Raphael Nakachinda says there are presidential aspirants in PF who are playing it double and hoping that they will be chosen as President Hakainde Hichilema’s running mate in 2026, amid assertions that he is not seeing eye-to-eye with Vice-President Mutale Nalumango.

And Nakachinda said he cannot work with President Hichilema because of his tribal stance of wanting to work with people from his region and his tribal cousins.

Nakachinda also said those who may want to dismiss former president Edgar Lungu for the presidency are doing so at their own peril as they do not know what the view of the Zambian people will be going forward.

Speaking with Lusaka Times news, Nakachinda said some people in PF have already compromised with President Hichilema.

“Some of the people within PF have already compromised with Mr Hakainde Hichilema. There are people who are calculating thinking that madam Nalumango because they have differed with Mr Hakainde Hichilema and they are not singing from the same hymn book he will get rid of her in 2026 and therefore he will be looking for a replacement,” Nakachinda said. “And because people are thinking from a tribal perspective they are assuming that madam Nalumango will be replaced by another Bemba. And to that effect they are actually blinding themselves or deceiving themselves to think that they would be better favoured if they can make enough noise in opposition as somebody from the North to replace madam Nalumango.”

He said he was telling “my brothers and sisters from the North” not to cheat themselves in that direction, adding that those eyeing the position were across the opposition board, with some having formed parties and even criticising President Hichilema but basically playing reverse psychology and hoping that they could put pressure on the President to call them for a discussion.

“Zooming from where I am seated I can tell those who are pushing an agenda hoping that in this situation, it’s a win, win situation. If PF doesn’t succeed in reorganizing itself and remain united they can launder themselves to UPND,” Nakachinda said. “That type of politics is dangerous. What we need right now in the country and this we must all unite to achieve, including you journalists, is to have people who are committed to an organization because they believe in the ideology of that organization and when they oppose they should not oppose from an opportunistic point of view. They should oppose because they don’t believe in the policies of those they are opposing.”

Nakachinda said he does not believe in the ideologies of President Hichilema, “even when he is my brother”, saying he did not agree with him taking a softer spot towards gay rights as that in itself was enough to say no.

“Two, I do not agree with Hakainde Hichilema because of his tribal stance which clearly suggests that he is more inclined towards working only with people that come from either his tribe or his tribal cousins. That I do not agree. And that I knew about him not now that he is President. I knew about him even when he was in opposition,”Nakachinda said. “What we need as a country are human beings, politicians who believe in a specific cause they are pushing not this opportunism that is taking place. I cannot discount the fact that there could be members of Patriotic Front, presidential candidates in Patriotic Front who are basically being opportunistic in their approach to campaigns.”

Nakachinda said the country was now in a place of uncertainty, saying the recent reduced load shedding was manipulated on account of the foreign dignitaries who were coming into the country, saying President Hichilema did not want to portray reality in order to push a narrative suggesting that he is a savior and therefore everything was okay.

He said President Hichilema has taken a dangerous route of aligning himself with the west against the non-aligned position which gave the country latitude to be friends of everybody, saying the President is stuck and has been made to spit in China’s face by the west.

Nakachinda said that was why debt renegotiation was proving challenging, saying China became the most lucrative destination for getting infrastructure support in terms of financing with their outlook towards being helpful towards the development of other countries.

Nakachinda said President Hichilema, however, bought into the western story.

“And because he was desperate to become president at all cost he laundered himself, committed himself to silly things like the so-called human rights. He laundered himself and committed himself to silly policies that favour the interests of the west. For example he committed himself that he will accept the legalization of gay rights, lesbian rights and all these things,” Nakachinda said. “He also committed himself that he will distance Zambia from China without realizing that we are in an era where the economic super power, including militarily is shifting from the west led by the US to the east led by China.”

He said all the sufferings Zambians were facing was because of the IMF conditionalities and that was why President Hichilema “was sweating in community house.”

Asked if there was opportunity for president Lungu to come in, Nakachinda said it was not the position of PF to start toasting individuals as they have a record while in government.

He said it would be important for PF members to listen to what every Zambian is saying, saying “we are not going to choose a leader for Patriotic Front because he is a favourite of PF cadres. No! A leader must be chosen because he is a favourite of the general populace of Zambia.”

He said if for example, President Lungu was not favoured by Zambians to lead the party the “highly respected president” will be advised as such.

“But I also want to put a rider under the circumstance where we have had also situations in other countries where the populace and the Zambian people, because we are a democracy, the populace demand that no, we need an experienced hand to deal with the disaster we are in, you and me have no choice but to succumb to what the people of Zambia are saying,” said Nakachinda. “So to that effect anybody that wants to propel president Lungu will be doing it basically out of selfish interest. But again those that may want to dismiss president Lungu will be doing it at their own peril because we don’t know yet what the Zambian peoples view and where they will settle will be as we go forward.”

Tayali express his relief after being released from detention

Opposition Economic and Equity Party (EEP) President Chilufya Tayali has expressed his relief after being released from detention on Police Bond as he awaits court appearance.

Police in Lusaka last week on Friday January 29, 2023 arrested Mr. Tayali for the offence of Hate Speech Contrary to Section 65 of the Cyber Security and Cyber Crime Act No.2 of 2021.

Mr. Tayali, 48, of House Number 38 Ngwezi Road in Roma Township, Lusaka was on Wednesday released on Police Bond awaiting court appearance.

According to Zambia Police Service Deputy Public Relations Officer Danny Mwale, Mr Tayali’s arrest was in connection with the recent remarks he allegedly made and posted on various social media platforms where he mentioned some traditional Chiefs and some Commanders from the Defence and Security wings between January 1and 29, 2023.

Commenting on his release, Mr. Tayali said the experience in Police cells is painful and torturous regardless of how many times one has been arrested in the past.

He thanked people that advocated his release from Police detention among them Socialist Party leader Fred M’membe and PF Presidential aspirant Brian Mundubile.

“No matter how many times you have been in cells, the experience is painful and torturous, so when you come back home you feel so relieved. I am grateful to all of you who stood with me, I appreciate every comment and article written for me or indeed anything you did for me. I am exceedingly beholden to all those that braved the long distance and traffic to come and see me in cells at Westwood police station, 40Km from Force Headquarters where I was arrested. Brian Mundubile you define friendship and loyalty as it should be, you are never too big or busy to drive to wherever I am locked up. You have done this not only for me but others, as well, which shows natural leadership in you. Fred M’membe Bakalamba I am highly indebted for continuous support for justice in our Country. You have spent almost your whole life on this. I am also grateful for your compassion as well as generosity to people facing injustice. Thanks for your presence,” Mr. Tayali stated in a facebook post.

“Apostle Kunda, you are my anchor in my journey, to uplift me spiritually and physically when I find myself in difficulties. When many people are scared to come near, especially those spiritual fathers and friends, you defy the odds and come to see me. To my daughters and their only man Andy, I am grateful for always running to my aid and ensuring I am okay regardless of wherever they take me. To my wife, thank you for your support albeit your antipathy to politics, but you do it for me. I am highly indebted to you. To my lawyers, I am sincerely obliged; you fight for me inside and outside the court. I know that today you were also in court battling it out for me in the assault case which has been adjourned to 20th March,” he said.

Meanwhile, Mr. Tayali has promised to address President Hakainde Hichilema on Thursday night.

“To the police, I expressed myself to some of you directly and I will not bring it here. I also promised to keep engaging so that we have an understanding, because one day will certainly be in a position to make your life better instead of making things worse. I don’t want bitterness. To those in Government, particularly President Hakainde Hichilema, I will address you tomorrow at 20:00 HOURS,” he said.

Mr. Tayali was last November detained by Police for four days on charges of bringing the name of President Hakainde Hichilema into disrepute.

He had been arrested earlier in April and May 2022 on assorted number of charges.

CEEC increases empowerment fund for year 2023 to K377 million from K365 million

The Citizens Economic Empowerment Commission- (CEEC) has disclosed that government has increased the citizens empowerment fund from 365 Million Kwacha from last year’s allocation to 377 Million Kwacha to fund economic empowerment initiatives this year.

CEEC Director General, Charles Mungule said so far, the commission was in receipt of over 100,000 loan applications for empowerment, however the disbursement of loan products will leverage on provincial strategies that seek to enhance poverty reduction and improved livelihoods for citizens.

He was speaking in Choma District when he led a combined team of officers from CEEC who were conducting a sensitization program on CEEC’s empowerment products.

“The empowerment program by CEEC is in various sectors and is competitive in nature therefore going forward our institution will prioritise awarding loans to individuals and institutions whose proposals seek to remedy the social economic challenges at grassroot level,” he explained.

Mr Mungule added that his institution will further prioritise the disbursement of loans at local level to promote the establishment of industries as a way of fast-tracking industrialization in rural areas.

“We have realized that there is a huge potential for the establishment of industries at local level as most of the production of raw materials is done in rural areas. Therefore, going forward our co-mandate will be to empower projects that seek to establish industries in rural areas so that development can be enhanced at grassroot level,” he added.

And Southern Province Permanent Secretary, Namaani Monze has called on the institution to actualize their loan facilities that reflect various value chains in the province in an effort to promote industrialization, job creation and improved livelihoods for people within the province.

Dr. Monze has explained that there exist numerous value chains especially in the agricultural and livestock sector in the province, however full growth is hampered due to lack of funding opportunities for farmers to expand their business potential.

“We are producing a lot of agricultural and livestock products in this province however because of lack of funding opportunities, farmers are limited to selling these products in their raw form. Therefore, we request your institution to enhance the current loan package to enhance the development of industries as these will improve the social economic plight of people in rural communities,” he explained.

However, Chief Mapanza of the Tonga speaking people in Choma District has urged CEEC to simplify the application process saying the current application process disadvantages citizens from rural areas from benefiting from the empowerment package from the institution.

“The current application process for the various loan packages requires one to submit their details online. This process disadvantages our people in rural areas because most of them are illiterate and don’t have access to gadgets that would allow them complete the application process online which disadvantages and discourages applicants,” he explained.

“Instead can there be a provision for people to apply as has been done before through hard copies which can be submitted to relevant authorities locally as this is an all-inclusive way to ensure no one is disadvantaged from this process,” Chief Mapaza added.

What is Fueling Tribal Politics Debates is Failure by UPND to Honour their Promise-M’membe

Socialist President Dr Fred M’membe has issued yesterday issued a statement on his Facebook page addressing the ongoing debates surrounding tribal politics in Zambia. In the statement, Dr M’membe sheds light on the accusations being made against Mr Hakainde Hichilema and the UPND over tribalism and the recent debates around the issue.

Dr M’membe points out that the reason for these accusations could be the promises made by Mr Hichilema and the UPND to have a tribal and regionally balanced and representative government.

However, as Dr M’membe notes, critics are now asking whether what they are seeing aligns with what they were promised. He goes on to list key positions in the government and key state institutions, including the judiciary and key government ministries, and highlights that the Tonga and Lozi tribes appear to be heavily represented, with very little or no meaningful participation from the rest of the tribes in the country.

Critics are questioning the representation in key positions of the government and justice system in Zambia. The President, Vice-President, Speaker, Chief Justice, Acting President of the Constitutional Court, Attorney General, Solicitor General, and Chairman of the Judicial Service Commission are either Tonga or Lozi, with very limited participation from other ethnic groups. The same pattern can be seen in the key government ministries, with Tonga and Lozi holding the majority of the positions.

The situation is even more pronounced in the defence and security agencies, where there is a lack of representation from the East and North regions, despite promises of a balanced representation from the political leadership. The Electoral Commission of Zambia also reflects this trend, with the chairperson and vice-person being Lozi and the remaining commissioners being Tonga, Lozi, and Lunda, with no one from the East or North.

Critics argue that this concentration of power in the hands of just a few ethnic groups undermines the diversity and fairness of the country’s institutions and justice system. They are calling for a more equitable distribution of key positions across all regions and ethnic groups in order to ensure a balanced representation and a just society.

Dr M’membe also raises concerns over the representation of tribes in key defense and security agencies, pointing out that there is no one from the East or North in these positions, which is not in line with the political leadership’s promise to keep the tribal and regional balance. Similarly, Dr M’membe raises concerns about the lack of representation from the East or North in the Electoral Commission of Zambia.

As Dr M’membe notes, these concerns are being raised, but the response has been to label those raising them as tribalists and divisive elements, and to prosecute or persecute them on charges of tribal hatred. He states that this is putting the multiparty political dispensation back in the spotlight, as the concern is no longer about the lack of political pluralism or diversity but about the hijacking of the political processes by tribal politics.

Dr M’membe notes that the challenge to the multiparty political dispensation is not the prevalence of ethnic diversity but the use of identity politics to promote narrow tribal interests. He argues that the African experience over the past six decades has shown the dangers of ethnic competition and underscores the importance of building nations around ideas rather than clan identities.

Dr M’membe points out that in the absence of efforts to build genuine political parties with clear ideologies that compete on the basis of ideas, tribal identities have become the foundation for political competition. He argues that leaders are often exploiting tribal loyalty to advance personal gain, parochial interests, patronage, and cronyism.
Dr M’membe argues that tribal practices are occupying a vacuum created by the lack of strong multiparty democratic institutions and that political parties are unable to find common ground through coherent party manifestos and ideological positions. He notes that many members of the political parties often don’t even know that their parties have manifestos, which are only issued just before the elections as much of the effort goes into regional manoeuvring and building tribal alliances.

Dr M’membe notes that tribal politicians are clever and calculating, quick to dress in the latest fashion and co-opt emerging trends to preserve their identities. He argues that their sole mission is self-preservation, with the side effect of subverting multiparty democratic evolution.

The way forward, according to Dr M’membe, lies in concerted efforts to build modern political parties founded on strong ideological foundations, clear development ideas, and not tribal bonds. He argues that political parties must base their competition for power on ideological and development platforms and that defining party platforms will need to be supported by the search for ideas, not the appeal to tribal coalitions.

Dr M’membe concludes by stating that political parties that create genuine ideological and development platforms will launch initiatives that reflect popular needs, while those that rely on manipulating ethnic alliances will bring sectarian animosity into government business by appointing people from their tribes and allied ethnicities to key government positions.

EU to provide 50 million Euros towards health, education

The European Union is set to provide 50 million euros to the government in the education and health sectors.

EU Team Leader Social Sectors and Governance, Bogdan Stefanescu announced in Solwezi during a courtesy call on Provincial Administration that the assistance will target early childhood education and teenage pregnancies among others.

He also noted that North-Western Province has been picked to be supported by the EU in the area of infrastructure development in the education sector because of the population of Solwezi that has tripled thereby putting pressure on infrastructure.

Mr Stefanescu noted that the assistance is also in response to President Hakainde Hichilema who has prioritized education through the free education policy.

He said once completed; the projects will be transferred to government.

The EU Team Leader further noted that focusing on education only was not enough hence his team would engage the province to find an approach that tackles malnutrition at household level.

Speaking earlier, North-Western Province Permanent Secretary, Colonel Grandson Katambi thanked the EU for the intervention adding that the province had a total population of 1.3 million people as of the recent census which has put pressure on infrastructure.

The Permanent Secretary assured the EU that all the monies that will be put into the programme will be used for the benefit of the Zambian people.

Copperbelt Province Roads need urgent attention

Copperbelt Province Permanent Secretary, Augustine Kasongo says the state of roads on the Copperbelt needs prompt attention from relevant authorities.

Mr Kasongo says most of the roads are beyond repair stage and will need complete overhaul to allow smooth movement of goods and services.

Mr Kasongo has told ZANIS that Copperbelt being the backbone of the country’s economy needs to have better roads which will not hinder delivery of various products to and from the market.

He has expressed optimism that the visit by Minister of Infrastructure and Urban Development, Charles Milupi tomorrow will reveal some tangible development as regards the various pending road projects.

Mr Kasongo said the minister of infrastructure is expected to undertake physical inspections on the Ndola -Lusaka, Ndola Mufulira and Mufulira-Mokambo and some selected township roads within Ndola.

He added that other roads that Mr Milupi will inspect are Lumpuma – Mukutuma in Lufwanyama, Mpongwe-Machiya in Mpongwe and the Chingola- Kasumbalesa.

Mr Kasongo, however, has assured Copperbelt residents that his office has been informed that some key roads will have works commencing between 60 and 90 days of the first quarter of 2023.

Part I: Russia-Ukraine Conflict: Africa Must Not Miss The Opportunity

From 24 February 2022 when the Russian President Vladimir Putin authorised the launch of what he termed a “special military operation” in neighbouring Ukraine, Western and European governments have been monitoring and scrutinising Africa’s reaction to this military action by Russia in what they termed as “an unprovoked military assault on another sovereign state.” Apparently, they had been expecting African countries to share in their condemnation of Russia’s military action against Ukraine.

Some of the continent’s leaders have toed that narrow diplomatic path out of fear that doing otherwise comes with consequences. Granted, African leaders have very limited options against the powerful West otherwise they would lose the privilege of getting invitations for a cup of tea in London or coffee in Washington to negotiate aid or bailout packages. Understandably then, our leaders would not dare raise the question of how our former colonial masters have contributed to the situation Africa is in today: beggars.

Undoubtedly, Western countries are Africa’s top trading partners together with China. For example, the World Bank report on exports between the United States and Zambia for the period 2016 to 2020 stood at $119.2 million, $97.7 million between the United Kingdom and Zambia, while bilateral trade between Zambia and Russia, stood at just $31.9 million. The big chunk of finances from the Western world revolves around capital goods, mechanical and electrical and consumer products. On the other hands, Russia has been trading in agricultural products such as fertilisers, wheat and metals with Zambia.

It is thus reasonable to conclude that the hands of Africa’s political leaders are tied with such investment, including aid, from the West which may be cut off and wiped out if they refuse to sing the same hymn with the West. However, even under these circumstances, we have seen a good number of African leaders and their countries refusing to open the hymn book and sing with Western European governments over the Russia-Ukraine conflict.

You don’t need to be a rocket scientist to understand the divided sentiments among our continent’s leaders over Ukraine. The lukewarm reception the Ukrainian President Volodymyr Zelensky received at the African Union when he addressed our Heads of State and the lack of interest generally in that address among Africans is sufficient to underscore how Africa has been unenthusiastic to support Ukraine and its North Atlantic Treaty Organization (NATO) backers.

Many of Ukraine’s backers had colonised Africa and still control our economies through various means and institutions such as the International Monetary Fund (IMF). Noticeably, our attitude as Africans to our former colonisers is steadily shifting away in recent years, rising almost to the level of defiance.

A good fraction of the African population generally view Ukraine as a pawn of the West and NATO in the game of chess with Russia, with the world as the chessboard and the world’s natural resources as the prize. But truth be said, Africa’s leaders are the pawns.

The majority of Africa’s people have taken a conscious stance of non-alignment, or else they are patently sympathising with Russia as recent events in Mali, Burkina Faso and Central African Republic, have shown by way of public demonstrations demanding the departure of French and Western “peacekeeping” troops and corresponding calls by the people in those countries for a stronger Russian presence in their countries.

In the Central African Republic, the interim government openly invited Russia’s Wagner Group, a private army which has been labelled as a mercenary outfit by the US and its NATO allies. Of course, the US had a similar outfit: Blackwater led by one Erik Prince, which the US government referred as a “private military contractor.”

True to form, the United Kingdom also had its inevitable copycat “private military contractor” called “Executive Outcomes,” led by Simon Mann and financed by well-known neoliberal groups. Executive Outcomes was busted on its very first mission, which was to be the ouster of the leader of the tiny but oil-rich nation of Equatorial Guinea on the west African coast.

On their way to South Africa to pick up arms and supplies, the mercenaries’ plane landed in Harare, Zimbabwe where the government of President Robert Mugabe, forewarned of the plot, had all the mercenaries on board, arrested and tried. Their leader, Simon Mann, got a 6-year jail sentence in Zimbabwe before he was handed over to the government of Equatorial Guinea for another trial and a 12-year jail sentence.

South Africans and Zimbabweans, two peoples who consider themselves to be among the worst victims of injustices perpetrated by the West, are caught between a rock and a hard place over the question of Ukraine. They tend to justify their indifference towards Ukraine based on reading into past actions by Western countries and European governments.

The resentment of South African towards the West and in favour of Russia is somehow justifiable. Many educated young Africans in the SADC region condemn the West for its role in sustaining and then assisting the oppressive white “Apartheid” regime of South Africa which ended in 1994 as well as the racist white regime of Southern Rhodesia which ended in 1980.

Government to mitigate impact of power cuts, fuel situation-Collins Nzovu

The government says approval has been granted for the importation of between 100 to 200 megawatts of power from Electricidade de Mocambique (EDM).

Minister of Green Economy and Environment Collins Nzovu who is acting as Energy Minister said the government also intends to start the importation of power from the Southern African Power Pool (SAPP) market of up to 80 megawatts.

Mr Nzovu speaking during a press briefing today in Lusaka said the interventions have been put in place to mitigate the effects of powercuts on the economy.

He said ZESCO is also working on the restoration of the 10 megawatts Unit at the victory falls power station which is expected to be online by February 1, 2023.

“Restoration of Maamba Collieries Limited 150 Megawatt generation unit which were scheduled for maintenance from 4 to 20 January 2023 were completed ahead of schedule on January 17, 2023,” he added.

He went on to state that the commissioning of unit number 5 at Kafue Gorge lower hydro power station KGLHPS) has also advanced and is expected to be completed by the end of March 2023.

Meanwhile, Mr Nzovu has disclosed that the country has adequate stocks of petroleum products.

“As at January 30,2023, diesel stocks stood at 56.6 million litres which is adequate for 17 days of consumption whilst the stocks of petrol amounted to 16.8million litres which is adequate for 12 days of consumption,” the Minister said.

He has since assured the public that the fuel situation in the nation is stable as it has adequate stocks of petrol and other petroleum products.

Mr Nzovu noted that as of January 30, 2023, Oil marketing Companies had imported 86.1million liters of diesel and 31 million liters of petrol.

He said the Ministry of Energy will monitor the fuel imports so as to ensure security supply of petroleum products.

“It was observed in the past weeks some service stations do not have petrol after a survey was undertaken in selected service stations across the country on January 29, 2023,out of the hundred and eight-four (184) sites inspected,” Mr Nzovu noted.

He pointed out that of 144 service stations, 78 of the total number of sites inspected were found to be fully stocked with both diesel and Petrol products.

Mr Nzovu further noted that 38 service stations of the total number of sites inspected were found to have no petrol.

HPCZ shuts down illegal skin clinic

The Health Professional Council of Zambia (HPCZ) has shut down an illegal clinic specialized in skin related diseases located in woodlands area in Lusaka.

HPCZ Public Relations Manager, Terry Musonda confirmed that the council with the help of Zambia Police have apprehended and arrested Collins Simoonga, who has been masquerading as a medical doctor.

Mr Musonda said that it is alleged that he was masquerading as a specialized skin medical doctor at his clinic without any registration with HPCZ and legal documentation to support the establishment of operating the facility.

He stated that this is contrary to the provisions of HPCZ Section 6, section 15 and 36 which talks about the provisions of having all the documentation for one to operate as a practitioner and also one establishing a facility.

Mr Musonda said this during a media briefing held at his office in Lusaka today.

“To this effect through the Police he is in custody and we want to emphasize that notwithstanding the qualification of any health practitioner, they need to have the necessary licensing for both themselves and the facility and those who may have such facilities.

He urged all those who have such facilities to formalize the legal existence of their facilities.

Mr Musonda noted that HPCZ will not relent if there are people who have not yet formalized the legal existence of their facilities and emphasized that the registration process for both individuals and also facility owners is very user friendly and straightforward hence the need to come on board.

He noted that HPCZ will continue to ensure that there is sanity in the health sector and the consumer is protected.

Opposition Patriotic Front (PF) Copperbelt Provincial Chairman and former Luanshya Mayor Nathan Chanda Bwalya has expressed worry that over 1000 miners are losing their jobs as Baluba Mine Shaft closes.

Chinese run CNMC Luanshya Copper Mines has announced plans to close its Baluba Mine Shaft in Luanshya.

The process to de-commission Baluba Mine Shaft in Luanshya has commenced with the mining firm notifying the Government through the Ministry of Mines and Minerals Development.

Experts from the Ministry of Mine have already visited Baluba Mine Shaft in Luanshya to assess whether or not it is no longer viable.

Commenting on the latest developments at Baluba Mine Shaft, Mr. Chanda said he sympathizes with the over 1000 miners who have lost Jobs at Baluba Mine.

He said when serving as Luanshya Mayor he did everything possible to see to it that miners did not lose jobs at China Luanshya Copper Mines.

Mr. Chanda has challenged current leaders to find solutions to the impact of job losses at Luanshya Copper Mines.

He observed that sending over 1000 miners on the streets will have negative effects on the economy of Luanshya District.

“I sympathize with over 1000 miners who have lost Jobs at Baluba Mine. When Baluba Mine was put on care and maintenance l did all I could and fought for power from CEC.When miners were on one year contracts l did everything possible to see to it that it came to end. Two to Three years contracts were offered on permanent jobs. Wherever negotiations started we worked very well with all parties involved to see to it that something was done not enough but something was done with my little influence in a win-win situation. When Baluba was opened my enemies told people lies that l brought people from Chambeshi, Mufulira, Chililabombwe and Kalulushi to come and get jobs here in Luanshya. The truth is the opposite like they say “lies have short legs.” After the closure of Baluba Mine it’s our own brothers in Luanshya who have lost jobs and l doesn’t support this move because it is not only painful but will adversely affect the economy of Luanshya and will bring poverty because of the multiplier effect,” Mr. Chanda said.

“I appeal to the leadership to sit down with the management to try and look at the plight of miners and plan on how they can be helped in the near future with Job and other empowerment opportunities. I know money will or has been paid but that’s not enough. JCHX has many contracts with other mines and can be told to relocate some miners elsewhere and others can be taken by the parent company in a phased approach whenever vacancies are available and rooming opening of 28 shafts and in other new sites including upgrading our brothers at 15 MCC. Leadership is about Influence and engagement,” he said.

Meanwhile, CNMC Luanshya Copper Mines says it is investing in mineral exploration in order to sustain the life of the mine.

Mine spokesperson Sydney Chileya said the Chinese run mine has allocated $3 million toward exploration.

Mr. Chileya said the mine in Luanshya has a bright future despite concerns from the public.

And Mr. Chileya has told Radio Icengelo News that the process to close Baluba Shaft is yet to be completed.

CNMC acquired an 85% stake in Luanshya Copper Mines (LCM) in 2009 for US$ 50 million from Enya Holdings BV (Enya) following the suspension of operations at Baluba Centre Mine in the advent of the Global Financial Crisis.

Immediately post-acquisition, CNMC changed the name of the mine to CNMC Luanshya Copper Mines (CNMC-LCM), and it initially held an 85% shareholding stake in CNMC-LCM, and later transferred a 5% stake to ZCCM-IH to achieve a 80 %: 20% shareholding structure per the terms of the acquisition.

Therefore, ZCCM-IH currently holds a 20% stake whilst CNMC holds an 80% stake.

Cabinet Ministers condemn instigators of tribalism

A group of cabinet ministers have condemned tribalism in its strongest terms saying it is against the spirit of unity in the country.

The Ministers are Minister of Information and Media Chushi Kasanda, Minister of Technology and Science Felix Mutati, Minister of Commerce Chipoka Mulenga and Minister of Youth, Sport and Arts Elvis Nkandu.

The Ministers says propagating tribalism has the potential to set the country on fire.

Others were Minister of Small and Medium Enterprise Development Elias Mubanga, Minister of Mines and Mineral Development Paul Kabuswe and Minister of Transport and Logistics Frank Tayali.

Speaking at a media briefing in Lusaka today, Chief Government Spokesperson Chushi Kasanda said the current administration is serious about uniting Zambia citing the fair distribution of constituency development fund to all constituencies in the country.

Ms Kasanda who is also Minister of Information and Media said Government is committed to enhancing unity in diversity.

She said President Hakainde Hichilema has put in place a cabinet representative of all the regions across the country which is testimony to the current administration being inclusive.

“Cabinet Ministers have been appointed even from provinces where they have no single Member of Parliament. The case in point is Luapula and Muchinga provinces, this is a clear demonstration that our President, your President, wants to unite the country,” Ms Kasanda said.

Meanwhile, Minister of Commerce Chipoka Mulenga said development can never take place if there is tribalism in the country.

Mr Mulenga said tribalism needs to be addressed because it has the potential to cause unrest in the country.

“We need to work collectively, diversity in tribes doesn’t have to be a reason why we should be separated, it should bring us together,” he said.

Speaking at the same event Minister of Youth, Sport and Arts Elvis Nkandu says the gains Zambia has made since independence risk going to waste if tribalism is condoned.

Minister of Technology and Science Felix Mutati urged President Hichilema not to listen to detractors but focus on continuing to develop the country.

Mr Mutati also said UPND alliance partners have 25 percent of the eight nominated seats in Parliament.

PF presidential aspirant Chishimba Kambwili is quoted in some sections of the media accusing the Government of tribalism following the redeployment of presidential spokesperson Anthony Bwalya as Deputy High Commissioner to Tanzania.

Chilufya Tayali released on police bond

Opposition Economic and Equity Party (EEP) leader Chilufya Tayali has been released on Police Bond awaiting court appearance.

Zambia Police Service Deputy Public Relations Officer, Danny Mwale has confirmed the development to the Zambia News and Information Services (ZANIS) in Lusaka this evening.

Tayali, 48, of House Number 38 Ngwezi Road in Roma Township was arrested by the Police in Lusaka last week on Friday January 29, 2023 for the offence of Hate Speech Contrary to Section 65 of the Cyber Security and Cyber Crime Act No.2 of 2021.

Police said that Mr Tayali’s arrest was in connection with the recent remarks he allegedly made and posted on various social media platforms where he mentioned some traditional Chiefs and some Commanders from the Defence and Security wings.

This occurred between January 1and 29, 2023.

Felix Mutati announces the Government’s plan to review the Postal Services Act

Minister of Technology and Science Felix Mutati has announced the Government’s plan to review the Postal Services Act to ensure that emerging issues in the postal and courier services sector are incorporated.

Mr. Mutati said the Minister of Technology and Science will soon commence the review of the postal services act to ensure that rising issues in the postal and courier services sector are integrated.

Speaking on the occasion of the signing of Postal Services (General) Regulations, 2023 Statutory Instrument in Lusaka, Mr. Mutati said the New Dawn government is making policy decisions to enhance the growth of the postal services sector.

“From the outset, I wish to point out that the government is committed to the development and growth of the postal services sector. With this growth, the government has a duty to create an enabling environment for it to thrive and create the much needed jobs for our people. In the context of postal services, we have noted the emergence of courier services. These form part of the larger postal services that the government has committed to support ensuring that more jobs are created for our people. The postal services act no. 22 of 2009 (psa) provides for the regulation of postal and courier services in Zambia. To regulate this sector, the ministry has mandated Zambia information and communications technologies (ZICTA to create a competitive postal environment leading to the development of the sector. To this end, ZICTA seeks to support the emergence and growth of Micro Small and Medium Enterprises (MSMES) in Zambia by lowering barriers to entry into the postal and courier sector,” Mr. Mutati said.

“The courier services market segment has witnessed an influx of a number of MSMES participating especially in the distribution of parcels within the districts. While this development is expected to support e-commerce, a number of MSMES providing these services are not licensed by the authority. This presents challenges related to monitoring quality of service, security risks on items being delivered as well as a loss of revenue to the treasury among others. However, some MSMES may not be able to take up opportunities in the provision of courier services due to the prevailing license fees regime which has largely been viewed as prohibitive. In order to reduce the cost of doing business among MSMES as well as enhance regulatory compliance to licensing with the ZICTA, a proposal for the reduction of license fees for operating postal or courier services locally and domestically was made to the ministry of finance,” he said.

Mr. Mutati further announced a reduction in license fees for operating postal or courier services locally.

“Following this consultation, I am happy to announce that local license fees charged by the ZICTA shall reduce from ZMW 10,000 to zmw 5,000 whereas the international license fees shall reduce from zmw 15,000 to zmw 10,000. These respectively represented significant reductions of 50 and 53 percent. The reduction of fees is expected to increase participation of SMEs in the sector and thereby increase competition and reduce unemployment in the county. The fee reduction is also expected to increase the government’s revenues in the long run through increased participation in the postal and courier sector. The benefits of the government intervention in the postal and courier services through the regulations are:formalisation of the postal and courier market will provide space to expand services not only local but international market. The Zambian postal and courier businesses will become global,” Mr. Mutati said.

He said the registered postal and courier businesses shall be regulated to build trust and confidence.

“From the customer perspective, the registered postal and courier businesses shall be regulated which shall build trust and confidence as high quality of services and customer experience will be enhanced. This is part of unlocking rigidity as one of the barriers identified was entry fees which has been reduced by over 50%.The regulation shall also increase employment as we estimate about 150 informal postal and courier businesses that shall be formalized. Taking advantage of the digital transformation agenda through electronic government services in which the government shall continue to provide last mile delivery services for small parcels from the government such as driving licenses, social welfare benefits parcels. The courier sector has experienced rapid growth in participation during the era of the covid-19 pandemic. The most significant part of this growth has been in the domestic category whose activity has increased with the number of operators. The use of smaller vehicles and motorcycles In intra-city deliveries has become popular and hence the reduction of customs duty on electric vehicles from 30 to 15 percent and on electric motorcycles from 25 to 15 percent is timely.”

“Use of electric motor vehicles and motorcycles for the postal and courier sector is very common in more advanced economies due to their fuel cost-efficiency and their lower carbon emissions. Hence, this reduction provides an opportunity for the country’s postal and courier sector to leapfrog fellow developing countries’ progress in the use of green delivery vehicles. The designated operator, Zampost, utilizes bicycles to provide postal services in remote rural parts of the country. Therefore, the reduction of customs duty on bicycles from 25 to 15 percent translates into a cost reduction for Zampost’s acquisition of bicycles for their deliveries where applicable. As I conclude, let me take this opportunity to inform the nation that my ministry will soon commence the review of the postal services act to ensure that emerging issues in the postal and courier services sector are incorporated,” Mr. Mutati said.

Zambia And South Africa To Meet At 2023 U17 AFCON

Zambia and South Africa have been drawn together in Group B at the 2023 U17 AFCON in Algeria.

Algeria is hosting the 2023 U17 AFCON from April 29 to May 19.

Zambia and the 2015 U17 AFCON runners-up South Africa are in a tough Group B that comprises two-time champions Nigeria and 2013 semifinalists Morocco.

Young Chipolopolo and South Africa will meet just after their 2022 COSAFA U17 final showdown in Malawi last December which Zambia won 1-0 and saw both sides qualify to represent the region at the 12-team tournament.

This will be Zambia’s second U17 AFCON after making their debut at the 2015 edition in Niger where they made a group stage exit.

However, it was supposed to be Zambia’s third U17 AFCON after qualifying for the 2021 Morocco tournament that was cancelled because of the COVID-19 pandemic.

Meanwhile, Zambia and Nigeria will meet for the second time at the tournament.
Nigeria beat Zambia 3-1in their final Group A match at Niger 2015.

But Zambia and Morocco are heading for a historic debut meeting.

And in the rest of the tournament group draws, Algeria headlines Group A where they will face Senegal, 2011 bronze medalists Congo Brazzaville and debutants Somalia.

Two-time winners Cameroon and Mali headline Group C in the group of death where they will face 2011 champions, Burkina Faso.

South Sudan completes Group C as tournament debutants.

The semifinalists will all qualify for the 2023 FIFA U17 World Cup Peru will host from November 10 to December 2.

New Dawn Government is on course to fulfilling campaign promises-Kasanda

Minister of Information and Chief Government Spokesperson Chushi Kasanda has said the New Dawn Government is on course to fulfilling campaign promises.

Critics have been accusing the UPND Government of failing to fulfill campaign promises that include lowering the cost of fertiliser, mealie meal and fuel.

Speaking at a press briefing held jointly with other cabinet ministers at the new government complex in Lusaka, Ms. Kasanda said fulfilling campaign promises is not an event but a five-year process.

Ms. Kasanda said certain campaign promises will be fulfilled earlier and others later.

“Let me also take this opportunity to respond to those saying that this government is not fulfilling its campaign promises, as per the Party manifesto.

My simple response is that fulfilling campaign promises is not an event. It is a process and it is a five-year process. We have done policy sequencing. Certain things will happen earlier and others later. We are on course. Check the Eighth National Development Plan and you will see that we are on course,” Ms. Kasanda said.

Meanwhile, Ms Kasanda has accused opposition Patriotic Front (PF) of funning tribalism in Zambia.

She charged that enemies of peace and unity have risen up to poison the minds of the Zambian people on tribal lines.

“As you may be aware, the United Party for National Development (UPND), and its Alliance partners, stands for national unity. We are in government to unite this country and better the lives of our people – nothing else. And whenever we hear that certain sections of society have risen to frustrate our efforts to unite the people of Zambia, we come out strongly to protect that which we believe in. We believe in:Unity in diversity;Equality before the law;Respect for the freedoms and rights of all citizens;Transparency – Accountability – Integrity and Social Justice. In the last few days, enemies of peace and unity have risen up to poison the minds of the Zambian people,as they did in the past. People who acquired and held on to political power, through the principle of divide and rule, have regrouped to continue with their agenda of making the Zambian people hate each other on tribal lines,” she said.

“I want to state that we are different from them. Our vision, as stated in our manifesto, is “to have a united and prosperous Zambia with equal opportunities across ethnic, religious and gender considerations, living in harmony in a free democratic society, thus carrying forward Zambia’s Vision 2030.”In line with our vision, His Excellency the President of the Republic of Zambia, Mr Hakainde Hichilema, has appointed a Cabinet comprising members from all regions of this country. Cabinet Ministers have been appointed even from provinces where we have no single Member of Parliament. The case in point is Luapula and Muchinga provinces. This is a clear demonstration that our President, your President, wants to unite this country. Another area that demonstrates that we are serious about uniting this country can be seen in equity treatment, with regards to Constituency Development Fund (CDF). All the 156 Constituencies receive CDF at the same time. No considerations about which constituency is in which region of the country,” Ms. Kasanda said.

She continued: “You may also consider mass recruitment of teachers and health workers, which were devoid of any regional or tribal considerations. Every Zambian has equal treatment under the UPND administration.

In September last year, the appointing authority removed Dr Sakwiba Masiwa, who was until then Permanent Secretary for the Ministry of Mines and Minerals Development, there was no press conference by any opposition leader or political activist.”

“In August last year, the appointing authority removed Dr George Magwende from the position of Permanent Secretary in the Ministry of Health; there was no press conference by any opposition leader or human rights activist. And now the appointing authority has reassigned Anthony Bwalya, suddenly there is talk. Society, through the media, must ask the question, why is this so?” Ms. Kasanda questioned.
