections saying there is money for such. Today, he diverts attention and wants to appear all caring to the poor Zambians that they are now a priority. Surely, how long does he think he can hold onto these lies?

Today Mr. Kabimba is caught in a web of lies, and is finding it hard to justify these lies, and when he does so, he exposes his inexperience in national governance. How does an educated lawyer, a state counsel, ODS, surely take pride in illiteracy? Perhaps this explains why he was an ardent supporter of the regressive ‘Local Language Instruction’ policy initiated by his counterpart in the Ministry of Education. Mr. Kabimba wants only to govern people that do not speak’ Chizungu’, so he makes sure, with the Minister of education, that all our children in primary school do not learn Chizungu, putting into the practice the saying: ‘kill them before they grow’.

Mr. Kabimba thinks he lives in an exclusively PF country, or thinks he can create one like that. He doesn’t seem to realize that he lives in a diverse country, and that his government is a government of such a diverse nation. The colonial approach of divide and rule he is trying to use would not work. Alas, sad for him, our nation is becoming more enlightened by day. People are getting more educated by day. Even in Kanyama where he thinks there is a reserve of illiterates for ease of manipulation, education and literacy is on the rise as people becomes more enlightened and see through the lies he is now caught in.

Now surely, this man is proving to be terminally untrustworthy and close to being disturbed too. He too is proving to be an obsessive confidence-trickster who seems to live in an imaginary world created in his head. To the extent that he even believes what he says, he is delusional. To the extent that he does not, he is an actor whose first invention — himself — has been his only interesting role, and expects the entire nation to find amusement in his trickery. The sooner the educated Minister of justice who spoke chizungu the entire programme realizes that his government has a national mandate to govern and attend to the needs of the entire population, the better for him and his party.

200 displaced Mindolo North families residents complain

THE fate of over the 200 displaced Mindolo North families currently squatting within Helen Kaunda Schools grounds has not yet been determined with less than two months now remaining before they are expected to vacate the area.

The area, serving as a transit camp, was set up by the Disaster Management and Mitigation Unit (DMMU) to provide relief accommodation for the Mindolo North families whose houses were razed in June this year following a joint Kitwe City Council and State Police operation to demolish houses built on illegally acquired plots in the area.

But with less than two months to go before the deadline given to the displaced residents to vacate the transit camp, a cloud of uncertainty still surrounds the homeless families as no agreement for alternative site had been reached with the council.

Ireen Mukuka, a representative of the displaced Mindolo families complained in an interview yesterday that their fate was still hanging in balance, as they did not know where to go when the September 22, 2014 deadline given to them to vacate the transit elapses.

“We were told that we will be accommodated here in the tents for three months only after that we will be expected to leave the transit camp and time is slowing ticking away without the council or any relevant authority indicating to us where we shall go thereafter,” she said.

Ms Mukuka said the homeless families were eager to know whether the council would provide them with alternative site.

“We have been crying for an alternative site for us to move from here and Mayor Mr Kelvin Sinyangwe when he last visited here promised to get back to us but it’s now two weeks and he has not come back to tell us the official position whether they will give an alternative site for us to relocate to,” Ms Mukuka said.

She said life living in at the transit camp was extremely unbearable as the tents had subjected them to coldness.

“Illnesses such as coughs and flu especially among children have been the order of the day here and we just want wait to move out of this place,” she said.

Ms Mukuka who stated that five babies had been born right at the transit camp with 17 pregnant expected to give birth appealed to the relevant authorities to feel pity for homeless Mindolo residents by quickly providing alternative land for them to construct permanent structures.

Ms Mukuka said worse still, the displaced families were badly crowded at the transit camp because of limited space.

First Quantum Minerals (FQM) has appealed to government to help speed up regulatory approvals that include a multi-million Kwacha town development at Kalumbila, 120 kilometres west of Solwezi, where the global mining company is this year scheduled to commission the $2 billion Sentinel Mine.

The appeal was made to Vice President Guy Scott by Kansanshi Mine Public Relations Manager, Godfrey Msiska, during the 88th Agriculture and Commercial Show of Zambia (ACSZ).

“Your honour, there are plenty of social and economic benefits in the cupboard to augment the existing ones, and we need your assistance to unlock these for the greater benefit of Zambia,” Mr Msiska told the Vice President when he toured the FQM stand at the Lusaka Show Grounds.

“With reference to this year’s theme of ‘Breaking New Ground’, fact-based evidence of significant and sustainable benefits in areas where we operate vividly captures how FQM is living the theme,” he said.

Dr. Scott briefly replied that: “There is a bit of bureaucracy that needs to be sorted out.”

Established in 1996 to develop the Bwana Mkubwa project in Zambia, FQM has grown steadily to become an international leader in mineral exploration, development and mining.

Following acquisition of Inmet Mining Corporation in March 2013, the mining company is set to become a leading global producer of copper, with a diversified portfolio of operations and projects on four
continents.

In Zambia, FQM operates Kansanshi Mine in Solwezi, a flagship operation it co-owns with the government of the Republic of Zambia (GRZ).

It holds a stake of 80% in the mine while the remaining 20% is held by GRZ. In 2011, FQM was granted a large-scale mining license at Kalumbila where it is set to commission the US$2 billion Sentinel Mine, a copper mine expected to produce 300,000mtpa of copper.

Sentinel is the first of the three potential mines under FQM’s Trident project.

The second is Enterprise, a nickel deposit while the mineral resource of the third, Intrepid, is yet to be determined.

BANK of Zambia (BoZ) Governor Michael Gondwe has said that the copper out declined by 2.5 per cent to 276, 075.0 tonnes from 283,042.3 in the first quarter.

However, Dr Gondwe said that on a year-to-date basis, copper production was 559,117.3 tonnes representing 16 per cent higher than the 480, 892.6 tonnes produced in the first half of 2013.

Speaking at the media briefing in Lusaka yesterday, Dr Gondwe said available indicators of the economic activity suggest that the government was on track in meeting its growth objective for 2014, estimated at 6.5 per cent using the rebased Gross Domestic Product (GDP).

“Most of the selected real sector development indicators recorded tracked by Monetary Policy Committee recorded higher output during the second quarter of the year, particularly when assessed against developments in the corresponding quarter of 2013,” Dr Gondwe said.

Dr Gondwe also said that the country continued to hold adequate maize stocks on the back of a bumper harvest.

“However, the stock of maize grain held by the Food Reserve Agency (FRA) decreased by 20.3 per cent to 343,581.3 tonnes from 431,130.0 tonnes at the end of march 2014 due to domestic sales,” he said.

He said electricity generation increased by 3.1 per cent to 3,509,053 in the second quarter 2014 from 3,403,077 meg watts (Mwh) during the first quarter.

Dr Gondwe said on a year-to-date basis, total electricity generation amounted to 6,912,130 Mwh in the first half of 2014, higher than the 6, 601, 175 Mwh generated in the first half of 2013.

And Dr Gondwe said that growth in domestic credit and money supply, witnessed early in the year, eased at the end of the second quarter.

He said this reflected the stabilising of conditions in the financial markets. Dr Gondwe said domestic credit fell by 22.1 per cent to K24.8 billion from K31.9 billion in March 2014.

“This largely reflected a drop in credit to Government following the receipt of the Eurobond proceeds.

However, lending to the private enterprises grew by 9.3 per cent. In terms of the provision of credit to the private, households continued to account for the largest share of outstanding credit of about 34.5 per cent in June 2014 compared to 34.8 per cent in March 2014,” he said.

Washington Must Stop Encouraging Abuses by Zambia’s Ruling Party – CDDR

As the 2014 U.S.-Africa Leaders Summit convenes in Washington DC this week, the event represents a positive opportunity to open up new channels of cooperation between the United States and the region.

However in the case of Zambia, the U.S. administration must curb its blind support of the Patriotic Front (PF) government, which is responsible for growing political violence, repression, and failure of governance that threatens the nation’s stability, says the Coalition for the Defence of Democratic Rights (CDDR).

“It’s a disgrace. People are suffering under this incompetent and brutal PF government, but the United States continues to give its tacit support,” said Robert Amsterdam, international counsel to the CDDR. “The U.S. administration must wake up to the worsening situation in Zambia. During his visit to Washington, Vice President Guy Scott must be grilled on critical issues such as President Michael Sata’s health, the PF’s failure to deliver the draft constitution, and the widespread harassment of journalists and opposition MPs.”

Delegates to the U.S.-Africa Leaders Summit should ask Dr. Scott why multiple judges have been fired and the independence of the judiciary violated just to help Post newspaper owner Fred M’membe and Director of Public Prosecutions Mutembo Nchito avoid having to pay a K14 billion debt to the Development Bank of Zambia, Amsterdam says.

According to the 2014 annual report by non-governmental organization Freedom House, Zambia received a “downward trend arrow” due to the ruling party’s ongoing repression and harassment of the political opposition, including through the increased use of the Public Order Act, hindering its ability to operate in general and to campaign in by-elections.

The United States government has a known record of supporting the PF despite its poor record on rights and democracy, dating back to their forceful demands for parallel vote tabulation in the 2011 elections.

Most recently, the U.S. funded Zambian chapter of the Young African Leaders Initiatives (YALI) – a major Obama Administration project – was expelled from the Grand Coalition of NGOs, an umbrella group calling for immediate delivery of a new Constitution promised by the PF. This came after YALI sided with the Zambian government, calling for the constitution to be delayed until 2017 – a plan that was immediately endorsed by the ruling party.

Meanwhile, the lack of governance in Zambia has led to severe mismanagement of the economy, rising inflation, a near collapse of the Kwacha and rapidly increasing food prices. The only response from the PF government has been to stir up tribal conflicts.

“The U.S. administration must support unity and peace in Zambia, instead of endorsing the PF’s efforts to sow divisions and ethnic conflict,” said

Amsterdam, pointing out Guy Scott’s own recent tribal slurs in an interview with the BBC, as well as Justice Minister Wynter Kabimba’s deeply divisive comments to ZNBC on Monday when he claimed that “educated” Zambians wanted to “hijack” the constitution.

“Many observers feel that Zambia is running on auto-pilot right now, as the president has made only a handful of appearances in recent months and hasn’t directly addressed the nation in a very long time,” said Amsterdam. “In this vacuum of leadership, it appears that Vice President Scott and Justice Minister Kabimba are once again defaulting to conflict and division as their language of power.”

“Washington has a responsibility to support the public safety of all Zambians and the stability of the nation – they must immediately stop enabling the abusive conduct of the PF,” said Amsterdam

SACCORD urges political parties to continue observing electoral code of conduct in Mangango.

The southern African Centre for Constructive Resolution of Disputes has called on political stakeholders participating in the Mangango parliamentary by- election to play their roles in ensuring that peace prevails in the constituency as they campaign.

SACCORD Executive Director Boniface Cheembe says prevalence of peace during the campaigns is a catalyst for ensuring that members of the public in Mangango turnout in numbers on the polling day to choose the candidate of their choice.

Mr. Cheembe adds that prevalence of peace is plays an important part in having a free and fair election hence the need for political parties to ensure that they keep observing the electoral code of conduct.

“One of the foremost things that all political stakeholders must do is to work hard at ensuring that peace prevails in the constituency which is important for ensuring that free and fair elections are conducted, but also empowers the Zambian citizens in Mangango to come out en masse and choose leaders of their choice.

“In order to maintain peace, there is need for all political parties to continue observing the electoral code of conduct as this code helps political parties avoid engaging in any kind of electoral malpractices that may compromise the electoral process.

“Furthermore, observing the code will ensure that all stakeholders are given the opportunity to play their rightful rules by conducting themselves in a professional and impartial manner,” Mr. Cheembe said.

Mr. Cheembe also explains that the country’s democracy has advanced hence political parties are expected to use their manifestos and ideas to win votes.

“Zambia’s democracy has now advanced to the level where all of our political parties are supposed to sell their manifestos and ideas to the electorate as opposed to violence or anything else that does not help address the challenges of the people.

“Therefore, SACCORD hopes that political stakeholders will focus on ideas and their manifestos as the people of Mangango prepare to make an informed choice on which candidate and party is best able to represent them,” he said

Kitwe’s Kwacha and Kamitondo townships are in danger of a diseases out break

Kitwe’s Kwacha and Kamitondo townships are in danger of a diseases out break as the two townships have been hit by a critical water shortage for three weeks.

And residents talked to have called on area MPs to intervene and help them have water which has been a problem for over a year but has worsened in the past three months.

Solsa Banda a Kwacha resident said the township has had no water for the past two weeks and has accused the water utility company of not doing anything to rectify the problem.

Mr. Banda also accuses area MP Boniface Mutale of not helping the residents as complaints and pleas for help have fallen on deaf ears.

“We are in danger of having a disease outbreak here because we don’t have water; we have had no water for a long time, some houses have no pit latrines hence water shortage has created problems for some families.

“We have been complaining about this problem for a long time but no one seems to take us seriously, Nkana water is not doing anything tangible about the problem and the MP is also not helping us.

“We are asking these people to work on the problem because sometimes we are going for work without bathing and our children and women are spending more time looking for water,” said Mr. Banda.

And in Kamitondo compound resident are being saved with a water bauser once a day so as to help alleviate the problem.

The resident have also called on their area MP Luxon Kazabu to help them by engaging the water utility company on their behalf.

The residents whose homes were connected to the main sewer line two years noted that there was no point in bringing flushing toilets to their homes if they did not have access to running water.

I warmly welcome all of you to our Party Secretariat and thank you most sincerely for attending this Press Conference. We are not in the habit of having these press briefings every other day. The purpose of this briefing is to clarify some issues that occupied the media last week which have been a source of much concern, confusion and speculation. We are specifically referring to four main issues and these are:

1. The allegation that our President Dr Nevers Sekwila Mumba referred to the United Party for National Development as a “regional party” due to their failure to attend the Umutomboko Traditional Ceremony.
2. The attack on Dr Mumba by UPND president Hakainde Hichilema that was broadcast during the 06:45 News Bulletin on Radio Phoenix on 31st July 2014.
3. The attacks on Dr Mumba by Patriotic Front Secretary-General Winter Kabimba.
4. The alleged mocking of Home Affairs Deputy Minister, Honourable Nixon Chilangwa at an MMD rally.

We wish to deal with these matters because silence implies guilt on our part and gives credence to many false allegations made against the MMD leadership. In the last week, we have all seen the screaming news headlines that have painted a picture of disunity and squabbling amongst opposition political parties. Our purpose today is to bring clarity and put an end to this unfortunate circus.

Before going to the substantive matters as outlined, I wish to announce that following my election as National Secretary of MMD, I vacated the position of Communications Director in the Office of the MMD Party President. With immediate effect, Mr Raphael Nakacinda has succeeded me in that position while also keeping his portfolio as Special Assistant to the President. Mr Nakacinda is with us today and shall assist with any clarifications related to the events in Luapula Province as he was an eye witness.

1. “The UPND is a regional party” Article

The Post Newspaper published an article on 31st July 2014 in which it was alleged that MMD President Dr Nevers Mumba referred to the UPND as a “regional party” due to their failure to attend the Umutomboko Ceremony of the Lunda people. The Post article was derived from a telephone interview that Dr Mumba gave while he was at the Umutomboko ceremony and began as follows:

The absence of UPND at most Northern region traditional ceremonies categorizes them as a regional party, says MMD president Nevers Mumba.

We wish to categorically state that Dr Mumba never made such a statement. The Post had conducted an interview with Umutomboko Organizing Committee chairman Misheck Kaoma who was reported to have lamented that UPND leaders have not attended the Umutomboko Ceremony for three years. Later on in referring to the above statement, a Post Newspaper reporter, Ms Tilyenji Mwanza asked Dr Mumba some general questions about traditional ceremonies and the failure by some political parties to attend them. In answering, Dr Mumba stated that it is not possible for political party leaders to attend every traditional ceremony in Zambia, but that it was however important to be tribally inclusive. At no point did he refer to any political party either by name or indirectly.

The actual question he was asked was to state his message to political parties that never attend traditional ceremonies in Luapula. Dr Mumba answered by saying that Zambians are watching their leaders to see which ones are national leaders and which ones are regional leaders. He added that a national leader should go to key traditional ceremonies in order to stay in touch with the people and demonstrate that cultural events are important.

Clearly, Dr Mumba has been falsely accused based on an erroneous mis-representation of the facts in The Post Newspaper story. Dr Mumba’s answers appear to have been deliberately picked out of context and re-arranged to make an innocent statement look like he was attacking the UPND. Furthermore, some statements attributed to Dr Mumba are total fabrications. For example, the following statement:

Zambians are not blind. They are watching. They can see who are regional or tribal leaders from their actions and concentrations to particular provinces.

This statement was never uttered. We therefore challenge The Post Newspaper to release the recording of the entire interview to the public and the UPND so that everyone can know the truth.

2. The Attack on Dr Mumba by UPND President Hakainde Hichilema

The Radio Phoenix 06:45 News Bulletin on 31st July 2014 carried a statement by UPND president Hakainde Hichilema in which he viciously and disrespectfully attacked Dr Mumba and I quote:

What Mumba thinks he can do is by bringing tribal issues and thinks that that will make him president. No. The question he must answer, is he capable to run the economy of Zambia? Because Mr Sata has failed and Zambians want someone who can run the economy. Is Mumba able to run the economy? I don’t know. I think my answer is ‘No’. But the people will judge. He cannot be saying one is tribal or regional by not visiting or attending one ceremony. So, you cannot bring the issue of regionality when you are talking about the quality of leadership in our country.

Furthermore, in an emailed statement sent on 31st July 2014, the UPND president said the following:

What we know is that Dr. Mumba wants to use the UPND to help project the MMD in a more positive light but we will not help him with his crusade. The MMD has flagging fortunes and we can understand his desperation.

Mr Hichilema’s emotional reaction was premised on the story in The Post which is totally inaccurate as we have demonstrated. He veered off topic to launch a vicious personal attack on Dr Mumba that was unnecessary. The Post story was deliberately crafted to get the exact unreasonable and unfortunate reaction that he has exhibited. We believe that a trap was set for him to react this way and unfortunately, he took the bait and has now brought embarrassment on himself.

We appeal to Mr Hichlema and the UPND to carefully re-read the said Post articles and they will find that none of the outbursts by Mr Hichilema have any justification. It is most unfortunate that he opted to begin firing from the hip before verifying the story.

In sharp contrast, when we saw the vicious onslaught on MMD from all angles by The Post last week, we resisted the temptation to immediately and emotionally react, but instead decided to remain calm and make a thorough investigation in the face of a flurry of calls from our supporters countrywide to immediately hit back. Our patient and reasonable approach has paid off.

Any individual vying for the presidency, which involves caring for 14 million lives needs to be presidential in handling important issues and demonstrate high levels of self-control. The unreasonable reaction demonstrated by Mr Hichilema does not befit a candidate aspiring to the highest office in the nation.

We in the MMD are a seasoned and experienced political party and always strive to handle matters calmly and responsibly, irrespective of the amount of pressure exerted. We always prefer to give everyone the benefit of doubt before concluding anything. This is a sign of wisdom and maturity. We consider the UPND as a partner in providing checks and balances against the glaring abuses of the PF Government and we must not allow enemies of Zambia to divide us.

The most unfortunate part of Mr Hichilema’s outbursts is his misguided estimation that the MMD’s political fortunes are dwindling and that Dr Mumba is attempting to use the UPND to recover some political mileage for our party. Nothing could be further from the truth.

The UPND apparently believe they have already arrived at Plot One because they see themselves as next in line after the MMD and PF. Unfortunately for them, statistical data of election results since 2001 clearly shows them on a path of decline. They got 27% in 2001, 25% in 2006, 20% in 2008 and 18% in 2011. Their path to State House entails an upward swing of not less than 20 percentage points after a decline of 9 points which would be unprecedented in Zambia’s history.

This unbelievable upward swing is put into context when you consider that the UPND failed to even get 5% of the vote in four out of nine provinces in 2011. Namely Copperbelt, Eastern, Luapula and Northern. Even in Lusaka where they believe they are very popular, the UPND could only manage 11%.

On the other hand, the path to victory for the MMD is much more assured as we were within 6 percentage points of the PF in 2011. I shall be releasing a comprehensive article within the next few weeks in which all the facts are presented, including the little known fact that MMD has increased in Lusaka by 15% since 2001, whereas the UPND has dropped by 20%.

Let it be known that this is not the first time Mr Hichilema has attacked us publicly. We have been restraining ourselves from responding until he went too far recently by calling us “insane”. As a leadership, we were not bothered by this name calling, but by the fact that his statements are calculated to discourage our members and new people from joining us. The UPND strategy is to scandalize the MMD so as to increase their political fortunes. However, we shall always defend ourselves and if need be, we shall fully expose the UPND for what they really are.

If MMD is a dying party as Mr Hichilema says, then why is UPND constantly using underhand methods to compromise our members and enticing them to join the UPND? For example, our candidate for the forthcoming 19th August By-election in Mwanza West Ward in Monze, Mr Killian Simoonga was compromised by UPND and on the day of filing in of Nomination Papers, he did not show up and we were unable to contest the seat. If MMD is finished but UPND is such a popular party, why would they need to poach an MMD candidate at the last minute? These dirty political tactics of poaching members from other parties seem to have been picked up by UPND during their short marriage to the PF. This makes the UPND potentially a worse governing party than the PF since they pretend to be playing by the rules.

The UPND Copperbelt Chairperson Elisha Matambo recently stated the following:

Dr. Mumba is issuing such statements because he is very hurt that 90 per cent of their members have crossed over to the UPND.

This assertion is wishful thinking by Mr Hichilema and his party. If it were true, UPND would be the biggest political party in Zambia and we all know that is obviously not true. We have no problem with MMD defectors joining UPND if they do so because of UPND having a superior message, better values and a stronger political organization, all of which they do not have. Our concern is that the UPND is using underhand manipulative tactics while they are still in opposition. What more if they got into power?
Any emerging political party should be preoccupied with selling its vision and attracting new vibrant people, rather than boasting about people defecting from other political parties. We in the MMD do not need to convince anyone in other parties to defect and join us. Those that are coming to MMD are joining on their own because they can see the values and principles that we stand for. MMD is the most representative party, surpassing even the ruling PF.

We have put together a strong attractive message to the Zambian people who are re-evaluating the MMD and are appreciating our consistent message and making up their own minds. We will not engage in Stone Age politics of parading well-known “professional defectors” before cameras, unlike the UPND which even parades people who have already left the MMD. A case in point is yesterday’s defection to the UPND of three so-called “MMD Big-Wigs”, including former MMD Copperbelt Provincial Chairperson Joseph Chilambwe who left the MMD almost two years ago. Where are these people defecting from since they are no longer MMD members? Zambian politics should mature above these silly manoeuvres of tedious perennial defections and focus on the serious business of rebuilding our country.

Many of our members who defect to other parties eventually get to a point where they realize that MMD is the Mother of Democracy from whence they were born and must eventually return. We are already being approached by some of our former members in other political parties who wish to return and will be allowed to come back to the fold. Our style is to use intelligent, thought-provoking debate and engagement with our people to market the party’s vision.

3. Attacks on Dr Nevers Mumba by PF Secretary-General Winter Kabimba

The 31st July 2014 edition of The Post carried the screaming headline “Mumba Has Always Been A Cheat Charges Kabimba.” The first accusation made by the PF Secretary-General Mr Winter Kabimba in that article claimed that during the 2006 Parliamentary Elections, Dr Mumba applied to contest as Member of Parliament for Chinsali under PF but was rejected on nomination day. This is false and misleading.

The truth is that Dr Mumba, who was heading the Reform Party at that time, never applied to stand on the PF ticket as Mr Kabimba is claiming, but went to stand on the Reform Party and he was even given an adoption certificate by the RP National Secretary. The PF fielded their own candidate who happened to be related to Dr Mumba. Dr Mumba decided not to contest the seat in the interests of family unity.

In the second accusation, Mr Kabimba has blatantly lied by claiming that Dr Mumba secretly negotiated for the job of Vice-President after the 2001 elections while he was spokesperson for a coalition of parties aggrieved with the election results. The truth is that the coalition only existed for a few months in early 2002, during which time there was no such discussion.

It was only several months later that the MMD approached the National Citizens Coalition party that Dr Mumba was heading at the time to discuss a merger. After seven months of negotiations between the two parties, the terms of the merger were agreed and culminated in Dr Mumba being appointed Vice-President in 2003 and NCC key members fused into the MMD party structures that included the National Executive Committee, with some appointed to serve in government.

In the third accusation, Mr Kabimba claimed that our party president chanced the MMD presidency. This is simply not true because in the entire MMD hierarchy, it is not possible to be a chancer due to the strong democratic selection process we have in the party constitution. This is unlike the PF and UPND which do not subject their leaders to regular Democratic elections.

After his three-year absence from Zambia as High Commissioner to Canada and the Caribbean Islands, Dr Mumba returned home and after a six month grassroots campaign, he contested and won the MMD presidency with 70% of the vote in a 50%+1 electoral system. This was not by chance. His political success and popularity are due to his wide knowledge of every part of Zambia gained from his popular countrywide crusades under Victory Ministries which has made him a household name.

Furthermore, his tenure as Vice-President of Zambia exposed him to every corner of Zambia and gave him more in-depth knowledge of the challenges faced by the rural populations. This is the reason why Dr Mumba’s stronghold is the grassroots as that is where the real issues and power base for any political party are.

As for Mr Kabimba, he has never been subjected to any election but only appointed to every political position that he has held. He was appointed Zambia Republican Party-Vice President, he was appointed Secretary-General of the PF, nominated as a Member of Parliament, appointed as Justice Minister and now some elements within PF are accusing him of attempting to appoint himself as successor to President Michael Sata! All of this inspite of the fact that in 1996, he lost his bid for the Mumbwa Constituency Parliamentary seat in his own home area. So who is the chancer here?

Mr Kabimba’s claim that PF won the 2011 Elections with a “Landslide” is a figment of his imagination. Mr Sata won by a mere 183,100 votes which gave him a 6% margin over President Rupiah Banda in a poorly attended election that recorded 54% voter turnout. By comparison, President Levy Mwanawasa’s two elections had 68% and 71% turnout respectively and he beat Mr Sata by 14% in 2006. By definition, a Landslide means a margin of victory of 10% or more. Mr Kabimba’s definition of a Landslide is obviously different.

Our observation of Mr. Kabimba is that he is one of the most destructive forces we have ever had in Zambian politics and is the individual who has largely contributed to the sharp decline in the PF’s popularity. He has been the chief architect of the confusion around the constitution making process and is singularly responsible for attempting to turn the people-driven Draft Constitution into a PF government White Paper. This is a great tragedy. We demand for the immediate release of the Draft Constitution.

As Minister of Justice and third in the hierarchy of the PF party, he has lamentably failed to provide effective leadership surrounding the recent mishandling of the President’s medical trip to Israel, the confusion in the Judiciary, the Public Order Act and the wasteful By-elections. The sooner President Sata finds a suitable replacement for this position, the better for the PF’s declining image and the country at large.

4. The Alleged Mocking of Honourable Nixon Chilangwa

A report carried by the Post Newspaper on 29th July 2014 attributed to Home Affairs Deputy Minister and Member of Parliament for Kawambwa Honorable Nixon Chilangwa, asserted that Dr Mumba and his campaign team which was in the province recently were making his disability a campaign tool. Another article in The Post on 31stJuly 2014 attributed to the Disability Rights Watch coordinator Bruce Chooma said he had noted with regret and disappointment the reported mocking of Honourable Chilangwa by suspected MMD cadres at a political rally in Kawambwa.

We note with regret that Hon. Chilangwa singled out Dr Mumba as using his disability as a campaign tool. Dr Mumba does not know Hon. Chilangwa and was not even aware that he is a disabled person. We wish to explain the kind of person Dr Mumba is with regard to his passion for people with disabilities. When serving as Republican Vice-President, Dr Mumba was instrumental in introducing the sign-language interpreter for the deaf on ZNBC TV main news, an innovation that is still being used ten years later. During that period, Dr. Mumba also championed the provision of ramps in buildings for use by wheel-chair bound people which has now become mandatory. After leaving office, Dr Mumba together with Dr Kenneth Kaunda received an award for championing the cause of the disabled.

In the press packs provided, we have included DVD copies of the 19th Anniversary celebrations of “Matthew 25 Ministries”, an organization founded by Mama Inonge Nawa that is dedicated to helping the physically challenged. Dr Mumba was Guest of Honor at this event held in Misisi Compound earlier this year. As you watch this video, we hope you will get an insight into the heart of Dr Mumba towards disabled people. Arrows fire Mutapa

Oswald Mutapa has been fired as Red Arrows coach.

Mutapa was fired just eight months after he was appointed as coach of the Lusaka-based FAZ Super Division club.

His exit comes after Arrows lost 3-1 away to promoted Indeni in Ndola on Saturday in a match that saw the airmen suffer eight successive league defeats.

The loss has left Arrows third from bottom in 14th place with just four wins from 18 games played on 19 points.

Mutapa is the second coach to be dismissed this season after Wesley Mondo at Kabwe Warriors.

Mutapa has been replaced by Mathews Phiri who returns to the Arrows for the uptenith time.

Alfred Kachinga who was until last weekend Nchanga Rangers assistant coach will assist Phiri.

Phiri and Kachinga took the team through the paces on Tuesday afternoon at Nkoloma Stadium in Lusaka while Kalililo Kakonje drilled his goalkeepers.

Mazembe beat Nkana

DR Congo champions TP Mazembe on Tuesday afternoon defeated Nkana in an international club friendly in Lubumbashi.

Mazembe defeated the 2013 FAZ Super Division champions 2-0 at Kamalondo Stadium.

The DR Congo side took a 1-0 half-time lead through Mali striker Ousmane Cisse while ex-Zambia international striker Given Singuluma added the second after the break.

The match was one of two warm-up games played between the two sides on the day.

In the earlier kick-off, Nkana’s B team beat Mazembe’s reserves 1-0 courtesy of a Claude Bwlaya goal.

State House says there is no nothing sinister about President Sata’s decision to delegate Vice President Guy Scott to attend the US-Africa summit.

On Monday during a news conference, UPND leader Hakainde Hichilema had questioned the presence of Dr Scott at the Washington D.C gathering when he is not allowed to act as President in the absence of President Sata.

Mr Hichilema said Zambia will not reap any benefits from the summit because of the alleged low caliber of delegates representing the country.

But State House Special Assistant for Press and Public Relations George Chellah said Mr Hichilema’s statement shows that the UPND leader is practicing politics of sarcasm.

He was speaking when he called in to the Red Hot Breakfast Show on Hot FM.
Mr Chellah said this is not the first time that Dr Scott was representing Zambia at an international for a saying Mr Hichilema should focus on the benefits that Zambia would accrue from the summit and not who is representing President Sata.

“What is clear is that Mr Hichilema is practicing politics of sarcasm. Maybe I should help bring him to speed about these issues. It is President Sata’s prerogative to delegate any one to represent him at international events and this is not the first time this is happening,” Mr Chellah said.

He added, “For me, if I was going to be clear and brief about this issue, obviously Mr Hichilema wants to practice his politics of sarcasm. What is obvious is that the President has the prerogative to at appoint whoever he wants to act firstly as well as represent him at various international fora, this matter of acting as President when the President is out of the country is not a new phenomenon.”

Mr Chellah said he expected Mr Hichilema as leader of the opposition was to give Zambians his expectations from the US-Africa summit as it will have an impact on Zambia.

Meanwhile, Vice President, Guy Scott, is confident that Zambia will greatly benefit from the United States of America -Africa leadership summit, being held in Washington DC.

Dr Scott said the summit which aims at promoting investment and trade between the two continents, will come up with commitments and measures that will impact positively on Africa and Zambia in particular.

The Vice President told ZNBC’s Mwila Nsofu that Zambia will take full advantage of the summit to rip maximum benefits from the gathering by wooing American investors and promoting increased trade between the US and Zambia.

US Commerce Secretary, Penny Pritzker, has said about USD $900million,in business deals, will be formally announced during the event.

Meanwhile, Dr Scott said he is impressed that at the summit African countries have been able to discuss and come to a consensus on various issues affecting the continent such climate change, HIV/AIDS and the Ebola virus.

And Commerce Minister Robert Sichinga said there is need to enhance infrastructure and power generation for Africa to maximize on on American efforts to promote trade and investment in Africa.

Five UPND carders arrested for idling and disorderly conduct acquitted

Five United Party for National Development (UPND) carders have been acquitted by the Lusaka Magistrate Court for idle and disorderly conduct likely to cause breach of the peace.

In this case the accused persons Joseph Muzonda,48 ,Patrick Ntalasha,28,Newton Chisuta,30, Lemmy Mukoba,29,and Pumulo Sililo,35 who are alleged to have conducted a demonstration along Addis Ababa road in June 2012 by blocking the road with stones, tyres and also urinating on the road.

The carders who appeared before Magistrate Lameck Ng’ambi had pleaded not guilty to the charge of idle and disorderly conduct likely to cause breach of the peace contrary to section 78(F) of the Penal Code and Cap 87 of the Laws of Zambia.

The prosecution evidence alleged that the carders had blocked the road with tyres and stones and traffic could not move adding that when police officers went to the scene and tried to reason with them they did not stop but instead their behaviour become worse.

And in their defence, all the accused persons denied urinating and blocking the road saying they only went to demonstrate peacefully but were beaten by the police officers when the Lusaka Province Police Commissioner arrived at the scene.

In passing sentence, Magistrate Ng’ambi said the evidence by an independent witness in the matter, a reporter from Muvi television Bruce Mwale who testified that he did not see anyone urinating on the road and that the police officers only started beating the party carders after the police commissioner arrived at the scene was a clear indication that the officers were acting upon instructions.

He acquitted the accused persons in a fully packed court room after finding that the prosecution did not prove their case beyond any reasonable doubt.

And speaking to journalists after his acquittal, one of the party carders, Joseph Muzonda said he was happy with the outcome of the judgment as he together with his co accused were just implicated in the matter.
